Metrics for success : using metrics in exercises to assess the preparedness of the fire service in Homeland Security

The increasing threat of terrorism, along with the need for the Fire Service to make a major contribution to the Homeland Security effort, compels firefighters to expand upon their traditional mission requirements. They must deepen and widen the skills they possess for responding to all hazard incidents, and must also cover the terroristic events and weapons of mass destruction incidents that are inevitable during this war on terrorism. This will only be possible if the Fire Service embraces major conceptual changes in the way that it trains and exercises its members. In many respects, that exercise and training system is excellent and serves as a model for other disciplines. In other ways, however, it tends to be flawed and burdensome, preventing the Fire Service from taking major strides forward in its training efforts - especially with respect to the use of metrics to objectively evaluate performance capabilities for Homeland Security-related operations, and the embedding of assessment techniques in a broader system to provide for improved performance. This thesis examines the current approach taken by the Fire Service to training and exercising, especially in the Fire Department of New York (FDNY), and identifies gaps and problems in those existing systems. Then, the thesis examines relevant "best practices" from the United States Military and the private sector that might be applied to the shortfalls in Fire Service training and exercising. The remainder of the thesis proposes changes to the training and exercise system, designed to make a measurable, sustained impact on the capabilities of the fire service to accomplish Homeland Security and traditional mission requirements. / Captain, Fire Department of New York City

Tipping the scales : the reduction of procedural protection for the accused in inter-jurisdictional cases

Within mature criminal justice systems there exists a range of procedural mechanisms designed to provide the accused with protection from unlawful and unfair treatment by prosecuting authorities. Whilst some systems insist on judicial involvement in the investigation of crime, others grant the court discretionary powers to reject evidence or stay proceedings. Complex evidentiary rules flourish in common law systems, whereas civil law systems abide by the principle of the free evaluation of evidence. Judicial responses to the reception of irregularly obtained evidence vary, even within systems sharing a common tradition. Given the strong utilitarian tradition of the English and Scottish courts, judges tend to reason pragmatically rather than articulate principles. Theory and principle relevant to the exclusionary discretion are considered in Chapter 2. The extent of the general powers given to the prosecuting authorities in England and Scotland to gather real evidence, and the range of safeguards designed to protect the rights of suspects are examined in detail in Chapter 3. The fourth Chapter considers the admissibility of irregularly obtained evidence in both jurisdictions and questions whether, and to what extent, the procedural rules permit the court to balance effectively countervailing public interest considerations. The rules operating in France and Germany are examined in outline and used as comparative examples. Police investigative powers do not generally extend beyond the jurisdiction of the national court, thus prosecuting authorities requiring access to evidence located abroad seek assistance through operational police co-operation and mutual legal assistance procedures. These mechanisms are examined in Chapter 5, and consideration given to the differing approaches taken by the English and Scottish courts to the admissibility of regularly and irregularly obtained foreign evidence. The assumption is challenged that evidence obtained abroad can be assessed in the same manner as evidence obtained in breach of national rules without disturbing the fairness of the proceedings. Incorporation of the European Convention on Human Rights has potential for changing the court's response to questions of admissibility and is considered in Chapter 6. This thesis concludes with a critical analysis of the problems identified, and questions whether criminal justice systems can achieve a fair balance without understanding the complex interplay between procedural rules. Only by understanding the function of the procedural rule within each system can the risk of reducing the procedural protection to the accused be avoided. I have endeavoured to state the law as it stood at the end of July 2000.

