No. of bitstreams: 1 JosedlaCarvalho.pdf: 1669581 bytes, checksum: c58bd81c031e497afc020d8301a20f5f (MD5) Previous issue date: 2016-08-31 / This is an anlisys about the cause and effects of the judicialization attempted towards the social and racial affirmative action police used in the graduation courses at UFMA, from a relational reflection upon the field in dispute, enfolding the candidates, the commission of enrollment validation, the superior administration of the institution, the and the Federal Justice of the State. Some analytical categories, black person, affirmative actions, institutional racism, hetero-identification and judicialization, are disposed in order to understand these processes enlightened by the peculiarities of the ethnic and racial relations in Brasil. I also resort to a careful documental analysis about the public notices that regulate the entrance in the higher education and the legal demands protocoled by the Union Public Defence, in Maranhão, against UFMA, due to the administrative acts of the Commission of Enrolment Validation, making a counterpoint between the formal prediction of rights and its efficacy for the historical excluded segments of the population, with the intention of identifying how much this judicialization compromises the democratization process of accessing the higher education. For that, I establish a dialogue between institutional racism and social-racial inequalities, pointing out the affirmative actions as a feasible way to minimize the distances between black person and Brazilian educational system. / Esta é uma análise sobre as causas e efeitos da judicialização intentada à política de cotas sociorraciais, adotadas para o ingresso nos cursos de graduação da UFMA, a partir de uma reflexão relacional do campo em disputa, envolvendo, os candidatos, a Comissão de Validação de Matrícula, a administração superior da instituição e a Justiça Federal do Estado. Algumas categorias analíticas como, negro, ação afirmativa, racismo institucional, heteroidentificação e judicialização, são acionadas com a finalidade de compreender esses processos à luz das peculiaridades das relações étnico raciais no Brasil. Recorro, também, a uma análise documental criteriosa sobre os editais que normatizam o ingresso ao ensino superior e as demandas judiciais protocoladas pela Defensoria Pública da União, no Maranhão, contra a UFMA, em razão dos atos administrativos da Comissão de Validação de Matrícula, fazendo um contraponto entre a previsão formal de direitos e a sua eficácia para os segmentos historicamente excluídos da população, na intenção de identificar, em que medida essa judicialização compromete o processo de democratização do acesso ao ensino superior. Para tanto, estabeleço um diálogo entre racismo institucional e desigualdades sociorraciais, apontando as ações afirmativas como um caminho viável para minimizar as distâncias entre negros e não negros no sistema educacional brasileiro.

O objetivo desta tese é compreender as tensões e metamorfoses existentes na análise social realizada por por alguns do principais autores brasileiros da virada do século XIX para o XX, rocurando demonstrar que, indo além das ideologias racistas presentes em suas obras, eles tentavam compreender e explicar a sociedade e a cultura rasileiras, abrindo, assim, novos caminhos e horizontes para outros estudos. Neste sentido, serão analisadas as obras de Sílvio Romero, Nina Rodrigues, Euclides da Cunha e Oliveira Vianna, tomando a perspectiva analítica de comparar como estes autores, clássicos e fundamentais para a compreensão do Brasil, conseguiram superar o racismo que aparecia inerente em suas obras, mostrando uma abordagem crítica em relação à sociedade brasileira e abordando aspectos culturais e sociais do Brasil, até então inéditos / The objective of this thesis is to understand the existing tensions and metamorphoses in the social analysis carried through by for some of the main Brazilian authors of the turn of century XIX for the XX, looking for to demonstrate that, going beyond the racist ideologies gifts in its workmanships, them they tried to understand and to explain the Brazilian society and the culture, opening, thus, to new ways and perspectives for other studies. In this direction the workmanships of Sílvio will be analyzed Romero, Nina Rodrigues, Euclides of Cunha and Oliveira Vianna, taking the analytical perspective to compare as these authors, basic classics and for the understanding of Brazil, had obtained to surpass the racism that appeared inherent in its workmanships, showing a critical boarding 6 in relation to the Brazilian society and approaching cultural and social aspects of Brazil, until then unknown.

