Aeródromos públicos e privados: os bens utilizados e cedidos aos particulares

To do so, we first look at the concept of public areas, as well as its modality of use by individuals. Once this is done, we’ll turn our attention to private and public airports, as well as the kind of activities that the law allows to be performed in these areas, in order to verify the private or public nature of each one. Finally, under these premises, we identify the legal regime of the assets of privet airports, as well as those located at public airports, but ceded to private individual for their exploration / Pretende-se, por meio deste estudo, investigar o regime jurídico dos bens afetos aos aeródromos públicos e privados, bem como todas as inúmeras espécies de atividades que a Lei federal 7.565/1986, os atos normativos da ANAC e os contratos de concessões dos aeroportos, permitem que coexistam nessas áreas. Para tanto, primeiramente nos debruçamos sobre o conceito de bem público, bem como as suas modalidade de utilização pelos particulares. Feito isso, voltamos as nossas atenções aos aeródromos privados e públicos, bem como às espécies de atividades que a legislação de vigência permite que sejam desempenhadas nessas áreas para, com isso, verificar a natureza privada ou pública de cada uma delas. Por fim, com amparo nestas premissas, identificamos o regime jurídico dos bens dos aeródromos privados, bem como daqueles situado nos aeródromos públicos, porém cedidos aos particulares para sua exploração

Reducing the time of cargo clearance would be just one advantage. The study aims to propose a management model agile and flexible in receiving air cargo imported inputs so that it satisfactorily meets the agile supply chain, which has the ability to respond to change, diversity, the unpredictable demands of customers, and which reduces the risk of pipeline breaks for companies in the PIM. This work, which culminates with a case study not only addresses the manufacturers of high-tech and innovative products that are of high value added, but all the actors (INFRAERO, RFB, ANVISA, MAP, broker, importing companies) involved import cargo, since his arrival in TECA to the delivery of cargo to the importer. The research call attention to the importance of infrastructure and services in the fast release of imported cargo through a management model able to include in the PIM requirements of external competitiveness of supply chains, using appropriate strategies such as model uncertainty supply chain (MICS). As a result, obtained presents an alternative model identified as the Special Customs Regime of Industrial Warehouse on Computerized Control (Ricof), considered an instrument of attraction and facilitator of global business development of products considered as part of the chain of uncertainty, so that gain is observed not only the logistical and tax, knowing that in Brazil there are no special schemes and atypical, as the companies of the Industrial Pole of Manaus (PIM). / A infraestrutura aeroportuária e os serviços de desembaraço aduaneiro de cargas importadas podem ser considerados uma vantagem competitiva das empresas no Pólo Industrial de Manaus (PIM). A redução do tempo de liberação de cargas seria apenas uma das vantagens. O estudo tem como objetivo propor um modelo de gerenciamento ágil e flexível na recepção de cargas aéreas de insumos importados de modo que este atenda satisfatoriamente a Cadeia de Suprimentos Ágil, que tem a capacidade de responder as mudanças, diversidades, demandas imprevisíveis dos clientes, e que reduz os riscos de interrupções dos fornecimentos para as empresas do PIM. Este trabalho, que culmina com um estudo de caso, não somente aborda os fabricantes de produtos high-tech e inovadores, que são de alto valor agregado, mas todos os atores (INFRAERO, RFB, ANVISA, MAPA, DESPACHANTE, Empresas Importadoras) envolvidos na importação da carga, desde sua chegada no TECA até a entrega da carga para o importador. A pesquisa dá visibilidade à importância da infraestrutura e rapidez nos serviços de liberação de cargas importadas, através de um modelo de gerenciamento capaz de incluir o PIM nas exigências da competitividade externa entre as cadeias de suprimento, fazendo uso de estratégias adequadas como o modelo de incerteza da cadeia de suprimentos (MICS). Como resultado obtido é apresentado um modelo identificado como alternativa ao Regime Aduaneiro Especial de Entreposto Industrial sobre Controle Informatizado (RICOF), considerado instrumento de atração e facilitador de desenvolvimento das empresas globais de produtos considerados como integrantes da cadeia de incerteza, de modo que seja observado o ganho logístico e não apenas o tributário, sabendo que no Brasil não se inclui os regimes especiais e atípicos, como as empresas do Pólo Industrial de Manaus (PIM).

