Návrh na zřízení venkovní geologické expozice hornin u obce Kozolupy / Proposal of establishment of an outdoor geological expositions near the village Kozolupy

Diploma work, the proposal of establishment of an outdoor geological expositions near the village Kozolupy deals with characteristics of the place where the exhibition has to be established, natural conditions, geological history of the place and other tourist destinations of the area. Further work characterizes geoparks and issues associated with them and indicates the difference between geoparks and geological exposition, there is also provided a particular example. In next part of the work there are rocks selected for the exhibition, their description and geological characteristics of the area where it came from. This theoretical part follows the practical one. Here is described everything needful concerning the location of geological exposition in the attachment there are exhibition plans and photographs of the park, where exposition is to be located. There are also particular proposals of information boards. Last but not least, work is drawing up the budget. Diploma work concludes proposal of excursions to interesting locations with the visit of the exposition. This Master thesis was created as a part project GA JU 065/2010/S.

Ženy v současné české politice / Women in Nowadays Czech Politics

This paper track about past and present status of woman in society and politics. We can read about history fight for women's rights in Czech and worldwide scale. After apprize of the history, we take a look at perception of gender and feminism. Then we will focus on main part of this thesis - representation of women in politics. We will do research how are woman represented at all levels of politics and do analyze of election to house of parliament in 2010. This include comparisons women at candidates to women elected into the political party. There were related campaign of political party ?Public Affairs? and we will try to figure out, if this campaing do not encourage traditional stereotypes how to perceive women in society. There were used inerview with woman contributors of this political campaing to obtain this information. There is very clear conclusion that politicians (Mgr. Karolína Peak, ThDr. Kateřina Klasnová, Ing. Lenka Andrýsová) do not see this billboard and calendar campaign as wrong move and all agree, that for unknown small politics party it was good opportunity how to make it visible.

Civilní nouzové plánování v České republice a jeho rozvoj a úloha v rámci Severoatlantické aliance / Civil emergency planning in Czech republic and its developement and role within North Atlantic Treaty Organization

The presented Thesis deals with Civil Emergency Planning (CEP) in the Czech Republic and its evolution and role within the Alliance. The theoretical section of the main body focuses on CEP at NATO and Czech national levels. In relation to NATO, this Thesis explains the concept of CEP, its origin and evolution within the Alliance. It describes the course of CEP development as NATO strategy concepts, priorities and CEP aims changed over the time due to changes in political situation. The important point to understand the whole issue is the depiction of tasks to be met by CEP within the Alliance, and the Ministerial Guidance being the primary CEP related document. Five basic tasks applicable from the very first edition of the Ministerial Guidance till now have been described in detail. An integral part of the NATO CEP is the visualisation of the organisational structure which is necessary for understanding the practical portion. The other section of the main body focuses on CEP as designed for the Czech Republic. At this level, the CEP is a methodological tool for management of incident and crisis planning guaranteeing their interaction and preventing duplicities with defence planning. It defines CEP´s areas of interest and it depicts legislative and institutional support. The practical portion is mainly focusing on meeting basic tasks by individual responsible entities working within four basic planning groups. To get the best possible view of tasks fulfilled based on the Ministerial Guidance, the following method has been chosen: main tasks defined by the Ministerial Guidance have been divided into three main parts in compliance with the task categories of the Ministerial Guidance. The tasks are coped with within the four planning groups. The planning groups are then assigned to ministries that are the responsible entities in terms of the Czech Republic. The result is a clear picture showing main tasks of public administration central bodies, and how these tasks are met within the Alliance plus their translation into the terms and conditions of the Czech Republic. The system also shows the history of each task depicting its conclusion or processing in which case it is transferred into the period of the next Ministerial, now Political, Guidance. The discussion analyses the issue of task fulfilment and importance of financial support to the CEP. The discussion concludes highlighting the necessity of interconnection between the national and NATO levels. This is ensured via permanent representatives in CEPC and representatives in individual planning groups. An example of some member nations shows, how the communication between CEP representatives works (or does not work) at various levels. The end of this Thesis evaluates legislative and institutional CEP interlinking of the Czech Republic and NATO. Unlike the institutional interlink, the legislative interlink is insufficient. The system of interlinking underlines the important role of the permanent representative in CEPC and representatives in planning groups. The main part of conclusion is dedicated to the facts resulting from outcomes and discussion giving clue whether the aims of this Thesis have been reached. The system, how the Czech CEP is working, has been found very efficient even in comparison with long-term members like Great Britain or France. Despite its clear quality and efficiency, it would be desirable to integrate the CEP into the legal system of the Czech Republic and thus to achieve its self-contained legal form. This change would not impact the work itself, but it could add to CEP´s political importance. At the end, a positive response is given to the research question evaluating whether the current status of CEP functioning in the Czech Republic is covering the needs of NATO.

