Evaluation of the public works procedure efficiency of e-procurement of government of KaohsiungYu, Shan-hua 30 July 2004 (has links)
Our country is under promoting the electronic government's policy, the ones that proposed old government procurement procedure reengineer, is it draw lessons from business process reengineer in successful enterprises as, use the information and technological construction of communication to the electronic procurement system and become and promote one of the schemes mainly, in the hope of building and constructing an efficient government procurement procedure environment. Count in accordance with the Directorate-General of Budget, Accounting and Statistics and Executive Yuan, the annual total of government organizations exceeds the huge budget of 4 trillion NT, carry out by way of government procurement. Good Yu of the procedure system of government procurement, influences country's whole development to the hard iron. Supervising and reporting and counting according to the Public Construction Commission Executive Yuan, the public works is a domestic large-scalest industry, purchase the system and effect of carrying out, have extremely close relations to procure the procedure with the public works. Public Works Bureau of Kaohsiung city government can get and mark several 339 (21.16%) which account for the whole municipal government of Kaohsiung in 2003 most; The public works of amount of money of master budget are the highest. And the public works procurement, with relevant in describing, most apt to form procedure complicated, is it mark to tie, situation marked to enclose take place. So, this text is the view assessed with the performance probes into the assessment of the public works procurement procedure efficiency of Public Works Bureau of government of Kaohsiung. First of all, the measurement index of building the performance of constructing and assessing, regard ¡§ time, cost, manpower¡¨, three indexes, as and assess the focal point, use secondary analysis, understand that Public Works Bureau will purchase the execution efficiency of electronization in 2003, and then use the interview way of the depth, make to the procedure of public works purchase practical operation and purchase personnel and carry out the firsthand materials which purchase the business, build and construct the procedure that the public works is purchased by combining the software of structure of information system (architecture of integrated information system, ARIS) afterwards, assess the question of the public works purchase procedure of job bureau of government of Kaohsiung, propose the improvement of the public works purchase procedure procedure, increase the efficiency that the public works is purchased. Comprehensive secondary analysis, ARIS procedure analysis and interview result of the depth: The execution situation purchased in electronization of Public Works Bureau of government of Kaohsiung, has already reached the stage that electrons have opened bid at present; Effect of electronization its, neck mark person who reach 62.78%, electron submit a tender the reaching rate is 0%, have not reached the set goal; Put forward the following suggestions after putting in order and purchasing personnel's interview suggestion synthetically, whether support reference that follow-up improve, in order to reach and purchase the efficiency carried out in electronization. Will study and propose dividing into(1)the decree respect; (2)management respect; (3)systematic respect; (4)education and training respect. A Boolean Function Based Approach to Nearest Neighbor FindingHsiao, Yuan-shu 29 June 2005 (has links)
With the rapid advances in technologies, strategies for efficiently operating the spatial data are needed. The spatial data consists of points, lines, rectangles, regions, surface, and volumes. In this thesis, we focus on the region data. There are many important and efficient operations for the region data, such as neighbor finding, rotation, and mirroring. The nearest neighbor (NN) finding is frequently used in geographic information system (GIS). We can find the specific point (e.g., a park, a department store, etc.) that is the closest to our position in geographical information systems. In any representation for the region data, it is not instinctive and easy for nearest neighbor finding, since the coordinate information has been lost. Voros, Chen, and Chang have proposed the strategies for the nearest neighbor finding based on the quadtree in eight directions. Chen and Chang have proposed the nearest neighbor finding based on the Peano curves. These strategies for the nearest neighbor finding based on the quadtree and the Peano curve use a looping process, which is time-consuming. On the other hand, in recent years, many researchers have also focused on finding efficient strategies for the rotating and mirroring operations, which is useful when the animation is performed by computers. The boolean function-based encoding is a considerable amount of space-saving with respect to the other binary image representation. The CBLQ representation saves memory space as compared to the other binary image representations that have proposed the strategies of the set operations. However, the processes for obtaining the rotated or mirrored code based on these two representations are time-consuming, since the coordinate information of all pixels has been lost. Therefore, in this thesis, first, for the nearest neighbor finding based on the quadtrees and the Peano curve, we propose the strategy which uses the bitwise and arithmetic operations, and it is more efficient than the strategies based on the looping processes. Next, we propose efficient strategies for rotating and mirroring images based on the boolean function-based encoding and constant bit-length linear quadtrees (CBLQ) representations. From our simulation study, first, we show that our strategies based on the quadtree and the Peano curve require the least CPU-time and our strategy based on the Hilbert curve requires the least total time (the CPU-time + the I/O time) among the strategies for the nearest neighbor finding based on the quadtree and the three space-filling curves. Next, in most of cases, when the black density is no larger than 50%, the CPU-time based on the boolean function-based encoding is less than that based on CBLQ.

