В данном исследовании производится разработка программного обеспечения для контроля производственных процессов путём визуализации показателей датчиков оборудования методом контрольных карт Шухарта с использованием средства Jupyter Lab. / The object of this research are statistical production control methods. The subject of research is the development of an application for the statistical analysis of production process data. This research consists of developing software for production process control using visualization of machinery sensor data using Shewhart control charts with Jupyter Lab.

В диссертации рассмотрена проблематика государственного финансового контроля в России, обоснована роль и место внешнего муниципального финансового контроля в системе государственного контроля. В процессе исследования проведён анализ деятельности Счётной палаты г. Екатеринбурга и выявлены основные недостатки работы контрольно-счетных органов. В частности, выявлено, что численность сотрудников Счетной палаты г.Екатеринбурга в два раза ниже нормативных значений, в результате чего проверкой охватывается не более 5% всех доходов и расходов муниципалитета. К другим немаловажным проблемам относятся отсутствие автоматизации процессов контрольной и экспертно-аналитической деятельности контрольно-счетных органов, при составлении отчетов в результате контрольных мероприятий используется неинформативная классификации финансовых нарушений и ошибок. В результате исследования разработана авторская методика оценки эффективности деятельности муниципальных контрольно-счетных органов, позволяющая учесть недочеты существующих методик. / The dissertation examines the problems of state financial control in Russia, substantiates the role and place of external municipal financial control in the system of state control. In the course of the study, an analysis of the activities of the Accounts Chamber of the city of Yekaterinburg was carried out and the main shortcomings of the work of the control and accounting authorities were identified. In particular, it was revealed that the number of employees of the Accounts Chamber of Yekaterinburg is two times lower than the normative values, as a result of which the audit covers no more than 5% of all income and expenses of the municipality. Other important problems include the lack of automation of the processes of control and expert-analytical activity of control and accounting bodies; when compiling reports as a result of control measures, an uninformative classification of financial irregularities and errors is used. As a result of the study, the authors developed a methodology for assessing the effectiveness of the activities of municipal control and accounting bodies, which allows taking into account the shortcomings of existing methods.

Основной целью магистерской диссертации является совершенствование контрольной работы налоговых органов и разработка практических рекомендаций по повышению качества налогового контроля в Свердловской области на основе проведенного анализа и выявленных проблем. Выпускная квалификационная работа состоит из введения, трех глав, заключения и списка использованных источников. В первой главе рассмотрены теоретические и нормативно-правовые основы контрольной деятельности налоговых органов в Российской Федерации. Во второй главе проведён анализ контрольной деятельности налоговых органов на примере Свердловской области. В третьей главе сформулированы рекомендации по совершенствованию контрольной деятельности налоговых органов на примере Свердловской области. / The main purpose of the master's thesis is to improve the control work of tax authorities and develop practical recommendations for improving the quality of tax control in the Sverdlovsk region based on the analysis and identified problems. Научная новизна исследования состоит в развитии теоретических и методических положений по совершенствованию подходов к оценке эффективности государственного (муниципального) финансового контроля, являющегося инструментом управления общественными финансами. В первой главе исследуются теоретические аспекты управления общественными финансами, рассматривается вопрос влияния государственного (муниципального) финансового контроля на процесс управления общественными финансами. Во второй главе проведен анализ нормативно-правовых актов, статистической информации и результатов контрольной деятельности, характеризующий систему государственного финансового контроля на примере Министерства финансов Свердловской области. В третьей главе сформулированы предложения по совершенствованию системы государственного (муниципального) финансового контроля, а также автором представлена модель оценки эффективности данной системы. / The scientific novelty of the study lies in the development of theoretical and methodological provisions for improving approaches to assessing the effectiveness of state (municipal) financial control, which is a tool for managing public finances. The first chapter examines the theoretical aspects of public finance management, considers the issue of the influence of state (municipal) financial control on the process of managing public finances. In the second chapter, an analysis of legal acts, statistical information and the results of control activities is carried out, characterizing the system of state financial control on the example of the Ministry of Finance of the Sverdlovsk Region. In the third chapter, proposals are formulated for improving the system of state (municipal) financial control, and the author presents a model for evaluating the effectiveness of this system.

В первой главе рассматривается методология механизма обеспечения государственных оборонных нужд в контексте формирования федеральной контрактной системы, а также субъекты и объекты финансового контроля в сфере ГОЗ. Во второй главе исследованы расходы на национальную оборону в разрезе подразделов и главных распорядителей бюджетных средств. Анализируется уровень исполнения, динамика расходов Федерального бюджета по данному направлению, а также влияние расходов национальной обороны на ВВП, безработицу и налоговую нагрузку в Российской Федерации. В третьей главе рассматриваются особенности осуществления финансового мониторинга в сфере гособоронзаказа путем банковского и казначейского сопровождения контрактов, а также приводятся способы совершенствования финансового контроля при выполнении гособоронзаказа. The first chapter examines the methodology of the mechanism of ensuring state defense needs in the context of the formation of the federal contract system, as well as the subjects and objects of financial control in the sphere of defense defense procurement. The second chapter studies the expenditures on national defense in the context of subsections and chief budgetary administrators. It analyzes the level of execution, the dynamics of federal budget expenditures in this area, as well as the impact of national defense expenditures on GDP, unemployment and tax burden in the Russian Federation. The third chapter considers the peculiarities of financial monitoring in the sphere of the state defense order through banking and treasury support of contracts, as well as provides ways to improve financial control in the implementation of the state defense order. The subject of the research is the economic relations arising in the process of evaluating the effectiveness of cameral tax audits on the example of the inter-district tax inspection of Russia No. 24 in the Sverdlovsk region. The purpose of the research is to study the theoretical positions and develop practical recommendations for improving the effectiveness of tax control.
