[pt] A presente dissertação investiga o papel das companhias de segurança cibernética na produção da segurança cibernética contemporânea. A crescente pressão para securitizar o ciberespaço contribuiu para o crescimento de um lucrativo mercado voltado para a provisão de produtos e serviços para clientes comerciais e governamentais. Utilizando uma perspectiva inspirada em Bourdieu, o trabalho: analisa as condições históricas nas quais as tecnologias da informação ganharam terreno no debate de segurança; identifica as posições e investiga as práticas das companhias de segurança cibernética no campo da segurança cibernética e analisa as disputas em andamento pela produção da segurança cibernética. Abordagens voltadas ao risco são pilares na concepção e comercialização de produtos e serviços anunciados pelas companhias. Neste sentido, argumenta-se que ambas as abordagens voltadas ao risco e as práticas comerciais das companhias de segurança cibernética produzem formas específicas de segurança. O trabalho identifica três distintas formas de segurança produzidas no campo: segurança defensiva, segurança ofensiva e defesa ativa. Analisa-se as implicações de cada forma para a segurança, de um modo geral, e argumenta-se que, enquanto grande parte das companhias adota uma estratégia de defesa ativa em seus produtos e serviços, algumas tem se orientado para a adoção de medidas mais ofensivas para lidar com os atuais riscos. A análise é concluída com algumas reflexões a respeito das implicações das atuais dinâmicas do mercado de segurança cibernética para a segurança e governança da Internet. / [en] This dissertation examines the role of cyber security companies in the production of contemporary cyber security. The increasing pressures to securitize cyberspace have contributed to the growth of a lucrative market oriented at providing cyber security products and services to commercial and government customers. Using a Bourdieu-inspired framework, the work: analyzes the historical conditions under which information technologies gained ground within security debates; identifies the positions and investigates the practices of cyber security companies within the cyber security field and analyzes the ongoing struggles for the production of cyber security. Risk-based thinking is a cornerstone of the process of conceiving and commercializing products and services advertised by companies. In this sense, it is argued that both risk-based thinking and the commercial practices of cyber security companies produce specific forms of security. The work identifies three distinct forms of security produced within the field: defensive security, offensive security and active defense. It analyzes the implications of each form to the overall security of cyberspace and argues that whilst the majority of companies adopt an active defense approach in their products and services, some of them are leaning towards more offensive solutions to deal with current risks. It concludes the analysis with some thoughts on the implications of the current dynamics of the cyber security market for security and Internet governance.

[pt] O propósito central deste estudo, desenvolvido na área de Administração e, especificamente, no campo dos estudos de carreiras, foi compreender e analisar as influências da origem social no desenvolvimento da carreira médica, tendo como base os relatos das experiências vivenciadas por médicas ginecologistas e obstetras com carreiras consolidadas, atuantes na cidade do Rio de Janeiro. O método de pesquisa história de vida foi empregado para obter as narrativas biográficas das médicas com o intuito de alcançar aspectos subjetivos, culturais, sociais e relacionais de suas vidas e carreiras. As contribuições da abordagem de Pierre Bourdieu aos estudos de carreira alicerçaram o referencial teórico. Os achados sobre o campo médico demonstraram sobreposição de fenômenos sociais que se relacionaram com raça, classe e gênero, além da percepção das entrevistadas sobre as mudanças que vêm ocorrendo nesse campo. Além disso, os relatos evidenciaram que, neste grupo de médicas, as diferenças das origens sociais influenciaram o desenvolvimento de suas carreiras. Os capitais econômico e cultural foram os principais que delinearam as trajetórias — de vida e de carreira — e contribuíram em maior nível para aumentar ou diminuir as oportunidades no campo médico. O capital econômico delimitou as escolhas e os caminhos durante a graduação e no desenvolvimento da carreira, evidenciado em escolhas motivadas pelo aperfeiçoamento profissional ou premidas