The role of local economic development in building capacity and growth for small, medium and micro enterprises in Sedibeng District Municipality / Mavi Sintu

South Africa as a developing country experienced high levels of poverty and unemployment. These levels emanate from skills gap and low literacy rate in the townships populated by low income households. To an extent some households lacked access to participate in the economic sector, resulting from fragmented policies and apartheid regime. The lack of participation among the households placed pressure on government. These problems forced the state to provide social protection (grants). Such allowances are expensive especially where there are fewer opportunities for employment activities. The promotion of entrepreneurship and small business remains an important priority of the government of South Africa. The South African government is acknowledged for its commitments to ensure that small businesses progressively contribute to growth and performance of the South African economy. Globally, numerous policy legislative frameworks have been developed to support the SMMEs. This study aimed to discover the support given to the SMMEs by the South African government. In particular, the study is situated within the SMMEs in the SDM. The hypothesis for this study is premised on the fact that SMME`s can contribute immensely to job creation. The outcomes of this argument relies on the provisions based on a conducive environment which can enable the SMME`s to thrive. This statement was validated by means of literature review, interviews and site visits. This study found that the SMMEs are indeed the cornerstone of job creation and for sustainable livelihoods. LED programmes can create more jobs through the SMME sector. Literature worldwide confirms that the SMMEs are vital in creating employment opportunities. This research also confirmed that this is possible only if the environment in which SMMEs operate in is favourable for the SMMEs to prosper. In this regard many policy documents were developed to emphasize the stance of government to develop, grow and capacitate SMMEs in South Africa. It is indeed true that the LED can be used to grow and capacitate SMMEs in South Africa. Despite the progress being made on the development of the SMMEs, few issues need to be taken care off. The municipality indicated that there are no monitoring procedures in place which make it difficult to measure the infectiveness of their interventions and they further pointed out that they are working on the matter. The measurement of these milestones is not properly recorded to inform future generations. It is suggested that more research should be emphasised on the SMME sector, especially being the mandate of the municipality. / Thesis (M. Leadership Practices that Affect Student Achievement: Actions of the School Principal When Building Capacity in a High Performing Urban Elementary School

Thesis advisor: Diana C. Pullin / It is widely accepted that school leadership has both a direct and indirect impact on student achievement. Hitt and Tucker’s (2016) unified leadership framework summarized a decade of work by numerous researchers identifying the five most effective leadership domains that influence student learning. Using that work as a conceptual framework, this qualitative case study analyzed one of the five interdependent leadership domains in an urban elementary school that succeeded in educating traditionally marginalized students and outperformed other schools with similar demographics in the district. This study identified and explored the second leadership domain which is described as building professional capacity, focusing specifically on the principal’s actions. Building professional capacity is defined in this study as developing the knowledge, skills, and dispositions of teachers and is important for expanding leadership responsibility for student learning and increasing student achievement. The study resulted in identifying all seven dimensions of the domain present in practice at the school and explored the actions taken to embed them into the culture. Data were gathered through the review of district and school level documents and open-ended interviews with district leaders and members of school administration, faculty, and staff. Findings indicated that the school principal performed several specific and tangible actions to build professional capacity in the school including implementing professional practice, messaging consistently high expectations with faculty and staff, modeling expected professional behaviors and habits, and coaching faculty and staff. Many staff believed the success of the school was a result of the culture of collaboration, dedication, and high expectations forged by the principal. Recommendations for building upon this work included selecting and hiring teachers who offer evidence of effective instruction despite different philosophical viewpoints, addressing levels of trust with those who express conflicting levels of collaboration and commitment, and expanding the effective leadership practices with other school leaders throughout the district. / Thesis (EdD) — Boston College, 2018. / Submitted to: Boston College. Building Capacity and Sustainability through Teachers Leading Teachers

This capstone project was part of a group project completed by two principals in elementary schools and a principal coach in Hillsborough County, Florida. Each of the team members has a passion for the work of administrator and lead learner in a turnaround school. Through creating a culture of teacher leadership, especially in high poverty schools, we believe students will succeed. We were looking for what a high performing school culture would look like if teachers were leading the work through ongoing inquiry and personalized support. My individual focus was, in what kinds of work experiences did teachers feel they learned the most? What were those situations? Who else was involved, and what did they do? What did teachers do to foster their own development? What made these situations high point learning experiences? My review of selected literature was guided by an Appreciative Inquiry perspective. Themes in the literature reviewed included: teacher collaboration, teacher leadership, and job-embedded professional development. Key insights to my area of focus included strong confirmation of the need for differentiated professional development for teachers to foster and improve teacher leadership. The research reviewed examined different professional development models and their relationship to teacher needs. School leaders should pay attention to how teachers are supported, how time is allotted, the degree to which a leader is committed, the need for collaboration among teachers, and the need for job-embedded learning and teacher support.

