Magistriniame darbe, naudojant mokslinės literatūros, aprašomąjį analitinį, teisės aktų ir dokumentų analizės metodus bei pusiau struktūruotą interviu, analizuojamas ES bendrosios žemės ūkio politikos įgyvendinimas linininkystės sektoriuje pasirenkant ir ištiriant konkretų probleminį Lietuvos atvejį. Siekiant atsakyti į išsikeltus uždavinius, pirmojoje darbo dalyje ES bendroji žemės ūkio politika bei Lietuvos prisijungimas prie jos aiškinami tarpvyriausybiškumo teorijos kontekste, aptariant sąlygiškumo nuostatą ir panagrinėjant ES interesų grupių įtaką sprendimų priėmimui. Antrojoje darbo dalyje analizuojami svarbiausi ES bendrosios linų rinkos teisiniai dokumentai, išskiriami buvę ir esami paramos šiam sektoriui modeliai, nagrinėjama kaip linininkystė reguliuota ir subsidijuota Lietuvoje nepriklausomybės laikotarpiu iki prisijungiant prie ES ir po 2004 m. Trečiasis darbo skyrius skirtas Lietuvos linininkystės sektoriaus vystymosi, administravimo ir finansavimo aptarimui. Išsiaiškinta, jog linų ūkio sektoriaus regreso tendencijos Lietuvoje pastebėtos dar prieš prisijungimą prie ES. Ketvirtajame svarbiausiame šio darbo skyriuje, atlikus pusiau struktūrinį interviu, pasitelkus Lietuvos linų sektoriaus atstovų ir ekspertų nuomones, nusakomos giluminės linininkystės krizės priežastys analizuojant, kodėl šio sektoriaus prisijungimas prie ES bendrosios žemės ūkio politikos sukėlė negatyvius padarinius. [toliau žr. visą tekstą] / The master thesis, using the scientific literature, descriptive analytical and document analysis methods as well as semi-structural interview, analyses the implementation of the common agriculture policy of the EU in the sector of flax culture choosing a particular case in Lithuania. Seeking to fulfill the set tasks, the first part of the theoretical part of the thesis, the common agriculture policy of the EU as well as the joining of Lithuania to it are explained in the intergovernmental theory context, discussing the provisions of conditionality and analyzing the influence of the EU interest groups upon the decision making. The second part of the thesis analyses the most important legal documents of the common linen market of the EU, the former and present models of the support for this sector are distinguished, the analysis is provided on how the flax culture was regulated and subsidized during the period of independence of Lithuania till the accession to the EU and after the year of 2004. The third sector of the thesis is devoted to the discussion of the development, administration and financing of the flax culture sector of Lithuania. Pagrindinis šio darbo tikslas- išsamiai ir kompleksiškai išanalizuoti ES bendrosios žemės ūkio politikos poveikį Lietuvos užsienio prekybai bei jos įgyvendinimo Lietuvos muitinėje teorinius ir praktinius aspektus. Lietuvos narystė ES - atsivėrusi bendroji rinka ir eksporto rėmimas - sudarė prielaidas sparčiam žemės ūkio produktų eksporto augimui, o suaktyvėjusi prekyba ir padidėjusi finansinė parama paspartino šio sektoriaus gamybos plėtrą. Magistro baigiamajame darbe išnagrinėta BŽŪP pagrindinės nuostatos ir instrumentai, žemės ūkio produktų importo ir eksporto reguliavimo tarifinės ir netarifinės priemonės, šių produktų importo ir eksporto pokyčiai Lietuvai įstojus į ES. Lietuvos muitinei tenka svarbus vaidmuo vykdant BŽŪP. Darbe nagrinėjamos muitinės funkcijos, vykdant BŽŪP, jų pasiskirstymas tarp struktūrinių padalinių, bendradarbiavimas su Nacionaline mokėjimo agentūra, vykdant Lietuvos muitinei deleguotas funkcijas, užduočių paskirstymo sistema, kontroliuojant eksportuojamus žemės ūkio produktus, už kuriuos mokamos eksporto subsidijos. [to full text] / The main purpose of the work is to analyse the theoretical and practical dimensions of CAP implementation in the Lithuanian Customs and the impact of CAP on the Lithuanian foreign trade in integrated way. Lithuania’s membership in the European Union (EU), the common market with open borders and support for export have created the opportunities for the rapid growth of the export of agricultural products, more active trade and financial support have accelerated the development of the aforementioned manufacturing sector. The main CAP attitudes and measures, tariff and non-tariff instruments of trade regulation and changes in import and export since Lithuania’s entrance into the EU have been examined. The Lithuanian Customs have been assigned an important role in the implementation of CAP. The distribution of functions between the structural subdivisions in implementing the CAP, the cooperation with the National Paying Agency in pursuance of the functions delegated to the Lithuanian Customs, the distribution of tasks in inspecting exported agricultural products entitled to export refunds have been analysed in this work. Klimato kaitos keliami iššūkiai yra aktualūs ir visuotinai pripažinti. Klimato kaita verčia prisitaikyti netik gyventojus, gamtą, bet verčia atitinkamai pritaikyti ir vykdoma politiką. BŽŪP reformų eigoje iš maisto gamybai skatinti skirtos politikos tapo į vartotojų poreikius bei aplinkosaugą orientuota politika. Kyla klausimas, kokią įtaką klimato kaita daro ES Bendrosios žemės ūkio politikos formavimui ir koks klimato kaitas vaidmuo yra netik dabartinėje BŽŪP, bet ir artimiausioje šios politikos perspektyvoje. Šio magistro baigiamojo darbo tikslas yra įvertinti klimato kaitos vaidmenį ES Bendrojoje žemės ūkio politikoje. Darbe nagrinėjama užsienio ir Lietuvos mokslinė literatūra padėjo suformuoti darbo uždavinius ir įsitikinti darbo temos pasirinkimo pagrįstumu. LR