Creating Cultural Connections: A Renaissance in Midtown Between 1900 and 1983

This dissertation documents a time between 1960 and 1983 in Midtown when a complex set of social, political, and cultural forces merged to challenge the dominance of elite groups of businessmen and arts patrons who had dominated growth and development there since the early 1920s. I argue that interaction among these disparate groups affected the character of Midtown, making the community a more vibrant, inclusive, and interesting place to live and do business. After experiencing softer and less militant approaches to resistance, members of the Atlanta Arts Alliance adopted fresh approaches to the meaning of “Art,” and ways that creativity became more representative of the multicultural Atlanta community. Many members shifted away from positions of cultural exclusivity into a realm that appealed to a more diverse population.

El presente trabajo de investigación se basa en el desarrollo de un aplicativo móvil y página web que buscará conectar a los familiares de los adultos mayores con el profesional de enfermería altamente preparado y capacitado para su cuidado, ya que se sabe que un adulto mayor requiere de cuidados especiales y los parientes no tienen el tiempo adecuado para encargarse de su atención durante el día y/o noche. Por ello, la empresa ABU buscará posicionarse como la mejor app para el cuidado del adulto mayor y así brindar la tranquilidad necesaria a los familiares que no cuenten con tiempo suficiente. La empresa brindará un riguroso proceso de selección del profesional, para que así los familiares se sientan seguros, tranquilos y confíen en la empresa el cuidado de su adulto mayor. La aplicación podrá ser descargada por cualquier sistema operativo que cuente el usuario, (play store o app store) y contará con una cartera de enfermeras de acuerdo a los requerimientos. El servicio tendrá un costo de S/ 105 soles por 8 horas y la forma de ingresos será a través de comisiones del 29% por servicio prestado. En base a las proyecciones realizadas y a la demanda el trabajo de investigación estaría generando un valor para todos lo que financian el negocio de S/ 30,332. El presente trabajo busca analizar la participación y el empoderamiento de las personas adultas mayores pertenecientes al distrito de Los Morochucos, Ayacucho, que hayan pasado por la Intervención Saberes Productivos del Programa Nacional de Asistencia Solidaria Pensión 65. Se entrevistó a adultos mayores, varones y mujeres de 6 centros poblados del distrito. Los resultados arrojaron una historia de participación de los adultos mayores que trasciende la intervención del proyecto; pero que sin duda, se potencia con la intervención y depende de diversos matices debido a la heterogeneidad de la población. Esta participación activa generó un progresivo empoderamiento de los adultos mayores, tanto para la transmisión de saberes ancestrales y tradicionales hacia las nuevas generaciones y hacia la comunidad en general, como para la demanda de mejores condiciones a nivel organizacional y comunal. Se concluye este trabajo incidiendo en la situación de pobreza en que se encuentra la población adulta mayor de zonas rurales y por ende las consideraciones que se deben tener para llevar adelante programas, estrategias, proyectos e intervenciones no solo a favor de ella, sino también con y desde ella. / Tesis

Latino Descriptive Representation in Municipal Government: An Analysis of Latino Mayors

Various questions regarding Latinos’ descriptive representation in the mayoralty are examined in this dissertation including: Where and why are Latino mayors elected? Why do Latino mayoral candidates emerge and win? And, is there is a link between Latino ethnicity and electoral outcomes in municipal elections? The empirical results of a cross-sectional analysis of U.S. cities from 1981-2006 suggest that institutions such as term limits and mayor-council governments influence the representation of Latinos in the mayoralty. These effects, however, are conditioned by Latinos’ numerical strength in a city – which suggests that Latino descriptive representation in the mayoralty is largely a function of population size. Despite the prominence of this factor, the results further reveal that Latinos need to swell the ranks of the city council to provide a steady supply of qualified Latino candidates to ultimately win the mayoralty. An analysis of 648 mayoral elections in 113 cities in the Southwest further tests theories of Latino candidate emergence and success based on city-level factors – that supply elections with Latino candidates – as well as strategic factors in elections – that influence Latino candidates’ cost-benefit decision calculus. The results reveal a combined effect of supply and strategy on candidate emergence and success. For example, in cities where Latinos are sizeable (+40 percent) and the electoral context is more competitive (i.e., where turnout is high, more candidates are on the ballot, and when incumbents are not vying for reelection), Latino candidates are more likely to emerge. A similar pattern occurs with regard to the success of Latino candidates except that the individual candidate’s previous political experience is particularly influential in improving their chances of winning. Given the theoretical expectation regarding the impact of ethnicity on electoral outcomes in municipal elections, I also examine whether Latino ethnicity shapes turnout rates and the margin of victory. Latino ethnicity is not statistically associated with these outcomes. However, other factors such as the election timing and the type of election (i.e., runoff election, open seat) seem to be more influential. In sum, the research here examines various aspects of Latino representation in the mayoralty that is the most comprehensive to date.

A new better future? : A qualitative study of the governmental system in the city of Arkhangelsk, Russia.

Municipal government is responsible for public safety, maintenance of city streets and parks, wastewater treatment, trash removal, fire and rescue services, public transportation, and other essential services which mean that it plays a big role in the life of the city and its citizens. The efficiency of the work of the municipality largely depends on the work of its top management. Most common forms of the head of a municipality in Russia is a mayor or a city manager. The purpose of this thesis is to analyze municipal officials’ views on a proposed change from a system with a mayor to a city manager system in the city of Arkhangelsk, Russia. In order to understand this, I look at the history of the country and interviews, study the theoretical material as well as the media. The thesis is qualitative and aimed to find out what the new system of city manager mean in practice and see the benefits and downsides of the new system according to those who are involved in the local government. In the case study I interview civil servants and councilors. The theoretical framework is based on the theories of Weber, Simon, Du Gay, Christensen & Lægreid, Pierre & Rothstein and others. The result shows that both civil servants and councilors see the possibilities of more efficient work of the municipal government if one has the city manager system of governance. They see the city manager to be a professional manager who would be out of politics and not dependent on the opinion of certain group of people. At the same time, I can point out that the ideas of New Public Management help the public sector to be productive. NPM-ideas are often argued to enhance efficiency, but they are not fully compatible with the Russian context. Due to the history and realities in Russia, I have come to a conclusion that the city manager system has weak points such as the lack of professional managers and the power vertical built in Russia, whose representatives mostly belong to one political party.
