Entende-se que a possibilidade da intervenção profissional seguir esta direção reside na sua dimensão ídeo-política, que nos abre a possibilidade de se trabalhar nos sujeitos, para além da finalidade específica das políticas sociais. O estudo realizado é apresentado em dois capítulos: o primeiro aborda o tema da ideologia na totalidade de um debate conceitual e político que acompanha a tradição marxista e que possui clivagens diversas, cuja análise é de proeminente interesse ao Serviço Social quando se quer pensar na dimensão ideo-política da profissão. À luz de autores contemporâneos que estudam o tema, abordamos as elaborações de Marx e Engels; Lukács; Gramsci; e o debate teórico entre uma visão restrita e uma visão ampliada da ideologia. O segundo capítulo aborda as elaborações sobre a relação do Serviço Social com o fenômeno da ideologia de autores expoentes no debate profissional contemporâneo e cujas obras têm forte impacto na categoria dos assistentes sociais, são eles: Marilda Villela Iamamoto; José Paulo Netto; Marina Maciel Abreu; e Vicente de Paula Faleiros. Enfatizou-se os vieses analíticos assumidos pelos autores e as proposições que são feitas, bem como as possibilidades interventivas vislumbradas pelos mesmos. A dissertação se encerra na realização de algumas considerações: defende-se a acepção marxiana da ideologia e a consciência de classe como elemento antiideológico. Considera-se as características ontológicas da vida cotidiana e a condição de trabalhador assalariado do assistente social como determinantes que condicionam e particularizam a possibilidade de uma relação interventiva do Serviço Social com o processo de formação da consciência de classe. Identifica-se a possibilidade de uma relação profissional com este processo em um de seus momentos particulares, qual seja: o da vivência das contradições que se expressam na vida cotidiana e que possibilitam uma primeira superação do nível mais imediato e alienado da consciência. / This dissertation consists of an approach to theoretical and methodological discussions of the relationship between social work and the phenomenon of ideology and its central issue the following question: how social workers, in the midst of his own condition salaried and contradictory nature of his intervention, can critically influence the consciousness of individuals with whom you work? It is understood that the possibility of professional intervention follow this direction lies in its ideo-political dimension, which opens the possibility of working in the subjects, beyond the specific purpose of social policies. The study is presented in two sections: the first addresses the issue of ideology in an entire conceptual and political debate that accompanies the Marxist tradition and has several divisions, whose analysis is of outstanding interest to the Social Work when you want to think of the dimension ideo-political profession. In light of contemporary authors who study the issue, we address the elaborations of Marx and Engels, Lukacs, Gramsci, and the theoretical debate between restricted vision and a magnified view of ideology. The second chapter deals with the elaboration on the relationship of social work with the phenomenon of ideology authors exponents in contemporary professional debate and whose works have a strong impact in the category of social workers, they are: Marilda Villela Iamamoto; José Paulo Netto; Marina Maciel Abreu, and Vicente de Paula Faleiros. It was emphasized analytical biases made by authors and propositions that are made, as well as interventional possibilities envisioned by them. The dissertation concludes in carrying out some considerations: it defends the meaning of marxian ideology and class consciousness as an element not ideological. It is considered the ontological characteristics of everyday life and the condition of the social worker employed as determinants that condition and particularize the possibility of a relationship interventional Social Work with the process of formation of class consciousness. Identifies the possibility of a professional relationship with this process in one of his private moments, namely, the experience of the contradictions that are expressed in everyday life and enabling a first overcoming the most immediate level of consciousness and alienated.

