[pt] Esse trabalho trata da determinação da atenuação de um enlace radioelétrico em microondas que utiliza um sistema duplo-passivo em região Fresnel de uma antena parabólica adjacente. Com esse objetivo são apresentados os valores do ganho diferencial da configuração para dois casos distintos: a) Repetidores passivos planos com abertura regulares iguais. b) Repetidores passivos planos com abertura quadradas desiguais. Com base nos resultados obtidos para esses dois casos são apresentadas também as curvas do ganho diferencial para a situação em que o sistema duplo-passivo se encontra em região de Fraunhofer da antena parabólica, podendo as mesmas, para uma situações tratadas, ser comparadas com aquelas obtidas por Yang2. Considerou-se campo elétrico sobre a abertura da antena parabólica excitadora polarizado linearmente e da forma 4,5,7 Ea = EO (1 - ar 2) onde r = p /R é a variável radial normalizada e, para uma atenuação de bordas de 10 dB, o parâmetro (alfa) é igual a 0,684. / [en] This theoretical study gives the propagation loss through a microwave radio relay system using doublé-passive configuration in the Fresnel zone of the exciting parabolic antenna. Two cases are treated separately: a) Plane passive repeaters with equal rectangular apertures. b) Plane passive repeaters with nonequal square apertures. Based on the results obtained for the two above cases the curves for the relative gain of a doublé-passive in the Fraunhofer region of the exciting antenna are derived and, for case b, can be checked with those by Yang2.. assuming a constant-phase, symmetrical illumination of the exciter aperture, the source field can be expressed as a function only of the radial variable: Ea = EO (1 - ar 2) where r = p/R is the normalized radial variable and (alfa) = 6.864 to produce the common 10 dB taper.

Timing Properties Of Recently Discovered Soft Gamma Repeaters

In this thesis, the recently discovered Soft Gamma Ray Repeaters SGR J1833-0832, SWIFT J1822.3-1606 and SWIFT J1834.9-0846 are analysed using the archival Swift, RXTE, Chandra and XMM-Newton observations. The period fluctuations and timing noise properties of these sources are investigated. Spectral characteristics and long term frequency evolution of these sources are presented. Investigation for timing noise structure of these magnetars has shown a correlation between first frequency derivative of the spin frequency and torque noise strength.

Contribution to wireless access optimization and dynamic enhancement of WCDMA networks

