Previous issue date: 2010 / The overall study aims to examine the introduction of policies to democratic and participatory management in the public education in Brazil, in the limits of the Brazilian State management "reform", with emphasis on the Ceará state experience between 1995 and 2006, considering its articulation within the guidelines issued by the multilateral agencies. In this sense, the study focuses on the ideologies that inform the above process, Corporatism and the Principle of Subsidiarity, examining his reappearance in the political theory underlying the "reform" of the State. It is a documental and bibliographical research based on theoretical and methodological horizon of historical and dialectical materialism. The research resulted in approaches that reveal: management "reform" of the Brazilian State, responsive to the crisis of capital, founded in participatory bases, prefigures a integralist political regime, averse to the political independence of the working class organizations; in the current context, decentralized and participatory management aims to capture, in the State apparatus, the classist representations (corporatism) in the context of governance in which an alleged autonomy in the base is designed to manage the overall strategic plan of the State (principle of subsidiarity); management participatory appears as a sine qua non of accaountability, in other words, the transfer of public services to the sphere of civil society, the sphere of the market; the study of the introduction of participatory management in the Ceará public education web showed the link between the new managerial methods and imperatives posed by the State tax adjustment; the process is not completed, because, in a hand, of the resistance of teachers and students and, in onother, by inaction of governments, or by little attraction exerted on the private sector, although the models of participatory and democratic management continue being the preferred way of introducing of the State managerial "reform". / O trabalho tem o objetivo geral de examinar a introdução das políticas de gestão democrática e participativa no campo da educação pública brasileira, no marco da “reforma” gerencial do Estado Brasileiro, com ênfase na experiência do estado do Ceará entre os anos de 1995 e 2006, tendo em vista a articulação de tais diretrizes com as linhas emanadas das instituições multilaterais. Nesse sentido, o estudo enfoca as ideologias que informam o referido processo, o Corporativismo e o Princípio da Subsidiariedade, examinando sua reaparição na teoria política subjacente à “reforma” do Estado. Trata-se de uma pesquisa documental e bibliográfica fundada no horizonte teórico-metodológico do materialismo histórico e dialético. A pesquisa resultou em aproximações conclusivas que revelam que: a “reforma” gerencial do Estado brasileiro, responsiva à crise do capital, fundada em bases participativas, prefigura um regime político integralista, avesso à independência política das organizações de classe; no atual contexto, a gerência descentralizada e participativa visa a capturar, no âmbito do aparato estatal, as representações classistas (corporativismo) no âmbito de uma governança na qual a suposta autonomia na base se destina a gerenciar o plano geral estratégico do Estado (Princípio da Subsidiariedade); a gestão participativa surge como condição sine qua non da publicização, isto é, da transferência dos serviços públicos para a esfera da sociedade civil, esfera do mercado; o exame da introdução da gestão participativa na rede pública cearense mostrou a articulação entre a introdução dos novos métodos gestionários e as necessidades postas pelo ajustamento fiscal do estado e que o processo não se completou, seja pela resistência de professores e estudantes, seja pela inação dos governos, seja pela pouca atração exercida sobre o setor privado, embora os modelos de gestão participativa e democrática sigam sendo a forma privilegiada de introdução da “reforma” gerencial do Estado.

Incluso, la provisión de servicios públicos combate directamente los niveles de pobreza de sus poblaciones. Sin embargo, una de las prestaciones de servicios de las que adolece nuestra población es la del suministro eléctrico. Tal es así que en los
Censos Nacionales del 2007, el Instituto Nacional de Estadística e Informática (INEI), registra que sólo un 74,1% de la población peruana tiene cobertura del suministro eléctrico. Es decir, de una población total de 27’057,199 de personas que residen en Perú, 6’464,886 no cuentan con el suministro eléctrico. Sports, Sex, Scandal: An Analysis of the Duke Lacrosse Rape Case through a Rhetorical LensHarris, Melanie January 2011 (has links)

This crisis of rushed judgments began as a questionable allegation that escalated into a scandal involving rape, privilege, class, and race. A historical overview of the Duke Rape Scandal is given which segues into an examination of the crisis communication strategies of both Duke University and the Duke Lacrosse players through the use of Fink’s stage analysis and Benoit’s image restoration theory. Additionally, through the use of Fisher’s narrative paradigm, the thesis examines numerous press articles and compares the media differences in portrayals, terminology, and imagery of the players both during and after the scandal. The media narratives helped to mold the opinions of the public. The utilization and outcome of diagnostic, predictive and prenatal genetic testing for Huntington disease in Johannesburg from 1998 to 2006Sizer, Elaine Bernadene 11 May 2009 (has links)
ABSTRACT
Huntington Disease (HD) is a neurodegenerative disorder that is inherited in an autosomal
dominant manner, and for which testing is available. The aim of this retrospective file-based
study was to analyse the numbers and demographics of individuals who had diagnostic,
predictive or prenatal genetic counselling and/or testing for HD between January 1998 and
December 2006 through the Division of Human Genetics, National Health Laboratory
Service and University of the Witwatersrand, Johannesburg.