Factors Affecting Knowledge Transfer ¡X A Study on Information System DevelopmentKe, Yi-hua 18 July 2005 (has links)
Knowledge transfer is an interaction between knowledge receiver and provider. They acquire new knowledge through all kinds of media during this process. Furthermore, they assimilate, develop, innovate, and apply it. When there is some knowledge lacked inside an organization, there will be a knowledge gap. In order to bridge the knowledge gap, they need to obtain external knowledge through knowledge transfer. Knowledge transfer is the most important and difficult one in all of the knowledge management issues. The study is to analyze the important factors, which influence knowledge transfer by probing into the process of information system development.
This study develops based on the research of Harald et al. (2002). Three contexts of constructs influencing knowledge transfer were induced: (1) domain knowledge dimension, including tacitness, complexity, and specificity, (2) system development team dimension, including system development experience and the degree of domain knowledge understanding, (3) partnership quality, including trust, mutual understanding, benefit and risk sharing, and commit. This study focuses on these three constructs to find the impacts on knowledge transfer performance.
This study tested the impact of knowledge transfer on ISD performance, and analyzed the critical factors influencing inter-team knowledge transfer through empirical survey. And the samples are the members of domestic system development teams. The research result reveals that knowledge transfer performance has significant impact on system development performance. On the other hand, partnership quality has the most impact on knowledge transfer performance and system development experience is the next. Furthermore, ISD performance is affected by partnership quality, too. This result will provide a different point of view of ISD, which can guide teams to produce more successful systems from the knowledge management perspective.

The Exploration Of The Decision Adaptation Process Of The Group Company¡¦s Information System Outsourcing ¡ÐA Case Study Of The Relationship Between A Subsidiary And Spin-off CompanySu, Cyun-Chao 21 July 2005 (has links)
The phenomenon of industries developing into group organizations has become more and more popular. Most group industries are working actively and hard to expand their market shares and profits by diversifying their investments.
Because of having a complete self-developed system, some group companies think their practical experience of business flow paths in system development can be used as reference resources for other companies. These group companies, therefore, encourage their information units to shift the models of ¡§entrepreneurial venture Spin-off company¡¨. According to the past experience and impressions of cooperating with the spin-off companies, some subsidiaries of the group companies have developed a strategy to outsource their information system to spin-off companies.
This is a case study with long-term observation in the field. We use the theory of Aspiration-Level Adaptation (Cyert & March, 1963) as a basis to explain the process of decision adaptation while the subsidiary of the group company seeks for software outsourcing from a spin-off company.
The outsourcing of the subsidiary of the group company was determined by the inter-trust relationship between the subsidiary and spin-off company as well as the past working performance. The decision index is quite simple. But when the performance of the outsourcing information spin-off company cannot meet the subsidiary¡¦s expectations, the subsidiary will adjust its behaviors and decisions toward the spin-off company by its past experience. The subsidiary will also set up a suitable outsourcing management and control mechanism. Thus, we can see that the information outsourcing process is a continual process of aspiration-level adaptation, and the outsourcing company will adjust its decision according to the degrees that the spin-off company meets its expectancy level.

