Propagace české kultury jako součást veřejné diplomacie v USA / Promotion of Czech culture as a part of public diplomacy in the USA

Public diplomacy has become an integral part of international relations in the recent years. Effective communication is the key in solving international conflicts and in strengthening the partnership between nations. Building an excellent reputation of the individual country among the foreign community has no less importance. This master thesis deals with the promotion of Czech culture as an important part of public diplomacy in the US, particularly in New York, partly in Washington, DC. First and second chapter provide a theoretical framework for the following issues. Basic concept of public diplomacy is clarified there. The third chapter then presents specific players and partners whose cooperation the author deals in the fourth and fifth chapter. The fourth chapter discusses in detail the Film Festival Panorama Europe, Europe's largest film festival in New York and tries to map its promotion. This event is significant in that it is an original project of the Czech Centre New York. The Film Festival currently has a lot of partners and is held under the auspices of EUNIC. The fifth chapter presents a unique project, which has been involved in over twenty-five different players. Main theme was the freedom celebration, celebration of the 25th anniversary of Velvet Revolution. The main objective of this thesis is to analyze how players contribute in building the reputation of the Czech Republic in the USA and how they promote their activities. Everything is based on case studies.

Digitálna diplomacia Spojených štátov amerických v moslimskom svete / Digital Diplomacy of the United States in the Muslim World

The master thesis deals with a new phenomenon in the world of diplomacy: digital diplomacy. The main objective of this work is to determine whether the digital diplomacy is able to improve the relationship between the American and Islamic civilization. To fulfill this goal, the case study of Digital Outreach Team, of a team of specialists who search the internet and communicate with Muslims with negative attitude towards US, was used. The work is divided into three chapters. The first chapter provides a theoretical introduction to digital diplomacy. The second chapter is devoted to the use of digital diplomacy in the Unied States: a world leader in information and communication technologies, with an emphasis on digitization of activities of the Ministry of Foreign Affairs. In the third chapter we find the analysis of the digital activities of the team and assessment of the digital diplomacy on Arab soil.

In the first part it looks into the concept of cultural diplomacy itself mainly its historical evolution and current understanding in international relations. Marginally, it discusses public diplomacy, cultural relations, soft power and nation branding. The second part is analytic and covers South Korean cultural diplomacy as a whole, its evolution, main actors and theirs activities. Thanks to the theoretical apparatus it looks into the areas of South Korean cultural diplomacy. The third part covers the evaluation of this policy as a whole and also it focuses on the area of support of foreign student and academic exchanges.

Incorported in Russia's public diplomacy arsenal towards France is memory diplomacy, according to which Russian authorities seek to integrate their own historical narratives with those of France and to export commemorative practices there. This often overlooked diplomacy type is one of the most covert soft power tools. This thesis examines how has Russia utilized memory diplomacy as a soft power towards France from 2000 to 2019. It argues that Russia has deliberately omited to promote its past role, whether direct or indirect, when local interpretations of a shared event in France are too fragmented. In more consensual conditions and particularly regarding the Second World War, Russia's memory diplomacy has been versatile in its methods, using both traditional and new public diplomacy tools. With soft power as a goal, the Russian authorities have targeted the diverse Russian diaspora communities in France and French politicians through this memory policy to have them relay the Kremlin's political position.

Trolling Terrorists : How the Israel Defense Forces use Twitter to Construct an Image of Hezbollah

This thesis examines who the Israel Defense Forces use their English languageTwitter account to construct an image of Hezbollah online during times without violent conflict. The goal is to understand how this behavior fits within Israel’sPublic Diplomacy strategy. Using Critical Discourse Analysis to analyze tweets concerning Hezbollah between May 2020 and May 2021, I identify one maindriver of the adaptation of social media into the military’s public diplomacy toolkit: mediatization. Results show that the Israel Defense Forces has adopted Twitter as a communication channel outside the gatekeeper function and control of traditional media outlets, to share their Public Diplomacy message directly with foreign audiences – including their enemies, such as Hezbollah. I identify five main categories or intentions with which the Israel Defense Forces address Hezbollah on Twitter: 1) Remembrance, 2) Current Developments and Information, 3) Iraian Proxies 4) tweets mentioning Hezbollah directly and 5)tweets Shaming, Blaming or Calling-out Hezbollah or the international community and media on their approach to the group.

