In the 21st century, the global economy is the era of knowledge-driven economy, focusing on innovation. Every culture has been influenced by the trend of globalization which makes a lot of traditional industries possess the potentiality to recreate. Therefore, many countries are trying hard to combine the creative products with commercial mechanism in order to reflect the characteristics of one's own culture. By doing so, it can strengthen people¡¦s identity with their own culture and incresase the additional value of the industries. When facing the trend of globalization, Taiwan has lunched the plan of the local cultural hall, which is the most representative local culture assets producing the cultural products of the extremely rich intention. And with the diversified marketing methods, Taiwan desires to build and construct a new kind of economy attitude which promotes the prominent Taiwanese international culture image. The local cultural hall has combined the local characteristic industry and specialize marketing strategies, to promote the development of economy of the local cultural industry and extend the function of cultural continuity. This research hopes to plan the way by combining concept and Strategic Planning Model of Integrated Marketing Communication, and make suggestion of marketing and promotion on the strategy to take the place of and raise the Hengchun Folklore Hall while setting up. This research is to go on by way of case study, collecting domestic and international relevant documents and case background materials and designing the foundation as the questionnaire at first. Then the researcher investigated through Delphi Method to understand, analyse and offer the way of Integrated Marketing Communication on the suggestion of local cultural industry practical operation. This research applied Delphi Method to the research approach. The respondents of the questionnaire represent the educational circle related to local cultural industry and the practice circle. The practice circles amounts to 20 people including relevant staff member and folk persons who are engaged in Integrated Marketing Communication and actually responsible for the business in the local cultural industry, the academia amount to 4 is by inviting professor's correlated curriculum or the scholars of the relevant topic of research. Analyse and process via statistical method, the main research findings will be described as follows:

A Study on Health Assessment Indicators of Artificial Wetlands: Zo-Zai Wetland Park in Kaohsiung, Taiwan as the Case

The disappearance of the wetlands of Taiwan have reflected all kinds of biological drifting about aimlessly. We have to take action for protecting the wetlands, due to there are less than before. In the face of the wetlands that there are not much left, we must treasure and offer protection. The action that a lot of wetlands protection at present is going on. We need to invest more research and monitoring, and should investigate the state of wetland health that file, expect that can utilize limited resources more effectively during the process of protecting. This research expects to build the index system constructing out a set of Taiwan wetlands and assessing to the characteristic of the wetland of Taiwan. After consulting the domestic and international relevant index system, this research drafts preliminary wetland health assessment system. Through Delphi method, gathering opinions and suggestions from experts and scholars this research could set up the health assessment indicators of Taiwan artificial wetlands. Index system is divided into environment and management two general parts, and is categorized into six major indexes groups, including organism, water, soil, environment, management and social economy, amounts to 18 indexes. In the case of Zo-Zai Wetland Park, in Kaohsiung, Taiwan, we applied this index system to inspect the health degree of Zo-Zai Wetland Park and its index results. Assessing the result for being 'good' in health, and cause the unhealthy projects of wetland include restoration species grow up degree, the distribution of the invasive species, the water quality situation, the hydrology situation and the maintenance funds of the wetland . The whole but the speech, the continent Zo-Zai Wetland Park still belongs the health, but influence the wetland healthy factors still need to monitor continuously in order to maintain wetland health quality. This research hopes to diagnose the health state of the wetlands, through health assessment indicators system and regular wetland monitoring, Then designing the wetland follow-up planning and management strategies to result the wetlands¡¦ problems earlier. Finally, it hopes to help restoring the wetlands in Taiwan.

A Study on the Global Logistic Developed Strategy for Kaohsiung Harbor

At present, enterprises adopt global production and marketing strategy to reinforce their competitive advantages. In addition, they tend to search suitable places for establishing global logistic distribution centers. An international harbor with good geography, cost advantage, and complete facilities, will be attractive for those enterprises to set global logistic distribution centers. The Kaohsiung Harbor is the third largest container transport in the world. However, the global logistics is operated at the beginning stage. To match the developing plans of the government's global logistics, this exploratory study is designed to develop a strategy for the global logistic distribution center in Kaohsiung Harbor with Delphi Method and Analytic Hierarchy Process. Through literature review and two rounds Delphi Questionnaire, we find five evaluating criteria (operating efficiency, administrative efficiency, tax incentive, infrastructure and logistic professions) for positioning the Kaohsiung Harbor in global logistics. Five major functions including transit shipment, container consolidation, distribution, simple processing and warehousing are inducted. Three alternatives for global logistic distribution center are centralized, decentralized, or mixed type. Major findings of this study are as follows: 1.Centralized global logistic distribution center is the best type for Kaohsiung Harbor. 2.The priority of the major functions for a centralized global logistic distribution center in orders is simple processing, distribution, warehousing, container consolidation, and transit shipment. 3.The criteria for evaluating centralized global logistic distribution center in orders are administrative efficiency, operating efficiency, tax incentive, logistic professions and infrastructure. According to the results, researcher offers a strategy for developing global logistic distribution center in Kaohsiung Harbor.

Task Comparison Between Career Counselors and Vocational Evaluators: What's the Difference?