El despliegue de las redes celulares 3G/3.5G plantea un reto a las estrategias de planificación y optimización radio tradicionales. A diferencia de los sistemas 2G FDMA, cobertura y capacidad están estrechamente ligadas y deben ser tratadas conjuntamente. Además, están presentes nuevos y más sofisticados algoritmos de gestión de recursos radio (RRM) así como una concepción de red más flexible, con múltiples parámetros interdependientes con ajuste no trivial. Un nuevo paradigma de planificación radio aparece y la red se optimiza mediante complejos algoritmos ya sea estática o dinámicamente. Esta tesis doctoral supone una contribución a la optimización de las redes de acceso radio en sistemas 3G/3.5G. Varios aspectos susceptibles de mejorar la planificación han sido investigados y nuevos métodos, directrices y estrategias de análisis se proponen con el objetivo final de mejorar el rendimiento del sistema. También se han diseñado y estudiado mecanismos dinámicos que se encuentran en la frontera difusa entre la planificación y la RRM. La 1ª parte de la tesis trata la configuración de las estaciones base. El impacto de las potencias piloto, inclinación de antenas y sus interacciones con parámetros de soft handover son investigados. Se hace énfasis en los efectos más allá de los conocidos y se derivan reglas para su ajuste. A partir de los resultados, se propone una estrategia para su Planificación Automática. El objetivo final es encontrar una combinación tal que el tráfico sea ecualizado de manera efectiva entre las celdas e incrementar la capacidad del sistema. La técnica se basa en la metaheurística Simulated Annealing y es capaz de mejorar el rendimiento global de la red, representado por una función de coste con información sobre el factor de carga y sujeta a otras condiciones de calidad. La importancia de los requisitos que impone el UL, a menudo olvidados en propuestas anteriores, también se ha incluido y estudiado analíticamente. La reconfiguración de las base no es el único medio para modificar la cobertura de las celdas, en este sentido el estudio se amplía mediante la introducción de repetidores, que permiten la generación de celdas distribuidas. En este caso la planificación es más compleja debido a la aparición de nuevos efectos que no se daban en las redes clásicas 2G FDMA. La mayoría de los trabajos que tratan con repetidores tienden a ignorarlos. Por ello, la investigación se centró en el modelado y cuantificación de su impacto así como en derivar directrices de planificación. Se ha obtenido analíticamente la nueva expresión que define la región de admisión y se concluye que existe un compromiso entre capacidad y cobertura, analizado tanto teóricamente como mediante simulación. Ciertos parámetros presentan un impacto importante y se han estudiado para obtener reglas prácticas de ajuste. La variación de cobertura en la celda padre antes y después de la instalación de repetidores también ha sido modelada. Posteriormente, se propone una nueva metodología para analizar estos despliegues, teniendo en cuenta de manera realista los retardos de propagación y el comportamiento del receptor Rake. Esto permite un análisis superior con respecto a enfoques tradicionales que, en determinadas circunstancias, tienden a ofrecer cifras erróneamente optimistas. La última parte de la tesis da un paso más en la Planificación Automática y se proponen y validan 2 mecanismos dinámicos que permiten a la red reaccionar y auto-optimizarse frente a cambios en las condiciones de tráfico. El primero, basado en conclusiones anteriores, persigue detectar si uno de los enlaces presenta problemas de capacidad y, en caso afirmativo, favorecerlo para retrasar los mecanismos de control de congestión. Por último, se introduce la tecnología HSDPA y, después de analizar los recursos que deben ser compartidos con versiones previas de UMTS, se concluye que es deseable un sistema para la gestión dinámica del árbol de códigos OVSF. Se propone y valida un mecanismo que maximiza el throughput de las celdas, garantizando al mismo tiempo criterios de bloqueo y dropping. / The deployment of 3G/3.5G cellular networks challenges traditional radio planning and optimization strategies. Unlike FDMA based 2G systems, coverage and capacity are tightly coupled and must be treated as a whole. Besides new and more sophisticated Radio Resource Management (RRM) algorithms are present along with a more flexible network with many interdependent parameters, whose joint adjustment is not trivial. A new radio planning paradigm appears in which the radio network is optimized by means of complex algorithms both in a static and a dynamic way. This Ph.D. thesis provides a contribution to the radio network optimization of 3G/3.5G networks. Several issues to improve radio network planning have been investigated and new methods, guidelines and strategies of analysis have been proposed with the final objective of enhancing the wireless access network performance. Dynamic mechanisms being in the blurred line between radio planning and RRM are also devised and studied. The first part of this dissertation deals with the configuration of Base Stations (BSs) the impact of pilot powers, downtilt of antennas and interactions thereof with Soft Handover parameters are investigated. Effects beyond well-known facts are outlined and new planning guidelines are derived. Given the results, an Automatic Planning strategy is devised to automate the configuration of these parameters and to find a combination such as traffic is effectively equalized among cells and a higher capacity is achieved. The technique is based on the Simulated Annealing metaheuristic and is able to improve the global performance of the network, represented by a cost function containing information on the load factor and subject to other quality constraints. The importance of uplink (UL) requirements, usually missed by existent proposals, has been also included and analytically addressed. Reconfiguring BSs is not the only means to modify cell shapes, in this sense the study is extended by introducing repeaters, which allow generating distributed coverage areas. This is the context of the second part of the thesis. New effects not present in FDMA based 2G systems imply that the radio planning process becomes more complex. Most existent papers dealing with repeaters in WCDMA networks, ignore these effects or claim their irrelevance. That is why the research work was focused in modeling them, quantifying their impact and deriving radio planning guidelines to enhance the final performance of the radio access network. The new expression for the feasibility condition has been analytically obtained showing a tradeoff between capacity and coverage. This has been analyzed both theoretically and by means of simulations and the adjustment of several parameters which have a significant impact is discussed to derive practical rules of thumb. Variation on the coverage of the donor cell before and after installing repeaters is also modeled. Subsequently, it is proposed a new methodology to analyze WCDMA networks with repeaters deployment, considering realistically path delays and the behavior of Rake receivers. This allows an enhanced analysis with respect to traditional approaches which, under certain circumstances, tend to provide erroneously optimistic metrics. The final part of the dissertation goes one step further in Automatic Planning and two dynamic mechanisms are proposed and validated so that the network can react and self tune in front of changes in traffic conditions. The first one follows some previous conclusions and aims at detecting if one of the links has capacity problems and if so, favors it to delay congestion control actions. Finally, HSDPA technology is introduced and, after analyzing the resources to be shared with a previous release of UMTS, it is concluded that a system that dynamically manages the OVSF code tree is desired. A mechanism aiming at maximizing cell throughput while guaranteeing blocking and dropping criteria is proposed and validated.

