Americké mírové sbory - možné oblasti k zlepšení ve třetím tisíciletí / The U. S. Peace Corps - Possible Areas of Improvement in the Third Millennium

This diploma thesis deals with the topic of the U. S. Peace Corps and its possible areas of improvement in the third millennium. The aim of the thesis is to research available documents and to determine and analyze possible areas of improvement during the administrations of George W. Bush and Barack Obama. The thesis focuses on African continent with regards to the Peace Corps presence in individual host countries. The main research questions of this thesis are: "What are the possible areas of improvement within the U. S. Peace Corps organization in the third millennium?", and "Is the agency and the political debates concerning the reforms of the agency reflecting experiences and feedback of the volunteers?" The answers to these questions are sought with the help of research in documents as well as with the help of the analysis of author's one hundred collected surveys from current and former volunteers. Moreover, the areas of the Peace Corps training, recruitment, and support of the volunteers are researched in this thesis alongside with the Washington bureaucracy, mission of the agency, safety and security of the volunteers, sexual assault response, and whistleblower reforms. This thesis submits broader understanding of George W. Bush and Barack Obama presidencies in terms of their Middle Eastern policy, in particular the issue of Iranian nuclear policy. The main interest lies in an intention to conclude, which particular circumstances led the American governments to rethink their position towards the Iranian nuclear program, bearing in mind changes which took place in security, economic and foreign policy interests of the United States. The first chapter describes the theoretical framework upon which the entire thesis is based upon. The second chapter provides a short review on the MENA region, describing the most visible factors and issues form the very last years of the second administration of Barack Obama. The third chapter is based upon the research of the Iranian position in the MENA region, its potential, and what possibilities the U.S. government posses in order to contain Iran from spreading its influence. Topics associated with the United States' foreign policy towards the European Union have become increasingly intense in expert discussions since the turn of the millennium. This is due to several factors, primarily including the strength of the two clusters, on two shores of the Atlantic ocean. The work on the topic of transatlantic relations is divided into four chapters, where the first chapter deals with the theory of regionalism, the historical development of relations between the United States and the European Union, and the European Community. The conclusion of the chapter then anchors foreign policy actors from the US perspective. However, the thesis aim is to compare two US presidents and their relations with the EU. The selected presidents are Barack Obama and Donald Trump, when the 2012-2018 period is a crucial time for work. The aim of the thesis is to find answers to several questions, when the main one is whether and what difference is in the approach of Barack Obama and Donald Trump towards the EU. The paper sets out several criteria by its research, which will then be compared from the perspective of two presidents in order to show whether and how the policies of two consecutive presidents differ in EU relations.

The phenomenon of strategic culture and its influence on the state behaviour has penetrated the theories of international relations only recently. The same stands for unmanned aerial vehicles. The aim of this thesis is to examine how does the United States deploy their UAVs to fight Al-Qaeda in its save heavens located in Pakistan, Yemen and Somalia. To be specific my intention is to determine what does in this sense the behavior of Obama's administration mean in the context of the U.S. strategic culture. The main research tools utilized in this thesis are discourse analysis and Colin Gray's model of strategic culture. In the public discourse consisting of speeches and comments made by political and military representatives I have identified all the four strategic culture variables set out in the theoretical part of the work. Moreover, the public discourse around drone deployment contains several intriguing metaphors and symbols. Furthermore, the contribution of this work is that it deals with the issue of UAV deployment within the scope of strategic culture. While the US-presidency comprises the most powerful office of leadership in the world and has also been investigated at various angles in personal, biographical approaches as well as comparative studies, this research paper specifically lays focus and compares the two presidencies of President Bush and President Obama in regard of their leadership qualities and counter-terrorism strategies. Because counterterrorism seems to be a good example of how presidents perform crises-management and because the subject by itself is critical in the perspective of human rights and security concerns, the research paper has chosen to focus on President Bush and President Obama who are known to have chosen different routes and strategies in countering terrorism. However, when comparing the two presidents’ leadership qualities regarding their counter-terrorism strategies, this paper concludes that on this matter the strategies of the two presidents were not quite so different as expected and a possible path of continuity runs through this realm of US-foreign affairs and presidents’ leadership decisions.

This essay will examine the inauguration speech of Barack Obama, Donald Trump, and Joe Biden. The aim is to analyze how political psychology can affect the design of the speeches and how globalization and nationalism can help understand what they really say in their speeches and what underlaying messages might be found. By doing qualitative ideational analyzes of the speeches, it is found that political psychology may affect the design of the speeches regarding the presidents’ personal backgrounds and the aim to create emotions with the citizens. Globalization and nationalism can be found in different ways in each president’s inauguration speech.