Files for 287 individuals who had genetic counselling and/or testing for HD were included in
this study, with 77% being diagnostic cases, 20% predictive and 3% prenatal. When the
results obtained in this study were compared to a study by Kromberg et al. (1999) done
previously in the same Division, it was found that there has been an increase in the number of
diagnostic and predictive tests done per year during this study, with diagnostic tests making
up a greater percentage of the total number of tests performed.
One of the objectives of this study was to characterise the individuals who requested HD
testing and to compare the characteristics of those in the diagnostic testing group to those in
the predictive testing group. The median age of the individuals in the predictive testing group
was 30 years, which was significantly different from the median age of 49 years for
individuals in the diagnostic testing group (p<0.001). It was found that there were
significantly more women than men requesting predictive testing (p=0.02), while the number
of males and females in the diagnostic testing group was similar (p=1.00). There was also a
greater percentage of employed (76.4%) versus unemployed (23.6%) individuals in the
predictive testing group, while the percentages of employed and unemployed individuals in
the diagnostic testing group were similar (45.5% and 54.5% respectively). Significantly more
individuals in the diagnostic testing group had children (74.5%) compared to those in the
predictive testing group, where 44.6% of individuals had one or more children. There was a
greater percentage of white individuals in the predictive testing group (91% white; 3.5%
black) compared to the diagnostic testing group (48% white, 42% black).
The completion rate of the predictive testing process was 66.7%. In the predictive testing
group, 39.5% of individuals tested positive for HD, and in the diagnostic testing group 53% of individuals tested positive for HD. Nine prenatal tests were requested by five different
couples, and 7 tests were performed. Three of these fetuses tested positive for HD (including
a set of twins) and these two pregnancies were terminated.
Overall, there seems to be a lack of awareness of and/or access to the genetic services offered
for HD through the Division of Human Genetics, National Health Laboratory Service and
University of the Witwatersrand, Johannesburg, particularly among black individuals and the
professionals treating them. Information generated from this study can be used to understand
the individuals seeking genetic counselling and/or testing for HD better, and can direct efforts
to improve awareness and access amongst groups noted to be under-represented. It also
serves as a starting point for further research.

<p>Med Skistar som uppdragsgivare ska ett område på ca 28 000m2 projekteras för nytt gästboende i Lindvallen, Sälen. Boendet ska handikappanpassas. Syftet med projektet är att ge Skistar en infallsvinkel på hur området kan utformas med speciellt hänseende på en god handikappanpassning.</p><p>Boendet riktas mot gäster med eller utan handikapp som kommer för att semestra och utöva alpin skidåkning. De handikapp som boendet riktar sig mot är personer med rörelsehinder som använder manuell eller liten eldriven rullstol samt personer med nedsatt syn eller hörsel. Eftersom detta är ett gästboende innefattas boendet inte under de regler som gäller för handikappanpassning enligt Boverkets byggregler. Trots detta utformas planlösningar i enlighet med de normalt gällande regler och rekommendationer för handikappanpassat boende.</p><p>Resultatet har blivit två förslag på tvåvåningshus med fyra lägenheter vardera, varje lägenhet är gjord för 8 personer. För att undvika begränsning av framkomligheten med rullstol på bottenvåningen finns inga trösklar. Vändmöjligheter med rullstol finns i badrum, hall, kök, vardagsrum och i ett av sovrummen.</p><p>Lägenheter för synskadade görs så att de upplevs som förhållandevis ljusa. Matta till halvmatta färger används för att undvika reflektioner och möjlighet till att reglera ljusstyrka finns. I lägenheter för hörselskadade används golvmaterial som klinkers och parkett för att dämpa stegljud samt att teleslinga kopplas till tv.</p><p>Byggnadernas fasader bekläds med träpanel och taket bekläds med en matt taktäckning i form av antingen takpapp eller profilerad plåt. Förslagsvis kan shingel läggas för att ge ett exklusivare intryck.</p><p>Området inrymmer enligt förslag på situationsplan 15 byggnader med totalt 480 bäddar. Antalet parkeringsplatser är 120 st varav 15 handikappanpassade.</p><p>Resultatet visar på de detaljer och rumsfunktioner som är viktiga i ett gästboende av detta slag. Despite that, the design of the apartments will be in accordance with those rules and recommendations.