South Africa within SADC : hegemon or partner?

This study attempts to make a contribution to the debate on the role of South Africa within Southern African Development Community. An attempt is made to analyse this role within the context of regional integration debate. This role has been conceptualised within the dichotomies of hegemon versus partner. The study argues that South Africa is a hegemon in the region of SADC, and that given its overarching economic dominance and it has the potential of establishing its hegemony in the region. It maintains that there are several factors, which could facilitate South Africa's hegemonic dominance such as in military, technology and manufacturing sector. It concludes by arguing that given the changing geopolitical factors both within the region and the globe impedes South Africa from firmly expressing this hegemonic dominance. Furthermore, South Africa's pioneering role in the struggle to change the status quo globally in favour of the Southern states is another crucial factor, which imposes limitations on its hegemonic intentions regionally.

The South African lobby in America: the battle over sanctions

The relationship between South Africa and the United States was, historically, quite mutually profitable. The South African government regarded the United States as an ally in the world and sought continued friendship with them. The United States was mildly critical of the South African system of apartheid, but they, however, viewed South Africa as an ally. During the 1980's the relationship between the two countries became strained as the anti-apartheid voices in the United States grew louder and louder. The movement sought to end the atrocities of apartheid and change American foreign policy toward South Africa. The strongest diplomatic means available to them was imposing economic sanctions on South Africa in an attempt to force political change in the country. The anti-apartheid movement lobbied extensively gaining support among the American pub1ic and eventually the U.S. Congress. The sanctions campaign culminated in the enactment of the Comprehensive Anti-Apartheid Act (CAAA) of 1986. Prior to the enactment of the CAAA the South African government and its allies launched their own campaign in an attempt to combat the imposition of sanctions. Lobbying played a key role in the process for those on both sides of the issue. For the anti- apartheid movement, lobbying was effective on the American public and the U.S Congress. For the South African government lobbying was effective on the conservative right wing and President Reagan and his administration.

An appraisal of the Department of Provincial and Local Government's management and coordination of Donor Assistance Programs to local government in South Africa

This study is a contribution to the ongoing debate concerning the role and involvement of foreign donor entities in the processes of transforming and creating viable and sustainable municipal entities in South Africa. The discussion particularly focuses on the relationship between the donor community and the Department of Provincial and Local Government (DPLG) and how this relationship has been nurtured, coordinated and managed. The study acknowledges the challenges pertaining to local government transformation and the role and mandate assigned to the DPLG by the South African Constitution and the Presidential Coordinating Council (PCC) for it to facilitate the creation of developmental local government. In discussing this, consideration is given to capacity and resource constraints within the Department, which necessitate that it collaborates closely with other stakeholders, particularly donors, in seeking to augment its resource base and capacity. The Department's lack of capacity is further complicated by the various pieces of legislation, which have a serious bearing on how municipalities have to work - irrespective of their capacity and resources limitations. The research also focuses on how this relationship, between the DPLG and foreign aid donors working in the local government sector, is coordinated and managed. From evidence gathered and interviews conducted, the conclusion is drawn that there is much room for the DPLG to improve and strategically focus its interaction with donors as informed by its mandate and strategic priorities. Proposals, which entail development of donor management guidelines, setting up of a donor coordination unit within DPLG, the improvement of the understanding of donor work politics and modalities among DPLG officials, etc., are made.

Explaining South Africa's quiet diplomacy towards Zimbabwe since 2000: the dilemma of a pluralist middle power

This study is a contribution to the literature on South Africa's foreign policy since 2000-2004. It provides a theoretical framework within which South Africa's foreign policy should be understood. It attempts to explain the contradictions that have been apparent in South Africa's foreign policy by looking at the constraints inherent in South Africa's position as an emerging middle power. It argues that South Africa's pluralist inclinations are constrained by Africa's evolving multilateral forums and that South Africa's preference for such undermines the realization and achievement of her foreign policy principles and goals. It also argues that as a realist middle power, South Africa is constrained the ambivalence shown by the region towards her exercising leadership in the region. This is due to South Africa's history of destruction in Southern Africa in the 1980's. South Africa's quiet diplomacy towards Zimbabwe provides the focal point for the study. The study argues that it is not the case that South Africa is not concerned with human rights abuses in Zimbabwe. Instead, this concern has been expressed in ways that do not tarnish South Africa's own image in Africa. This has been done by engaging Zimbabweans through multilateral forums. This study concludes that this strategy failed to bring about resolution to the Zimbabwean crisis.