Análise do processo de formulação de uma proposta de regulamentação de propagandas de alimentos: um estudo de caso / Analysis of the formulation for a regulation food advertisements process: a case study

O consumo de alimentos processados tem crescido mundialmente e esse aumento tem sido relacionado em parte, pelas estratégias de marketing utilizadas pelas indústrias alimentícias que tem como objetivo aumentar as vendas e expandir o mercado consumidor. Segundo documento Recomendações da Consulta de Especialistas da Organização Pan-Americana da Saúde sobre a Promoção e a Publicidade de Alimentos e Bebidas Não Alcoólicas para Crianças nas Américas, a publicidade televisiva é a forma mais utilizada de marketing de alimentos para crianças e está associada a maior preferência e aumentos nos pedidos de compra de alimentos e bebidas com elevado teor de gordura, açúcar e sal. No âmbito da discussão mais recente sobre a possível influência da propaganda de alimentos na epidemia mundial de obesidade e doenças crônicas, o governo brasileiro, por meio da Agência Nacional de Vigilância Sanitária (ANVISA), formulou uma proposta de Regulamento Técnico que normatiza os termos das atividades publicitárias e que se concretizou na Resolução da Diretoria Colegiada n 24 de 2010 (RDC24/2010). Logo após sua publicação, grupos de interesse empresarial entraram na justiça e obtiveram diversas liminares que suspenderam a aplicação da RDC 24/2010 com base em parecer contrário da Advocacia Geral da União (AGU). O debate sobre ações regulatórias no campo da alimentação e nutrição como estratégia de controle e prevenção da obesidade envolve diversos atores sociais e opiniões bastante distintas e antagônicas, principalmente quando se trata dos argumentos do grupo de indivíduos que acredita na regulamentação da publicidade como uma forma de promover a saúde versus os argumentos contrários dos setores econômicos ligados ao tema a ser regulado. Neste sentido, este trabalho teve a intenção de descrever como e por que, neste processo, algumas práticas se estabeleceram no cotidiano das instituições e identificar os embates, argumentos e conflitos de interesses que apareceram nas discussões a respeito da formulação da resolução. Para isso, foi feita, primeiramente, análise documental de todo o processo de formulação, através de arquivos institucionais, documentos, pareceres, relatórios, entre outros. Posteriormente, foram identificados e caracterizados os sujeitos que participaram do processo e em seguida, realizadas entrevistas semi-estruturadas com atores chaves. Foram encontradas duas teses centrais no debate em torno da formulação da resolução: a primeira, se o Estado deve estabelecer uma regulamentação sobre publicidade de alimentos e a segunda diz respeito à competência legal da ANVISA em exercer o papel regulador sobre a propaganda de alimentos. As disputas em torno destas duas teses e os argumentos que se apresentaram para defendê-las são evidentemente incomensuráveis entre si, não havendo esperança de acordo entre as partes. O caso descrito elegeu a ANVISA como o território da disputa e a aparente maioria no jogo democrático desta arena mostrou-se ineficaz diante da captura pelo questionamento da pertinência desta Agência para função de regular a publicidade de alimentos. / The consumption of processed foods has grown globally and this increase has been related in part to the marketing strategies used by the food industry that aims to increase sales and expand the consumer market. As document Recommendations from a Pan American Health Organization Expert Consultation on the Marketing of Food and Non-Alcoholic Beverages to Children in the Americas, television advertising is the most widely used form of food marketing to children and is associated with greater preference and increases in orders for food and drinks high in fat , sugar and salt (PAHO, 2012). Within the most recent discussion on the possible influence of food advertising in the global epidemic of obesity and chronic diseases, the Brazilian government, through the National Health Surveillance Agency (ANVISA) , formulated a proposal for Technical Regulation that regulates the terms of advertising activities and which has resulted in Board Resolution No. 24 of 2010 (RDC24/2010). Soon after its publication, business interest groups filed a lawsuit and obtained several injunctions suspended application of RDC 24/2010 based on negative opinion of the Attorney General (AGU). The debate on regulatory actions in food and nutrition area as a strategy of control and obesity prevention involves several quite distinct and antagonistic social actors and opinions, especially when it comes to the arguments of the group who believe in the regulation of advertising as a way to promote health versus the counter arguments of economic sectors related to the subject to be regulated. Thus, this study was intended to describe how and why, in this process, some settled in the daily practices of institutions and identify conflicts, arguments and conflicts of interest that arose during the discussion about the wording of the resolution. To this, was first made documentary analysis of the entire formulation process through institutional archives, documents, opinions, reports, among others. Subsequently, we identified and characterized the subjects who participated in the process and then conducted semi -structured interviews with key actors. Two central theses were found in the debate over the wording of the resolution: the first, whether the state should establish rules on food advertising and the second concerns the legal competence of ANVISA in exercising regulatory role on the advertising of food. Disputes around these two theses and arguments presented to defend them are clearly incommensurate with each other, with no hope of agreement between the parties. The case described ANVISA elected as the territory of the dispute and the apparent majority in this democratic game arena was ineffective before the capture by questioning the relevance of this Agency to regulating food advertising.