L’importance des descentes de la fin du XVIIe siècle et du XVIIIe siècle contre la côte bretonne a renforcé l’image d’âge d’or de la Bretagne des XVIe et XVIIe siècle alors épargnée par les guerres. Pourtant, la Bretagne est une frontière maritime du royaume de France depuis le mariage de la duchesse Anne avec Charles VIII. La côte de cette province est marquée par de nombreux débarquements et sa défense est au centre des préoccupations. Toutefois, si la Bretagne est frontalière, les contours de cette frontière sont difficiles à cerner. Cette étude propose d’examiner l’organisation de la défense de la Bretagne pour mieux comprendre les différentes perceptions de la frontière maritime, d’une part par l’Etat royal et ses représentants dans la province et d’autre part à l’échelle de la Bretagne par les institutions locales, Etats, Parlement et Chambre des comptes, et également par les habitants de la côte. Les périodes de crises que constituent les descentes ou les craintes de leur occurrence, ainsi que les oppositions entre le pouvoir royal et les pouvoirs provinciaux quant à la forme que doit prendre la défense de la province, sont un levier qui permet de mieux appréhender l’évolution de la construction de la frontière et donc de sa perception aux XVIe et XVIIe siècles. / The importance of raids in the late seventeenth century and the eighteenth centuries against the Brittany coast has strengthened the image of a golden age in Brittany in the sixteenth and seventeenth centuries supposedly spared by war. Yet Brittany is a maritime frontier of the kingdom of France since the marriage of Duchess Anne with Charles VIII. Numerous landings strike the coast of this province and his defense is a central concern. However, the limits of this border are difficult to identify. This study proposes to examine the organization of the defense of Brittany to understand the different perceptions of this maritime boundary, on the one hand by the Royal Government and its representatives in the province and on the other in Brittany by local institutions, Estates, Parliament and Chamber of Accounts, and also by the inhabitants of the coast. Periods of crises that are raids or fears of their occurrence, as well as conflicts between the royal government and the provincial authority on the form to be taken by the defense of the province, provide insight into the changes in the construction of the border and thereforce its perception in the sixteenth and seventeenth centuries.

O objetivo deste trabalho é analisar o sistema de serviço militar utilizado no Brasil quanto a suas características objetivas e subjetivas, no que concerne à Defesa e à Democracia. Este sistema, caracterizado pela especificidade da obrigatoriedade, em sua maioria, tem sofrido modificações significativas no período pós-regime militar (1985). O serviço militar, considerado em sua criação como vetor de profissionalização do Exército e estruturador da sociedade brasileira, perde o fôlego atualmente pela falta objetiva de possibilidade em manter a eficácia quanto à finalidade da Defesa; restam ainda os argumentos subjetivos de inserção na sociedade. As características subjetivas do serviço militar obrigatório defendidas nos dias de hoje baseiam-se em ideologias sustentadas pelos militares, denominados por Oliveiros Ferreira de “partido fardado", importante articulador da sociedade, com grande peso específico na história do país. Esta visão conflita com as características básicas de uma Democracia Liberal e com as necessidades específicas da Defesa. / The purpose of this paper is to analyze the objective and subjective features of the military service system adopted in Brazil concerning its Defense and Democracy. This system, characterized by its own compulsory nature, has gone through significant modifications in the post-military regime. The military service, conceived as a means of professionalization in the Army and organizer of the Brazilian society, has lost ground due to the impossibility of maintaining its standard of the effectiveness as for the purpose of the Defense; there are still remaining the subjective arguments of the military’s interaction in society. The subjective features of the obligatory military service currently discussed, are based on ideologies sustained by the military, called the “Uniformed Party" by Oliveiros Ferreira, as an important articulation of society, with a great influence in the country’s history. However, those interests conflict with the basic characteristics of a Liberal Democracy and with the specific needs of the Brazilian Defense.

