In light of growing criticism towards New Public Management and its effects, interest has been directed at alternative management control concepts in the public sector. Whether Public Value Management is an alternative, possibly even a new paradigm, is being discussed on the research front. New Public Management and Public Value Management have evolved in parallel during the past decades. However, New Public Management has had greater impact, not least in governments’ control of state agencies. The aim of the thesis is to gain an understanding of how ideas about the creation of public value diverge between New Public Management and Public Value Management. Beyond the research question of whether management control meets the demands of efficiency and customer-orientation as addressed in previous studies on reforms influenced by New Public Management, this thesis deals with the issue of creating value for the benefit of society. In a qualitative approach, the research is based on interpretations of documents, observations and interviews with examples from state agencies in the museum sector. The result of the study shows that differences between New Public Management and Public Value Management are expressed in notions of accountability, results and proficiency. The time perspective differs, as do the means of financing and involvement of stakeholders. Reforms in line with Public Value Management call for the involvement or consideration of a larger circle of stakeholders, including future generations. The findings of the thesis suggest that the diverging perceptions of value creation does not rule out that elements from both concepts can be combined and complement each other. The main issue is to take into account the contribution made to public value, considering whether the mandate is a long-term government assignment in line with Public Value Management or if it involves activities well suited to New Public Management with prerequisites for market orientation. The dissertation contributes to research in the field of management control in the public sector and the issue of public value.

The Cross-Sectoral Efforts of an NGO-Business Collaboration for Social Development in El SalvadorKapur, Ribhav, Steuerwald, Marc Fedor January 2019 (has links)
This study aims to investigate how cross-sector collaborations facilitate social development stemming from weapon destruction programmes that address peacebuilding and the enhancing of human security (socio-economic and political security) in regions afflicted with armed violence. The authors aim to contribute to the literature by demonstrating the viability of previous theoretical methods on designing and implementing a cross-sector collaboration. The research entails a case-study of the HM initiative, a combined effort between three NGO’s from Sweden and El Salvador that involves melting down seized illegal weapons and repurposing them into valuable products for consumers, to ultimately bring about social development in the conflict-prone communities in El Salvador. Through interviews with the involved actors of the NGO’s and documentation of the initiative, this study focuses on the formation of a cross-sector collaboration, the building of internal and external legitimacy by NGO-business partnerships, and the practices that aim to assess public value creation. This study provides insights on antecedent and linking conditions for the formation of a cross-sector collaboration, collaborative processes and structures that foster trusting relationships with both partners and stakeholders, and an implemented accountability framework for the measurement of public value creation. The researchers close with a discussion of further suggestions for relevant research.

[pt] Essa pesquisa pretende colaborar para um melhor entendimento da
importância da governança e gestão de TI, à luz da Resource-based View, para
vencer os modernos desafios que se impõem às organizações públicas brasileiras
em sua missão institucional de oferecer uma prestação de serviços públicos aos
cidadãos com qualidade, segurança e eficiência. O estudo foi desenvolvido com
base nos dados coletados pelo TCU junto às 482 organizações que responderam ao
Levantamento Integrado de Governança Organizacional Pública (iGov2017). Os
dados foram tratados de forma quantitativa usando as técnicas multivariadas de
análise de fatores e análise de cluster. Em seguida, comparou-se o desempenho dos
quatro grupos formados, em termos de observância da legislação vigente no tocante
à prestação de serviços públicos com qualidade. A pesquisa revelou que 47,7 por cento das
organizações exibem níveis incipientes de governança e gestão de TI com impactos
na qualidade da prestação de serviços públicos. Destacam-se negativamente os
índices de gestão de riscos, gestão de níveis de serviço de TI e gestão da segurança
da informação. Em contrapartida, 19 por cento das organizações revelaram níveis
satisfatórios de resultados e maturidade de governança e gestão de TI. As evidências
encontradas apontam uma correlação positiva entre a qualidade da governança e
gestão de TI e os resultados finalísticos das organizações. Os resultados dessa
pesquisa sugerem que uma orquestração multifacetada, harmônica e complexa, que
assegure um alinhamento consistente e contínuo entre decisões estratégicas,
alinhamento estratégico de TI, gestão de riscos, gestão e governança de TI, afeta
decisivamente o desempenho das organizações brasileiras. / [en] This research aims to contribute towards a better understanding of the
importance of IT governance and IT management, according to the Resource-based
View, in order to overcome the modern challenges Brazilian public organizations
face as part of their institutional mission of providing proper quality, secure and
efficient public services to the citizens. The study was developed based on the data
collected by the TCU from 482 organizations that responded to the Integrated
Survey of Public Organizational Governance (iGov2017). The data was treated
quantitatively using multivariate techniques such as common factor analysis and
cluster analysis. Furthermore, a performance comparison of the concluding four
groups was conducted, in terms of compliance with the current legislation regarding
provision of high-quality public services. The survey revealed that 47,7 percent of the
organizations exhibited incipient levels of IT governance and IT management with
impacts on the quality of the public services provision. Indexes on risk
management, IT service level management and information security management
stood out negatively. On the other hand, 19 percent of the organizations showed
satisfactory levels of results and maturity of IT governance and IT management.
Evidence indicates that there is a positive correlation between the quality of IT
governance and IT management and the targeted results of the organizations. The
outcome of this research suggests that a complex, harmonious multifaceted
orchestration that ensures a consistent and continuous alignment between strategic
decisions, IT strategic alignment, risk management, IT governance and IT
management decisively affects Brazilian public organizations performance.

