Les politiques de rétribution globale au service de la performance des agents publics : une analyse par la théorie du contrat psychologique dans les collectivités territoriales françaises / Global reward policies at the service of public servant performance : an analysis by psychological contract theory in local French organizations

La fonction publique française a mis en place depuis plusieurs années des initiatives de rémunération des agents publics en fonction de leurs performances. Le bilan mitigé de ces initiatives invite à questionner à la fois les effets recherchés (critères de performance) mais également les processus et les outils d’estimation de cette performance (politiques, évaluation, outils, etc.). Le constat le plus prégnant transparaît dans l’absence d’impact motivationnel des rémunérations basées sur la performance. Dans ce contexte, notre recherche vise à étendre le concept de rémunération au concept de rétribution globale orienté vers la performance, et incluant des éléments de rétributions extrinsèque et intrinsèque. Nous mobilisons le cadre d’analyse du contrat psychologique pour appréhender les effets de la rétribution globale sur les attitudes des agents territoriaux, en appréhendant les attentes implicites et les perceptions de réalisation du contrat psychologique dans le cadre de la dyade managers-collaborateurs. Nos principaux résultats confirment l’impact faible de la rémunération extrinsèque sur la performance individuelle des agents capturée par leurs attitudes. Ils montrent, a contrario, l’importance de la rémunération intrinsèque en termes de motivation, d’implication et de satisfaction. Ainsi, la rétribution extrinsèque et la rétribution intrinsèque doivent faire l’objet d’une stratégie globale, pensée par l’organisation et ses décideurs, autour d’un panachage approprié de rétribution extrinsèque et de rétribution intrinsèque en fonction des caractéristiques de l’organisation territoriale considérée. / The French public sector has implemented for several years some policies aiming to reward public employees regarding to their performance. The mixed results of these initiatives led to question the relevancy of the pursued objectives (performance criteria) as well as the relevancy of the process and of the tools used for evaluating employee performance (policies, evaluation, tools, and so on). One of the most important results is probably the absence of a motivational impact of a performance-based remuneration. In this regard, our research aims to extend the concept of performance-based remuneration to the concept of total reward, including extrinsic and intrinsic rewards. We select the “psychological contract” framework of analysis to understand the impact of a total reward, within French local organizations, on public employees’ attitudes. We especially collect employees’ implicit expectations and perceptions for understanding the realization of the “psychological contract” and its impacts on the dyad employee-manager. Our results confirm the limited impact of extrinsic rewards for enhancing employee performance, captured through their attitudes. They show, on the contrary, the importance of intrinsic rewards for employee attractiveness and loyalty. We conclude that extrinsic and intrinsic rewards should be carefully combined by managers within a global and planned rewarding strategy appropriate to each local organization’s characteristics.

L'implication des associations dans les politiques publiques de développement rural : la résonance territoriale des mondes associatifs / The participation of local organizations in government rural development policy : the impact of non-profit organizations on local communities

Depuis plus d'un siècle, les associations accompagnent les changements que vivent les espaces ruraux français. Longtemps laissées à l’écart, elles sont aujourd'hui très sollicitées dans la mise en œuvre de l'action publique de développement rural. Des premiers contrats de pays des années 1970 à la LOADDT de 1999, en passant par le programme européen LEADER, les associations sont invitées, ou s’invitent, pour faire vivre une démarche de démocratie participative. Elles se mobilisent afin de faciliter la construction d'un projet partagé de territoire. Cette thèse s’interroge sur le rôle du rapport au territoire dans les modalités d’implication des associations dans ces procédures de développement. En analysant les processus de construction des mondes associatifs, nous proposons une lecture socio-spatiale de la nébuleuse associative. L’action publique de développement rural, en sollicitant les associations, va interagir, plus ou moins fortement, avec ces mondes associatifs et les amener à se redéfinir. L’espace politique choisi par les élus, va entrer en résonance avec les configurations socio-spatiales associatives et orienter les modalités d’implication des associations dans la construction du projet territorial. Prescrite, volontaire ou volontariste, l’implication associative va se moduler aussi en fonction de la pédagogie de conduite du projet territorial mise en œuvre par les élus et les chargés de mission. Ce modèle d’analyse est appliqué au Pays Quercy Rouergue, projet de pays avorté, à l’origine de la modification de la LOADDT. / Local organizations have witnessed the changes in French rural areas for over a century. Long ignored, they are currently in demand in the implementation of government policy regarding rural development. Local organizations have been asked or asked to advance participative democracy from the first local contracts in the 70’s to the LOADDT including the European LEADER program. They have been active in facilitating the setting up of common regional projects. This thesis deals with the relationship of local organizations with local communities and the way they are involved in development procedures. In the analysis of the setting up of local organizations we have adopted a socio-spatial approach to the network of organizations created. Government policy on rural development, by asking local organizations to participate, will interact to a greater or lesser degree with these organizations and cause them to redefine themselves. The political sphere chosen by the local elected officials will influence the socio-spatial configurations of the organizations and guide their involvement in the setting up of the regional project. Whether volunteered or requested, their involvement will vary according to the guidelines followed in the setting up of the regional plan by the local elected officials and project managers. This analytical model has been applied to Pays Quercy -Rouergue, a regional project which was never implemented , which led to the modifications in the LOADDT.