Based on this premise, this study sought to point out the economic potential and the challenges encountered in the new air terminal in Goiânia, Goiás state, opened in the year 2016. In addition, addressed the relationship between logistics and the means of transport, particularly air transport, the importance of airport infrastructure efficiently to the dynamics of the market, as well as the relationship between the airport of Goiânia and regional development. It was verified that: even with the inauguration of the new terminal, there was no significant increase in the volume of cargo transported; the base of the economy in Goiás depends fundamentally on the road and rail modes, with the exception of pharmaceutical and automotive industries, which use the air service; and the proximity to Brasília hinders investment and development in the sector, as it is not economically viable to two poles nearby. / Analisar meios de transporte é fundamental para a compreensão acerca da formação dos grandes centros urbanos e o desenvolvimento econômico local, regional e nacional. Com base nessa premissa, o presente estudo buscou apontar as potencialidades econômicas e os desafios encontrados no novo terminal aéreo de Goiânia, estado de Goiás, inaugurado no ano de 2016. Diante disso, abordou-se a relação entre a logística e os meios de transporte, em especial o aéreo, a importância de uma infraestrutura aeroportuária eficiente para a dinâmica de mercado, bem como a relação entre o aeroporto de Goiânia e o desenvolvimento regional. Constatou-se que: mesmo com a inauguração do novo terminal, não houve aumento significativo no volume de cargas transportadas; a base da economia em Goiás depende fundamentalmente dos modais rodoviário e ferroviário, com exceção das indústrias farmacêutica e automobilística, que utilizam o serviço aéreo; e a proximidade com Brasília dificulta investimentos e desenvolvimento no setor, visto não ser economicamente viável dois polos próximos

Passenger Information at Stockholm-Arlanda Airport

Technology and the latest modern infrastructure have uplifted airports worldwide, creating them to be mini-town of their own consisting of all necessary resources from airport ground handling firms, airlines, different government entities, retails, and commercial spaces. The performance of an airport depends on several factors in which passengers are the most crucial resource. There exists no comprehensive, detailed information on passengers' travel at Stockholm- Arlanda Airport. The paper describes the agenda of passenger movements. It reflects on the issues and depreciation of passenger knowledge when transiting through Nordic busiest airport, Stockholm Arlanda Airport. The paper commences with an introduction to a brief, relevant literature study on airport infrastructure technology. Methodology briefs on methods conducted for this study, and consequently is the result presented and discussed from the surveys. Research result compromise of primary interviews from actual passenger transiting through Stockholm- Arlanda Airport. According to the research, the most navigational issues could not be concretely derived due to an on-going pandemic that had several impacts to execute this research detailed. Mainly the drastic impact on the aviation industry during this period affected the result of this paper. This paper needs further examination during no uncertainty in the aviation industry to further develop a tangible result. / Teknik och den senaste moderna infrastrukturen har höjt flygplatserna över hela världen och skapat dem för att vara en egen ministad som består av alla nödvändiga resurser från flygplatshanteringsföretag, flygbolag, olika myndigheter, detaljhandeln och kommersiella utrymmen. Prestanda för en flygplats beror på flera faktorer där passagerare är den viktigaste resursen. Det finns ingen omfattande, detaljerad information om passagerares resor till Stockholm- Arlanda flygplats. Uppsatsen beskriver agendan för passagerarrörelser. Den reflekterar över frågor och försämring av kunskap om passagerare vid transitering genom Nordens mest trafikerade flygplats, Stockholm Arlanda Airport. Uppsatsen inleds med en introduktion till en kort, relevant litteraturstudie om flygplatsinfrastrukturteknik. Metoderna sammanfattar metoderna för denna studie, och följaktligen presenteras och diskuteras resultatet från undersökningarna. Forskningsresultat kompromiss av primära intervjuer från faktiska passagerare genom Stockholm-Arlanda flygplats. Enligt forskningen kunde de mest navigationsfrågorna inte härledas konkret på grund av en pågående pandemi som hade flera effekter för att utföra denna detaljerade forskning. Framför allt påverkade resultatet av denna uppsats drastiskt för flygindustrin under denna period. Denna uppsats behöver granskas ytterligare under ingen osäkerhet inom flygindustrin för att ytterligare utveckla ett konkret resultat.