Esta técnica permite estender a cobertura dos sistemas móveis celulares com baixo custo e curto tempo de implantação a áreas ou ambientes onde a utilização de estações rádio base seria dispendiosa ou demorada.O impacto da inclusão deste elemento na interface rádio é detalhadamente analisada visando obter uma metodologia para o seu dimensionamento e para o cálculo das degradações produzidas na rede. É apresentada ainda uma metodologia completa para projetos com repetidores e descrita sua aplicação na implantação de um sistema GSM. / [en] This work deals with the use of active repeaters in the planning and deployment of cellular mobile systems. This technique allows the extension of the coverage of the cellular systems, with low cost and short building time, to areas where the use of radio base stations would be costly or difficult to implement.The impact of the inclusion of the active element in the radio interface is analyzed in full detail to provide methods for the calculation of the degradations produced in the network. A complete design methodology for projects with repeaters is also presented, as well as a case study for a GSM system.

Treatment repeaters : re-entry in care for clients with substance use disorder within the Swedish addiction treatment system

According to the regulations contained in the Social Services Act (SFS 2001:453), Swedish social services have a legal responsibility to provide support, care, and treatment for individuals with substance use problems.  This law mandate those who are responsible to provide treatment to motivate drug users to actively seek treatment on a voluntary basis, ensuring an end to their dependence on drugs. Studies have shown that although the treatment system largely focuses on promoting abstinence, about two-thirds of client’s relapse into substance use within one year after completing treatment. This dissertation focuses broadly on clients who repeatedly enter and use treatment for substance use disorders in the Swedish addiction treatment system. The aim of this thesis is to examine and identify the population groups who are repeated treatment users of the Swedish treatment system for substance use disorder, including both the voluntary treatment and compulsory care. This thesis was based on three national level databases. The results showed that clients with a higher degree of problems and problems in different areas of life also had an increased risk of having treatment for substance use disorder repeatedly. Clients who were older, men, reported more years of polydrug and alcohol use to intoxication, reported more compulsory care episodes for substance use, had ever been charged with crime, had ever been in inpatient mental health treatment, and had a higher ASI mental health symptom composite score, were significantly more likely to report more voluntary addiction treatment episodes. The strongest significant association with the number of treatment episodes was the number of compulsory treatment episodes for alcohol and drugs. Individuals who experienced prior compulsory care including mandatory treatment through LVU (law (1990:52)), been in prison, and had children mandated to out-of-home care, were more likely to have two or more entries in the compulsory care system for substance use disorder. In addition, this analysis showed that 59% of clients mandated to compulsory care dropped-out during their compulsory care episode, and that younger clients were significantly more likely to drop-out. Those who drop-out were significantly more likely to experience negative outcomes, i.e. additional sentence to compulsory care and higher risk of mortality.  A hierarchal logistic regression model also identified that individuals with riskier childhood conditions were more likely to have had repeated entries to compulsory care for substance use disorder. The indirect effects showed that a family history of substance use disorder and psychiatric problems are both associated with higher probability of institutional care as a child i.e. LVU, and that in turn, mandated childhood institutional care is related to repeated compulsory care intakes as an adult. Individuals who use treatment for substance use disorder repeatedly have a higher degree of problems i.e. an exposed and problematic group of individuals characterized by problem in several different areas of life. Growing up in a home environment with unfavorable conditions, mandated care before the age of 18 (LVU), compulsory care for substance use disorder as an adult, children taken into out-of-home care, and crime are the factors that are primarily associated with repeated treatment for substance use. A change in the view of treatment for clients in need of repeated use of treatment seems important, and access to adapted continuous care efforts are crucial to counteract the risk of relapse after a treatment episode of voluntary or compulsory care. Further, it seems important to motivate the client to complete the compulsory care without any deviation, since this seems to have positive effects on their substance use disorder.