Negotiating a comprehensive long-term relationship between South Africa and the European Union: from free trade to trade and development

On 10 May 1994 the European Union offeredSouth Africa a package of measures to ... send a strong political signal to the incoming govemment and to the South African population, thus proving its firm determination to support the transition towards democracy and its willingness to contribute to the reconstruction and economic development of South Africa after the elections. This package consisted of two parts: 1. A series of short term implementations to take place with immediate effect to help South Africa's development and transition, and 2. An offer to negotiate a comprehensive long-term relationship with South Africa should the new government so request. South Africa accepted the European Union's offer to negotiate a long-term relationship, and in response requested membership of the structure governing the Union's relations with the rest of the countries in Sub-Saharan Africa and some countries in the Caribbean and Pacific, namely the Lomé Convention. Due to various incompatibilities South Africa was not allowed to join this organisation. In its place the European Union offered to negotiate an agreement with South Africa that would lead to a Free Trade Area. This agreement was in keeping with the rules as laid down by the World Trade Organisation. It envisaged the lowering of tariffs and trade barriers between the Union and South Africa over a period not exceeding 12 years, allowing for asymmetry in terms of time constraints in implementation only. South Africa saw this type of agreement as inconsistent with the desire expressed by the European Union to support the countries development and the integration of the Southern African region. In its place South Africa proposed a new concept in trade agreement, this concept, known as the Trade and Development Agreement, embodied both trade liberalisation and support for development. This agreement would introduce a new paradigm of thought to govern trade between developed countries and developing countries within the World Trade Organisation's rules. This paper explores the events that unfolded in these negotiations. It attempts to discover whether, in the current global environment, it is possible, or beneficial, for the developed world to act in an altruistic manner towards another state in order to assist its development.

South African's diplomatic relations with Zimbabwe from 1990-2010

Department of Development Studies / PhD (African Studies) / There is a political conflict in Zimbabwe between the ruling Zimbabwean African National Union-PatrioticFront (ZANU-PF) and the opposition party, the Movement for Democratic Change (MDC). Political conflict is a battle that occurs between two or more sides with different beliefs. Although Zimbabwe is a sovereign state, South Africa used a foreign policy of “quiet diplomacy” to contribute to the peaceful resolution of Zimbabwe’s political conflict. A sovereign state is a state which administers its own government and is not dependent upon or subjected to another state. Dissent in Zimbabwe centres around the land issue, land ownership, land reform, and land appropriation – problems caused as a result of parliamentary and presidential elections. Land reform led the government to introduce “Operation Murambatsvina” which was a campaign to forcibly clear slum areas across the country. The government depicted the operation as a crackdown against illegal housing and commercial activities and as an effort to reduce the risk of the spread of infectious disease in these areas. South Africa’s “quiet diplomacy” succeeded in the peaceful resolution of the Zimbabwean political conflict because the land issue was deemed legitimate; however, the methods used for land reform seem to be problematic. For a way forward, the Zimbabwean government needs to be accountable, transparent and democratic. The researcher used a qualitative research method to gather an in-depth understanding of human behaviour and the reasons that govern such behaviour. The researcher asked broad questions and collected word data from participants. The researcher used different approaches in collecting data, such as narratology, storytelling, classical ethnography and shadowing. In addition the researcher used primary and secondary sources.

Increasing soft power - a case study of South Africa's bid to host the FIFA 2010 World Cup

Thesis (MA)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: This study attempts to determine if South Africa was actively attempting to boost its soft power or symbolic power during the country’s bid to host the Fifa 2010 World Cup. Preceding works dealing with mega-events identified a number of potential benefits to the hosting nation. Some of these benefits include opportunities for development (sport and socio-economic), nation building, urban regeneration, and marketing. Previous works have focused a great deal on economic and nation building aspects of mega-events. The marketing possibility for a host to develop as a tourist destination has also enjoyed some focus. There also exists a large amount of literature dealing with power – its nature, resources and types. There is for instance structural and relational power while, in the traditional sense, wealth and military might may be seen as power resources. However, the importance and maintenance of soft power – or symbolic or co-optive power, as defined in this study – has been greatly overshadowed by the traditional ideas of power and as a result, neglected by International Relations scholars. This study links the marketing potential of mega-events with the deployment of soft power. The case study specifically deals with South Africa’s World Cup bid as a marketing forum for enhancing the country’s soft power. For such an analysis it is necessary to investigate South Africa’s diplomatic status, global position, relationship with the North and South, and power resources. The importance of soft power being essential to South Africa’s specific situation, global position and future, is also investigated. Using the bid for the 2010 World Cup, this study concludes that South Africa was indeed projecting specifically chosen images of the country with the intention of enhancing the country’s soft power. It is furthermore argued that these images are both a reflection and in support of South Africa’s foreign policy and emerging middle power position. / AFRIKAANSE OPSOMMING: Hierdie studie poog om vas te stel of Suid Afrika doelgerig probeer het om die land se sagte mag te versterk tydens die Fifa 2010 Wêreldbekerbod. Vorige studies oor grootskaalse gebeurtenisse meen dat dit sekere potensieële voordele inhou vir die gasheer. Dit sluit in geleenthede vir ontwikkeling (sport en sosio-ekonomies), nasiebou, en stedelike herlewing en bemarking. Vorige werke het ook meerendeels gefokus op die ekonomiese en nasie-bou aspekte van grootskaalse gebeurtenisse. The impact of globalisation on trade unions : Cosatu’s present and future engagement in international issues

