Abstract Rural Tourism was first found in Europe in the 19th century; Industrialization coupled with the market economy had accelerated urbanization process and brought negative effects, which created an atmosphere of intense competition, leading to urban residents long for the quiet rural life and beautiful countryside.  Rural tourism development is so striking, inseparable from its particular historical background. Since more than a century of industrialization and urbanization process accelerates and the economic and political status of rural undergone great changes. In particular, in the last 50 years, because of technological advances, production continues to improve, but agricultural labor demand declined at the same time.  The relocation of population in many rural areas, leads to depression of rural services and rural communities in decline. With the move of young people, rural aging has become increasingly prominent. Development issues in rural areas attracted the attention of Western governments of developed countries, while the development of tourism and rural economic structure to change an important way. Ping Tung industry is rich in resources, and in recent years, urbanization and recreational needs of pressure, Industry and Tourism of vigorous growth. This study explored cases around the world for the rural tourism development and strategy, through France, England, UK, Germany and other rural tourism development strategies and models of case analysis, induction suitable for a rural tourism development in Ping Tung County, The results displays that the county¡¦s rural tourism development is in line with modern green tourism, environmental protection and tourism trends in the world of national tourism policy for the current major driving directions. In the future, Ping Tung County, needs to establish the development of village tourism brand, the government initiates to promote counseling, and with the whole city and the county of Ping Tung County and Tourism marketing strategy to achieve sustainable tourism development in Ping Tung County, Ping Tung County can look forward to the development of rural tourism by attracting foreign experience to come to Taiwan, and also increases the visibility of ping Tung county in the world.

Construction of the national mental health indicators

This study is to explore literature through domestic, building mental health assessment indicators, the use of Delphi method by the domestic psychology, counseling, education, counseling, mental health-related scholars and practitioners of view, construction of national mental health indicators, and view the people the importance of mental health indicators distribution. The results showed that the national mental health assessment indicators include the "interpersonal", " resistance to stress", and "work ability", "disease", "emotional", "conduct", "cognitive," "Sleep," "religion" , "sex" in ten dimensions, a total of 25 questions the subject. Indicators of the importance of distribution to compression of the dimension of "I can quickly adjust and adapt to the pressure felt in life," experts agreed that the importance of access to the highest, indicating the pressure adjustment and adaptation is affecting mental health of the most important factor. The religious dimension in this study, the three indicators are all experts in assessment is the importance of low, appear in this dimension for the mental health impact far as other dimensions.

After human beings entered in a later period of industrial society, the competitiveness of cities and regions was gradually affected by their own impressions. The reason was that due to the important elements, tourist, cultural industry and knowledge industry business, of city-developing at present stage, new city-demanders were more sensitive to the city¡¦s image than space-consumers in the past. Also, after 1980, because of this kind of economical change, western developed industrial cities led the marketing principles of region and city to administration and paid much attention to the strategy of city¡¦s image. Penghu Makung , a historical coast city, is the center of humanity, history, economy, politics and culture in Penghu Islands. In the future, facing with the world competitiveness between cities and the goal of sustainable development, how does Makung city to be modeled into a unique style city by conducting the strategy of developing the city brand? This research was based on two stages of Delphi Method to combine the cognition of of Makung city of industry, official and university specialists and based on CIS, Corporate Identity System, as examination construction to sketch the contours of the vision of the strategy of modeling Makung¡¦s city brand. According to statistics, in the future, Makung city should be characterized by its historical and suitable living place in order to develop its brand orientation and should be shaped into a low-carbon coast traveling city and a resort center of Sea Islands which are the core of city¡¦s development. As for its visual image, the symbol and the sign of the city should be redesign; the slogan and mascot could immediately become the marketing strategy in the future. Besides, basalts on Tongpanyu is the highest landscape brand and Mazu Temple is the most typical building. As for the brand of local activity, Qigui Ceremony which should be enhanced by branding and combing with the city is the most impressive. In sum, with the integration of history and humanity and the combination of story and landscape environmental construction, the city brand of Makung city would be developed.