pela necessidade financeira, que resultaram, por exemplo, no maior ou menor tempo dedicado à educação médica, ou, ainda, na abertura do consultório próprio na fase inicial ou intermediária da carreira. O capital cultural herdado e adquirido nas trajetórias de vida, conexo ao capital social, tornou-se, no contexto do campo médico, capital de carreira, visto que contribuiu para aumentar as oportunidades que as médicas tiveram em suas carreiras e observado nas diferentes posições ocupadas que refletiram os volumes desiguais desses capitais. Os achados do estudo revelaram aspectos do habitus de carreira que podem restringir ou ampliar as estratégias e investimentos relacionados à carreira, sobressaindo-se a herança do habitus da carreira médica, recebida de familiares médicos, aliado ao capital cultural dos pais quando se tornou evidente a importância das relações sociais, das estratégias e das táticas que seriam mais adequadas para se desenvolver e alcançar uma carreira sólida e de sucesso na medicina, antes mesmo da entrada no curso. Os capitais de carreira médica destacados nas trajetórias foram: relações e interações sociais (capital cultural e social); tempo de educação médica (capital cultural e capital econômico); diplomas de instituições (capital cultural e simbólico); experiência acadêmica internacional (capital cultural e econômico). Por fim, destacamos que os contextos das origens sociais das médicas tornaram os caminhos mais ou menos fluídos, reflexo da influência dos distintos volumes e estruturas dos capitais que potencializaram ou atenuaram o mérito individual. / [en] The central purpose of this investigation, developed in Management studies, specifically, within the field of career studies, was to understand and analyze the influences of social origin on the development of the medical career, based on the reports of experiences lived by gynecologists and obstetricians with consolidated careers, working in the city of Rio de Janeiro. The life history research method was used to obtain the biographical narratives of the doctors in order to reach subjective, cultural, social, and relational aspects of their lives and careers. The contributions of Pierre Bourdieu s approach to career studies underpinned the theoretical framework. The findings of the medical field demonstrated an overlap of social phenomena that were related to race, class, and gender, in addition to the interviewees perception of the changes that have been occurring in this field. Furthermore, the reports showed that, in this group of doctors, differences in social origins influenced the development of their careers. The economic and cultural capitals were the main ones that outlined the trajectories —life and career— and contributed most to increase or decrease opportunities in the medical field. Economic capital delimited choices and paths during graduation and career development, evidenced in choices motivated by professional improvement or pressured by financial need, which resulted, for example, in more or less time dedicated to medical education, or even more, in opening their own practice in the initial or intermediate phase of their career. The cultural capital inherited and acquired in life trajectories, connected to social capital, became, in the context of the medical field, career capital, as it contributed to increase the opportunities that doctors had in their careers and observed in the different positions occupied that reflected the unequal volumes of these capitals. The study findings revealed aspects of the career habitus that can restrict or expand career-related strategies and investments, highlighting the inheritance of the medical career habitus, received from medical relatives, combined with the cultural capital of the parents when it became evident the importance of social relationships, strategies, and tactics that would be most suitable for developing and achieving a solid and successful career in medicine, even before entering the undergraduate course. The medical career capitals highlighted in the trajectories were: social relationships and interactions (cultural and social capital); medical education time (cultural capital and economic capital); diplomas from institutions (cultural and symbolic capital); international academic experience (cultural and economic capital). Finally, we highlight that the contexts of the doctors social origins made the paths more or less fluid, reflecting the influence of the different volumes and structures of capitals which enhanced or mitigated the individual merit.