O objeto primordial desta dissertação é conceituar a investigação criminal defensiva, sob a ótica da eficiência e do garantismo, e demonstrar a necessidade deste instituto nos ordenamentos jurídicos em que a investigação pública é tendencialmente acusatória. Para tanto, nos dois capítulos iniciais, esclarecem-se alguns aspectos gerais condizentes ao tema em análise, a saber: a definição de investigação criminal e suas principais características; a questão da parcialidade do Ministério Público e a investigação do crime por este órgão; e a definição de inquérito policial e sua disciplina legal no Brasil. Em seguida, aborda-se a relação da investigação defensiva com os princípios constitucionais da igualdade e da ampla defesa, que se encontram na base de um processo penal acusatório e asseguram às partes igual oportunidade de comprovarem os seus argumentos. Por conta disso, se um sistema jurídico prescreve a investigação do crime pelo próprio órgão acusatório, é de rigor que o imputado tenha direito equivalente, sob pena de se violar os mencionados direitos fundamentais. Ademais, a investigação defensiva, ao permitir a obtenção de elementos que serão contrapostos à investigação pública, amplia o campo cognitivo do Magistrado, o qual disporá de um maior número de dados materiais para fundamentar decisão acerca da viabilidade da acusação e da adoção de medidas cautelares. Após a análise constitucional da investigação defensiva, estuda-se o tratamento conferido pelo Direito estrangeiro a esta matéria, particularmente na Itália, onde o tema está em voga e é objeto de importantes e auspiciosos debates jurídicos. Ao final, a dissertação cuida da concretização da investigação defensiva, isto é, o modo como deve se desenvolver, as suas limitações, a utilização do seu resultado e a possibilidade de inserção no ordenamento jurídico pátrio. / The main subject of this dissertation is to create a concept of the criminal defense investigation, under the efficiency and the guarantism perspectives, and to demonstrate the need of such institute in the legal system in which the public investigation has an acusatory tendency. For this purpose, in the first two chapters, the dissertation clarifies certain general aspects regarding the subject under analysis, such as: the definition of criminal investigation and its main characteristics; the question of partiality of the Public Prosecutor\' s Office and the criminal investigation ran by this office; and the definition of criminal investigation and its legal regulation in Brazil. Following, the dissertation approachs the relation of defensive investigation with the constitutional principles of equality and of full defense, which are in the base of an accusatory criminal procedure and assure the parties equal opportunities to prove their arguments. For this reason, if a legal system provides for a criminal investigation to be conducted by the accusatory party itself, it is imperative that the accused has equivalent rights, otherwise the legal system will be violating the above mentioned fundamental rights. Furthermore, in allowing gathering elements which shall be confronted with the official investigation, the defense investigation expands the cognitive field of the Magistrate, who will have more material data to pronounce a decision regarding the accusation\'s viability and the adoption of cautionary measures. After the constitutional analysis of the defense investigation, the dissertation enters into the foreign law on this subject, particularly from Italy, where the matter is highly in evidence and is the subject of important and auspicious legal debates. In the end, the dissertation provides for the materialization of the defense investigation, i.e., the manner in which it shall be developed, its limitations, the use of its results and the possible insert in our national legal ordinance.

Advocacy Bibliotecário: mapeamento de iniciativas ao redor do mundo / Library advocacy: mapping initiatives around the world.

Por meio de uma pesquisa exploratória de caráter bibliográfico-documental, esta dissertação busca analisar o Advocacy Bibliotecário e como este movimento tem se manifestado em diversos países. Para isso, realizou-se uma revisão de literatura sobre a temática, considerando conceitos como democracia e política, o campo das políticas públicas, além do significado do termo advocacy e o conceito a ele atribuído. Como ponto fundamental para melhor compreensão do Advocacy Bibliotecário, buscou-se identificar a origem, função, papel e importância das Bibliotecas Públicas na sociedade atual, para que se pudesse então estudar como e porque tal movimento surgiu, se estruturou e vem se espalhando pelo mundo. Com base na revisão da literatura pertinente ao tema, identificou-se que a International Federation of Library Associations and Institutions (IFLA) e a Bill & Melinda Gates Foundation (BMGF) vêm desenvolvendo programas a nível global, destinados ao fortalecimento das bibliotecas que, além de oferecer treinamentos para os bibliotecários, também financiam iniciativas ligadas ao Advocacy Bibliotecário. Foram identificados cinco programas globais, sendo quatro da IFLA e um da BMGF. São eles: O Library Development Programme (LDP), o Building Strong Library Associations Programm (BSLA), e o International Advocacy Programme (IAP) da IFLA e o Global Libraries (GL) da BMGF. Como resultado da revisão, chegou-se a consolidação de uma