Factors of Successful and Unsuccessful e-Projects -A Case Study of a Non-Profit Education and Training InstituteKao, Yi-Chih 21 July 2005 (has links)
The study aims to find key factors of information system success in a non-profit education and training institute. The institute under study has five centers providing on-job training and long-term cultivation in the area of information technology. Facing the pressure of continuing growth and increasing competition, the institute has begun the e-projects since many years ago. After several years of system development and implementation, a survey of users¡¦ satisfaction showed that only part of the systems was acceptable.
This study adopts the Technology Acceptance Model (TAM) as the primary research framework along with the service quality model and comes up with five success factors including perceived usefulness, perceived ease-of-use, system quality, information quality and service quality. Moreover, user satisfaction is taken as dependent variable of the framework.
In order to differentiate the successful system from the unsuccessful system, a curriculum management system and a knowledge management system was selected to represent the successful and unsuccessful systems respectively. The case study method and questionnaire survey wre both used as research method. In the case study, the development and implementation background, process and results were investigated. The survey method was used to verify the differences between the two systems using the five factors mentioned previously.
The results of questionnaire survey and statistical test clearly distinguish the two systems and support case study findings. The results of this study can serve as guideline to improve the users¡¦ satisfaction as well as to improve the information system success.

An Exploration of Healthcare Information System Development Project Based on the Views of Organizational Defense --- A Case Study of E HospitalHung, Chih-lung 02 September 2005 (has links)
Introducing an information system is an organizational learning process, during the process of development an information system , organizational members learn how to introduce information technology into an enterprise. While learning, however, most of individuals always act defensively without any awareness, when solving their problems. For the purpose of Organizational learning, these defensive behaviors will bring counterproductive or unintended consequences or limited learning, and result in the information system which cannot completely meet the business needs or cause project¡¦s schedule delay.
In this research, we use the process research model methodology which developed by D. Robey and M. Newman in 1992 year and 1996 year, identify the 16 sequences event process in the case of healthcare information project of E hospital, and define them as either encounters or episodes. From the view of organizational defense, we analyze these events base on the theories of defense mechanism from Argyris and documents about organizational defense from information management. The analyzing results show that there indeed exist many defensive behaviors during the development of project of E hospital, and thus cause negative effect. This research offers these defensive phenomenon for the CIO and project managers to take precaution against same mistake while implementing information project, and help organizational members learning effectively while introducing an information system, in order to reduce risk of project failure and improve control of information project¡¦s cost, quality and schedule.

A study of impacts of personality attribution on the relationships between product innovation, management accounting information systems and organizational performanceWu, Shu-chen 30 August 2006 (has links)
This study investigates the effect of locus of control on the relationships among product innovation, management accounting system (MAS), and organizational performance. 300 participants were randomly drowned from the electronic industries¡¦ managers in Taiwan Security Exchange and 132 useful responses were used to validate the hypotheses by path analysis.
The results shows that: 1. Product innovation and organizational performance have a significant positive relationship 2. Product innovation and perceived usefulness of MAS information have a significant positive relationship 3. Perceived usefulness of MAS information and organizational performance are positively correlated 4. Product innovation has an indirect effect on organizational performance through perceived usefulness of MAS information 5. When managers tend to be internal locus of control, the linkage between product innovation and perceived usefulness of MAS information will be stronger 6.When managers tend to be internal locus of control, the linkage between perceived usefulness of MAS information and organizational performance will be stronger. However, when manager tend to be external locus of control, the hypothesis between perceived usefulness of MAS information and organizational performance is not supported.
Management implications of this study are suggested. Businesses facing the global competition have to adopt the strategies of product innovation to create profits, promote market shares and improve strength of competition and then achieve organizational performance. Business using higher degree of MAS information will improve their adopting strategy of product innovation and enhance their organizational performance. Managers with internal locus of control will aggressively use MAS information and improve the linkage between product innovation and organizational performance effectively.

