Scheduling Strategies for Relay of Mars Rover Data via Mars Orbiter and Earth Stations

In this thesis, the relay communication between landed assets on the surface of Mars via a relay orbiter to Earth is studied for its latencies and the times which can be provided for the landed asset to work and for the ground to plan depending on the operational margins, the available ground station network and the available relay orbiters. In this context, an automated solver is developed to evaluate a locally optimal strategy of relay pass assignment respecting the different constraints and is proven to provide a solution close to the globally optimal one. The solver is determining the link opportunities and reasons on them, by minimising a cost function for each relay pass and choosing the cheapest ones in an iterative process. With this solver, it is shown that the best operational approach is to await commands confirmation and to provide the possibility of resending corrupted files. Moreover, it is shown that a 24/7 ground station coverage should be ideally provided, on which priority for booking should be given to relay missions since they depend on the actual timing of the orbiter overflights over the lander. Further- more, it is shown that adding additional relay orbiters increases the solution space drastically, making it desirable to use them. The possibility to restrict cross-agency support is assessed, showing that cross-support is still eligible. Finally, the data volume is shown to be sufficient to fulfil the ExoMars Rover and Surface Platform mission requirements, when using multiple orbiters, even though the solver itself would need extra capabilities to cope with allocating appropriate relay passes.

Den här kandidatuppsatsen syftar till att undersöka mega-event med fokus på det potentiellamästerskapet Stockholm/Åre 2026. Uppsatsen studerar hur orterna Stockholm och Åre kanpåverkas av platsmarknadsföringen av ett olympiskt mästerskap samt vilkaplaneringsutmaningar ett sådant event har. Den teoretiska utgångspunkten utgår frånplatsmarknadsföringsteori med inriktning på Postmodern Branding och med hjälp av JosefinaSyssner. Studien tar också hjälp av eventteori och Martin Müllers forskning om mega-eventdär han har tagit fram olika symptom som ofta uppstår vid mega-event. Kvalitativa intervjuergenomfördes på tjänstemän från de båda orterna, chefen för föreningen Skattebetalarna ochrepresentanter för Sveriges Olympiska Kommitté. Intervjuerna syftade till att studera hurpersoner som är delaktiga på något vis för planeringen av mästerskapet ställer sig tillmästerskapet och vilka effekter ett sådant event kan få. Som komplement till intervjuernagenomfördes en kvalitativ innehållsanalys på den svenska ansökan. I resultatet uppkommerbland annat hållbarhet som gemensam nämnare för våra båda ämnen, platsmarknadsföringoch planeringsutmaningar. Eftersom planeringen av Stockholm/Åre 2026 är unikt iförhållande till tidigare vinter-OS med hjälp av det nya reformprogrammet Agenda 2020 serSveriges Olympiska Kommitté en möjlighet att sätta en ny standard på hur ett mästerskap kananordnas. Eventet kan visa upp Sverige som det hållbara landet med det hållbara eventet.Uppsatsen leder fram till att eventet har både möjligheter och svårigheter. Det är trendigt attvara klimatsmart och det som känns verkligen som om Agenda 2020 ligger rätt i tiden. Detfinns stor potential med eventet men också stora risker om det skulle utföras fel.

Social Partners’ Responses to Employment of Migrant Workers in the course of the ‘Lisbon Strategy’ and the ‘Europe 2020’ : Has there been any change in the social partners’ responses from the Lisbon to the EU2020? The case studies in Sweden, the UK and at European level

The research is aimed at investigating how the common EU social and economic strategies, namely the 'Lisbon strategy' and the 'EU 2020', have been influential as a 'EU incentive' in European social partners having drawn the matter of employment of migrant workers both at Member state level and at European level by looking into their respective changes in responses towards the matter in the course of the two strategies. The research has found that there have been changes made in the European social partners' responses regarding the problematic matter of migrant workers' employment, namely precarious working conditions and lower employment rates than native workers, at all levels. To be specific, the trade unions have begun to emphasize more proactive protection of migrants at workplace than before. However, there is little evidence that it was the result of either the Lisbon or the EU2020. It was rather much more because of the evolving European economic market circumstance that has been getting liberalized more actively as the single market goes on, featured by the problematic side of the increase of posted workers and agency workers. Especially, the research is also aimed at shedding a light on how the Lisbon and the EU2020 have been articulated in the two different economic, social and employment models, namely the Nordic model and the Western model by investigating the Swedish case and the UK case in the study of Member state level social partners.