[pt] O presente estudo tem como objetivo central destacar as implicações da refuncionalização da política de assistência social na intervenção dos assistentes sociais, a partir da década de 90, tendo como parâmetros as definição de Seguridade Social pela Constituição de 1988 e o projeto ético-político forjado pela categoria nas últimas décadas. Partindo das determinações das mudanças no padrão de acumulação capitalista, da reforma do Estado brasileiro e suas inflexões nas políticas sociais, em especial, na política de assistência social, o estudo focaliza as expressões municipais da política centrada em programas sociais emergenciais, cuja tônica incide nas características de focalização, seletividade e descentralização. Como referência empírica, foram pesquisados os municípios de Magé e Itaboraí, na tentativa de compreender através da política de assistência e da intervenção dos assistentes sociais, os elementos gerais que caracterizam a reconfiguração da assistência no país. / [en] The present study has the main objective to evidence the implications of the social assistence s politic in the intervention of the social assistents, starting at 90 s decade, having as basis the mening of the Social Segurity by the Constitution of 1988 ande the ethical-political project, created by the category in the last decades. Having the determinantions of the model changes in the capitalist acumulations, in the brazilian State reform and it`s inflections in the social politics, in special, in the social assistence politic, the study focus the towns expressions in the politic focused in the emergencial social programs, which tonic implies in the focus, sectively and descentralization s caracteristics. O objetivo desse estudo é refletir sobre questões pertinentes aos limites e às possibilidades que permeiam o exercício profissional de assistentes sociais comprometidos com o que se convencionou chamar, no meio profissional, de Projeto Ético-Político do Serviço Social brasileiro. O que, em nossa compreensão, requer considerar os impactos da intervenção profissional em relação aos diferentes projetos societários. Para a realização desse estudo, retomamos debates que consideramos centrais para pensarmos a intervenção do assistente social, enfatizando os dilemas e pretensões postos a esse profissional, partindo dos interesses burgueses que conformaram o Projeto institucional que lhe traz requisições. Buscamos pensar a tensão presente entre esse Projeto Institucional e o referido Projeto Ético-Político, considerando as relações de oposição e poder, e possíveis negociações estabelecidas entre ambos, pois, assim, pudemos mergulhar nesse universo e avaliarmos o conceito de autonomia profissional, em busca de possibilidades interventivas pertinentes à materialização (ainda que relativa) do Projeto Ético-Político do Serviço Social brasileiro. Para enriquecer esse debate, realizamos uma pesquisa empírica que recorreu instrumentalmente a questionários e a entrevistas. We seek to think the present tension between this project and the Institutional Ethical-Political Project said, considering the relations of opposition and "power", and possible "negotiations" between both established because, well, we dive into this universe and evaluate the concept of professional autonomy in search of relevant interventional possibilities for realizing (albeit relative) Project Ethical-Political Brazilian Social Services. Its range aimed at the formation of a critical Project Ethical-Political Social Worker in their daily work, since, being well articulated, these elements express the conception of this work. In order to arrive at such an understanding, we present a brief history articulated with the Brazilian Social Services, since its genesis (decade 30) until the 2000s. This social and historical hike was necessary for people to really understand the construction and the need of the National Audit of all CFESS / CRESS under the act professional Social Worker. Thus, in the mid-90s, there is a professional able to articulate both theoretical and methodological, ethical, political and technical-operational. And it is this perspective of affirmation Project Ethical-Political Social Worker who sees the need to incorporate a conscious and critical attitude in their daily work. The National Audit Committees materializes in Guidance and Control (COFI), installed in the Regional Councils of Social Service (CRESS), leading to advances in the defense and enhancement of the profession. Through this comes the realization that allows a pop theoretical maturity, ethics, politics and art in the practice of Social Work, aimed at consolidating the Project Ethical-Political spaces socio-occupational, whose challenge to position themselves critically expressions of social issues that reiterates social inequality, to reflect the conditions ethical-political, technical, operational and theoretical-methodological. This time, our intention was to stimulate a critical discussion and reflective of the theory / practice in social and occupational spaces, bringing the pop in an attempt to (re) consider the role that policy in everyday social worker. From the methodological point of view, work desk research analyzing the reports of the deliberations of the XXVI National Meeting set CFESS / CRESS, probation and supervision of activities of the Regional Council of Pernambuco, along with literature searches using several authors such