[pt] Esta pesquisa trata das relações entre organizações internacionais e locais na área do combate à AIDS, mais especificamente a relação entre o Programa das Nações Unidas de HIV/AIDS e as ONGs locais que atuam nesse campo, como o Grupo pela Vidda (Brasil) e a Aids United (Estados Unidos), voltados para o esforço do controle epidemiológico do HIV/AIDS. A dissertação apresenta, primeiramente, o contexto histórico da pandemia e do ativismo nesses países. Em segundo plano, são analisadas as atividades do UNAIDS e como se estruturam o Grupo pela Vidda e a AIDS United com o objetivo de compreender a atuação e as formas de colaboração entre essas organizações. A última seção traz considerações finais sobre as relações entre tais grupos a fim de compreender como se dá a participação e colaboração de organizações locais no sistema internacional. / [en] This research deals with the relationship between international and local organizations around combating AIDS, more specifically the relationship between the United Nations HIV/AIDS Program and local NGOs that work in this field, such as Grupo pela Vidda (Brazil) and the Aids United (United States), focused on the epidemiological control of HIV/AIDS. The dissertation first presents the historical context of the pandemic and activism in these countries. In the background, the activities of UNAIDS and how the Grupo pela Vidda and AIDS United are structured are analyzed with the aim of understanding the performance and forms of collaboration between these organizations. The last section brings final considerations on the relationships between such groups to understand how the participation and collaboration of local organizations in the international system takes place.

Les organisations venant en aide aux enfants en domesticité en Haïti : obstacles à l’intervention et pistes de solutions

Ce mémoire porte sur les enfants en domesticité en Haïti, plus précisément sur les organisations qui leur viennent en aide. Il cherche à comprendre les obstacles auxquels elles sont confrontées, en plus de prendre connaissance des initiatives qu’elles mènent dans la lutte contre la domesticité infantile. Cette recherche fut menée en Haïti, auprès de dix acteurs sociaux œuvrant au sein d’organisations – pour la plupart locales – venant en aide aux enfants en domesticité et leur famille. Les résultats de cette recherche montrent que les obstacles rencontrés par ces organisations sont attribuables aux différentes perceptions de la domesticité infantile en Haïti, à l’État haïtien ainsi qu’à la présence de l’aide internationale au pays. Cette recherche démontre que les solutions envisagées par les organisations pour lutter contre la domesticité infantile se situent à la fois en amont du phénomène (dans les communautés reculées) qu’en aval (auprès des enfants en domesticité et leur famille d’accueil). Les obstacles et les solutions présentés dans ce mémoire sont analysés selon le cadre théorique critique; les conditions de vie des familles d’enfants en domesticité en Haïti étant intrinsèquement liées aux contextes sociohistorique, politique et économique du pays. La conclusion de ce mémoire porte sur la pertinence de l’approche d’organisation communautaire, favorisée par certaines organisations locales en Haïti, pour lutter contre les mécanismes d’oppression subis par les familles d’enfants en domesticité en Haïti. / This thesis focuses on domestic children in Haiti, specifically on organizations that support them. It seeks to understand the barriers they face, in addition to gaining an understanding of the initiatives they undertake in the fight against child domesticity. This research was conducted in Haiti, alongside ten aid workers working in organizations – for the most part local – supporting domestic children and their families. The results of this research show that the barriers experienced by these organizations are due to the different perceptions of child domesticity in Haiti, the Haitian government and the presence of international aid in the country. This research demonstrates that the solutions envisioned by the organizations to fight against child domesticity can be found both upstream of the phenomenon (in remote communities) and downstream (with domestic children and their host families). The obstacles and solutions presented in this thesis are analyzed using the critical theoretical framework; the living conditions of the families of domestic children in Haiti are intrinsically linked to the country’s socio-historical, political and economic contexts.
