A Study on the Social Assistance Role of Village Secretary: A Case Study of Cijin District of Kaohsiung City

With the transformation of economic development and change of social structure, Taiwan is now facing the problem of M-social trend, the gap between the rich and poor. Disadvantaged minorities hence rely on social welfare polity to maintain basic needs for daily life. Village secretary¡¦s duty includes various tasks. The study, from the perspective of social assistance, explores the role function of village secretary on social assistance. Village secretary¡¦s role as social assistance has received much attention for that they should not only passively serve public, but also proactively uncover assist-required cases. In this study, Cijin District of Kaohsiung City is taken as subject for exploration. Cijin District has specific geography and environmental condition, such as inconvenient traffic and residents¡¦ living rely on ocean. It is also the district with the lowest income and highest rate of foreign spouse in Kaohsiung, hence require more social welfare then any other districts. The purpose of the study is to investigate the administrative behavior that promote social assistance from policy and implement perspectives. Issues such as factors that affect village secretary¡¦s qualification examination procedures and discovery of social assistance examination systems are also discussed as reference for further policy implementation. The research method of the study includes system research, literature review and focus group. At the end, it is suggested that secretary function to be strengthened and concrete solution to be proposed as the reference for government to examine social assistance welfare policy, so that disadvantage minorities¡¦ actual need could be fulfilled.

Weighing in on Wonder Woman: Analyzing Gardner Fox's Writing for Potential Sexism

Wonder Woman is seen as the embodiment of feminism in the comic world and her placement as the secretary of the Justice Society of America is seen as a crime against her character. Many blame Gardner Fox for this decision, but I argue that accusing him of sexism is an oversimplification. My work seeks to fill in the lack of knowledge regarding his writing of Wonder Woman and restore his name. While scholars are right to be attentive to the use of demeaning stereotypes that have long been used to keep women from access to power, the way in which Gardner Fox wrote Wonder Woman, conveys a sense of respect for women and their contributions to society in general; therefore, assertions that he is a sexist are not only misleading but inappropriately degrading the work of a man who was trying to accurately represent the women he saw around him.

Linear Modeling of Election Results for U.S. House of Representatives Candidates and State Executive Offices for Iowa, Minnesota, and North Dakota

Better understanding the relationship between the results for the U.S. House of Representatives and for state executive offices could potentially be useful in predicting outcomes if a significant relationship is present and if one has more information about either the election for the U.S. House of Representatives candidate or the state executive office candidate. To better understand this relationship, election results were analyzed using regression models for three upper Midwest states - Iowa, Minnesota, and North Dakota - to compare the outcomes of the state executive office elections and the U.S. House of Representative elections. Additionally, median income was included in the models to see if this affected the relationship. Each state had a statistically significant relationship between the results of the state executive offices and the U.S. House of Representatives. Median income either was not statistically significant or not practically significant in overall effect on the relationship.

Syftet med denna uppsats är att undersöka hur arbetsmarknadssekreterare och socialsekreterare inom socialtjänsten Väster i Malmö upplever pilotprojektet Tidig inskrivning samt hur deras handlingsutrymme och inbördes samverkan förändrats i projektet. Syftet med projektet är att förkorta vägen mot självförsörjning och skapa en tidig planering för klienten. Projektet riktas mot de klienter som erhåller ekonomiskt bistånd. Pilotprojektet implementerades den åttonde januari 2018 och skall avslutas den 30 juni 2018. Vi undersöker således hur projektet erfars av arbetsmarknadssekreterare och socialsekreterare angående projektet och dess implementering samt hur informanterna upplever att pilotprojektet påverkat deras handlingsutrymme och inbördes samverkan. De teoretiska utgångspunkterna för uppsatsens är ett instrumentellt organisationsteoretiskt perspektiv samt Michael Lipskys teori angående street-level bureaucracy. Använd metod för denna uppsats är en kvalitativ metod med semistrukturerade intervjuer. Vi har intervjuat tre arbetsmarknadssekreterare och tre socialsekreterare som arbetar med projektet. Vi fann i det empiriska materialet att informanterna upplevde implementeringen som vag och ytterst lite information gavs till arbetsmarknadssekreterarna och socialsekreterarna angående hur projektet skulle förändra deras arbetsgång. Informanterna upplevde även en frustration både hos kollegor, de själva och klienten i ärendegången i projektet. Informanternas handlingsutrymme och inbördes samverkan har förändrats i projektet då resurs-och tidsbrist skapat förändringar i både samverkan och handlingsutrymme för de båda professionerna. / The aim of this bachelor essay is to examine the experience of the social workers in the project pilot called the “Tidig inskrivning”, meaning early enrollment. The aim of this project is to plan the enrolment towars the regular labour market. The project pilot launched in 8th of January and ended in 30th of June in 2018. The involved professions in the project on a daily basis is labour secretaries and social secretaries. The issues concerning our essay is: How does the labour secretaries and social secretaries experience the project pilot and how do the informants experience that the Early Enrollment pilot project has influenced their leeway and mutual cooperation?The theoretical premise for this essay is an instrumental organization theory and Michael Lipsky’s theory concerning street-level-bureaucracy. The method used in this essay was a qualitive method using a semi structured interview. The project pilot is directed to all clients that applies for a social assistance. These clients are the called to a meeting with the labour secretaries to a survey including the clients past work experiences and education. The client is then to have a meeting to review the conditions of the social assistance. We found that the labour secretaries did not experience the project as useful, they found the project as time consuming and unnecessary for both the client and to them as labour secretaries. The social secretaries experienced the project and unnecessary and informed us that the client found the project as time consuming and frustrating. The leeway for the labour secretaries and the social secretaries has changed within the project pilot. The cooperation between the two professions is affected by the project in the sense that it is greatly time consuming for the labour secretaries and the social secretaries have no chance to a cooperation with the labour secretaries as they did before. The changes made to the leeway and cooperation between the two professions have changed because of lack of resources and time.

Optimal Strategies for Stopping Near the Top of a Sequence

In Chapter 1 the classical secretary problem is introduced. Chapters 2 and 3 are variations of this problem. Chapter 2, discusses the problem of maximizing the probability of stopping with one of the two highest values in a Bernoulli random walk with arbitrary parameter p and finite time horizon n. The optimal strategy (continue or stop) depends on a sequence of threshold values (critical probabilities) which has an oscillating pattern. Several properties of this sequence have been proved by Dr. Allaart. Further properties have been recently proved. In Chapter 3, a gambler will observe a finite sequence of continuous random variables. After he observes a value he must decide to stop or continue taking observations. He can play two different games A) Win at the maximum or B) Win within a proportion of the maximum. In the first section the sequence to be observed is independent. It is shown that for each n>1, theoptimal win probability in game A is bounded below by (1-1/n)^{n-1}. It is accomplished by reducing the problem to that of choosing the maximum of a special sequence of two-valued random variables and applying the sum-the-odds theorem of Bruss (2000). Secondly, it is assumed the sequence is i.i.d. The best lower bounds are provided for the winning probabilities in game B given any continuous distribution. These bounds are the optimal win probabilities of a game A which was examined by Gilbert and Mosteller (1966).
