The role of the Head of Department in the professional development of educators

Undertaken from a distributed leadership theory perspective, this qualitative study attempts to gain understanding regarding how heads of department develop educators within the organisational context of different schools and departments. A Based on existing literature, a detailed discussion is provided on what professional development is, the conditions needed for effective professional development, professional development strategies, distributed leadership theory and the functioning of heads of department and subject departments within the current policy framework for professional development in South African Schools. Two fee-paying and two non-fee-paying schools were selected and interviews were conducted with heads of department from single subject (unitary) and multi-subject (federal or confederate) departments in each school. The data was transcribed, coded, inductively analysed and related to the research question(s). A full description and analysis of the data is provided. The findings confirm that with change being demanded from above and from outside schools, it cannot be ignored that heads of department are a key link between principals and the teachers in their classrooms. This supports the view that heads of department have formal responsibilities and accountabilities and that they wield a horizontal and a vertical influence. This thesis deals with quality management concepts and their applications in the field of tourism services. The first part defines the basic concepts of quality issues and deals with the approach to its management development. It includes specifics of quality management in the Czech Republic and relationship of quality and competitiveness at the national and corporate levels. The next part is devoted to presentation of the main methods and concepts of quality management, from the simplest historic instruments over the methodologies of planning, optimization, evaluation, analysis and prevention of risks to the indication of the main international standards and models for complex their achievement and control. It is always commented on their suitability and possible links to tourism services, which are listed and defined in the thesis in the context of the main theoretical approaches to quality and its management in the field of services. The analytical part is devoted to analysis of approaches to quality in tourism and specifics of the national service quality systems in developed European countries (Spain, Switzerland and Germany). Their evaluation and comparison with the state of quality management in tourism in the Czech Republic is executed. Subsequently the merits of implementing a quality management system according to ISO 9001 in the hotel business is analyzed and evaluated. Data from the project TLT Benchmark of consulting company KPMG Czech Republic for the period 2009-2011 and data of selected tourism organizations are used. The final part of the paper presents a model solution to the National quality system of tourism services in the Czech Republic. This is based on comparisons and analyzes and presents its main components, namely the national quality standard, brand quality, and institutional security systems. The proposed model is the author's own solution based on theoretical knowledge and long experience in the field of tourism and quality management.

Perception of educators towards the implementation of an integrated quality management system in the White Hazy Circuit : Mpumalanga Province

Dev.) -- University of Limpopo, 2017. / The purpose of this study was to assess and reflect on the perceptions of educators towards the implementation of an Integrated Quality Management System in the White Hazy Circuit, Mpumalanga Province. The IQMS is a clear reaction to the autocratic mode of evaluation that operated during the Apartheid era and is a major shift from the old paradigm of external evaluators. The new paradigm calls for a joint collaboration between schools, districts and supervisory unit with the main aim to enhance the quality of education in South Africa. The researcher used quantitative method for this study. In its quantitative approach the study was to describe, analyse and interpret the data to determine if there were any negative perceptions among White Hazy educators about IQMS implementation. The reason to use this approach was to obtain the detailed descriptions of the information required for the study. Secondly results are based on objective method which can be expressed in a specific management technology. Data collection was done using structured questionnaires (N = 97). Respondents of all post level in the teaching profession participated. The participants were selected randomly to give equal participation of all respondents from 16 selected schools. The participants come from both primary and secondary schools. The study highlighted that compliance, lack of training, shifting of responsibility to one another and insufficient time for development play a significant role in IQMS implementation. The findings revealed that the IQMS Policy is implemented in schools. However, there are some areas where there is a lack of school based teacher development to some schools and there is no consistency in the implementation which affected teacher performance and learner performance. The results which arose from the study suggested the following recommendations: quarterly training to enhance service delivery and the reviewing of the current policy to cover trends of contemporary conditions in schools and to capacitate school management teams to become effective in the IQMS implementation.

Accountability and professional development: enacting the Integrated Quality Management System at South African schools