as Netto, Iamamoto, Martinelli, Bridges, and Lyra Ozanira. The analysis of the material sought to follow in the footsteps of qualitative research: description, thematic analysis and interpretation, noticing a gap than advocates pop with the theory / practice in the professional Social Worker / A opção pela abordagem do tema se deu em função do grau de importância que ele exerce no tocante aos estudos sobre a Política Nacional de Fiscalização, tanto do Conselho Federal de Serviço Social quanto dos Conselhos Regionais de Serviço Social, os quais se basearam na perspectiva do seu significado histórico-social e nas dimensões afirmativa de princípios, normativas e disciplinadoras e políticas-pedagógicas. Seu alcance visou à formação de uma reflexão crítica do Projeto Ético-Político do Assistente Social em seu cotidiano profissional, uma vez que, estando bem articulados, estes elementos expressam a concepção deste profissional. Para que se chegasse a tal entendimento, apresentamos um breve histórico brasileiro articulado com o Serviço Social, desde a sua gênese (década 30) até chegar aos anos 2000. Este caminhar social e histórico se fez necessário para que se pudesse compreender a construção e a necessidade da Política Nacional de Fiscalização do conjunto CFESS/CRESS no âmbito do agir profissional do Assistente Social. Desse modo, em meados dos anos 90, surge um profissional capaz de articular as dimensões teórica-metodológica, ética-política e técnica-operativa. E é nessa perspectiva de afirmação do Projeto Ético-Político do Assistente Social que se vislumbra a necessidade da incorporação de uma atitude consciente e crítica em seu cotidiano de trabalho. A Política Nacional de Fiscalização materializa-se nas Comissões de Orientação e Fiscalização (COFI), instaladas nos Conselhos Regionais de Serviço Social (CRESS), levando ao avanço na defesa e valorização da profissão. Por meio disso, nasce a percepção de que a PNF permite uma maturidade teórica, ética, política e técnica no exercício profissional do Assistente Social, visando à consolidação do Projeto Ético-Político nos espaços sócio-ocupacionais, que tem como desafio se posicionar criticamente às expressões da questão social que reitera a desigualdade social, de modo a refletir às condições ética-política, técnica-operativa e teórica-metodológica. Desta feita, nossa intenção foi estimular uma discussão crítica-reflexiva da relação teoria/prática nos espaços sócio-ocupacionais, trazendo a PNF na tentativa de (re) pensar o papel dessa política no cotidiano do Assistente Social. Do ponto de vista metodológico, trabalhamos a pesquisa documental analisando relatórios de deliberações do XXVI Encontro Nacional do conjunto CFESS/CRESS, de supervisão de estágio e de atividades do Conselho Regional de Pernambuco, juntamente com pesquisas bibliográficas utilizando vários autores, tais como, Netto, Iamamoto, Martinelli, Pontes, Lyra e Ozanira. Por outro lado, recorremos também ao instrumento de entrevista oral e/ou escrita, com a elaboração de roteiro de perguntas abertas com a finalidade de colher as respostas. Após ouvi-los, passamos à transcrição das respostas, que foram lidas, relidas e, por fim, comparados com o que preconiza a Política Nacional de Fiscalização. The purpose is guided in analyzing of the intervention of the social worker with teenagers in compliance with Socio-educative Measure Hospitalization in these regions, in the cities of Cascavel, Foz do Iguaçu, Laranjeiras do Sul and Toledo. The research uses the qualitative approach based on critical theory, as this makes it possible to address the meanings through a dynamic interpretation of reality. As problem has listed, the following question: How the intervention of the social worker enables the realization of rights of the teenagers deprived of the rights of freedom while under Socio-Educative measure in Social-Educational Centers (CENSEs)? For the data that made possible answers to this question the following methodological procedures used were literature research, desk research and field research. The total number of professionals working in the CENSEs of these regions are nine (9) social workers. However, the research universe was composed of (8) eight professionals, considering that one of them was in Special License during ninety (90) days in the data of the collection period. This universe were analyzed four (4) interviews - with a view that they showed the incorporation of institutional discourse , making it very similar to the responses of the subjects - and chosen by lot , a social worker of each unit, understanding that this percentage sampling is the understanding of the other professionals who work in these areas of Hospitalization in these regions. It was possible collected through semi-structured interview, using a specific form that was applied between the months of October and November 2014. Respondents were identified with fictitious names, respecting the ethical aspects of research. The qualitative data analysis was as follows: the data collected were organized in three axes, considering the proposed objectives, being defined as categories of analysis professional intervention of social workers and the rights. The relevance of the research is expressed as the possibility of opening spaces for discussions about the practice of the subjects in social and educational work, assessing that parameter everyday actions ensure the realization of