Právní úprava posuzování vlivů na životní prostředí / Legal Regulation of Environmental Impact Assessment

The subject of this diploma thesis is the analysis of the legal regulation of environmental impact assessment (EIA). EIA is one of the horizontal instruments of environmental law. It is based on the principle of prevention and sustainable development. The Czech legislation can be found primarily in the EIA Act which, to a large extent, is the result of the transposition of the EIA Directive. National and European regulation of environmental impact assessment is significantly influenced by international law, in particular by the Espoo Convention and the Aarhus Convention. Non-legally binding documents are also very important. During the environmental impact assessment process, which consists of several phases, the significant impacts of the project on the environment and public health are examined and evaluated. Not all projects are subject to assessment, but only those which are stipulated directly by law ("obligatorily assessed projects") or by the relevant administrative authority in the screening procedure ("facultatively assessed projects"). The result of the assessment, which is performed by authorized experts, serves as an objective expert basis for the so-called consequential proceedings, in which a decision is made on the approval of the project. Subjective Defining of Life Goals of Pupils with Behavioural Disturbances Author: Jan Chaloupka Faculty of Education, Charles University in Prague - Department of Special Education Supervisor: Mgr. Jana Mottlová Based on studying literature on general pedagogy, special pedagogy and psychology as well as on the author's personal experience with working with pupils with behavioural disturbances, the author proposes a hypothesis, according to which the long-term goal seeking efforts of the majority of pupils concerning socialization and education are absent, distorted and ineffective. The objective of this paper is to confirm or refute the validity of the hypothesis as well as to theoretically formulate impulses for practice. The research was performed on a sample of 120 respondents and a contrastive control group of 30 grammar school students. It was effectuated by means of a questionnaire and complemented by interviews, which are not included in full form for space reasons. The research has shown that in a heterogeneous group of respondents, a majority of two thirds is either incapable of life goals definition or the definition is rather inadequate and unrealistic. Then we will discuss what possible benefits could be in crisis not only for marriage or partnership, and finally we will mention marriage and partner counseling as a valuable source for help to overcome the crisis in relations with a partner. The thesis focuses on the topic of changing eating habits from the time of Magdalena Dobromila Rettigová to contemporary trends of healthy lifestyle. It is a gradual development of eating from the late 18th century to the present. In the thereoretic part there is a discription of the contrast of the Czech writer's life and a present-day lifestyle. We can find a chapter about a life of Magdalena Dobromila Rettigová, background information leading up to, writing the cook book "Cooking at home", which became a convenient handbook for women, containing instructions and directions for kitchen guidance and complex advice for women how to manner as a wife, mother and patriot and also their influence on education of young girls. Next chapter deal with the development of kitchen and cooking, habits connected with dining and lifestyle of that time. In the end of the theoretic part is compared the cuisine of the first half ofthe 19 th century to contemporary eating habits and lifestyle. The subject of the dissertation is the issue of the waste management with special emphasis on the recycling of the construction and demolition waste. The recourse is an analysis of the key instruments regulating the activities and behaviour of market operators in this field toward fulfilling all-society priorities and principles of the sustainable development, where special accent is put on the area of subsidy policies and programmes. The aim of the dissertation is to analyse and evaluate the setting of the selected subsidy programme in terms of economic and ecological efficiency with the emphasis on the assessment of the impact on the recipient. The subject of the research will be a priority axis 4 "Improvement of Waste Management and Removal of Old Environmental Burdens" within the Operational Programme Environment 2007 - 2013. In the literature review basic concepts and important definitions are defined, followed by the comprehensive and complex searches of the problematics from different angles of view. First of all, the global aspect of environmental protection is discussed, broader historical, legal, economic and political contexts, that are essential fundament for understanding the current and future challenges both globally regionally, are summarized. Hereafter, a more detailed description of the situation of the European Union is followed, then the overview is completed by a detailed view at the state of the problematics in the Czech Republic. Subsequent chapters are devoted to a detailed analysis of the waste management sector, again in terms of global, European and national standpoint, in the end the view is focused on the key issue of the dissertation problematics of construction and demolition waste. In the application part the fulfilling of the stated objective of the dissertation through four defined hypothesis is solved. Hypotheses verify the efficiency and appropriateness of the setting of the system of subsidies in the frame of the monitored programme. The emphasis is imposed on the assessment of the impact of the allocated subsidies to the private entities on their economic and environmental efficiency.