A strategy study to regenerate local development by rural tourism

According to the Statistics from Council of Agriculture in 2005, the proportion that agriculture occupied in the industrial structure of Taiwan has already dropped to 1.5%. After Taiwan joined the World Trade Organization in 2002, the government constructively attempted to encourage the farmers to transform to the suppliers of the recreation services. It¡¦s promoted the developed types of rural tourism changes from the early orchards and leisure farms to combine closely with local characteristics. The study aims to investigate the situations of rural tourism in Taiwan and to develop the workable strategies to revive the local economy. Use in-deep interview and the survey of questionnaire in Delphi method to collect the opinions from the industrial businessmen, government officials and academic experts. It has found that economical, social, and environmental dimensions obviously affect rural tourism in reviving local development. Furthermore, the strategies of rural tourism to regenerate local development could be divided into short-term and long-term strategy. For short-term strategy, there six recommends of the government are as followed, amending legislative laws and policies, adequately improving infrastructures, providing in-job training, and so on. And there are three about rural tourism suppliers. They are promoting the uniqueness rural resources, participating in communities¡¦ development, and upgrading the qualities of service. For long-term strategies, experts suggest the government in three dimensions, and four for the rural tourism suppliers. In conclusion, rural tourism is one of the most popular domestic recreation activities. In the future, the participations from business, governments, residents, and tourists are all very important to achieve the sustainable management goals. It¡¦s expected that development of Taiwan rural tourism could attract international tourists and improve the Taiwan¡¦s visibility in the international tourism market.

A study to generalize the critical factors of the regional industry innovation systems

¡§Science¡¨, ¡§Technology¡¨ and ¡§Innovation¡¨ are more important than the conventional productive elements in the era of knowledge economy. Lots of countries emphasized to advance the spread of knowledge in the innovation systems. Department of Industrial Technology also thought the relationships between governments, enterprises, research institutions and universities are important. Furthermore, the regional innovation system is the base of the national innovation system, but there were few research papers about regional innovation system. Therefore, we thought the regional innovation system is very important for regional developing and even the country. We collected the critical factors of the regional innovation system by literature review and the analysis of cases. And then, we adopt Delphi method to collect the professional¡¦s advices and check the critical factors of the regional innovation system. In concluding, we found out the factors below: 1.Governments should choose ¡§R&D¡¨ to be the orientation of the region, and supply the infrastructures to construct the good environment. It should establish relative policies and laws, and hold some exhibitions and conferences to promote the cooperation between the components. Central government and local governments should build good channel to communicate each other. 2.The research institutions, universities, and enterprises should have their own authorities and lead in the experts around the world. And they should spread the talents, technologies, and achievements between them. Furthermore, they should communicate with other international institutes. Having enough funds of R&D is also important for the research institutions, universities, and enterprises. 3.Finally, some results that we couldn¡¦t explain here is like intellectual property rights. Protecting intellectual property rights would increase invention and innovation, but sharing the knowledge and technology are also important for an innovation system. Consequently, the follow-up researchers could continue to research this subject.

Since 1999, Ministry of Economic Affairs, R.O.C. boosts ITDP programs actively¡Adeveloping science and technology programs get more and more important for upgrading industry¡¦s R&D abilities. This study is going to establish a performance appraisal model to promote the justice and trust of programs appraisal, provide government for a well model to advance national industries¡¦ forces and competencies. This study establishes a performance appraisal model with AHP and Delphi method. It is shown that ¡§networks effect¡¨ is the most important and critical index of this model and program. Finally we address a performance appraisal model to help the government and industries set up an evaluation or execute appraisal strategy well.

In the book of ¡§The Practice of Management¡¨, Peter Drucker(1989) mentioned, that the quality and performance of managers determine the fate of the company. Indeed, the faster the world changes, the more significant the role managers play is.) Especially, the middle/ high level managers, who highly involve and participate in the organization, play the pivotal roles. The case company has been growing up during recent years, and the demand for the middle/high level managers is very great. So, whether the managers have the appropriate management ability will be the focus of training programs. As a result, the study constructed the management competency model for the case company via Analytic Network Process (ANP). Besides, this model provided the clear criterions that could help the case company to select and train the middle/high level managers. The findings are listed as bellows¡G 1. Confirming key management competence items for the middle/high level managers, and built up an analysis framework. Therefore, the case company would figure out important key items to improve the efficiency of selection and work performance. 2. Deciding the criterion and authority for each management competency index with Analytic Network Process. The result considered depending relationship between indices correspond with practice, clearly numerical data also help to reduce uncertain in decision process. 3. The study constructed the management competency index, and according to the result of the test, this model could correctly identify the middle/high level managers with brilliant performance.