La survie d’un État dépend de la capacité de ses dirigeants à être informés et à communiquer leurs décisions, puis de contrôler leur exécution. L’information dans l’Antiquité circulait par courrier mais aussi par transmissions de signaux sonores et/ou lumineux. Après une étude documentaire des récits attestant la transmission d’informations par signaux lumineux et sonores au Levant au premier millénaire av. J.-C., nous avons démontré que les logiciels utilisés pour la conception des réseaux actuels de télécommunications peuvent suggérer des sites relais utilisés pour cette transmission. Les limites techniques des moyens de l’époque sont des paramètres déterminants. Nous en avons déduit des modèles de réseaux. Enfin ces hypothèses ont été validées sur le terrain. / The survival of a State depends on the capacity of its leaders to be informed and on their successes to communicate their decisions, then to control their executions. The information in the ancient times circulated by mail, but also by transmissions of sound and/or light signals.After a documentary survey of stories attesting the transmission of informations by light and sound signals in the Near East during the first millennium BCE, we tried to see if the software used for telecommunications networks design and planning can hint repeater sites used for this transmission. The limitations of the technology at that time will determine parameters. Models of networks have been deducted. Finally these hypotheses have been validated on the ground.

Préparation et manipulation d'un nuage d'atomes froids de rubidium pour le stockage de l'information quantique / Preparation and manipulation of a cold atomic ensemble of rubidium for quantum information storage

La communication quantique vise la génération, la distribution et le stockage de qubits afin d'établir de véritables réseaux quantiques. Le stockage cohérent, efficace et réversible d'états photoniques dans des mémoires atomiques est donc nécessaire et représente actuellement un enjeu majeur de la science de l'information quantique. Ainsi, de nombreux supports de stockage, tels que les ensembles d'atomes froids ou à l'état solide, sont envisagés afin de satisfaire au mieux les propriétés attendues d'une mémoire quantique. Les travaux présentés dans ce manuscrit s'inscrivent dans ce contexte et décrivent la réalisation expérimentale d'une mémoire basée sur le protocole DLCZ dans un ensemble d'atomes froids de 87Rb. Un dispositif de double piège magnéto-optique permet de refroidir et de confiner cet ensemble au sein d'un piège dont le temps de vie est ~15 s, et de le manipuler en vue du stockage quantique. Nous disposons ainsi d'un nuage présentant une épaisseur optique à résonance de l'ordre de 5, et dont les atomes sont refroidis à une dizaine de µK. La mise en place du protocole DLCZ dans cet ensemble atomique consiste à créer des états cohérents de la matière puis à les relire, à partir de diffusions Raman qui s'accompagnent de la génération de photons uniques corrélés en impulsion. Les premiers résultats obtenus montrent des corrélations non-classiques, affichant une violation forte de l'inégalité de Cauchy-Schwarz, pour une efficacité de lecture de l'ordre de 4% et un temps de cohérence de l'état stocké de ~800 ns. Cette mémoire, utilisée comme une source de photons uniques annoncés, fait partie d'un projet pour lequel une interface basée sur de l'optique non-linéaire / Quantum communication aims at generating, distributing and storing qubits between distant locations, in view of implementing actual quantum networks. Coherent, efficient and reversible storage of photonic states in atomic memories is thus necessary and represents a major challenge in quantum information science. Several storage medium, such as cold atomic or solid-state ensembles, are considered so as to satisfy at best the different benchmarks of a quantum memory. In this context, the work presented in this manuscript describes the experimental realization of a memory based on the DLCZ protocol in cold atomic ensemble of 87Rb. A double magneto-optical trap system allows cooling and confining this ensemble within a trap showing a lifetime of 15 s, and to manipulate it for quantum storage. This cloud shows a resonant optical thickness of about 5, and atoms are cooled down to 10 µK. The implementation of the DLCZ protocol in this atomic ensemble consists in creating coherent states of matter and then to read them, using Raman scattering events which come along with the generation of pairs of single photons correlated in momentum. First results show non-classical correlations, which exhibit a strong violation of the Cauchy-Schwarz inequality, with a read-out efficiency of about $4\%$ and a coherence time of the stored state on the order of 800 ns. This memory, used as a heralded single photon source, is part of a project in which an interface based on non-linear guided wave optics has been built and caracterized so as to convert the 795 nm single photons generated by the memory to the telecom wavelength of 1560 nm. System Interconnection Design Trade-offs in Three-Dimensional (3-D) Integrated Circuits

