O enfrentamento à violência doméstica contra crianças e adolescentes no município de Orlândia-SP: o papel do Conselho Tutelar

O Conselho Tutelar é o órgão que, de acordo com o Estatuto da Criança e do Adolescente, é responsável por receber denúncias de suspeitas ou confirmação de situações de maus tratos, exploração, abuso e negligência impostas pelos pais ou responsáveis. É, portanto, através do Conselho Tutelar que a violência contra crianças e adolescentes praticada no interior da família sai do espaço privado para o público, adquirindo visibilidade social e exigindo, deste órgão, a aplicação de medidas de proteção. Para concretizarmos nosso estudo, realizamos o levantamento de dados através de pesquisa documental, consultando os prontuários de atendimento do Conselho Tutelar e coleta de relatos orais. Identificamos, no período de janeiro a novembro de 2003, 26 denúncias desta forma de violência. Com a realização de entrevista com um conselheiro tutelar e com dois profissionais da área da saúde e educação, coletamos informações sobre a atuação do Conselho Tutelar, assim como sobre as medidas adotadas por instituições de atendimento a crianças e adolescentes ao identificarem uma situação de violência doméstica. O Conselho Tutelar, tendo conhecimento de denúncias desse tipo de violência, toma medidas no sentido de se constatar a procedência ou não da mesma, entretanto, no que diz respeito às medidas de proteção à vítima, contatamos que estas nem sempre ocorrem. Esperamos que este estudo venha a propiciar reflexões sobre tão polêmico e candente tema e que essas reflexões possibilitem ações mais efetivas de proteção às crianças e aos adolescentes vítimas de violência doméstica em Orlândia, assim como sirvam de motivação para estudos posteriores. / This study had as an objective to understand the performance of the Tutelary Advice of Orlândia-SP in the phenomenon of the domestic violence against children and teenagers. The Tutelary Advice is an organ that, in accordance with the Child and the Teenager Statute is in charge of receiving denunciation of suspicious or confirmation of situations of maltreatment, exploration, abuse and negligence imposed by the parents or responsible people. Therefore, it is through the Tutelary Advice that the violence against children and teenagers practised inside the family leaves out the private space for the public, then being acquired a social visibility and demanding from this organ, the application of protection means. To materialize our study, we made a data-collecting through documentary research, by consulting attendance handbooks of Tutelary Advice and by collecting verbal stories. We have identified in the period from January to November 2003, 26 claims of this form of violence. With the accomplishment of the interview with a Tutelary Council member and two professionals of the health area and education so we have collected information on the Tutelary Advice, as well as on the means adopted by the assistance institutions for the children and teenagers when identifying a situation of domestic violence. The Tutelary Advice when having knowledge of denunciations of this type, takes steps in the sense of checking the origin or not of the same one, however, in what measures of protection to the victim is concerned, we have verified that these procedures not always occur. We hope that this study come to provide reflections on this so controversial and cadent subject and that these reflections make possible more effective protection actions to children and teenagers who are victims of domestic violence in Orlândia-SP, as well as to be a motivation for further studies.

I used the narrative of memories to promote an observation process of some education paradigms that permeated the guidelines of my activity, and thus I could reflect about the position I have, emphasizing the teacher’s training focused on school (CANÁRIO) considering the historical and cultural assumptions of individuals involved in this experiment (VIGOSTSKI e BAKHTIN). In this work I assume the Pedagogical Advisor position essentially focused on the continuing education of teachers (PLACCO; ALMEIDA; SOUZA). The methodological procedure used was inspired by the analysis of professional practices on direct and cross self-confrontation (CLOT), which has been transformed by the individuals involved and it gave rise to a new process, different from the classic self-confrontations, that I termed only as confrontation. The analytical data reading, provided by the resulting dialogue (FREIRE e BAKHTIN) from the confrontations, indicated that the participating teachers in this study evidenced three movements: the perception of actions performed in the classroom, the speech organization to justify the pedagogical practices and teaching profession responsible acts (BAKHTIN). In this perspective, the confrontation proved to be an excellent tool to organize the Pedagogical Advisors work, as it allows gathering important information to plan, with teachers help, concrete initiation alternatives. / O presente trabalho teve como pretensão realizar uma leitura analítica da atividade colaborativa que desenvolvo como Orientador Pedagógico, no que se refere à formação continuada de professores na unidade escolar em que atuo (cidade do interior paulista). Utilizei-me da narrativa de memórias para promover um processo de observação de alguns paradigmas da educação que permeavam as orientações de minha atividade e, assim, refletir sobre o cargo que exerço, enfatizando o olhar para a formação de professores centrada na escola (CANÁRIO), levando em conta os pressupostos histórico-culturais dos sujeitos implicados nesta experimentação (VIGOSTSKI e BAKHTIN). Neste trabalho assumo a profissão de Orientador Pedagógico como sendo um cargo essencialmente voltado para a formação continuada de professores (PLACCO; ALMEIDA; SOUZA). O procedimento metodológico utilizado teve como inspiração a análise das práticas profissionais por autoconfrontação simples e cruzada (CLOT), que foi transformada pelos sujeitos implicados e fez surgir um novo processo, diferente das autoconfrontações clássicas, que denominei somente como confrontação. A leitura analítica dos dados, proporcionados pelos diálogos (FREIRE e BAKHTIN) resultantes das confrontações, apontou que os professores participantes desta pesquisa evidenciaram três movimentos: a percepção de ações realizadas em sala de aula, a organização do discurso para justificar as práticas pedagógicas e os atos responsáveis (BAKHTIN) na profissão docente. Nesta perspectiva, a confrontação mostrou-se um excelente instrumento para a organização do trabalho do Orientador Pedagógico, na medida em que favorece a obtenção de informações importantes para planejar, em conjunto com os professores, alternativas concretas de formação.

The goal of this diploma thesis is provide a basic overview about conditions which has to be met for providing of tax advisory in selected countries of the European Union. The first part contains information about legislation of European Union which has significant influence on the tax advisory. The European legislation is followed by a description of the regulation of the profession of tax advisor and tax advisory in the Czech Republic, including a description of the Chamber of Tax Advisers of the Czech Republic. The last part of the diploma thesis, based on the questionnaire survey, is the comparison of the situation and regulation of the tax adviser profession in selected countries of the European Union. After comparing the situation in individual member states, the principles of regulation in selected European Union countries are described and a description of the facts and conditions that must be accepted when a foreign entity decides to provide tax advisory in that member country.

The aim of this work is to create an automated trading system for trading currency pairs using technical indicators and technical analysis. The proposed trading system is tested and optimized on historical price data. To verify the robustness of the proposed system was used walk-forward analysis. Automatic trading system also uses rules for position sizing and risk management of open positions. Created system is profitabel on historical price data and also in the walk-forward analysis.

Wilhelm von Bode and the International Art Market: the Unpublished Correspondence with Rudolphe Kann and Joseph Duveen This dissertation explores changing trends in the European and American art market in the late 19th and beginning of the 20th Centuries, in particular their influences, presented from the perspective of Wilhelm von Bode, renowned connoisseur and, at the time, director general of the Berlin Museums and explored predominantly through his relationship with the private collector Rudolphe Kann and art dealer Joseph Duveen. At the time, the collection of Rudolphe Kann was considered to be one of the most refined among the European private collections, yet it hasn't received much attention by contemporary scholars. This dissertation therefore offers the most systematic review of Kann's collection since 1907, the year when Bode compiled the revised catalogue. Wilhelm Bode was actively involved in building the Kann collection, as shown by the extensive numbers of private, previously unpublished, correspondence, which provided the foundation of this research.