matriz classificatória de tipologias de iniciativas de advocacy possíveis de serem desenvolvidas por bibliotecas: (a) Iniciativas de estruturação: Relacionadas ao fortalecimento do setor bibliotecário no país ou da associação bibliotecária nacional; (b) Iniciativas de formação: Focadas na formação profissional para o advocacy/desenvolvimento de liderança/atuação política; (c) Iniciativas de sensibilização: Iniciativas que visam sensibilizar a população para o valor das bibliotecas e (d) Iniciativas políticas: Ações e estratégias que evidenciam a busca de diálogo com o governo sobre o posicionamento das bibliotecas nas agendas públicas. A partir deste ponto, seguiu-se um mapeamento e categorização das iniciativas de advocacy que têm sido conduzidas por associações nacionais ou regionais de bibliotecas ao redor do mundo, com a finalidade de compreender como este movimento tem se espalhado e se estruturado nas comunidades bibliotecárias. Por meio de consultas aos sites de associações nacionais de bibliotecas e aos relatórios dos programas citados, foram identificadas 80 iniciativas que receberam financiamento dos programas globais, além de outras 97 iniciativas realizadas/iniciadas entre 2010 e 2018 e propostas/conduzidas dentro do escopo aqui proposto. Assim, foram identificadas 177 iniciativas ocorridas em pelo menos 125 países, das quais apenas 159 puderam ser classificadas, da seguinte forma: 19 iniciativas de estruturação, 96 iniciativas de formação, 21 iniciativas de sensibilização e 23 iniciativas políticas. De acordo com esta amostragem, 82,4% das iniciativas ocorreu em países menos desenvolvidos. Pode-se perceber, portanto, que nestes países, já há algum tempo estão surgindo projetos de advocacy, certamente devido à motivação e fomento das instituições e programas mencionados. E, que modo geral, a demanda corrente ainda se concentra em iniciativas de formação, demonstrando grande necessidade de capacitação dos bibliotecários para a condução de esforços de promoção, defesa e militância das bibliotecas e da própria profissão. / Through an exploratory bibliographic-documentary research, this dissertation seeks to analyze the Library Advocacy and how this movement has manifested itself in several countries. For this purpose, a literature review was carried out on the subject, considering concepts such as democracy and politics, the field of public policies, besides the meaning of the term advocacy and the concept attributed to it. As a fundamental point for a better understanding of the Library Advocacy, it was sought to identify the origin, function, role and importance of Public Libraries in today\'s society, so that it was possible to study how and why this movement emerged, was structured and is spreading throughout the world. Based on a review of relevant literature, it has been identified that the International Federation of Library Associations and Institutions (IFLA) and the Bill & Melinda Gates Foundation (BMGF) have been developing programs at the global level to strengthen libraries which, in addition to providing training for librarians, also finance initiatives related to the Library Advocacy. Five global programs were identified, four from IFLA and one from the BMGF. They are: The Library Development Program (LDP), the Building Strong Library Associations Program (BSLA), and the International Advocacy Program (IAP) of IFLA and the Global Libraries (GL) of the BMGF. As a result of the review, it was possible to consolidate a classification matrix of types of advocacy initiatives that could be developed by libraries: (a) structuring initiatives: Related to the strengthening of the librarian sector in the country or the national librarian association; (b) Training initiatives: Focused on vocational training for advocacy / leadership development / policy action; (c) Awareness-raising initiatives: Initiatives aimed at sensitizing the population to the value of libraries; and (d) Political initiatives: Actions and strategies that highlight the search for dialogue with the government on the positioning of libraries in public agendas. From this point, a mapping and categorization of the advocacy initiatives that have been conducted by national or regional associations of libraries around the world have followed, in order to understand how this movement has spread and structured in the librarian communities. Through the consult of the national library association websites and the reports of the global programs, 80 initiatives were identified that received funding from the global programs, as well as 97 other initiatives undertaken / initiated between 2010 and 2018 and proposed / conducted within the scope proposed here. Thus, 177 initiatives were identified in at least 125 countries, of which only 159 could be classified as follows: 19 structuring initiatives, 96 training initiatives, 21 awareness-raising initiatives and 23 political initiatives. According to this sampling, 82.4% of the initiatives occurred in less developed countries. It can be seen, therefore, that in these countries, advocacy projects have been in progress for some time, certainly due to the motivation and the promotion of the institutions and programs mentioned. Overall, current demand still focuses on training initiatives, demonstrating a great need for the capacity of librarians to carry out efforts to promote, defend and militate in libraries and in the profession itself.