In this context of dissemination of information to produce of the knowledge must be articulated to the multicultural context through of the promotion of diversity and ethnic and racial equality. Regarding to ethnic and racial information, focusing the black population, it reveals as any process, knowledge or registered thing, registered or accommodated in a physical or digital support, passive of the significance linguistic (psychological) of the subjects which uses it. This kind of information has the potential to produce knowledge about the historical and cultural elements of a particular ethnic and racial group. This study investigates the production of ethnic and racial information in the context of postgraduate in Psychology among years 2010 and 2015. The specifics objectives this search are outlined: a) Identify the programs of postgraduate in psychology in Brazil; b) Identify the digital environments used to store and disseminate theses and dissertations of Brazilian programs of postgraduate in Psychology; c) Mapping ethnic and racial themes about black population in dissertations and theses of Brazilian programs of postgraduate in Psychology in the period 2010-2015. Research is understood from the phenomenological method that demonstrate to investigate the essence of the phenomena. Is positioned in the quantitative and qualitative mixed approach and to process the data was used the Alceste software. This study is relevant, therefore, it contributes to the continuation of investigations into the black population in Brazil that has intensified in the last five years. Its importance to field of the Information Science to figure from the social responsibility of IC as a knowledge system. The results show that the scientific production of theses and dissertations in the programs of postgraduate in Psychology in Brazil, producing ethnic and racial information whose essence is of black people subjects in the educational context, in the context of racial quota policies, and culture elements , identity and African and afrodescent memory. / A produção científica no contexto da Sociedade da Informação e do Conhecimento pode se apresentar como um subsídio prático que reforça a ideologia do paradigma sócio técnico. A Informação disponível para ser acessada, usada, apropriada e assimilada pelos sujeitos, possibilita o crescimento cognitivo e individual, bem como o crescimento econômico e social. Neste contexto de disseminação da informação a produção de conhecimento deve estar articulada ao contexto multicultural na perspectiva da promoção da diversidade e da igualdade étnico-racial. No que se refere à Informação Étnico-Racial com o foco na população negra, ela se revela como qualquer processo, conhecimento ou coisa inscrita, registrado ou acomodado em um suporte físico ou digital, passivo de significação linguística (psicológica) por parte do sujeito que a utiliza. Esse tipo de informação tem o potencial de produzir conhecimento sobre os elementos históricos e culturais de um determinado grupo étnico-racial. O presente estudo investiga a produção da IER no contexto da pós-graduação em Psicologia no recorte 2010 a 2015. Traçaram-se os seguintes objetivos específicos: a) Identificar os programas de pós-graduação em Psicologia no Brasil; b) Identificar os ambientes digitais utilizados para armazenar e disseminar as dissertações e teses dos programas brasileiros de Pós-Graduação em Psicologia; c) Mapear as temáticas étnico-raciais sobre pessoas negras nas dissertações e teses dos programas brasileiros de Pós-Graduação em Psicologia no período entre 2010 a 2015. A pesquisa é compreendida a partir do método fenomenológico, que consiste em demonstrar e investigar a essência dos fenômenos. Posiciona-se na abordagem mista, quantitativa-qualitativa, e para tratamento de dados foi utilizado o software Alceste. Este estudo torna-se relevante, pois contribui com a continuidade das investigações sobre a população negra no Brasil que tem se intensificado nos últimos cinco anos. Sua importância para Ciência da Informação se figura a partir da responsabilidade social da CI como sistema de conhecimento. Os resultados apontam que do total de 48 programas que atenderam os critérios desta pesquisa, a produção de IER foi encontrada em 17 PPGP. A busca nos 17 PPGP resultou no total de 52 trabalhos que tratam acerca da IER, consistindo assim em 32 dissertações e 14 teses. A produção científica de dissertações e teses nos Programas de Pós-Graduação em Psicologia do Brasil produzem IER cuja essência trata dos sujeitos negros no contexto educacional, no contexto da políticas de cotas raciais e ainda de elementos da cultura, identidade e memória do negro.
