Master’s thesis is devoted to information transparency of the municipal authorities. The main idea of this paper – to investigate information work of the self-governing authorities as an activity which is aimed at the creation of the open communication between the municipal authorities and population. The author has developed recommendations for implementation of the information work in the Municipal Administration in accordance with the Federal Law. This research has realized in the urban district Reftinsky (Sverdlovsk region). / В магистерской диссертации рассматривается концепт информационной открытости муниципальной власти. Цель исследования – изучить информационную работу органов местного самоуправления как процесс, направленный на формирование поля информационного взаимодействия муниципальной власти с населением. Автор разработал рекомендации по организации информационной работы в Администрации муниципалитета в соответствии с требованиями федерального законодательства. Исследование реализовано в городском округе Рефтинский Свердловской области.

Master's thesis is devoted to the practice of interaction between local governments, NGOs and businesses. The aim of this paper − to investigate the management of social partnership’s practices at the level of the urban municipality. The author describes the organization of social partnership in Russian local community as a system of Intersectoral collaboration, where the self-governing authorities activity is the most important. It discusses the classification of social partnership practices following social policy considerations in Russia. There are recommendations for the self-governing authorities about improving organization of intersectoral collaboration and recommendations for third sector organizations in this Master's thesis. / В магистерской диссертации рассматриваются практики взаимодействия органов местного самоуправления, НКО и бизнеса. Предметом исследования является управление межсекторным взаимодействием в процессе формирования социального партнерства на уровне муниципалитета. В работе разработаны теоретические основы организации социального партнерства на муниципальном уровне как системы межсекторного взаимодействия, где определяющую роль играют органы местного самоуправления; построена авторская классификация направлений социального партнерства; разработаны рекомендации для органов местного самоуправления по совершенствованию системы управления межсекторным взаимодействием, а также рекомендации для организаций третьего сектора по реализации технологии оказания социальных услуг населению и проектированию своей деятельности.

The object of the research is civil participation of the population in the activities of local self-government bodies. The purpose of the work is to develop recommendations for enhancing civil participation of the population in the activities of local self-government bodies of the Nevyansk city district. The main methods of research were statistical methods, methods of theoretical analysis and resource planning, document analysis, questionnaire method, interviewing method, project management method. During execution of the qualification work was theoretical and legal aspects of participation of citizens in activities of local governments, the analysis of the participation of citizens in activities of local self-government in Nevyansk urban district based on which recommendations were developed to enhance social participation in the activities of local authorities. Because the recommendations are non-commercial in nature, no economic effect was predicted. As a result of the implementation of the recommended measures, a significant increase in the level of participation of the population in the activities of local self-government bodies of the Nevyansk city district is expected. / Объектом исследования гражданское участие населения в деятельности органов местного самоуправления. Цель выпускной квалификационной работы – разработка рекомендаций по активизации гражданского участия населения в деятельности органов местного самоуправления Невьянского городского округа. Основными методами проведения исследования стали статистические методы, методы теоретического анализа и ресурсного планирования, анализ документов, метод анкетирования, метод интервьюирования, метод проектного управления. В процессе выполнения выпускной квалификационной работы были исследованы теоретические и правовые аспекты участия граждан в деятельности органов местного самоуправления, выполнен анализ участия граждан в деятельности органов местного самоуправления в Невьянском городском округе, на основе чего разработаны рекомендации по активизации социального участия населения в деятельности органов местного самоуправления. В связи с тем, что рекомендации носят некоммерческий характер, прогнозирования экономического эффекта не производилось. В результате осуществления рекомендуемых мер ожидается существенное повышение уровня участия населения в деятельности органов местного самоуправления Невьянского городского округа.

В процессе выполнения работы были исследованы теоретические и, нормативно-правовые аспекты развития сельских территорий и потребительской кооперации. Выполнен анализ развития сельских территорий Невьянского городского округа, на основе чего разработаны рекомендации по созданию потребительского кооператива как стартовой меры развития потребительской кооперации и создания ТОС как фактора повышения устойчивости развития сельских территорий. В результате осуществления рекомендуемых мер ожидается повышение уровня занятости экономически активного населения НГО, рост реальных доходов сельского населения, решение вопросов продовольственного обеспечения городского округа и обеспечение устойчивости развития сельских территорий. / In the course of the work, the theoretical and regulatory aspects of rural development and consumer cooperation were studied. The analysis of the development of rural areas Nevyansky urban district, on the basis of which recommendations for the establishment of consumer cooperatives as the starting steps of development of consumer cooperation and the creation of TOS as factor of increase of stability of development of rural territories. The implementation of the recommended measures is expected to increase the level of employment of economically active population NGOs, the growth of real incomes of the rural population, issues of food security in the city and ensure the sustainable development of rural areas.

В работе анализируется процесс перехода органов местного самоуправления Пермского края Российской Федерации на одноуровневую модель управления. В процессе анализа автор выявляет особенности ее реализации на данной территории. Методология исследования основана на процессном и целевом подходах в оценке эффективности процесса перехода к новой модели местного самоуправления. / The research subject consists in analyzing of Perm regional administration on the move to one-tier model. The territorial specifics are in the focus. The methodology relies on process and goal-setting approaches in evaluating the move to a new model of local administration.