The study examines how the Integrated Quality Management System (IQMS) is currently being implemented in South African schools. It focuses on the contradictory discourses found within the IQMS, i.e. accountability and professional development. I argue that these two discourses are in a problematic relationship to one another. They can therefore only be implemented simultaneously with great difficulty. Emphasis is also placed on the importance of context when implementing policy, also referred to as policy 'enactment' (Ball, Maguire & Braun 2011). It is argued that policy is interpreted and made sense of differently, depending on the context. Context matters on two levels. First, because the IQMS contains both international and national ideas. The former deals with the neoliberal and global trends encompassed within accountability, while the latter is a discourse aimed at addressing uniquely localised education issues in South Africa. Second, context matters insofar as the IQMS is implemented in different school and classroom contexts in South Africa. In an effort to understand teachers and school management team members' perceptions of accountability and professional development in the IQMS, a qualitative, multiple case study design was used. Teachers and school management team members were interviewed at two distinct schools, one former model C school and one township school in order to determine different contexts' effects on the enactment of the IQMS. By conducting qualitative case studies, the perceptions and experiences of teachers in real life settings are depicted. What emerged was criticism of the IQMS across contexts, in that it neither effectively holds teachers accountable nor professionally develops them. Although context did not influence teachers' views and perceptions of the IQMS, it did influence the extent to which they met certain IQMS requirements. Other noteworthy findings include South African teachers' acceptance of high-stakes accountability and, contrary to the literature, teachers stating that they prefer more, albeit revised, ways to evaluate their work. / Dissertation (MEd)--University of Pretoria, 2016. / Early Childhood Education / MEd / Unrestricted

Educators' experiences and perceptions of peer observation

This study investigated how educators experience the peer observation component of the Integrated Quality Management System (IQMS), a quality and performance management system that was introduced into South African schools in 2005. The extent to which the Integrated Quality Management System has contributed to the development of schools in their entirety has been largely unchartered. The objective of this dissertation was to investigate the perceived experiences of educators concerning the peer observation component of the Integrated Quality Management System. A qualitative research paradigm was employed in order to gather data for this study. Semi- structured interviews were conducted with educators; data collected from the interviews was compared and integrated with data collected from the documentsthat were studied. The data gathered was analyzed using the theory of collegiality in order to explore how educators experience peer observation as a component of the IQMS during its implementationas well as what impact it had on collegiality The findings revealed that teachers are given an opportunity to select their peers during peer observation implementation which, however, leads to an inconsistent and subjective allocation and rating of scores in order to get a 1% pay progression. The study found that the peer observation part of the IQMS is an effective tool for teachers‟ development as it helps them identify areas that need to be developed in order to improve on their teaching practice. Effectivisation of ISO 9001 and implementation of ISO 14001 in a manufacturing industry

This report is written as a thesis for a degree of master. In this report you can read about increasing demands from customers that want their suppliers to be certified by some type of standard, like ISO 9001 and ISO 14001. ISO 9001 is a standard of requirements for implementing a quality management system within an organisation and is built on seven main principles which the organization need to fulfil. ISO 14001 is a standard of requirements for implementing an environmental management system and is like ISO 9001 built on seven main principles. Implementation and the work with the standards are based of the PDCA-cycle. The thesis is made together with AGES Kulltorp AB, a company based in Kulltorp, Värnamo. They supply diecasted and machined products in aluminium and has realised that they are in need to get certified by ISO 14001 and needs an effectivization of their quality management system according to ISO 9001. To be able to implement a standard of this kind, it requires an involved, determined management team and an acceptance that work will be time and resource consuming. The organizations shall also be able to accept changes and the employees must be motivated and empowered to simplify the implementation. This report determines most of the theories from academic work by the practical work of updating the whole management system at AGES Kulltorp to fulfil all the requirements of ISO 9001 and ISO 14001. This report will also state what type of documents and routines that is required for the quality and environmental management system. The report will also describe how AGES Kulltorp made their journey against effectivisation of ISO 9001 and certification of ISO 14001. The survey that were performed at AGES Kulltorp expose most of the internal obstacles that the company must work with to be able to fully implement the management system to the organization.

The role of district officials in the implementation of Integrated Quality Management System (IQMS)

The purpose of this research study was to explore how district officials monitor and provide support to teachers through the effective implementation of the Integrated Quality Management System (IQMS) in South African public schools. Through the utilization of a qualitative case study approach, and guided by a theoretical framework of “performative society”, the study attempted to provide a glimpse of how district officials carry out their responsibilities. Among others, by monitoring and providing necessary support to teachers in order to address various developmental needs as identified during the IQMS implementation cycles at institutional level. Data collection was a mix of semi-structured interviews, observations, field notes and a researcher journal. The major findings emanating from this study were six fold: First, district officials were very conversant with the policy imperatives of the ELRC Resolution 8 of 2003 that deals with the implementation of IQMS in public schools. Second, the study revealed a sense of despair and hopelessness on the side of educators because of evident absence of district officials’ provision of support, particularly during the IQMS cyclic implementation process. Third, while school based educators understood the principles, purposes and procedures of IQMS fully well, they were still struggling to translate theory into practice. Fourth, lack of proper planning in schools hindered the effective implementation of IQMS. Fifth, lack of special incentives for the SDTs. And sixth, is lack of resources in some public schools, as well as the attitude of teachers and school managers towards the implementation of IQMS in schools. These factors, the study revealed, were cited as reasons impeding the effective implementation of IQMS in public schools.