This investigation compared the essential tasks of career counselors and vocational evaluators by surveying experts and practitioners in each specialization. Although both services advise persons about their work and training options, career counseling often takes place in university career centers and vocational evaluation is made available in not-for-profit settings. The null hypothesis is that there are no differences in task importance or frequency between these two jobs. Previous literature and current job descriptions from Florida workplaces are used to identify tasks, which are then presented to experts for input regarding frequency and relative importance to job performance. Tasks endorsed by Delphi method were also rated by persons working at these occupations for both frequency and importance to job performance. Current practitioners included persons working as career counselors in Florida state universities and as vocational evaluation vendors under the state of Florida Department of Education. Examination of means, mean differences, and standard deviations indicate differences in the task ratings between experts and practitioners and between practitioners of these populations. Correlations between practitioners did not reveal any strong positive relationships between tasks, but there was a negative relationship between these two professions when rating the relative importance of teaching counselees self-directed techniques. Even though the results did not pass the tests of assumption for multiple analyses of variance (MANOVA), significant differences are suggested. These differences include a proclivity for career counselors to teach self-direction, and a proclivity for vocational evaluators to provide and present assessments, make recommendations, and perform transferable skills analysis. Implications for education and professional certification point to a need for additional instruction for vocational evaluators in the areas of report writing, concluding services, and fulfilling the role they play in interdisciplinary activities. Both groups of counselors endorsed the use of basic counseling skills to understand and overcome personal problems, which typically requires licensure.

Measuring risk attitudes of Quebec dairy and hog producers

The objective of this study is to investigate the degree of risk aversion towards investment in the Quebec hog and dairy sectors. The Direct Elicitation of Utility function was employed to determine producers' degree of aversion to risk. The Delphi technique was also introduced as a means of obtaining more refined and realistic information. The highly diverse risk attitudes which vary between extremely concave and extremely convex utility functions indicate, on average, a slightly risk averse behaviour for both farming groups. Dairy producers have 69% risk-averse, 10% close to risk-neutrality and 21% risk-loving individuals for the $100,000 investment game in the EP format. These figures are respectively 69 %, 6 % and 23 % for hog producers. Hog farmers are found more averse to risk than dairy producers, but more significantly at higher levels of investment. Integrated and non-integrated hog producers do not show any conclusive differences with respect to their risk preferences.

We are amidst a period of radical change in Management Consulting worldwide. The latter half of the twentieth century has seen major extensions to the range of services promoted under the umbrella of Management Consulting. The traditional Management Consulting Firms, such as McKinsey & Co., tend to provide strategy consulting. By contrast, the other multinational Management Consulting Firms have focused on Business Process Re-engineering and other services with an Information Technology emphasis. Significantly, several multinational Management Consulting Firms have come under the control of Information Technology companies. As yet, very little research has been conducted into the issues that Management Consultants face in Australia. This research project provides an empirical investigation aimed at identifying these issues. In doing so, the study intends to answer the following research question "What are the major issues facing Management Consulting Firms in Australia?" To assist in answering this overarching question the study endeavours to address three investigative questions (1) What is the relative severity of issues facing Management Consulting Firms in Australia? (2) What are the Knowledge Management related issues facing Management Consulting Firms in Australia? And (3) What distinctions can be made between Knowledge Management issues and approaches of small-medium sized Management Consulting Firms and large Management Consulting Firms? This thesis is a compilation and comparison of evidence gathered from four separate but related sub-studies into the Management Consulting industry. The first, a Context Case Study of Management Consulting issues faced by small-medium sized firms, aimed to generate a rich, qualitative description of the study context, which, in turn, provides background to a larger follow-up Issues Delphi Study. Interpretation of the data gathered for the Context Case Study focuses on gaps between the literature and observed practice. The Issues Delphi Study garners response from members of the Institute of Management Consultants (IMC) in two survey rounds that inventory issues and then gauge their importance. In addition, an exploratory and descriptive case study was performed to investigate Knowledge Management Strategies and Practices in the Australian branch of Accenture, a well known International Management Consulting Firm. Though the Accenture Case Study has an operational emphasis, both macro and micro issues of Knowledge Management are considered; macro issues pertain to the strategic leverage of Knowledge Assets, while micro issues pertain to creation, transfer and reuse of knowledge within the firm, and between the firm and its clients. Knowledge Management is identified as essential to the achievement of sustained competitive advantage for all Professional Service Firms; of which Management Consulting Firms are a subset. As such, a conceptual analysis of the Knowledge in Professional Service Firms model, developed by Empson and Morris (1998), was performed to enhance the researchers understanding of Knowledge Management in Management Consulting Firms. The analysis of the model's constructs and their relationships assists the researcher's analysis of data gathered from the other three sub-studies. In addition, the attempt to develop several model variants is explored and an argument for the resulting final model variant which incorporates a new construct, Knowledge Management, is presented. Finally, the study compares the issues identified from the four separate sub-studies. The issues gathered are mapped into Knowledge in Professional Service Firms model, providing useful insights into the importance of sound Knowledge Management practices in small, medium and large Management Consulting Firms.