The thesis concerns with communication of Armenian and Azerbaijani Ministries of Foreign Affairs and Ministries of Defence on Facebook in relation to 2020 Nagorno Karabakh conflict. The official institutional accounts were used to bolster one sided narratives of the conflict, often by emotional appeals and misinformation targeting international and domestic audence. By analyzing FB communication of the named institutions, it aims to identify the key narrative-building tools utilized by state institutions in communication practice and how these tools are used prior to and during wartime. It also aims at comparing the communication practice across the institutions and in between the countries by analyzing Facebook posts of named ministries over period of 100 days using a dataset generated via Crowdtangle.

The doctoral thesis focuses on the People's Republic of China's influence in international relations. It follows two main research objectives, a theoretical and an empirical one. The first goal is to more firmly establish the concept of influence and distinguish it from power, the second is to analyze China's influence in the Czech Republic before, during and after the 'restart' of Czech-China relations in 2012. The thesis rests on the idea of a conceptual 'filter' through which power (conceptualized as ability) passes on its way to becoming influence. As a result, the effects of policies implemented by an actor who aims to exert a power on another actor are co-dependent not only on its power, but also the perception of the actor which is being influenced. The thesis claims that in case of a significant distance (defined geographically or otherwise) between 'the sender' and 'the receiver', perception matters more as it has greater ability to amplify or decrease the effects of the sender's power - i.e. the influence. The latter objective aims at explaining the methods the People's Republic of China uses to impose its interests on others and the receivers' reactions to such efforts. Among its key theoretical statements, the thesis differentiates between cultural diplomacy-governmentally facilitated communication with a foreign audience through whatever is considered as culture-and the cultural representation of a state-the resulting picture of a state that depends on a multiplicity of narratives that emerge when various actors use the topic of the state to publicly assert their self-understanding. In current era of globalization when cultural diplomacy became one of the inherent tools of "soft power" of a foreign policy, it is relevant to research on the place of cultural diplomacy in foreign policy portfolio of nation-states. The focus of this thesis is to evaluate the attitudes of the Canadian government towards cultural diplomacy from 1990s until today. In 1995, Canadian values and culture became one of the three pillars of Canadian foreign policy. The author therefore attempted to map whether cultural diplomacy became a coherent and strategic tool of the Canadian foreign policy during this era. By analyzing the tools of the Canadian cultural diplomacy of the Liberal governments of Jean Chretien, Paul Martin and the present Conservative government of Stephen Harper, the author seeks to answer whether we are witnessing a gradual eclipse of cultural diplomacy as a means of soft power under the Harper administration. The research of government documents and cultural diplomacy programs along with the analysis of interviews with important government officials suggest that the cultural diplomacy was not practiced as a strategic tool in foreign policy management until the third election term of Jean Chretien in the year of 2000. [pt] Ascensão e queda da imagem de um Brasil ambientalmente responsável: uma análise à luz do arcabouço da diplomacia pública. A dissertação trata da aparente contradição na literatura de análise de política externa brasileira que ressalta a ativa participação brasileira em fóruns multilaterais de meio ambiente, mas também aponta sua falta de sistematicidade e contradições. A diplomacia pública é oferecida como saída para essa contradição ao interpretar os esforços brasileiros como iniciativas de comunicação visando lidar com pressões internacionais que retornam – após cerca de 30 anos - em uma aparente correlação com o abandono por parte do Estado da imagem construída de um país ambientalmente responsável. Para isso, o trabalho se vale de uma combinação de métodos qualitativos e quantitativos e de extensa revisão bibliográfica nos campos de política externa brasileira para meio ambiente e diplomacia pública. / [en] Ascensão e queda da imagem de um Brasil ambientalmente responsável: uma análise à luz do arcabouço da diplomacia pública. The dissertation deals with the apparent contradiction in the Brazilian foreign policy analysis literature that highlights the active Brazilian participation in multilateral environmental forums, but also points out its lack of systematicity and contradictions. Public diplomacy is offered as a way out of this contradiction when interpreting Brazilian efforts as communication initiatives aimed at dealing with international pressures that return - after 30 years - in an apparent correlation with the State s abandonment of the country s built image of itself as environmentally responsible. For this, the work uses a combination of qualitative and quantitative methods and an extensive bibliographic review in the fields of Brazilian foreign policy for the environment and public diplomacy.