the formulated rights and guided by the recent legislation in force, for the socio-educational context and professional practice of social workers. Research has shown that, despite the progress achieved as legislation aimed at children and teenagers, there are still situations of violation of rights in socio-education. Find possibilities of intervention in these spaces, from a right perspective, it is a challenging process, which daily puts the category of a movement fighting for this teenager is respected as a subject worthy to exercise their citizenship. / A intervenção do profissional de Serviço Social em uma das dimensões da socioeducação qual seja, da privação de liberdade nas Regiões Oeste e Centro-Oeste do Estado do Paraná foi o tema proposto para esta pesquisa. O objetivo pautou-se em analisar a intervenção do assistente social junto aos adolescentes em cumprimento de Medida Socioeducativa de Internação nas referidas Regiões, nos municípios de Cascavel, Foz do Iguaçu, Laranjeiras do Sul e Toledo. A pesquisa pauta-se na abordagem qualitativa a partir da teoria crítica, pois essa possibilita que se abordem os significados por meio de uma interpretação dinâmica da realidade. Como problema se elencou o seguinte questionamento: em que medida a intervenção do assistente social possibilita a efetivação dos direitos do adolescente privado de liberdade, quando do cumprimento de medida socioeducativa de Internação em Centros de Socioeducação (CENSEs)? Para obter os dados que possibilitaram respostas a esse questionamento foram utilizados os seguintes procedimentos metodológicos: pesquisa bibliográfica, pesquisa documental e pesquisa de campo. O número total de profissionais que atuam nos CENSEs das referidas Regiões é de 9 (nove) assistentes sociais. No entanto, o universo da pesquisa foi composto por (8) oito profissionais, considerando que uma delas se encontrava em Licença Especial de (90) noventa dias, no período de coleta dos dados. Desse universo foram analisadas 4 (quatro) entrevistas tendo em vista que as mesmas mostraram a incorporação do discurso institucional, tornando-se muito similares nas respostas dos sujeitos e escolhidas, por sorteio, um assistente social de cada Unidade, entendendo que esse percentual de amostragem representa o entendimento dos demais profissionais que atuam nesses espaços de Internação nessas regiões. Os dados foram coletados por meio de entrevista semiestruturada, utilizando-se um formulário específico que foi aplicado entre os meses de outubro e novembro de 2014. Os entrevistados foram identificados com nomes fictícios, respeitando os aspectos éticos da pesquisa. A análise qualitativa dos dados ocorreu da seguinte forma: os dados coletados foram organizados em três eixos, considerando os objetivos propostos, sendo definidas como categorias de análise a intervenção profissional do assistente social e a defesa de direitos. A relevância da pesquisa se expressa como possibilidade de abertura de espaços para discussões acerca da prática dos sujeitos no trabalho socioeducativo, avaliando em que parâmetro as ações cotidianas garantem a efetivação dos direitos formulados e pautados nas recentes legislações em vigência, referentes ao contexto socioeducativo e à prática profissional do assistente social. A pesquisa mostrou que, apesar dos avanços obtidos enquanto legislação voltada à criança e ao adolescente, ainda persistem situações de violação de direitos na Socioeducação. Encontrar possibilidades de intervenção nesses espaços, a partir de uma perspectiva de direitos, se constitui num processo desafiador, que coloca cotidianamente a categoria num movimento de lutas para que esse adolescente seja respeitado enquanto sujeito, digno ao exercício de sua cidadania.

Desta maneira, é importante estarmos sempre pensando e repensando o exercício profissional dos assistentes sociais através de uma perspectiva crítica que nos faça refletir sobre os desafios postos à profissão em defesa do aprofundamento e manutenção do Projeto Profissional Crítico. Foi pensando nisso que o presente estudo teve como objetivo conhecer como os assistentes sociais estão orientando a sua intervenção profissional nos hospitais gerais que fazem parte da rede de saúde pública do município de Juiz de Fora frente ao Projeto Profissional Crítico do Serviço Social. Assim, buscou-se analisar a adesão dos profissionais a esse projeto, o que se entende por ele, e de que forma estes profissionais vêm se orientando (ou não) por um Projeto Profissional Crítico, considerando todos os desafios institucionais e conjunturais. / Summary: We are in a favorable situation to advance the (neo) theoretical conservatism within the profession. Thus, it is important that always be thinking and rethinking the professional practice of social workers through a critical perspective that reflect us on the challenges posed to the profession in defense of deepening and maintenance of the Critical Project Profession. For this purpose, this study aimed to understand how social workers are directing their professional intervention in the general hospitals that are part of the public health system of Juiz de Fora city according to the Critical Project Profession. Thus, we sought to analyze compliance professionals to this project, how they understand it, and how these professionals are moving toward (or not) by the Critical Project Profession, considering all situational and institutional challenges.