O Universo da música na Política Externa Brasileira / The Music universe in Brazilians Foreign Policy

Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro / Esta pesquisa tem como base da ideia de que a música popular brasileira, desde a proclamação da república, sempre foi um importante instrumento da diplomacia cultural do país. Nesse sentido, tentamos demonstrar as maneiras pelas quais o governo brasileiro tentou difundir externamente essa expressão cultural, as motivações que permearam essas iniciativas e os seus resultados. Por outro lado, tentamos, também, analisar os processos que levaram a formação, desenvolvimento e consolidação da indústria da internacional da música, como forma de entender os constrangimento e desafios impostos a tal política cultural externa brasileira. Nessa pesquisa, foi dada, ainda, um especial destaque aos governos de Lula da Silva, um período identificado como decisivo nos rumos da política cultural do país, em função de sua ampliação ao estímulo da produção e da difusão, interna e externa, da música brasileira. A mudança se deu na ampliação das ações culturais do Ministério das Relações Exteriores, mas, principalmente, do inédito protagonismo do Ministério da Cultura junto ao Itamaraty. Nesse sentido, o objetivo geral desta dissertação é analisar até que ponto a música brasileira tem uma capacidade real de se internacionalizar e, dessa forma - dentro das discussões atuais acerca do papel que a economia da cultura teria para o desenvolvimento nacional -, se converter num vetor do desenvolvimento brasileiro e da ampliação da influência do país no sistema internacional. / This research is based on the notion that the Brazilian popular music, since the Brazilian republic was created, has been an important instrument of the countrys cultural diplomacy. In this way, we try to demonstrate the ways in which the Brazilian government tried to diffuse this cultural expression to the world, what motivated these initiatives and its results. On the other hand, we tried, as well, to analyze the process that leaded the formation, development and consolidation of the international music industry, as a way to understand the constrains and obstacles imposed to suck Brazilian cultural policy. In this research, we also gave an especial focus on the two Lula da Silvas administrations, a period, indentified by us, as decisive in the development of the countrys cultural diplomacy, because of its role in the enhancement of the production and the diffusion, internal and external, of the Brazilian music. The shift happened in the expansion of the cultural policies and initiatives implemented by the Foreign Relations Minister but, mainly, in the new role played by the Cultural Minister as an active agent of the Brazilian cultural diplomacy alongside with Itamaraty. Therefore, our general goal is to analyze to what extend the Brazilian music is capable of internationalization and, in this way taking in the account the nowadays discussions about the role of the cultural economy in the national development -, turn into a catalyst of the Brazilian development and of the enhance of its influence in the international system.

