Im Januar 1910 übernahm die Stadt Dresden 18 Volksbibliotheken vom „Gemeinnützigen Verein zur Förderung der sittlichen, geistigen und ökonomischen Interessen der Bevölkerung Dresdens“ in eigene Verwaltung. Hintergründen und Wirkungen dieses unauffälligen, aber folgenreichen Ereignisses der Dresdner Bibliotheksgeschichte geht der folgende Beitrag nach. Unauffällig ist das Datum auch deshalb geblieben, weil es mit keinem visualisierbaren Ereignis verbunden ist. Keine Bibliothekseröffnung, keine städtische Feierstunde. Im Gegenteil, die Volksbibliotheken waren seit November 1909 komplett geschlossen. Um diese Situation zu verstehen, bedarf es eines Rückblicks.

Die Leipziger Stadtbibliothek wurde mit der Stiftung des Advokaten und Finanzbeamten Huldreich Groß gegründet. Er hinterließ nach seinem Tode 1677 der Bibliothek ca. 4.000 Bücherschätze. Sie wurden zum Nutzen der studierenden Stadtjugend und der Öffentlichkeit 1711 zugänglich gemacht. Nach mehreren Umzügen und zwischenzeitlicher Schließung der Stadtbibliothek wurde 1991 durch engagierte Leipziger Bürger die Wiedereröffnung im Alten Grassimuseum möglich gemacht.

The main objective of this study is to evaluate, analyze critically and reflectively the implementation, concepts, principles and achievements of FECOP, regarding the behavior of the indices related to extreme poverty and poverty in the aforementioned period, in a differently and more comprehensive than the dominant explanatory variable used and focused only on insufficient income. / Este é um tema relacionado ao Fundo de Combate à Pobreza do Estado do Ceará – FECOP, instituído pela Lei Complementar nº 37, de 26 de novembro de 2003, regulamentado pelo Decreto Estadual nº 27.379, que busca dar suporte para as ações de políticas públicas na superação da pobreza no Estado do Ceará, em duas vertentes na mudança estrutural e nos processos de políticas compensatórias, que envolvem todas as ações das secretarias estaduais do Ceará no combate à pobreza, e o projeto proposto busca situar como problemática se está política pública esta realmente reduzindo a pobreza no Estado cearense, e qual a sua natureza de atuação, no período de 2004 a 2010, no contexto do quadro neoliberal e da mundialização do capitalismo financeiro, como elementos constitutivos da reprodução ampliada da pobreza, de forma generalizada em todos os países em desenvolvimento, dentro de uma inclusão injusta da globalização capitalista. O objetivo principal deste estudo é avaliar, bem como examinar e reflexivamente a implementação, as concepções, os princípios e os resultados alcançados do FECOP, com relação ao comportamento dos índices referentes à pobreza extrema e da pobreza, no período há pouco mencionado, de maneira diferenciada e mais abrangente do que a variável explicativa dominante utilizada e focada apenas na insuficiência de renda.

The hosting of the FIFA Football World Cup has been perceived in South Africa both as a challenge of accelerated social, economic, and spatial transformation, and as an opportunity to showcase the nation’s ability to successfully provide the structures and capacities for one of the biggest sports tournaments in the world. The thesis of ‘festivalisation’ sees mega-events (like the Football World Cup) as a form of translocal dynamics which is embedded in the context of increased inter-urban competition in the era of globalisation. This paper aims at investigating some effects of such globalised forms of festivalisation (Häußermann and Siebel 1993) on the urban sphere in South Africa. The focus is on identifying key actors and key topics in relation to urban governance in the host cities. The method applied is a mix of various strands of discourse analysis, since every approach has its shortcomings and a combination might point out directions of how to systematically link these perspectives in future research. To a certain extent, the path presented here remains methodologically explorative. Still, the paper shows that an analysis of language-based communication, or more specifically, an approach that takes media representations as a point of entry to the field of urban dynamics, might produce insights otherwise overlooked, and thus adds a critical angle to the study of urban governance.

En diciembre de 2008 el Estado peruano puso en operación el mecanismo de los fondos sociales1, destinados a la ejecución de programas en beneficio de la población aledaña a los proyectos mineros involucrados. Pese a existir seis casos en operación, con recursos que bordean los 340 millones de dólares, existe poca información sobre el funcionamiento del modelo de gobernanza diseñado, y la forma de articulación entre los intereses de las comunidades involucradas y la empresa minera. El tipo de reportes que los fondos sociales están obligados a presentar no aportan elementos respecto a las dinámicas que se han establecido para la toma de decisiones y priorización de inversiones; y no se logran entender los juegos de poder y movilización de intereses entre los miembros de las comunidades así como de la misma empresa minera.

La información que llega a las personas de a pie sobre corrupción, falta de ética, comportamiento amoral o abiertamente inmoral de algunos servidores y funcionarios públicos puede provocar, por un lado, indignación, que se expresa en sentimientos de rabia y diferentes formas de protesta; y, por otro lado, desinterés y hasta desprecio por los asuntos públicos.

El objetivo de la presente investigación es estudiar el conjunto de estrategias políticas que las fuerzas armadas desarrollaron para hacerle frente a dos procesos simultáneos ocurridos tras la transición a la democracia iniciada en el Perú el año 2000: Por un lado, el proceso de justicia transicional tras fin del régimen de Alberto Fujimori, cuyo principal hito fue la instalación de una Comisión de la Verdad y Reconciliación, y la subsecuente judicialización de casos de violaciones de derechos humanos cometidas por efectivos militares durante el conflicto armado interno; Por otro lado, la creciente tendencia de los últimos gobiernos democráticos de utilizar a la fuerza armada para tareas de seguridad interior, tanto en el control de la seguridad pública, ante los crecientes niveles de conflictividad y movilización social registrados en el Perú, como en el combate a los remanentes armados de Sendero Luminoso aliados al narcotráfico en el valle de los ríos Apurímac y Ene (VRAE).