Continued technology scaling together with the integration of disparate technologies in a single chip means that device performance continues to outstrip interconnect and packaging capabilities, and hence there exist many difficult engineering challenges, most notably in power management, noise isolation, and intra and inter-chip communication. Significant research effort spanning many decades has been expended on traditional VLSI integration technologies, encompassing process, circuit and architectural issues to tackle these problems. Recently however, three- dimensional (3-D) integration has emerged as a leading contender in the challenge to meet performance, heterogeneous integration, cost, and size demands through this decade and beyond. Through silicon via (TSV) based 3-D wafer-level integration is an emerging vertical interconnect methodology that is used to route the signal and power supply links through all chips in the stack vertically. Delay and signal integrity (SI) calculation for signal propagation through TSVs is a critical analysis step in the physical design of such systems. In order to reduce design time and mirror well established practices, it is desirable to carry this out in two stages, with the physical structures being modelled by parasitic parameters in equivalent circuits, and subsequent analysis of the equivalent circuits for the desired metric. This thesis addresses both these issues. Parasitic parameter extraction is carried out using a field solver to explore trends in typical technologies to gain an insight into the variation of resistive, capacitive and inductive parasitics including coupling effects. A set of novel closed-form equations are proposed for TSV parasitics in terms of physical dimensions and material properties, allowing the electrical modelling of TSV bundles without the need for computationally expensive field-solvers. Suitable equivalent circuits including capacitive and inductive coupling are derived, and comparisons with field solver provided values are used to show the accuracy of the proposed parasitic parameter models for the purpose of performance and SI analysis. The deep submicron era saw the interconnection delay rather than the gate delay become the major bottleneck in modern digital design. The nature of this problem in 3-D circuits is studied in detail in this thesis. The ubiquitous technique of repeater insertion for reducing propagation delay and signal degradation is examined for TSVs, and suitable strategies and analysis techniques are proposed. Further, a minimal power smart repeater suitable for global on-chip interconnects, which has the potential to reduce power consumption by as much as 20% with respect to a traditional inverter is proposed. A modeling and analysis methodology is also proposed, that makes the smart repeater easier to amalgamate in CAD flows at different levels of hierarchy from initial signal planning to detailed place and route when compared to alternatives proposed in the literature. Finally, the topic of system-level performance estimation for massively integrated systems is discussed. As designers are presented with an extra spatial dimension in 3-D integration, the complexity of the layout and the architectural trade-offs also increase. Therefore, to obtain a true improvement in performance, a very careful analysis using detailed models at different hierarchical levels is crucial. Effet de l'intrication brouillée sur la téléportation quantique