Health Care Services for Child Survival and Performance-Based Management in Three Kosovo MunicipalitiesMugaju, James 01 January 2018 (has links)
After the Republic of Kosovo's declaration of independence in 2008, new municipal structures were created with the charge of monitoring the delivery of health care services; yet, no mechanism for monitoring performance was ever implemented. With the public value theory as the foundation, the purpose of this multiple case study of 3 Kosovo municipalities was to understand issues surrounding the capacity of local government health department to monitor their performance related to the delivery of services. Relevant data were collected through focus-group discussions with 10 nurses, 9 directors of family medicine centers, and 12 municipal program managers. Purposeful semistructured interviews were conducted with 3 elected officials, 3 leaders of health care services, 3 policy leaders of relevant central-level ministries, and 9 participants from the national coalition of civil society organizations. All data were transcribed and coded per thematic analysis procedures. Results indicated that integrating the threefold value system of business value, social value, and governance value into municipal work plans and policy considerations will likely create a more solution-oriented service delivery at the municipal level. Furthermore, service delivery in the 3 municipalities appears to have improved over the past 5 years because of the pressure from active citizens, increased community engagement, and the institutionalization of home visits. Positive social change implications stemming from this study include the recommendation to central and local policy makers to fully integrate performance-based reporting systems into local legislation and policies. Such efforts can result in sustainable, equitable, and inclusive development, leading to stability and prosperity in Kosovo.

Previous issue date: 2016-01-29 / This Case Study for Teaching and Learning addresses the election of a politician who in his election campaign, aware of the availability of resources for use in projects related to sports, promises to reform and build squares with sports equipment. When the project was submitted for approval, it turned out that there was already a construction made on site by the residents. With the decision of the Municipality to demolish the work, there was reaction from residents who had other demands. The objective this paper is to encourage the reader to reflect on the inefficiency of planning in public administration when it disregards the needs of citizens; identify critical points of the planning process and execution of public works; and discuss concepts such as public value, participation and social control over public policies in a municipality. The various examples of unfinished works or works that surpass the initial budgets and do not benefit the population in any way show the need to reflect about the Brazilian government planning. / Este Estudo de Caso para Ensino e Aprendizagem aborda a eleição de um político que em sua campanha eleitoral, ciente da disponibilidade de recursos para serem utilizados em projetos voltados ao esporte, promete reformar e construir praças com equipamentos esportivos. Quando o projeto foi enviado ao banco público analisar, descobriu-se que já havia uma benfeitoria feita no local pelos próprios moradores. Com a decisão da Prefeitura em demolir a obra, houve reação por parte dos moradores que tinham outras demandas. Os objetivos de aprendizagem do caso são incentivar o leitor a refletir sobre a ineficiência do planejamento na gestão pública quando desconsidera as necessidades dos cidadãos; identificar pontos críticos do processo de planejamento e execução de obras públicas; e debater conceitos como valor público, participação e controle social sobre as políticas públicas em um Município. Os diversos exemplos de obras inacabadas ou que extrapolam constantemente os orçamentos iniciais e que não beneficiam a população mostram a necessidade de refletir sobre o que acontece com o planejamento governamental brasileiro.