ir ES teisės aktų bei kitų dokumentų analizė leido identifikuoti kovos su klimato kaitos rizikomis instrumentus ir sąlygas jiems atsirasti BŽŪP, o taip pat įvertinti klimato kaitos rizikų teisinį reglamentavimą. Ši literatūros analizė bei Lietuvos ekspertų nuomonės leido patvirtinti iškeltą hipotezę, kad klimato kaita ES Bendrojoje žemės ūkio politikoje vaidina vis didesnį vaidmenį. BŽŪP gali būt tam tikras pagrindas tiek kovojant su klimato kaita, tiek prisitaikant prie jos, tačiau su šiuo ateities iššūkiu susijusių priemonių įgyvendinimas turi būti betarpiškai koordinuojamas su kitomis ES vykdomomis politikos sritimis. / Climate change challenges are relevant and universally accepted. Climate change requires not only accommodation of people and nature, but also it requires the adaptation of policy. During the development of CAP reforms this policy became more oriented towards needs of consumer and environment than addressing promotion of food production. The question is what kind of impact makes climate change to the development of the Common Agricultural Policy of the EU and what role climate change plays not only the current period of the CAP, but in the nearest future of this policy as well. The purpose of this work is to evaluate the role of climate change in the Common Agricultural Policy of the EU. The scientific literature of foreign and Lithuanian authors helped to indicate and set the tasks for this work and to support the validity of the chosen subject. Lithuania and the EU legislation and analysis of other documents allowed to identify the instruments for the fight against risks of climate change and evaluate the conditions for rise of these instruments in the CAP, as well as assessing the risks of climate change in the legal framework. Bendroji žemės ūkio politika suvaidino ypač svarbų vaidmenį plėtojant ir gilinant integracijos procesus Europoje. Lietuvai įsiliejus į bendrąją ES rinką atsivėrė galimybė veikti didesnėje ir aktyvesnėje rinkoje, naudotis ES paramos instrumentais. Tačiau kartu su padidėjusiomis galimybėmis Lietuvos žemės ūkio sektoriui teko priimti ir ES bendrosios rinkos iššūkius: didesnę konkurenciją vidaus rinkoje, aukštus kokybės standartus, prekybos ir gamybos apribojimus. Kol kas nepakankamai suderinti žemės ūkio produktų muitinio įforminimo aspektai tarp muitinės bei Nacionalinės mokėjimo agentūros. Europos Sąjungos šalių muitinėse dar nėra vienodai traktuojamos kai kurios reglamentų, kitų normatyvinių aktų nuostatos, dėl ko kyla nemažai nesusipratimų, teikiant paslaugas užsienio įmonėms. Esant sudėtingų Europos Sąjungos muitinės veiklą reglamentuojančių teisės aktų, reglamentų, kodeksų gausybei, tarptautinės prekybos operatoriams sunku susigaudyti procedūrose ir tvarkose, forminant krovinius muitinėse. [to full text] / Problems of the topic: the Common Agricultural Policy has performed an extremely important role in development and extending integration processes in Europe. Upon joining the EU common market Lithuania opened up an opportunity to operate on a larger and more active market, to use the EU support instruments. However along with the increased opportunities Lithuanian agricultural sector had to accept the challenges of the EU common market: greater competition on the internal market, high quality standarts, trade and production restrictions. So far the aspects of customs processing of agricultural products are insufficiently agreed upon by the customs and the National Paying Agency. The customs of the EU member states have yet no single interpretation of some regulations, other provisions of legislative documents, which results in much misunderstanding when providing services to foreign companies. Due to a great number of complex European Union legislative documents, regulations, lawbooks governing customs activities, international trade operators face difficulties when trying to get a handle on procedures and practices when they arrange customs clearing for cargo. Topicality of the issue: since Lithuania has become an EU member state changes in agricultural products and food trade regime and legal regulation of import and export customs procedures and performance of their control have been introduced.

Research object: export sponsorship of agricultural and food products. Research subject: export subsidies and their influence on Lithuanian agricultural foreign trade. Research aim: prediction of alternative developmental trends on agricultural economy in case of export subsidies revocation of agricultural and food products since 2013. Objectives: • to analyse theoretical rules of export sponsorship policy; • to analyse Lithuanian export sponsorship policy of agricultural and food products; • to test influence of export subsidies on Lithuanian foreign trade expansion of agricultural and food products; • to predict of alternative developmental trends on agricultural economy in case of export subsidies revocation of agricultural and food products since 2013. Research methods: • in case of prospect and analyse of theoretical grounds on international trade policy also evolution of Lithuanian foreign trade policy used common scientific methods - analysis and synthesis of scientific literature and juridical/law documents; • in case of valuation of export subsidies influence on Lithuanian agricultural and food products foreign trade expansion used economical - statistical methods for data compilation and analysis; • in case of compute and systematize of statistical information used means of bunching, comparison and diagrammatical representation.