La téléportation quantique promet d'être centrale à de nombreuses applications du futur tels la cryptographique quantique et l'ordinateur quantique. Comme toute mise en œuvre physique s'accompagne inévitablement d'imperfections expérimentales, on étudie la téléportation dans un contexte où la ressource quantique, c'est-à-dire l'intrication, que l'on consomme est brouillée. Pour ce faire, on introduit en premier lieu le formalisme de l'informatique quantique. En seconde partie, on approche les protocoles de téléportation quantique standard, de téléportation avec relais quantiques et de téléportation multi-ports. Notre analyse de la téléportation standard et de la téléportation multi-ports poursuit trois objectifs principaux. Le premier est de comparer l'emploi d'un canal brouillé pour la téléportation d'un état quantique avec l'utilisation de ce même canal pour l'envoi direct de l'état. On trouve ainsi les conditions pour lesquelles les deux protocoles de transmission sont équivalents. Le second but est d'observer le caractère non-local de l'intrication brouillée en regardant quand et comment Alice peut réduire le bruit chez elle à un bruit exclusivement chez Bob. En troisième, on quantifie par une borne inférieure la qualité d'un canal de téléportation en réduisant l'effet de toute intrication brouillée à celui d'un bruit de Pauli à un seul paramètre. On accomplit cette tâche en effaçant au moment approprié l'information classique superflue et en appliquant la wernerisation. Finalement, on analyse la composition de bruits de Pauli et l'effet du taux d'effacement sur la téléportation avec relais quantiques pour mieux comprendre comment se combinent les effets de l'intrication brouillée dans un réseau de téléportation quantique. La suite logique est d'établir des protocoles plus robustes de téléportation quantique qui prennent en compte l'effet de l'intrication brouillée. / Quantum teleportation will be a centerpiece of practical quantum cryptography and quantum computing in a soon to be future. As no physical implementation is perfect, we study quantum teleportation in the context of impaired quantum resources which we call noisy entanglement. In a first part, we introduce how quantum mechanics is formalized by quantum information theory. In the second part, we study standard quantum teleportation, in both the absence and presence of quantum repeaters, as well as port-based teleportation. Our analysis of standard quantum teleportation and port-based teleportation follows three main directions. The first goal is to compare the use of a noisy channel for teleportation to the one of the same channel for direct transmission. We thus find the conditions under which the two cases are equivalent. Our second objective is to observe the non-local properties of noisy entanglement by finding when and how Alice can blame Bob for her noise. Thirdly, we quantify, in the worst-case scenario, the quality of a teleportation channel by reducing the effect of any noisy entanglement to the one of a one-parameter Pauli channel that can be interpreted as a depolarizing channel in most instances. We achieve this task by erasing unneeded classical information at the appropriate time and by twirling either the entanglement or the teleported state. Finally, we analyze the composition of Pauli noises and the impact of the erasure channel parameter on the protocol of teleportation with quantum repeaters. We thus aim to understand how the effects of noisy entanglement cumulate in a teleportation network. The next logical step is to create robust teleportation schemes that take into account the effects of noisy entanglement.