Innovativeness: One School's Experience of Sustaining Educational Change

Abstract This single, embedded case study focused on educators’ experiences of educational change as they adopted, implemented, and sustained a one-to-one computing innovation over 20 years. The purpose of the study was to explore the innovativeness, the capacity of a school community to take on change for continuous educational improvement over time. Through interviews and focus groups with administrators, teachers, students, and graduates, observations of current classroom practices, and archival data, the study provides an understanding of how individuals experienced change and how a school sustained change over an exceptionally long period of time. Data analysis revealed multiple rationales for the implementation of one-to-one computing, including the development of a constructivist environment, the empowerment of women, preparation of students for college and the 21st century work force, and the need to keep the school’s educational program on the “cutting-edge.” The study of this individual school community suggests the importance of a strong educational philosophy, flexibility of implementation, an environment that encourages risk-taking, and collegiality. The study also demonstrates that change occurred on a continuum and continued to progress as hardware, software, and the Internet evolved, and as faculty became more knowledgeable of the application of the program to teaching and learning.

The purpose of this research was to do applied study to investigate TVET teacher education in Sudan in a bid to rebuild and raise the capacity of the teachers and trainers who are working in the technical schools and vocational training centers in Khartoum state, and to generalize the overall results throughout the Sudan. Specifically, many research questions were addressed to target the main purpose of the study: To what extent the practical components of curriculum are applied in and outside TVET institutions? To what extent the in-service training’s programs meet the professional development of teachers and trainers? Is the private sector contributes to the training programs? Which approaches could be implemented to improve the teacher training? To what extent the integration of ICTs in learning and teaching process improves competence of TVET teachers? Is there re-training program for old teachers? Is there need to train teacher in private sector workshop? Moreover: the following concepts are relevant to raising the capacity building of teachers are studied: teacher professional development, capacity building, integration of suitable level of information and communication technology (ICT) to teacher education and the connectivity of training process to world of work. In order to collect convenient information, the study used the questionnaire and interview as instruments to achieve the objectives of the research. The main population of the study is teachers, trainers, administrators and employers. With respect to data analysis, the study used the SPSS program and the Chi-square to test some hypotheses. The results of the study showed that essential innovations and reforms on the initial and in-service training programs should be done especially, respect to practical components of the initial and in-service training to reach the professional development for teachers. Since most of interviewees confirmed old curricula of the initial education of teacher and there was no retraining program for the teacher on the job: the linkage of the training to world of work is needed to keep the teacher up-to date. Integration of ICT into learning/teaching process is very important factor because it’s one of the modernization requirements; hence if we do not do this now it should be urgent necessity at the near future. Major result of the study the proposed training approach for TVET teachers in Sudan, whereas implementation of this approach depends on three levels: macro- level the political commitment by undertaking clear national policy and conceptual framework for technical and vocational education and improving the image of teachers, their work conditions and media involvement. Meso-level:(public and private sector): since a moral contribution towards training of TVET teachers should be realized, by providing real opportunity to make a success to this new training approach by means of offering technical support, technical consultation, advanced knowledge, specialized seminars and contributing of all training policies especially the financial cost. Micro-level (TVET institutions): there is vital role of administrators to play to attract best candidates not only students of low grades to TVET domain. For example, integrate simple level technology into curricula. Improve initial and in-service training programs based on training needs assessment. Create good internship, and improving the work environment and incentives for teachers.

District Support: Strategies for Building Capacity in Elementary Principals in a Rapid Growth District

The purpose of this descriptive case study was to examine the role of the central office staff and the strategies used to support capacity building in elementary principals in a rapid growth district. By synthesizing research and models from education reform scholars, the conceptual framework of professional capital, intrinsic motivation, the educational change process, and professional learning communities was generated to advance the understanding of utilizing PLCs as a foundation for central office to initiate and sustain continuous improvement in a rapid growth district. The Professional Learning Community Assessment - District Support developed by Olivier, Huffman, and Cowan was administered to 126 participants within the curriculum and instruction department and three elementary schools to collect data to analyze the five dimensions of PLCs within the school district. Eleven interviews were conducted with members of the curriculum and instruction department and elementary principals. According to the eleven interviewees, and PLCA-DS, six themes emerged to support the role of capacity building in elementary principals using the PLC model as a framework. The PLC infrastructure, supportive central office, collaborative culture, continuous improvement, differentiated opportunities to learn, and data use were the six themes generated by the participants to support continuous improvement in elementary principals. Each of the five PLC dimensions were visible throughout the themes as the findings illustrated six key practices currently in motion within the rapid growth school district used to build capacity in elementary principals.