O principal polo produtor de banana no estado de São Paulo está na Divisão Regional e Agrícola de Registro, que se estende do Vale do Ribeira até o litoral sul do estado. Nesta região, a produção de banana é a principal atividade dos produtores rurais e é responsável pela principal demanda de insumos e serviços de comercialização. No entanto, o Vale do Ribeira se caracteriza por ser uma região com baixos níveis de tecnologia e mecanização e a qualidade de vida é bastante baixa, fatores que contribuem para a baixa produtividade da banana. Este trabalho teve como objetivo estabelecer os efeitos que a proximidade da biodiversidade nativa da Mata Atlântica promove nos atributos físico-químicos e bioquímicos do fruto da bananeira, em decorrência da proximidade da biodiversidade. Duas parcelas foram escolhidas para fornecer as amostras posteriormente analisadas quanto a parâmetros fisiológicos, químicos e bioquímicos: a parcela \"Controle\" plenamente inserida em um bananal convencional e a parcela \"Biodiversidade\" com 60% de seu perímetro rodeado pela biodiversidade da Mata Atlântica. Foram feitas as seguintes avaliações nos frutos colhidos destas parcelas: análise dos perfis de etileno e CO2 endógenos por cromatografia gasosa, quantificação de amido por método enzimático, e açúcares solúveis por CLAE-DAD, análise de textura (penetrômetro) e cor (colorímetro), determinação de compostos voláteis relacionados ao aroma por cromatografia gasosa e espectrometria de massas. Além de avaliações em campo de incidência e severidade de pragas e doenças, de luminosidade, radiação fotossinteticamente ativa, análise de solo e foliar, monitoramento da Umidade Relativa e temperatura. Os resultados mostraram que as plantas na parcela próxima à Mata Atlântica foram menos atacadas pela Sigatoka Negra (cerca de 15%) quando comparada à parcela Controle (cerca de 36%). Nos frutos colhidos, foram encontradas diferenças nos padrões de etileno, respiração, textura, cor, açúcares e perfil de compostos voláteis. Os resultados relativos ao perfil destes compostos mostraram alterações na rede de vias de biossíntese de compostos voláteis diferentes dos comumente detectados em bananas. Compostos típicos de frutos imaturos, conhecidos na literatura como Voláteis de Folhas Verdes (VFVs) foram detectados nos perfis de compostos voláteis de frutos maduros das amostras da parcela Biodiversidade, indicando o desencadeamento de vias metabólicas relacionadas à defesa de plantas, tais como a Via da enzima Lipoxigenase (LOX) e a Via de Biossíntese de Terpenos. Este fato provavelmente teve origem na maior quantidade de sistemas ecológicos originários do fragmento florestal próximo à parcela, que favoreceram uma rede mais rica de relações entre as bananeiras e outros organismos, bem como entre as bananeiras e outras plantas, em comparação às plantas da parcela Controle. Constatou-se que as condições de cultivo no campo têm influência direta sobre o produto final, refletindo no processo de amadurecimento dos frutos. / In São Paulo, the main banana producing region is the Divisão Regional e Agrícola de Registro, extending from the Vale do Ribeira to the southern coast of the state. In this region, the banana producing is the farmer\'s main activity and is responsible for the main demand of inputs and commercialization services. However, the Vale do Ribeira is characterized as a region with low levels of technology and mechanization and the quality of life is quite low, factors that contribute to low banana\'s productivity. This study aimed to stablish the effects that the proximity of native Atlantic Forest biodiversity promotes on the physical, chemical and biochemical of banana, due to the proximity of biodiversity attributes. Two plots were chosen to provide samples subsequently analysed for physiological, biochemical and chemical parameters: a control plot fully inserted into a conventional banana produce and another plot, called by Biodiversity Plot, with 60% of its perimeter surrounded by the Atlantic Forest biodiversity. The following evaluations were made in the fruits harvested from such plots: analyses of endogenous ethylene and CO2 profiles by gas chromatography, quantification of starch by enzymatic method, and soluble sugars by HPLC-DAD, texture analyses (penetrometer) and color (colorimeter), determination of volatile compounds related to flavor by gas chromatography and mass spectrometry. Apart from field evaluations of incidence and severity of pests and diseases, brightness photosynthetically active radiation, soil and leaf analyses, monitoring of relative humidity and temperature. The results showed that the plants in the plot next to the Atlantic Forest were less attacked by Black Sigatoka (about 15%) compared to the plants from the control plot (about 36%). In harvested fruits, differences were found in ethylene profiles, texture, color, sugars and volatile compound profile. The results for the profile of these compounds showed changes in the biosynthetic pathways of volatile compounds network, commonly found in bananas. Typical compounds immature fruit, known in the literature as Green Leaf Volatiles (GLVs) were detected in volatiles from samples of mature fruits portion Biodiversity profiles, indicating triggering of defense-related pathways in plants such as the Lipoxygenase Pathway and biosynthesis of terpenes pathway. This fact probably originated from the most amount of ecological systems originated near the plot forest fragment, wich favored a richer network of relations among the banana plants and other organisms as well as between the banana trees and other plants, compared to plants of the control plot. The growing conditions in the field have direct influence on the final product, reflecting on the fruit ripening process.

