Работа посвящена анализу развития рынка бытовых услуг в Ленинском районе города Екатеринбурга, его маркетинговому подходу и управленческим технологиям. Теоретически было рассмотрена сущность и значение рынка бытовых услуг, а также нормативно-правовая база. Рынок бытовых услуг в муниципальном образовании был раскрыт с разных сторон: со стороны населения, потребителей этих услуг, со стороны предпринимателей, предоставляющие данные услуги и со стороны органов местного самоуправления, которые контролируют этот рынок. В работе раскрыты технологии развития рынка бытовых услуг, предоставляемых населению в Ленинском районе города Екатеринбурга. Определены способы и рекомендации по совершенствованию процесса развития рынка бытовых услуг в Ленинском районе города Екатеринбурга. / The paper is devoted to the analysis of the development of the consumer services market in the Leninsky district of the city of Yekaterinburg, its marketing approach and management technologies. The essence and significance of the consumer services market, as well as the regulatory framework, were theoretically considered. The market of consumer services in the municipality was revealed from different sides: from the side of the population, consumers of these services, from the side of entrepreneurs who provide these services and from the side of local authorities that control this market. The paper reveals the technologies for the development of the market of consumer services provided to the population in the Leninsky district of the city of Yekaterinburg. The methods and recommendations for improving the process of development of the market of consumer services in the Leninsky district of the city of Yekaterinburg are determined.

The relevance of the work. Currently, there is an introduction of the modern methods and management tools. Program-target management is the one of such tools. The essence of the program-target approach is to offer a way to solve the most important economic and social problems, which involves the development of a system of policy measures to minimize or even eliminate the problem. The object of the research is the implementation of the program – target management in the educational organization development. The subject of the research is the program-target management of the educational organization as a tool of its development. The purpose of the study is to analyze the program – target management of the educational organization development on the basis of the state policy, and to develop a program of the educational organization development. Scientific and practical novelty of the results: We have clarified the basic concepts of the program-target management and identified its characteristics at the municipal level; The system of principles of the organization of program-target management of the educational organization development is proved; We have also identified the main defects of the organizational and productive solutions in the modern Russian practice; the program of the educational organization development is developed; We have justified the productive options of the basic tasks for improving the program-target management organization. The practical significance of the results is that the analysis of 10 programs of development of the educational institutions of Yekaterinburg is made, and the main indicators of development which include strict reporting and rating of the results are identified. / Объект исследования – реализация программно-целевого управления в развитии общеобразовательной организации. Предмет исследования – программно-целевое управление общеобразовательной организации как инструмент развития. Цель исследования – проанализировать программно-целевое управление развитием общеобразовательной организации на основе государственной политики и разработать программу развития общеобразовательной организации. Практическая значимость полученных результатов состоит в том, что осуществлен анализ 10 программ развития общеобразовательных организаций г. Екатеринбурга и определены основные индикаторы развития, которые включают в себя строгую отчетность и рейтингование полученных результатов. Однако, как показало исследование, в программах отсутствует такой показатель как «эффективность». Предложенная программа развития общеобразовательной организации представляет собой методическое руководство к ее разработке.

Автор рассматривает реализацию компетентностного подхода в профессиональном развитии государственных гражданских и муниципальных служащих, разработка проектных рекомендаций по его совершенствованию. Объектом исследования является реализация компетентностного подхода в профессиональном развитии государственных гражданских и муниципальных служащих. В процессе исследования были изучены теоретические основы профессионального развития государственных гражданских и муниципальных служащих; проанализированы особенности применения компетентностного подхода в профессиональном развитии муниципальных служащих в Администрации города Екатеринбурга; выявлены основные проблемы и предложены пути их решения. Результатом работы стал проект, который может быть использован в качестве одного из инструментов при принятии управленческих решений по вопросам профессионального развития муниципальных служащих. / The author considers the implementation of the competency-based approach in the professional development of state civil and municipal employees, the development of design recommendations for its improvement. The object of the study is the implementation of the competency-based approach in the professional development of state civil and municipal employees. In the process of research, the theoretical foundations of the professional development of state civil and municipal servants were studied; analyzed the features of applying the competency-based approach in the professional development of municipal employees in the Administration of the city of Yekaterinburg; The main problems are identified and ways to solve them are proposed. The result of the work was a project that can be used as one of the tools in making managerial decisions on the professional development of municipal employees.