Cet engagement global renouvelé en 2000 sous l’auspice de l’UNESCO puis des Nations-Unies, porte notamment sur un objectif de base : l’universalisation de la scolarisation primaire complète pour tous les enfants d’âge scolaire à l’horizon de 2015. Plusieurs études sur la réalisation de cet objectif montrent que les pays en développement sont les plus à risque et que les progrès accomplis dans la plupart de ces pays, pourraient être plus importants si la pratique du redoublement faisait davantage l’objet de régulation et de contrôle. Cela contribuerait à améliorer la réussite scolaire et accroître la rétention des élèves au sein des systèmes éducatifs. La pratique du redoublement est en effet une tradition dans plusieurs systèmes éducatifs. Elle est particulièrement prépondérante dans certains groupes de pays ou régions, notamment en Afrique francophone au sud du Sahara. Dans ces pays, le PASEC - Programme d’Analyse des Systèmes Éducatifs de la CONFEMEN (Conférence des Ministres de l’Éducation Nationale des pays ayant le français en partage) - œuvre à améliorer l’accès à une éducation de qualité pour tous, par exemple, en informant les politiques sur la situation nationale du redoublement. Cette recherche sur le redoublement, la réussite scolaire et l’objectif de la Scolarisation Primaire Universelle (SPU) privilégie la dimension pédagogique, l’analyse empirique et étudie le cas du Sénégal. Elle présente et discute les indicateurs internationaux de suivi de l’objectif de la SPU, fait le point de l’état des connaissances sur le redoublement et la réussite scolaire et montre le défi que représente la réalisation de l’objectif de la SPU notamment dans les pays francophones d’Afrique sub-Saharienne. Exploitant les données existantes de l’enquête longitudinale de suivi de cohorte du PASEC au Sénégal entre 1995 et 2000, cette recherche examine le parcours scolaire des élèves en vue de la réalisation de l’objectif de la SPU. L’examen effectué combine des approches d’analyse transversale et longitudinale du redoublement et des apprentissages par rapport aux caractéristiques personnelles, familiales et scolaires de l’élève. Les résultats d’analyse montrent des variabilités, notamment par rapport aux caractéristiques personnelles de l’élève et à celles de sa classe et de son milieu de scolarisation. L’analyse longitudinale du redoublement s’est appuyée sur le diagramme de flux scolaire et a permis de produire un ensemble d’indicateurs d’efficacité interne du système éducatif du Sénégal. Pour la cohorte étudiée, du fait de l’importance des redoublements et des abandons scolaires, il faut en moyenne 9,4 années de scolarité pour que l’élève progresse du deuxième au sixième (dernier) grade du primaire. Seulement 39% de l’effectif de la cohorte survivent au dernier grade ce qui suggère que si cette tendance se maintenait, le Sénégal serait à risque de ne pas réaliser l’objectif de la SPU. Une évaluation de la situation courante à partir de données plus récentes serait requise. Le diagramme de flux scolaire constitue un outil de planification de l’éducation et représente de ce fait un important levier aux mains des autorités politiques pour agir sur les paramètres du système éducatif (paramètres liés à la qualité de l’éducation, à l’efficacité interne, etc.) afin de répondre à des objectifs spécifiques ou d’étapes pouvant conduire, par exemple, à la réalisation de l’objectif de la SPU. / The Education for All is mobilizing the international community and national governments since 1990. This global commitment which was renewed in 2000 under the auspices of UNESCO and the United-Nations has set a basic goal: the universalization of a complete primary education for all school-age children by 2015. Several studies on the achievement of this goal show that developing countries are most at risk and that progress in many of these countries could have been higher if the practice of grade repetition was better regulated and controlled. This measure would contribute to the improvement of academic achievement and increase retention within the education systems. Indeed, grade repetition practice is a tradition in several education systems. It is particularly overwhelming in some groups of countries or regions, especially in Francophone sub-Saharan Africa. In these countries, the PASEC – «Programme d’Analyse des Systèmes Educatifs de la CONFEMEN (Conférence des Ministres de l’Éducation National des pays ayant le français en partage)» - works to improve access to quality education for all, by for example, informing policies on the national situation of grade repetition. This research on grade repetition, school success and the Universal Primary Education (UPE) goal favors the pedagogical dimension, the empirical analysis and studies the case of Senegal. It presents and discusses the international indicators for UPE goal monitoring, takes stock of current knowledge on grade repetition and academic achievement and shows the challenge that represents the realisation of UPE goal especially in Francophone sub-Saharan Africa countries. By using the existing 1995-2000 PASEC longitudinal survey data in Senegal, this research examines pupils’ school careers toward the realisation of UPE goal. Transversal and longitudinal analyses of grade repetition and learning achievement based on the pupil’s personal, family and school characteristics have been used. Results from these analyses show variabilities related especially to individual, classroom and school location factors. The longitudinal analysis of grade repetition is based on the school flowchart which allows the calculation of a set of indicators about the internal efficiency of Senegal education system. For the cohort studied, due to the high grades repetition and dropout rates, pupils are required, on average, 9.4 years of schooling to progress from the second to the sixth (final) grade of primary. Only 39% of the initial cohort survives to the last grade, which suggests that if this trend remains unchanged, Senegal would be at risk of not achieving the UPE goal. An assessment of the current situation based on more recent data would be required. The school flowchart is an educational planning tool. Thus, it represents an important lever for political authorities to act on education system parameters (parameters related to education quality, internal efficiency, etc.) in order to effectively attain specific objectives or milestones resulting, for example, to the achievement of the UPE goal.
