Instructional Leadership as Defined by Virginia Elementary Title I Principals: a Delphi Study

Policymakers have tried to link the principal to student outcomes, thus shifting the role of the principal from manager to instructional leader of the school. The significance of instructional leadership has increased especially since the implementation of the No Child Left Behind Act in January of 2002. However, a common definition of instructional leadership is difficult to locate in the literature. In this three-round Delphi study, 24 Virginia Title I elementary school principals defined the concept of instructional leadership in terms of the knowledge, skills, and behaviors that practitioners believe school principals need to be an instructional leader in Virginia elementary schools. The research questions were: 1. What do elementary principals perceive to be the specific knowledge necessary to be an instructional leader? 2. What do elementary principals perceive to be the specific skills necessary to be an instructional leader? 3. What do elementary principals perceive to be the specific behaviors necessary to be an instructional leader? The use of Maykut and Morehouse's (1994) constant comparative method generated themes and categories from the sorted descriptors submitted by the Delphi participants. The Delphi themes generated were (a) principal instructional leadership awareness, (b) focus on teaching and learning, (c) engaging stakeholders, and (d) building for instructional capacity. The final themes and categories produced during the Delphi process were compared to Robinson, Lloyd, and Rowe's (2008) five leadership dimensions. Results from Delphi III complemented Robinson et al.'s (2008) five leadership dimensions with the exception of Dimension 4: "promoting and participating in teacher learning and development" (p. 635). While Delphi participants provided descriptors supporting professional development, they did not emphasize instructional leadership participation with teachers in professional development opportunities. The final definition of instructional leadership which emerged in the study provided knowledge, skills, and behaviors that current and future practitioners may incorporate in their own leadership practices to influence student achievement. The instructional leadership definition may serve as a springboard to guide curriculum decisions in leadership preparation programs seeking to improve instructional leadership practices. The definition of instructional leadership may also be useful to policymakers seeking to implement legislation linking leadership to student achievement. / Ph. D.

The rapid economic growth in many developing countries results in a high demand for infrastructure and governments find that they are unable to fund the vital infrastructure or to maintain the existing ones (Gupta and Sravat, 1998). To remedy this they are increasingly opting for an alternative source of funding through the large international companies which have considerable credit standing for concession contracts such as Build Operate and Transfer (BOT) since those companies have a much larger capacity to fund the large scale projects than the recipient country. The objective of this research project is to provide a brief review of the South African experience with the utilisation of the BOT approach for infrastructure developments, examining the risks and the measures used to mitigate them. This is so as to draw lessons for policy makers on how to improve the use of this strategic instrument for infrastructure provision. The emphasis will be on overall risks associated with the scheme as well as the mitigating factors in light of the current social, political and economic context of the country and the region. Data was collected using the Delphi survey method and the study targeted individuals who were knowledgeable and experienced with the issues under investigation and from different sectors involved with execution of BOT infrastructure development projects in South Africa. These included contractors, lenders, operators as well as some from the host government. The questionnaire was designed to identify the perceptions of the individuals regarding risk management in BOT projects as well as identify significant risk associated with the scheme. The 10 most critical risks were ranked based on the ratings of the respondents in the final phase of the Delphi survey. The risk that was rated the most critical turned out to be ‘Political instability in the host country’. This is defined as the danger of political or financial instability in the host country caused by events such as insurrections, strikes, creeping expropriation and outright nationalization.

Since Taiwan joined the WTO (World Trade Organization), Taiwan¡¦s agriculture confronted with great challenges. Taiwan government plans for the fishery into three expanded directions. Those are traditional fishery, breed fishery, and recreation fishery. Recreational fishery offers a wide range of recreations, including pond angling, touring of the sea bottom, and various types of sport fishing such as trolling and angling. The ¡¥Blue High Way¡¦ is a kind of the recreation fisheries. The ¡¥Blue High Way¡¦ in Dan-shui is the first line across Taipei country, Ji-long, Yi-lan, and Hua-lian. This dissertation will discuss the sustainable development strategies for the Dan-shui blue high way. This dissertation uses the dominant-less dominant design method. The qualitative data will be taken as the main result, and the quantitative data will be an auxiliary to the main result. The qualitative data were be collected by visiting government official, blue high way businessmen, residenters, and sightseers. The quantitative data derived from mail questionnaire that use the Delphi Method.

Approach to the Influencing Factors of Partnership in E-Marketplace Abstract In light of the inter-dependency between emerging technology and inter-organizational relationship, an initial research framework is built upon the spirit of Adaptive Structuration Theory. This research aims to explore the influencing factors of three-phased partnership in e-marketplace. As a result, through literature review and expert interview, the framework is verified and presented as the research model. An empirical study is conducted to verify the research model. Through literature review, expert depth interview and questionnaire survey, the viewpoints from practical experts, leading companies in IT industry, and management level are generalized. The forecast of prospective relationship style of partnership in e-marketplace is also constructed in this study. By means of the comparison among those surveyed groups, the common points are explored, as well as the differences.