No capítulo seguinte, há uma discussão sobre a função da corrente construtivista na conformação da análise de política externa, por meio de investigação sobre agente-estrutura e do papel das identidades e das ideias. Os direitos humanos estão correlacionados com a questão do desenvolvimento e com os paradigmas da PEB. No último capítulo, há, propriamente constituído, o debate sobre direitos humanos na política externa brasileira do Governo Lula e as diferentes abordagens que procuram explicar a PEB de Lula e servem de estrutura lógica para inserir as questões de direitos humanos, desenvolvimento e autonomia. / This study aims to examine the human rights foreign policy of the Lula government. This is done through three chapters, including an introduction and a conclusion. The first chapter analyzes the normativity of the international human rights regime and its historical evolution. The second chapter discusses the role of the constructivist approach on foreign policy analysis through research on agent-structure and the role of identities and ideas. Human rights are correlated with the development issue and the paradigms of the Brazilian foreign policy. The last chapter addresses the human rights debate in Brazilian foreign policy of the Lula government, and different approaches that interpret such policy serve as a logical structure to discuss the issues of human rights, development and autonomy.

Notre thèse décrit la trajectoire esthétique, économique et sociale du cinéma d’animation français. Cette sociogenèse couvre la période où il se constitue comme champ artistique, aboutissant enfin à une reconnaissance tardive, encore très peu renseignée. La première partie s’attache donc à l’archéologie de son évolution, depuis la première autonomisation de l’après guerre à la mise en place d’une politique publique qui modifie radicalement le paysage de l’animation au début des années 1980. Dans un contexte d'autonomisation contrariée du champ de l'animation, nous examinons ensuite les rôles respectifs du Centre National de la Cinématographie (CNC), des producteurs et des chaînes de télévision, et les nouvelles règles du jeu qu’ils introduisent. Nous interrogeons enfin l’impact de tous ces acteurs, qui jugent et produisent de la qualité cinématographique, sur le destin des artistes et leurs productions. / Our thesis describes the aesthetic, economic and social path of the french animation movies.This socio-genesis focuses on the moment when it becomes an artistic field, reaching at theend a late recognition, which is still poorly informed. The first part makes the archeology ofits evolution, from the first independence conquest after war, to the setting out of a publicpolicy, which makes a heavy change on the animation landscape at the early 1980’s. In this context of impeded empowerment of the animation field, we will examine then the respective roles of the National Cinematography Center, the producers and the television channels, andthe new rules they introduce. We will finally highlight the impact of these operators, who judge and produce cinematographic quality, on the destiny of the artists ant their movies.

Multi-stakeholder approach to planning into 2010 FIFA World Cup initiatives : a case of a non-host area in South Africa

Thesis (DTech (Tourism and Hospitality Management))--Cape Peninsula University of Technology, 2016. / The hosting of mega-events such as the 2010 FIFA World CupTM create expectations from the host nation, especially in the host cities. This is largely due to the impacts associated with the hosting of such events. Planning is perceived to be at the centre of successful hosting of such events. Planning also assists in making sure that benefits from such events are maximised and costs minimised. Events like the 2010 FIFA World CupTM do not only require high level planning but also a multi-stakeholder approach. With South Africa and the continent hosting the FIFA World CupTM for the first time since its inception, expectations were rising from both host and non-host areas. The study investigates a multi-stakeholder approach to planning on the 2010 FIFA World CupTM initiatives conducted by a non-host area - Cape Winelands District Municipality (CWDM), Western Cape, South Africa. The location of the CWDM is less than 45 minutes from the host city (Cape Town). By virtue of its close proximity, the CWDM positioned itself to leverage from the event as a result of possible spill-over effects. The study was driven mainly by five objectives. These include the identification of 2010 FIFA World CupTM planning initiatives, assessment of planning initiatives in relation to beneficiation of local municipalities, gaining an understanding of ways in which various stakeholders are involved in the planning initiatives, ascertaining ways in which various stakeholders perceive the benefits/spill-over effects and examining the alignment, integration and co-ordination of the 2010 FIFA World CupTM planned initiatives in the CWDM. In pursuing these objectives, both qualitative and quantitative research methods were used in the collection of data. Respondents included residents (n=1 250), established businesses (n=108) and CWDM officials (n=5), using stratified random sampling, convenient sampling and purposive sampling, respectively. A total of 1 363 questionnaires were administered among the respondents of the study.