The transformation of the Army Reserve : the origins, evolution, and impact of future Reserves 2020 on Reserve logistics

In July 2013 the British Government unveiled its Future Reserves 2020 (FR20) policy, which aimed to radically change the role and function of the Army Reserve by making it both more capable and more deployable. One of the policy’s central organising principles was its focus on outsourcing military logistics capability previously held in the regular army to reserve forces in order to save costs. Reserve logistics transformation was therefore deemed central to the success of FR20. This thesis examines the origins, evolution and impact of FR20 as an attempt to organisationally transform the British Army Reserve’s logistics forces. In first detailing the historical, political and conceptual origins of FR20, it argues that reserve transformations rarely succeed in the manner envisaged; that the intensely political origins of FR20 have shaped the policy during each step of its development; and that the radical change in the delivery of military logistics since 2000 which underpins FR20’s emphasis on logistics is best understood through a post-Fordist analytical framework. Examining the impact of FR20 at the reserve sub-unit level, it argues that many units will struggle to deliver the capability required of them, but in other areas, such as integration with the regulars and increased professional opportunities, FR20 is succeeding. Quantitative evidence is presented to support these arguments. It then details how reserve logistics cohesion is different from that of regular combat forces, and shows how such inherent micro-level organisational factors can influence transformation. Finally, the wider implications of FR20 as a transformative attempt are discussed. This thesis’s central argument is that the political origins of FR20 within Parliament, and the Army Reserves’ organisational nature, have undermined the policy’s ability to deliver the key military capabilities it envisaged of reserves logistics units. However, in some important cultural/normative aspects, FR20 is slowly transforming the reserves. To date, FR20 has therefore been a ‘partial transformation’. In making this argument, this study contributes to the literature on the British Army Reserves, and military logistics, cohesion and transformation.

COVID-19-pandemic: the crisis was not only a challenge for the forms of preaching but also its content. What could and should be said? How can people be comforted and strengthened without preaching weak and banal ‘good news’? And again and again the question: How can we speak of God amid a worldwide crisis? For Societas Homiletica it became clear quite soon that the Budapest Conference would have to be postponed (and – God willing – we will meet in Budapest from August 12 to 17, 2022!). But our International Secretary, Prof. Dr. Theo Pleizier, came up with the idea of organizing an Online Conference on “Preaching in Time of Crisis.” The International Board of Societas Homiletica supported this idea, and on August 10–12, 2020, the first Online Conference in the history of Societas Homiletica ‘took place.’ We are glad and honored to present five outstanding papers delivered at the Online Conference in this Special Volume of our International Journal of Homiletics, two from Europe and three from North America (Canada and the USA). Clara Nystrand from Lund (Sweden) compares sermons delivered in Sweden in the time of the Spanish flu 1918 with sermons delivered in the first phase of the Corona pandemic. André Verweij, pastor and researcher in the Netherlands, analyzes five Easter sermons delivered in the Netherlands during the first wave of the Covid-19-pandemic and discovers a lamenting mode in preaching, which steers away from interpreting the pandemic’s possible ‘meaning’ or ‘message.’ Joseph H. Clarke and David Csinos from the Atlantic School of Theology in Halifax, Canada, show how fruitful dialogue between psychotherapy and homiletics can be. David M. Stark, teaching and doing homiletical research at the University of the South in Sewanee (USA), speaks about a dual pandemic of COVID-19 and systemic racism. In the final article, Edgar “Trey” Clark III from Fuller Theology Seminary in Pasadena (USA), examines protests in support of “Black Lives Matter” and sees these protests as a form of Spirit-inspired proclamation – connecting lament and celebration, particularity and universality, word and deed. Obviously, the COVID-19-pandemic changed not only the forms and media of preaching, but also its contents – and will have an impact also in the time ‘after’ the pandemic.