Paulo, a charge é, de acordo com Riani (2002), uma das primeiras atrações buscadas pelo leitor do periódico. Ao apresentar a figurativização de uma cena do cotidiano de forma lúdica e muitas vezes nonsense, o enundicador acaba por se esconder no ninho do risível, onde tudo é possível e, dessa maneira, pode garantir seu espaço para criticar as cenas do cotidiano. Buscando entender a forma como a charge constrói o ator discursivo na página de opinião do jornal impresso e ainda suas estratégias argumentativas, serão tomadas como córpus charges políticas do artista Jean Galvão, veiculadas no jornal Folha de S. Paulo, na página A2, seção Opinião, durante os quatro anos do primeiro mandato da presidente do Brasil Dilma Rousseff. Esta tese pretende abordar a charge como texto verbovisual, mais especificamente, as charges políticas, à luz da semiótica plástica, de modo a delimitar os contornos de uma semiótica da charge, que, além de tratar do texto verbovisual em si, reflita sobre sua circulação e relação com os tipos de texto que a cercam. Para tanto, apresentaremos no âmbito da semiótica uma definição para o gênero charge, buscando entender suas relações e especificidades em relação à História em Quadrinhos e à Caricatura. Paulo, the cartoon is, according to Riani (2002), the first attraction searched by the reader. When it presents a scene by means figurativization using the humor and sometimes the non-sense mode, the enunciator can find shelter in a nest where everything is possible and because of this one can keep his/her space to criticize the daily scenes. In order to understand the way that the cartoon build the discursive actor in the opinion section of the newspaper and so the ways to the argumentation, we are going to take as corpus with political cartoons created by Jean Galvão and presented in Folha de S. Paulo, in page A2, Opinion Section, during the 4 years of the first term of president Dilma Rousseff. We intend to study the cartoon as a verbal-visual text, more specific the political cartoons, using Semiotics of the Plastic Arts, trying to delimit the boundaries of a semiotic for the cartoon, that more than show the verbal-visual text, can meditate about the relation with other kinds of text that are nearby. In order to achieve that goal, based on the semiotic theory, we are going to use a definition for the genre cartoon, which we want to understand its relations and specifies when compared to comics and caricatures. La sécurité du territoire du Gabon s'organise autour des enjeux qui s'enracinent moins dans son statut ancien de "petit cendrillon d'Afrique centrale" que dans les représentations du pouvoir politique, pour qui, le Gabon est un "petit Etat", nanti de ressources géostratégiques, qui attisent des convoitises, surtout des puissances extérieures. Des considérations géopolitiques, auxquelles s'ajoutent la situation problématique de ses frontières terrestres et maritimes et, surtout les nouvelles menaces, en tête desquelles l'immigration clandestine, et les menaces internes, notamment les nouvelles formes de criminalité, les conditions sociopolitiques, la pauvreté socioéconomique, les déviances sociales, sans oublié les difficultés liées à l'encadrement territorial. Des enjeux et des menaces internes et externes, au compte desquels s'organise le Gabon, aux fins de sa sécurité. La sécurité gabonaise, qui considère, ainsi, l'échelle locale (interne) et régionale (externe) du territoire du Gabon, s'enracine principalement dans l'œuvre des forces de police et des forces militaires, qui produisent la sécurité publique, la sécurité civile et surveillent le territoire tout en préparant sa défense opérationnelle, pendant que les pouvoirs publics recherchent l'amélioration des conditions sociopolitiques, la qualité vie socioéconomique et environnementale de la population. La sécurité gabonaise s'étend à l'extérieur, dans la coopération régionale, où le Gabon postule une sécurité politique, basée sur l'ordre régional et l'entente cordiale entre pouvoirs, une sécurité économique qui améliorerait ses dépendances alimentaires, une coopération policière par "l'entraide policière" et, éventuellement un rétablissement de l'ordre sur son territoire. Des actions, à côté desquelles le Gabon s'emploie à une diplomatie de paix dans la région pour éviter des impacts des conflits extérieurs sur son territoire. Plus à l'international, la relation avec la France reste cruciale. Le Gabon cherche à renforcer ses capacités militaires et un possible