Nesta última década notamos uma série de políticas que visam ampliar a presença da língua portuguesa no mundo, tais como a inauguração da TV Brasil Internacional (2010), no âmbito do governo brasileiro ou a entrada em vigor do acordo ortográfico de 1990 (2009), no âmbito da Comunidade dos Países de Língua Portuguesa (CPLP), organização internacional formada por todos os países de língua oficial portuguesa. Diante desse panorama, esta pesquisa propõe-se a contribuir para a compreensão do papel de políticas linguísticas na configuração do que seja a expansão do português no mundo contemporâneo. Para isso, partimos das premissas de que todo discurso é polêmico pelo princípio da interincompreensão constitutiva (MAINGUENEAU, 2008 [1984]), e de que todo texto político-jurídico-normativo busca apagar, superar essa polêmica e construir um sentido único. Esse caminho teórico-metodológico, nos leva a questionar sobre que processos discursivos constroem essa busca de univocidade para superar a polêmica nos documentos de políticas linguísticas para a expansão do português? Quais coerções foram enfatizadas? De que maneira o enunciador se apresenta em nome dessa univocidade? Acreditamos que encontrar respostas a essas indagações nos levem a discutir relações de poder que sustentam essas políticas linguísticas de expansão do português nesta última década. Para desenvolver nossa pesquisa, selecionamos como corpora de análise, declarações e resoluções da Conferência de Chefes de Estado e de Governo e do Conselho de Ministros da CPLP sobre a difusão e promoção da língua portuguesa, por causa do poder político e simbólico, que essa organização representa em relação à temática. Assim, pudemos identificar quatro posições/faces de enunciadores, o ufanista, o defensor, o apreensivo e o idealista-apaziguador, que juntos compõem um enunciador, que chamamos de super graças a sua memória e a sua competência interdiscursivas e sua maneira específica de enunciar, que potencializam o poder imperativo de seus enunciados. Nas sequências discursivas analisadas podemos constatar que esse (super)enunciador na busca da adesão do coenunciador, articula alianças (a língua portuguesa comum, a sociedade civil) e oposições (diversidade cultural dos países, a língua inglesa) na construção de uma aparente homogeneidade linguística a fim de superar a heterogeneidade fundante da própria CPLP. Desse modo, as polêmicas são silenciadas e podemos notar um processo de construção de um novo sentido de língua portuguesa, homogeneizante em contraposição a outro já em curso de gramatização e heterogeneização das línguas portuguesas nacionais / In the last decade we may realize a series of policies to expand the presence of the Portuguese language in the world, such as the inauguration of Brazil TV International (2010), under the Brazilian government or the entry into force of the agreement spelling 1990 (2009) within the Community of Portuguese Language Countries (CPLP), an international organization composed of all the Portuguese speaking countries. Against this backdrop, this research intends to contribute to understanding the role of language policies in the configuration of which is the expansion of Portuguese in the contemporary world. For this, we start with the premise that all discourse is polemic by the principle of constitutive interincomprehension (MAINGUENEAU, 2008 [1984]), and that all political-legal-normative text aims to overcome this polemic and construct a meaning unique. This theoretical-methodological way, leads us to question the discursive processes that construct the search for univocality to overcome the polemic in language policy documents for the expansion of Portuguese? What constraints have been emphasized? How the enunciator is presented on behalf of univocality? We believe that finding answers to these questions lead us to discuss power relations that underpin these language policies of the Portuguese expansion in the last decade. To develop our research, we selected as corpora of analysis, declarations and resolutions of the Conference of Heads of State and Heads of Government and Council of Ministers of the CPLP on the dissemination and promotion of Portuguese, because of political and symbolic powers, that this organization represents in relation to the matter. Thus, we identified four positions/enunciators faces, the patriotic-boastful, the defender, the apprehensive and idealistic-reliever, which together comprise a enunciator, which we call "super" because of its interdiscursives memory and competence and its specific way of enunciating, that leverage the imperative power of its statements. In the discursive sequences analyzed we can see that (super) enunciator in search of adhesion of the coenunciator articulates alliances (Portuguese common language, civil society) and oppositions (cultural diversity of countries, the English language) to construct an apparent linguistic homogeneity to overcome the heterogeneity of the CPLP. Thereby, the polemics are silenced and we can see a construction process of a new meaning of Portuguese, homogenized, as opposed to other process already being of grammatization and heterogenezation of nationals Portugueses languages