International Studies))--Stellenbosch University, 2008. / The effects of ‘accelerated globalisation’ can not be denied when observing modern innovations shaping human life. Its development and consequent revolutionary impact is unlike any other in modern history. The last half of the twentieth century witnessed changes in exponential terms, such as informational and technological innovations that constantly redefine the way people function. This study focuses on the effect of globalisation on trade unions, paying particular attention to the formation of liberal economic conditions, the rise of global capital flows, and the diversification of workers, working conditions and employment patterns. Globalisation has led to the formation of new social, economic, and political conditions which have made it increasingly difficult for trade unions to function in traditional ways. At the heart of this lies the fundamental opposition of capital to labour, and increasingly so under conditions of global competition. Trade unions, are organisations that represent worker interests through solidarity and strength in numbers, traditionally at the national level but increasingly they are being challenged on a global level. Thus, due to various internal and external factors, the situation many unions find themselves in is one of survival instead of growth and influence. The case study of Cosatu was chosen due to the benefit of analysing the organisation’s past success as well as present situation. Although it has not been unaffected by the problems facing unions worldwide, it has managed to achieve some notable successes in the process. The practice of social movement unionism has been highly effective in mobilising under-represented groups, and is found to still be effective in South Africa, although at a diminished scale. It is imperative for all unions to restructure the way they function so as to incorporate previously marginalised groups, to utilise technology and globalisation to their advantage, and to educate potential new entrants to the labour market.

China in Africa: The use of soft power and its implications for a global peaceful rise

In fact, in the current world system it has become an important element in exercising state power and mapping out leadership strategies. This assignment attempts to analyse the use of soft power as a post-Cold War foreign policy strategy on the part of China. Chinese relations with the African continent are assessed to prove the increasing rate at which China has expended trade and diplomatic relations in the past two decades, and to determine the degree to which soft power is contributing to China’s prospects of a harmonious rise to a position of global power. China’s foreign policy is ideologically underpinned by nationalism and confucianism. This stance is based on the need to protect and promote the economic and social stability of the state, as well as to secure a sound diplomatic identity in the international arena. For this reason, China has expanded economic interests abroad, particularly, looking upon Africa as a source of mutual development and investement, economic cooperation and an enhanced network for trade. This has lead to the growth of ‘soft’ ties between the Chinese nation and many African states, through the provision of aid, diplomatic cooperation on policy issues and the sharing of cultural values and institutional norms. In this way, China has been able to promote the perception of a peaceful rise to power and make a valuable contribution to the Chinese goal of constructing a harmonious world. Concluding a thorough analysis of China’s foreign policy behaviour it is determined that China-Africa relations are based, at least in part, on soft power, as a means to gain increased international influence. This is contended by the likeness between the behaviour advocated by soft power theory and that of Chinese interaction with African states. Furthermore, this partnership can be understood as a potential global shift towards multilateralism and the belief in an emerging international order that organised by regionalised powers that cooperate with each other on international platforms. The theory of constructivism, particularly its emaphasis on the roles of ideas, identities and institutions, is a valuable perspective to consider in approaching this discussion of China as a peacefully emerging global power. / AFRIKAANSE OPSOMMING: ‘Sagtemag’ is nou meer relevante vandag as ooit tevore. Dit is inderdaad ‘n belangrike element in die uitoefening van staat mag en leierskap strategieë in die huidige wêreld. Hierdie werkstuk poog om die gebruik van sagte mag te ontleed as ‘n buitelandse beleid strategie op die deel van Sjina sedert die einde van die Koue Oorlog. Sjinese verhoudings met Arika word geassesseer om te bewys die toenemende tempo waarteen diplomatieke betrekkinge in die afgelope twee dekades bestee het, en die graad aan wat sagte mag dra Sjina se vooruitsigte van ‘n harmonieuse aanleiding tot wêreld mag te bepaal. Sjina se buitelandse beleid is ideologies ondersteun deur nasionalisme en Confucianisme.