[pt] Esta dissertação explora tensões emergentes do crescente engajamento dos chamados provedores Sul-Sul no campo da cooperação internacional para o desenvolvimento, discutindo alguns de seus efeitos sob a ação de governos receptores, doadores Norte-Sul e estruturas de governança no espaço social em questão. Beneficiamo-nos principalmente das noções de campo e cultura de auditoria de Pierre Bourdieu e Marilyn Strathern, respectivamente. Por meio dessas, descrevemos a trajetória da cooperação internacional para o desenvolvimento a partir da segunda metade do século XX, ressaltando o papel do Comitê de Assistência ao Desenvolvimento (CAD) da Organização para Cooperação e Desenvolvimento Econômico (OCDE) na elaboração e manutenção de princípios organizadores e práticas dominantes no campo. Enfatizamos o plano simbólico ao narrar a oposição histórica entre cooperação Norte-Sul e Sul-Sul, sugerindo conexão inextricável entre a emergência da última e a crítica no campo à agenda da eficácia da ajuda. Observamos os efeitos das tensões entre cooperação Sul-Sul e Norte-Sul na dimensão local a partir de um estudo de caso sobre Moçambique, aplicando as noções de dependência simbólica e efeito BRICS a fim compreender tendências e impactos sob o comportamento do Governo de Moçambique, doadores Norte-Sul e suas condicionalidades, e o processo de consolidação democrática no país. Ao final, sistematizamos algumas reflexões sobre o estado de fluxo do campo, sugerindo que sua re-politização não necessariamente se traduz em democratização para países receptores. / [en] This thesis explores tensions emerging from the growing engagement of so-called South-South providers in the field of international development cooperation, discussing some of their effects on the behavior of recipient governments, North-South donors and governance structures within the referred social space. The primary concepts mobilized are those of field and audit culture, as used by Pierre Bourdieu and Marilyn Strathern respectively. Through these, we describe the trajectory of international development cooperation during the second half of the twentieth century, emphasizing the role of the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD) in creating and maintaining the field’s organizing principles and dominant practices. We emphasize the symbolic realm in narrating the historic opposition between North-South and South-South cooperation, suggesting an inextricable connection between the emergence of the later and the critique of the aid effectiveness agenda. We explore the local effects of tensions between South-South and North-South cooperation through a case study on Mozambique, applying the notions of symbolic dependence and the BRICS effect in order to understand trends and impacts on the behavior of the Government of Mozambique, North-South donors and their conditionalities, and the process of democratic consolidation in the country. Finally, we draw some reflections on the state of flux of the development cooperation field, suggesting that its re-politicization does not necessarily imply democratization for recipient countries.

[pt] Na virada do século XXI a arquitetura do sistema internacional passou por importantes mudanças em diversas arenas. Na cooperação internacional para o desenvolvimento foi principalmente a partir dos anos 2000 que novas modalida-des, novos atores e novas dinâmicas de relacionamento entre eles levaram a recen-tes mudanças no quadro normativo e na definição das práticas legítimas desse sistema. A cooperação Sul-Sul se consolidou como prática alternativa, abrangen-do um fluxo distinto daquele compreendido pela Ajuda Oficial ao Desenvolvi-mento. A partir dessas transformações, novos arranjos que pautam as relações entre os atores foram se consolidando no campo da cooperação internacional para o desenvolvimento. Inspirada pelo aparato teórico-metodológico do sociólogo Pierre Bourdieu e fundamentando a análise na tríade doxa, capitais e prática, essa tese defende que atores do Sul global se articularam para a maximização de seus capitais no campo, esgarçando as fronteiras e tensionando a doxa desse campo. À luz da análise da trajetória brasileira no campo e da cooperação trilateral como um dos novos arranjos que pautam as relações entre os agentes, a pesquisa busca compreender de que maneira a rearticulação de capitais trazida pela cooperação Sul-Sul impacta na governança da cooperação internacional para o desenvolvimento. / [en] At the turn of the 21st century, the architecture of the international system has undergone important changes in different areas. In international development cooperation arena new modalities, new actors and new relationship dynamics among them have changed the framework and definition of legitimate practices of this system. South-South cooperation consolidated itself as an alternative practice, encompassing a distinct flow than that of comprehended by Official Development Assistance. These changes consolidated new institutional arrangements guiding agents relations in the field of international development cooperation. Inspired by Pierre Bourdieu s theoretical-methodological framework and based on the analysis of the triad doxa, capitals and practices, this thesis argues that global South agents articulated themselves to maximize their capitals in the field, fraying the edges and tensioning the field s doxa. In light of the Brazilian historical trajectory in the field and of the trilateral cooperation as one of the new arrangements guiding relations among agents, this research aims to understand in which way this mobilization of capital advanced by South-South cooperation impacts in the international cooperation for development governance.