Changing a symmetric regulation environment observed shall be the way can be promoted to an asymmetric environment, safeguarding the rights and obligations of providers of certain activity. Moreover, it will seek to suggest legal instruments to allow the composition of two ways to undertake an economic activity, one who will take under public law (publicatio); and another that relates to private law (ordenatio); comprising well, assymetric regulation. As an illustration, will be verified the provisional measure (MP) 656/14 - which provided a possible model in which they would have two airport infrastructure offerings - to better exemplify how, legally, can make this organization possible dual delivery, via government (or delegatee), in the form of 'concessão'; and the private sector, according to 'autorização'. / O presente estudo destina-se à análise do modelo de assimetria regulatória, a partir de dois problemas pontuais, quais sejam: os mecanismos necessários para se obter um ambiente assimétrico, bem como a maneira pela qual se deve orquestrar tal modelo, de forma a compatibilizar uma convivência sustentável em uma estrutura híbrida de competição. Observar-se-á a maneira pela qual pode ser promovida a alteração de um ambiente de simetria regulatória para um ambiente de assimetria, resguardando os direitos e obrigações dos prestadores de determinada atividade, inseridos naquela seara. Ademais, buscar-se-á sugerir instrumentos legais para se permitir a composição de dois meios de exploração de determinada atividade econômica, um que se dê segundo o direito público (publicatio); e outro, que se relacione com o direito privado (ordenatio); compreendendo assim, a dita assimetria regulatória. A título ilustrativo, adentrar-se-á na verificação da medida provisória (MP) 656/14 - a qual previa um possível modelo em que se teria duas ofertas de infraestrutura aeroportuária - para melhor exemplificar como, juridicamente, pode-se viabilizar esta disposição de prestação dual, via poder público (ou delegatários), segundo a forma de concessão; e iniciativa privada, segundo a forma de autorização.

Infrastructures de transport et dynamiques spatiales. Le rôle des aéroports dans le développement économique et l’aménagement des territoires environnants : le cas de Dakar / Transport infrastructure and spatial dynamics. The role of airports in the economic development and development of the surrounding territories : the case of Dakar

Cette thèse de doctorat se veut comme objectif d’analyser les rapports qui lient l’infrastructure aéroportuaire à son environnement. Elle s’appuie sur l’exemple des aéroports de Dakar et de Diass au Sénégal. Le travail se réfère à deux niveaux. D’abord une étude de la zone aéroportuaire de Dakar-Yoff qui montre comment l’infrastructure a contribué à l’émergence de la métropole internationale. Les communes limitrophes de l’aéroport (Yoff, Ouakam et Ngor), situées dans l’arrondissement des Almadies, ont vu leur territoire évoluer physiquement et économiquement depuis son installation dans la banlieue nord-ouest de Dakar. L’analyse des cartes géographiques, depuis les années 1940 jusqu’à nos jours, témoigne d’une réelle dynamique spatiale dans cette partie de la région de Dakar. En partant des caractéristiques de l’aéroport et des dynamiques économiques et urbaines qui ont accompagné son évolution, l’analyse révèlera que la non maitrise de l’urbanisation à ses abords et le mépris des réglementations conduiront à des problèmes multiples et par conséquent à la décision de l’état du Sénégal de transférer l’équipement sur un nouveau site, à une quarantaine de kilomètres de Dakar. La construction de la nouvelle plateforme et les différents projets qui y sont associés placent les nouvelles communes d’accueil, Diass et Keur Moussa, situées en zones rurales, au centre des enjeux politiques et économiques du pays et affectent leur développement futur. L’émergence de l’aéroport comme acteur du développement économique et territorial, en particulier pour les territoires environnants, montre les liens qui peuvent exister entre l’infrastructure aéroportuaire et son environnement. Ces liens se traduisent par plusieurs aspects visibles qui sont discutés dans cette contribution. / This doctoral thesis aims to analyze the relationships that link the airport infrastructure to its environment. It is based on the example of Dakar and Diass airports in Senegal. The work refers to two levels. First, a study of the Dakar-Yoff airport zone, which shows how the infrastructure contributed to the emergence of the international metropolis. The municipalities bordering the airport (Yoff, Ouakam and Ngor), located in the district of Almadies, have seen their territory evolve physically and economically since its installation in the northwestern suburbs of Dakar. The analysis of geographical maps, from the 1940s to the present day, testifies to a real spatial dynamic in this part of the Dakar region. Based on the characteristics of the airport and the economic and urban dynamics that accompanied its evolution, the analysis will reveal that the lack of mastery of urbanization in its surroundings and the disregard of regulations will lead to multiple problems and consequently to the decision of the state of Senegal to transfer the equipment to a new site, about forty kilometers from Dakar. The construction of the new platform and the various projects associated with it place the new host municipalities, Diass and Keur Moussa, located in rural areas, at the center of the country's political and economic challenges and affect their future development. The emergence of the airport as an actor of economic and territorial development, especially for the surrounding territories, shows the links that can exist between the airport infrastructure and its environment. These links translate into several visible aspects that are discussed in this contribution.