Strandskyddet : - en kritisk studie av strandskyddsbestämmelserna under förändring / Shoreland protection : - a critical study of shoreland protection rules in change

Strandskyddets syften är att värna om allemansrätten och bevara natur- och djurliv. Strandskyddet vill skydda intresset av att allmänheten ska få beträda mark samtidigt som skyddet kan inskränka på den enskildes rätt att förfoga över sin mark. Strandskyddet genomgick en förändring under år 2009/2010 som inte har uppnått önskad effekt. I syfte att uppnå önskad effekt har en utredning tillsatts för att utreda möjliga lagändringar. Syftet med lagändringarna är att det ska vara enklare att erhålla dispens i landsbygdsområden, även kallat LIS-områden. I tätbebyggda områden är syftet att det i stället ska råda särskild restriktivitet. Utredningens avsikt är sammantaget att uppnå ett differentierat strandskydd. Utredningen lyfter fram rådande problem som bland annat är att det finns en avsaknad på en enhetlig tolkning av begrepp som landsbygdsutveckling, ordalydelser som får en begränsande effekt på bebyggelse samt problem kring avgränsningen av LIS- områden.  Egendomsskyddet och allemansrätten är två regelverk som ska korrelera med varandra. För att det ska vara möjligt krävs en intresseavvägning mellan dels det enskilda intresset, dels det allmänna intresset. Intresseavvägningen sker med utgångspunkt i proportionalitetsprincipen där det enskilda intresset inte får inskränkas i en större utsträckning än vad som är motiverat för att tillgodose det allmänna intresset. Av rättspraxis kan utläsas att intresseavvägningen har påverkats av hur HD dömde i målet benämnt “Parkfastigheten”. Målet har lämnat avtryck för hur proportionalitetsprincipen ska tillämpas. Av rättsutvecklingen kan utläsas att principen har fått en bredare tillämpning.  I uppsatsen framställs fördelar och nackdelar med Utredningens förslag sett till det allmänna intresset och det enskilda intresset. Fördelar och nackdelar analyseras med ett kritiskt förhållningssätt i syfte att ligga till grund för analysen av hur båda intressena ska tillgodoses i så stor utsträckning som möjligt. I uppsatsen tas utgångspunkt i att konkretisera proportionalitetsavvägningen mellan intressena vid en gränsdragning av strandskyddet.  Uppsatsens slutsats kan dels vara betydelsefull för den som vill få en inblick i rättsläget inom området, dels intressant för den som ämnar att finna vägledning i syfte att uppnå framgång i visst ärende. I slutsatsen får läsaren en inblick i hur Utredningens förslag korrelerar med proportionalitetsprincipen samt den intresseavvägning som äger rum vid gränsdragning av strandskyddet.

Gestion des revenus en restauration pour les établissements à service complet : les pratiques post-Covid-19