В процессе исследования была проанализирована нормативная правовая база в сфере стратегического планирования на федеральном и региональном уровнях; были дифференцированы инструменты стратегического развития жилищно-коммунального комплекса; выявлены основные проблемы реализации инструментов стратегического развития в сфере жилищно-коммунального хозяйства; определены пути для преодоления выявленных проблем на примере зарубежного опыта. Результатом работы стала разработка ряда рекомендаций и мероприятий по совершенствованию инструментов стратегии развития жилищно-коммунального хозяйства Свердловской области. Также был разработан проект по развитию жилищного самоуправления, который является инструментом по привлечению граждан в управление жилым фондом. Предложенные рекомендации в дальнейшем могут быть реализованы органами государственной власти Свердловской области. / In the process of analysis of normative legal base in the sphere of strategic planning at Federal and regional levels; were differentiated tools of strategic development of housing and communal complex; the basic problems of the implementation of tools for strategic development in the sphere of housing and communal services; identify ways to overcome the identified problems on the example of foreign experience. The result of the work was the development of a number of recommendations and measures to improve the tools of the strategy for the development of housing and communal services in the Sverdlovsk region. A project for the development of housing self-government was also developed, which is a tool for attracting citizens to manage the housing stock. The proposed recommendations can be implemented by the state authorities of the Sverdlovsk region in the future.

Объектом исследования явилась мотивация профессиональной деятельности и самоменеджмент. Предметом исследования стала связь мотивации профессиональной деятельности и самоменеджмента с удовлетворенностью трудом. Магистерская диссертация состоит из введения, трех глав, заключения, списка литературы (76 источников) и приложений, включающего в себя бланки применявшихся методик, результаты полученные в ходе исследования, корреляции и корреляционные плеяды. Объем магистерской диссертации 190 страница, на которых размещены 34 рисунков и 8 таблиц. Во введении раскрывается актуальность проблемы исследования, разработанность проблематики, ставятся цель и задачи исследования, определяются объект и предмет исследования, формулируются основная и частные гипотезы, указываются методы и эмпирическая база, а также теоретическая и практическая значимость работы. Первая глава включает в себя теоретический анализ аспектов мотивации, обзор зарубежных и отечественных теорий мотивации. Представлены разделы, посвященные исследованию различных подходов к определению профессиональной мотивации. Выводы по первой главе представляют собой итоги по изучению теоретического материала. Вторая глава включает в себя обзор литературы по теме самоменеджмент в профессиональной деятельности. Представлены разделы, посвященные исследованию понятия и структуры самомонеджмента, а также классических и современных концепции самоменеджмента по этап развития концепций. Выводы по первой главе представляют собой итоги по изучению теоретического материала. Третья глава посвящена эмпирической части исследования. В ней представлено описание организации и методов проведенного исследования и результатов, полученных по всем использованным методикам: «Диагностика мотивационной структуры личности» (В. Э. Мильман), «Мотивация профессиональной деятельности» (методика К. Замфир в модификации А. Реана), Опросник «Способность к самоуправлению (ССУ)» (Н. М. Пейсахов), «Методика определения интегральной удовлетворенности трудом» (А. В. Батаршев). Также в главе представлен сравнительный и корреляционный анализ результатов исследования. Выводы по главе 3 включают в себя основные результаты эмпирического исследования. В заключении в обобщенном виде изложены результаты теоретической и эмпирической частей работы, а также выводы по выдвинутым гипотезам, обоснована практическая значимость исследования и описаны возможные перспективы дальнейшей разработки данной проблематики. / The object of the study was the motivation of professional activity and self-management. The subject of the study was the relationship between motivation of professional activity and self-management with job satisfaction. The master's thesis consists of an introduction, three chapters, a conclusion, a list of references (76 sources) and appendices, including forms of the methods used, the results obtained during the study, correlations and correlation pleiades. The volume of the master's thesis is 190 pages, which contain 34 figures and 8 tables. The introduction reveals the relevance of the research problem, the elaboration of the problem, sets the purpose and objectives of the study, defines the object and subject of the study, formulates the main and partial hypotheses, specifies methods and empirical base, as well as the theoretical and practical significance of the work. The first chapter includes a theoretical analysis of aspects of motivation, a review of foreign and domestic theories of motivation. The sections devoted to the study of various approaches to the definition of professional motivation are presented. The conclusions of the first chapter are the results of the study of theoretical material. The second chapter includes a review of the literature on the topic of self-management in professional activity. The sections devoted to the study of the concept and structure of self-management, as well as classical and modern concepts of self-management at the stage of development of concepts are presented. The conclusions of the first chapter are the results of the study of theoretical material. The third chapter is devoted to the empirical part of the study. It describes the organization and methods of the research and the results obtained by all the methods used: "Diagnostics of the motivational structure of personality" (V. E.