The aim of the thesis is to describe and to reflect basic terms and contexts of healthy lifestyle and its importance to people and their quality of life. The thesis can also contribute to edification in the field of health education and in the field of free time, that is closely related to lifestyle. The first chapter deals peripherally with a human being's nature, his position in the world and in the society. The second chapter describes basic terms concerning health, including definitions and factors threatening the human being's health. Diseases and spiritual value of health are also meant. The third chapter clarifies the terms of lifestyle, way of life and living conditions, that play an important role in everyone's life, equally as free time of a human being included in this chapter, too. Health education and healthy lifestyle education is a topic of the fourth chapter. Several possibilities of supporting and maintaining the health of a human being are covered there. The last chapter summarizes the whole thesis, its aim is to realize the value of health and how to be a free and responsible person having healthy relationships with other people.

Názor veřejnosti českokrumlovského regionu na situaci osamělých matek v nouzi / Single Mothers in Emergency Conditions: Český Krumlov Region Public Opinion

This thesis focuses on the public opinion on single mothers in emergency conditions in Český Krumlov region. The theoretical part defines single mother and single parent family. The fact that in many European countries the numbers of single parent families is increasing is stressed out. The theoretical part describes the changes in models of family behavior have been experienced in the last decades and factors which influence them. Also, basic facts on single families in the Czech Republic are presented e.g. female or male single parent family, their age, reasons for single family, social status, numbers and percentage of children born to single parents within last twenty years etc. In addition particular reasons of becoming a single mother are explained e.g. divorce, single parenting, becoming a widow. A phenomenon of domestic violence is closely related to the subject of single mother, therefore it is dealt with here too. The theoretical part conclusion shows principal reasons which cause that single mothers get into emergency conditions. The practical part presents a research which focuses on public opinions on single mothers in emergency conditions in Český Krumlov region. The field research was conducted through the method of a questionnaire. The focus group was public in Český Krumlov region. The aim of the field research was to map public opinions of Český Krumlov region residents on single mothers in emergency conditions. The research showed that single parent (mother) families are considered to be a group with the highest risks to be exposed to low standard of living. At the same time more than 50 % or respondents think that the most obvious reason for single mother to be in a critical life situation are economic troubles and lack of finance. An important fact which contributed to this result is that more than one quarter of respondents thinks that their current economic situation is not easy or even critical. In respect to domestic violence issue, the research showed that more than half of respondents believe that domestic violence against women by their spouses is mainly a results men aggressive behavior. The most frequent answer picked was aggressiveness initiated by the use of alcohol and drugs, than aggressive behavior inborn i.e. genetic predisposition to act aggressively and aggressive conduct like a way how to escape and resolve life situations which may appear to be unsolvable and an aggressor is not able to control her behavior. Public sees domestic violence to be a serious problem which is mainly present in single mother families. The most of respondents believe that domestic violence against mothers and children is the most frequent reason for single mothers to apply for subsidized single parent accommodation. The results also show that more than 60 % of respondents understand what domestic violence is and that very often victims never tell anyone and keep it secret even though they suffer for years. It is assumed that in this respect, public sees the relation between domestic violence and torturing victims in early childhood. More than 60 % of respondents believe that prevailing numbers of women who are victims of domestic violence in their childhood are victims of domestic violence also when they grow up mainly because of their previous experience when low self-confidence and violence become a part of their daily life even though hard bearing.

The thesis deals with meaningfulness of life and acceptance of an affliction by people with visual disability. The work has been divided into two parts. In the review section, the author deals with a psychological approach to meaningfulness of life, with an issue of acceptance of visual impairment, and with specifics of meaningfulness of life over the course of a lifetime. The aim of the empirical part has been to test hypotheses regarding relationship between the meaningfulness of life and the acceptance of vision impairment. Key concepts have been operationalized by scores according to both inventories; the Meaningfulness of Life Scale (MLC) (Halama, 2002, 2009), and the Acceptance of Disability Scale - Revised (ADS-R) (Linkowski, Groomes, 2007). Data obtained from a sample of persons with visual disability (N = 84) has been used to test the hypotheses. For the first time a Czech translation of the ADS-R inventory has been put to practice and the author suggests a further use of the inventory titled Škála akceptace disability. In the empirical part of the study, the author also deals with possibilities of online administration of psychological test methods for people with a visual disability. The diploma thesis focuses on the ecological influences in the construction of a family house. The subject is to compare the properties of alternative building materials, determine the cost of building a house and design the optimal way of financing housing for a fictional married couple. Explains basic concepts, namely ecological aspects in construction, project management of buildings, pricing in construction, housing finance. The following practical part compares building materials in terms of their properties and environmental impacts during production, determines the costs of acquisition and operation of a family house and then finds out whether it is possible to finance the construction of the house through a mortgage loan. At the end of the work evaluates what percentage will increase the cost of building a house in the case of the use of materials, the production of which produces less negative emissions. Finally, the optimal variant of housing financing is recommended.