</p><p>The result is two proposals showing two-storey houses with four apartments in each house, each apartment is made for 8 guests. In the bottom floor there are no thresholds to maximize mobility with a wheelchair. Free space for turning around with a wheelchair exists in the bathroom, hall, kitchen, living room and in one of the bedrooms.</p><p>Apartments intended for visually handicapped are made in a relatively bright environment. Subdued to semi subdued colours are used to avoid reflexions and it is possible to adjust lamp brightness. In apartments intended for persons with a hearing impairment, floor materials such as clinker and parquet flooring are used to avoid unnecessary step noise. An amplifier which sends out a signal to hearing devices is connected to the television.</p><p>The facade material on the house is wood panel and the material on the roofs is either asphalt-impregnated paper roofing or metal. To make it more exclusive shingle can be used as roof material.</p><p>According to the proposed extension plan the housing area includes 15 buildings and a total of 480 beds. Effekten av en ny konvention : En studie om hur Maritime Labour Convention 2006 har påverkat svensk sjöfart.Dahlgren, Ninni, Svensson, Emelie January 2015 (has links)
Den 20 augusti år 2013 trädde Maritime Labour Convention 2006 i kraft. Denna studie har genom intervjuer med nautiska befäl ombord på svenskflaggade fartyg och genom en litteraturstudie, undersökt hur effekten av den nya konventionen upplevts. Syftet med studien var att få insikt i hur konventionen påverkat besättningsmedlemmar samt undersöka hur kraven efterlevs och vilka förändringar som behövts göras ombord med avseende på arbetstid, vilotid och bemanning. I intervjuerna framkom det att inga större förändringar har gjorts ombord i samband med implementeringen av konventionen. Detta eftersom större delen av konventionens krav redan varit implementerade i svensk lagstiftning. Det framkom dock att de nautiska befälen upplever svårigheter med att leva upp till kraven om vilotid och arbetstid samt att detta inte dokumenteras sanningsenligt. Orsaken till detta upplevs vara att bemanningen ombord på fartygen idag inte är tillräcklig. Resultatet visar att många lösningar på detta problem finns och att högre krav ska ställas på rederier och flaggstater för att en förändring ska kunna ske. / On August 20, 2013 the Maritime Labour Convention 2006 entered into force. This study has through interviews with navigating officers onboard Swedish flagged vessels and through a literature study, examined the effect of the new Convention seen from the navigating officers’ point of view. The purpose of this study was to gain insight into how the Convention effected the crew and examine how the requirements are complied with and what changes has been made onboard in regards of hours of work, hours of rest and manning levels. The interviews revealed that no major changes have been made onboard as result of the implementation of the Convention. The reason for this is that most of the requirements of the Convention was already implemented in Swedish law. It appeared, however, that seafarers are experiencing difficulties in meeting the demands regarding hours of rest and that this is not being documented truthfully. The reason for this is percieved to be that the manning levels onboard the ships today is not sufficient. The results show that many solutions exist to this problem, and that greater demands needs to be placed on shipowners and flag states for a change to take place.

An exploration of identity narratives of Lebanese-Canadians around the time of the July 2006 war in LebanonRawdah, Nabiha 06 May 2011 (has links)
The focus of this qualitative study was Lebanese-Canadians‟ identity in the context of global media coverage of the July 2006 war in Lebanon. A narrative inquiry method was used to interview five Lebanese-Canadian participants living in Canada. A descriptive narrative was constructed for each participant, and interview data were analyzed for thematic content. Comments, opinions, and observations were related to media portrayals of Lebanese-Canadians, the government‟s response to the July 2006 war, and the political history between Lebanon and Israel. The results demonstrate that despite a shared ethnic heritage, conceptualizing a Lebanese-Canadian identity is an individual and interactive process that extends beyond citizenship or ethnic ancestry. Moreover, historical and contemporary socio-political issues are inextricably linked to how participants view themselves as Lebanese-Canadians and the meaning this identity status holds for them. These findings suggest that notions of identity and identity-related processes are multifaceted and operate within a highly political context. / Graduate