Enterprises channel into the research of the Human Resource Management Effectiveness of HRISYang, May-fang 03 September 2006 (has links)
Nowadays, corporations have to consistently advance the value of human assets in their own organizations for maintaining their competitiveness. To achieve this goal, the Human Resource (HR) Dept. plays a decisive role in the aspects of selection, training, employment, and retaining of human resource in the organization. How to improve the efficiency of the HR Dept. and enhance its status in the organizations has become the top agenda to enterprises. The development of Information Technology (IT) transforms the role of the HR Dept. in the organization. It enables HR to be a real strategic partner of corporations through the process of Organization Development. A Human Resource Information System (HRIS) based on the network technology will change the working environment of HR and further lead the transformation of the functions and roles of the HR Dept.
Through conducting interviews with 9 companies, this research tries to answer the question, that is, what is the impact to the effectiveness of Human Resource Management when a HRIS is leaded in. It used literature research to analyze the characteristics of Human Resource Management (HRM) and HRIS and sorted out the possible impacts. It also used case study to sharpen the insight by sampling 9 companies which had used HRIS, including foreign and local ones. By doing the work, it drew a conclusion of the impact brought by HRIS and provided a direction of HRIS vendors.
The study found that the factors of successfully leading HRIS into a company include the integration with original data, combination with the existing Enterprise Resource Planning System (ERPS), the compatibility of the existing HRIS, HR people¡¦s inability of maintaining HRIS, the suitability of HRIS for company¡¦s specific needs, and the support from high-level management. Leading in a HRIS could benefit the company from decreasing the inconvenience of human operations and increasing the quality of HR¡¦s services. The impacts on the effectiveness of HRM can be seen as the indexes which have positive reaction to HRIS:
1. Reward Management: HRIS provides fast calculation of payment and less human operations. Its tracing function in Payment Module and integration with ERPS help data exchange between HRIS and ERPS.
2. Training Development: HRIS keeps thorough training records of employees. It also can display the average training hours per person, training cost, training results, and etc.
3. Appraisal Management: The whole appraisal process can be done through HRIS, even crossing areas.
4. HR Strategy and Planning: Since HRIS is able to provide more precise data analysis, the quality of decision making of high-level management is enhanced with a great progress.
5. Team Management: Through humanity design of HRIS, more participation from employees is involved. Management spreading in different places still can use HRIS as a platform to exchange HR related information.

Three Phase Balancing of Distribution Systems Using Heuristic RulesHuang, Chih-Wei 09 July 2007 (has links)
In this paper, the heuristic rules are proposed to derive the rephasing strategy of laterals and distribution transformers to improve the three phase unbalance of distribution systems. The distribution feeder network has been obtained by retrieving the attribute data of distribution components from the database of outage management system (OMS) in Taipower. The topology process and node reduction have also been executed to identify the network configuration and to prepare the input data for load flow analysis. With the monthly energy consumption of customers served by each transformer, which has been retrieved from the Customer Information System (CIS), the hourly loading of each distribution transformer can be derived. By performing the three phase load flow analysis, the three phase currents and neutral current of each primary trunk line section and each lateral can be calculated. The heuristic rule is employed to determine the phase adjustment strategy laterals and distribution transformers for rephasing to achieve three phase balancing.
In order to demonstrate the effectiveness of the proposed methodology for three phase balancing, two practical distribution feeders in Taipower Fengshan District are selected for simulation. After rephasing the distribution transformers and laterals proposed by this paper, the three phase currents and netural of the test feeders have been collected. By companing to the neutral current before rephasing, it is found that the neutral current of test feeders have been reduced significantly and there phase balancing has been obtained by executing the proposed strategy derived using the heuristic rule.