Cette étude vise à comprendre comment les leviers stratégiques de la gestion des revenus en restauration sont utilisés par les restaurants à service complet en période de reprise après la sixième vague de la Covid-19. Elle permet également de découvrir si les restaurateurs à service complet ont recours à de nouvelles pratiques de gestion des revenus en restauration et ainsi, de contribuer à la mise à jour de la littérature sur la gestion des revenus en période post pandémie. Le contexte théorique de cette étude a été développé en se basant sur un examen évolutif de la littérature en gestion des revenus suggéré par (Denizci-Guillet, 2020). En effet, un examen de l'évolution de la gestion des revenus en restauration à travers une ligne de temps de 1989 à 2021 met en évidence le recours à différentes pratiques. Ces pratiques ont été regroupées notamment par Rohlfs (2021a, 2021b, 2021c) en deux grandes catégories : les pratiques d'optimisation de la gestion de la demande (segmentation, prix de vente, tarification dynamique, ingénierie des menus et prévision de la demande) et les pratiques d'optimisation de la gestion de l'offre (gestion de la capacité, combinaison des tables, surréservation, gestion de la durée des repas, canaux de distribution), ainsi que les indicateurs de mesure de la performance. Afin d'explorer l'évolution des pratiques, une étude qualitative exploratoire a permis de récolter des données sur les pratiques de gestion des revenus en restauration auprès de neuf répondants qui représentaient cent-quarante restaurants de type casual et fine dining en période de reprise après la sixième vague de la Covid-19. Le dixième répondant n'étant pas gestionnaire de restaurant, il a été interrogé en tant qu'expert en restauration. Ce travail vient compléter les résultats des recherches antécédentes sur les pratiques de gestion des revenus en restauration, en mettant en évidence de nouvelles pratiques de la gestion des revenus en restauration. Telles que, les ressources humaines, la diminution du menu et la vente de plats à emporter. En conclusion, cette recherche a atteint son objectif en observant que les restaurants à service complet ont utilisé différemment les pratiques de gestion des revenus en restauration en période post-Covid-19 : telle que, la gestion de la durée des repas. De plus, les résultats ont mis en évidence un nouveau levier à prendre en considération dans la gestion des revenus en restauration, c'est la main-d'œuvre. D'autre part, les restaurants à service complet ont eu recours à des pratiques inhabituelles de gestion des revenus en restauration; plus particulièrement, la diminution du menu et la vente de plats à emporter. / This study aims to understand how the strategic levers of restaurant revenue management are used by full-service restaurants in the recovery period after the sixth wave of Covid-19. It also makes it possible to discover whether full-service restaurateurs are using new restaurant revenue management practices and thus contribute to updating the literature on revenue management in the post-pandemic period. The conceptual framework was developed based on the variables identified by Denizci-Guillet (2020) in an evolving review of the revenue management literature across a timeline from 1989 to 2021. Those variables were grouped according to Rohlfs (2021a, 2021b, 2021c) categories: namely, demand management practices (segmentation, selling price, dynamic pricing, menu engineering and demand forecasting) and supply management practices (capacity management, table combining, overbooking, meal duration management, distribution channels), as well as performance measurement indicators. To explore the evolution of practices, an exploratory qualitative study collected data on restaurant revenue management practices from nine respondents who represented one hundred and forty casual and fine dining restaurants in times of recovery from the sixth wave of Covid-19. As the tenth respondent was not a restaurant manager, he was interviewed as a restaurant expert. This work complements the results of previous research on revenue management practices in restaurants, by highlighting new practices in revenue management in restaurants. Such as, human resources, shrinking the menu and selling takeout. In conclusion, this research achieved its objective by observing that full-service restaurants used restaurant revenue management practices differently in the post-Covid-19 era: practices such as, managing the duration of meals for example. In addition, the results have highlighted a new lever to be taken into consideration in the management of restaurant revenues, it is the workforce. On the other hand, full-service restaurants have resorted to unusual restaurant revenue management practices; in particular, the reduction of the menu and the sale of takeaways.

Aus der Geschlechterperspektive werden gesellschaftliche Herausforderungen deutlich. Gleichstellungs- und Diversitätsarbeit bekommen in Zeiten von Covid-19 eine besondere Bedeutung. Und dies gilt nicht zuletzt für Dresden. Im Mai 2020, kurz nach Beendigung des ersten Lockdowns, stellte mein Büro eine Abfrage an die einschlägigen Träger im Gleichstellungsbereich. Der Grund dieser Abfrage lag darin, festzustellen, wie sich der Umgang mit Corona und dessen Auswirkungen in Dresden gestaltet(e). Die Ergebnisse der Abfrage zeigen, dass auch in Dresden unter anderem  die Betreuung von Kindern und Jugendlichen bei gleichzeitiger Fortführung der eigenen Berufstätigkeit,  fehlende persönliche Rückzugsräume,  eskalierende Familiensituationen mit Zunahmen häuslicher Gewalt,  soziale Isolation mit einhergehenden psychischen Problemen und Re-Traumatisierungen aufgrund früherer (Kriegs- und/oder Gewalt-)Erlebnisse oder auch in Folge ausstehender Beratungen und Begleitungen für transsexuelle Menschen,  schwierige finanzielle Verhältnisse wegen des Verlustes des Arbeitsplatzes und  zusätzliche Barrieren wie beispielsweise fehlende technische Zugänge das tägliche Leben ausmach(t)en.