rétablissement de paix sur son territoire. Toute une organisation de sécurité intérieure et extérieure qui, jusque-là, n'a pas donné les résultats escomptés. L'action de la police reste obsolète et l'insécurité grandissante, la sécurité humaine est très faiblement promue, le pouvoir brillant plutôt dans l'autoritarisme et le phagocytose des opposants et réservant un traitement particuliers aux militaires. L'encadrement territorial ne permet pas un contrôle effectif. A l'extérieur, la sécurité coopérative n'a pas réduit les dépendances alimentaires et ne s'avère pas efficace contre les menaces externes tant en mer que sur terre. Le partenariat de défense avec la France semble être un instrument pour la stabilité du pouvoir que pour le renforcement des capacités militaires des forces armées gabonaise. Autant de difficultés qui permettent aisément d'affirmer que le territoire du Gabon n'est pas en sécurité. / Gabon‘s territory‘s security involves stakes rooted less in its old status of the “little Cinderella of Central Africa“ than in its geopolitical representations of the political power which views the country as a “small state” rich in geostrategic resources stirring up covetousness, above all from outside powers. Together with territorial issues, come up land and sea borders' problems, above all the new threats, in which illegal migration, internal threats -particularly the new forms of criminality- sociopolitical conditions, socioeconomic poverty, social matters as well as difficulties to control the territory, are at the top of the list. Internal and external threats and stakes around which Gabon organizes itself in order to establish security within its territory. The country takes into account local and regional levels of the territory, mainly relying on police and military forces which seek to set up public and civil security, oversee the territory while preparing its effective defense. Aside from this security initiative, the government endeavors to improve sociopolitical conditions, people's socioeconomic' standards of living, and the protection of the environment. Gabonese's security‘s issue goes beyond its borders, as part of a regional cooperation where Gabon negotiates the political peace based on regional order and entente cordial between political powers. An economic security which would improve food expenses, a police cooperation through “mutual judiciary assistance “and, possibly, the recovering of its territory‘s order. Moreover, Gabon's foreign policy is to maintain peace within the area to avoid its territory to be influenced by external conflicts. From the international point of view, Gabon together with France tries to reinforce its military forces and to make a possible peacemaking in the region. So far, this whole initiative hasn't met the country' expectations. The police ‘efforts are inefficient and there is more and more insecurity. The human dimension is relative; rather, the shining government's authoritarianism, the opposition and the military phagocytosis as well as the territory's control are inefficient. Outside, the foreign judiciary assistance fails to cut food expenses and to fend off of external threats whether on sea or land. The defense cooperation with France seems to be more effective in stabilizing the established power than in reinforcing the military forces. Thesis (M.B.A.)--Boston University / The method of determination and expenditure of the Department of Defense research and development budget with all its attendant military, economic, and political considerations is obviously a topic far beyond the limitations of a paper of this type and no attempt will be made by the author to discuss this subject. In an effort to isolate for examination, however, one very pertinent aspect of this broad current issue, the thesis does concern itself with the problem of determining, contracting, providing and utilizing effectively the funds required to conduct Government research and development contracts with private industrial and institutional organizations. Since, in the aggregate, more than three -fourths of all military research and development requirements are fulfilled through these sources, it is hoped that, by considering these problems as they relate primarily to the individual contractor and secondarily to the Federal Government, certain conclusions may be reached regarding financial management principles and procedures which might eliminate difficulties in the field of research and development.
