Previous issue date: 2015-06-15 / O conhecimento da dinâmica dos preços das commodities nos mercados internacionais tem ganhado importância nos últimos anos, haja vista seus potenciais impactos sobre a inflação no Brasil e, por conseguinte, suas implicações para a devida condução da política monetária. Segundo a literatura, países cujas economias dependem das exportações de commodities, como é o caso do Brasil, possuem um menor repasse de uma alta no preço das commodities sobre a inflação. Este menor repasse aos preços ocorre, uma vez que, o aumento do preço das commodities gera uma pressão de apreciação do câmbio local, que por consequência, alivia os efeitos sobre a inflação. Nesse contexto, o presente trabalho tem como propósito demonstrar os impactos dos choques nos preços internacionais das commodities na composição da inflação no Brasil, sua relação com o câmbio, bem como, as implicações desta relação para a condução da política monetária do Banco Central. Por meio da estimação de modelos de Vetores Auto Regressivos (VARs), comumente utilizado pelo Banco Central, foi estimado um modelo econométrico para verificar como as variações no Índice CRB (Commodity Research Bureau), principal índice de commodities mundial, e IC-Br (Índice de Commodities Brasil) - índice de commodities utilizado pelo Banco Central do Brasil, são repassados aos preços ao consumidor. Os resultados verificados a seguir mostram que, pela hipótese de choques de oferta, as flutuações dos preços das commodities possuem grande influência sobre a trajetória da inflação ao consumidor no país, embora em determinados períodos este impacto tenha sido amenizado possivelmente pela apreciação cambial. E, com base na literatura teórica e empírica, através dos resultados apresentados, buscar-se-á sugerir uma resposta de política monetária a estas variações de preços, comparativamente às respostas sugeridas pelos principais autores estudados.

The development of a family agency : a historical review of the Calgary Family BureauHoole, Arthur Herbert January 1954 (has links)
The purpose of this review is to demonstrate the growth of a family agency, The Calgary Family Bureau. This growth is related in a general manner to that of the Family Welfare Movement which had its roots within the Charity Organization Societies. In portraying this development, only the salient points are discussed, relating them as closely as possible to the functions of a family service agency. These functions which are two in number, are the accepted purposes of a modern family agency. They are, first, to provide a skilled case work service on problems of family living and individual social adjustment; and second, to provide and stimulate those resources that contribute to healthy social living in the community.
It is desired that the specific study of the development of the Calgary Family Bureau will: first, portray a parallel to the growth of other family service agencies as outlined in the first chapter; and second, to demonstrate those processes by which the past has influenced the agency at present; and third, to provide a basis upon which an assessment can be made of the present and the future of the agency. In respect of the latter, an attempt is made to evaluate and assess the agency, not only in terms of the past, but particularly in terms of the present. The assessment being geared to the functions of an accepted family service agency.
The reconstruction of the growth and development of family agencies in general terms was formulated through research of available authoritative sources relating to the general movement and the accepted standard of purposes for a modern family agency.
The specific analysis of the antecedents of the Canary Family Bureau and the events leading to it becoming an independent family agency was undertaken after a study of historical data in the form of documents such as Minutes, Annual Reports, letters and an independent Survey. These were supplemented by personal sources of authentic observers. The same method was applied in a study of the present status of the agency but in this case also supplemented the personal observations of the writer.
The findings attempt to show that the needs of the Calgary community not only dictated the development of a social agency but lent themselves to its character and the service it provided. These needs were recognized and the forces of social action to meet them were implemented because of the concern and character of responsible personalities in the community. Personal attributes played a considerable role in the formation of and development of the Calgary Family Bureau.
The Calgary Family Bureau was also a product of pressures within the community and its standard of service was influenced by changing concepts. These concepts being the acceptance of the purposes of a recognized family agency. It has not been concluded, however, that the Bureau has reached the standards set for such agencies. It has acquired a foundation as a family agency. It must now acquire the techniques and policies inherent of the case work and community functions of a modern family agency. / Arts, Faculty of / Social Work, School of / Graduate

An analysis of a staff shortage within the bureau of Housing and Physical development in the city of AtlantaOnyong, Ededet O. 01 May 1979 (has links)
This thesis primarily intends to design a staff model which will facilitate service delivery within the Bureau of Housing and Physical Development in the City of Atlanta.
An attempt has been made to show how the staff shortage has badly slowed down the pace of service delivery, and the effect of the inadequate service on the community.
The cause of the staff shortage has been identified to stem from the provision in the City amended ordinance of November 3, 1975. The ordinance was enacted through the
recommendation of the Finance Committee of the City of Atlanta to amend Article II, Classification Plan, Section 21-42 of the Code of Ordinances. The provision in the ordinance for sixteen staff positions failed to consider in depth the future needs of the City. Since the Bureau is understaffed, a device to augment the shortage had been employed by using borrowed personnel from the public and private sectors. The largest number of borrowed personnel comes from the Atlanta Housing Authority whose services to the Bureau have become a liability rather than an asset. This makes the burden of the staff shortage heavier on the Bureau than ever. The thesis recommends alternative lines of action to solve the problem.

Propaganda and public information campaigns : a case study of the 1991 Australian census communication campaignJiggins, Stephen, n/a January 1994 (has links)
Jowett and O'Donnell observe that 'there is a clear revival of interest in
the important role of propaganda in many aspects of modern life, not
necessarily related to international intrigue or military campaigns' (1992, p.
xi). This thesis has examined the 1991 Census communication
campaign (ABS 1991a) for evidence of propaganda intentions and
strategies.
Propaganda is clearly a pejorative term and its application to a particular
campaign could imply a covert attempt at manipulation by the authority
behind the campaign�the Australian Bureau of Statistics (ABS). As the
author was responsible for the development, implementation and
evaluation of the 1991 Census communication campaign and had
privileged access to a range of sources, a reader might expect detailed
references to internal files which reveal conscious decision-making to
mount a propaganda campaign. This is not the case. An analysis of
the 150 working files associated with the campaign revealed no support
for such a hypothesis; there was no evidence of decision-making with the
intent of implementing propaganda strategies. Similarly, during interviews
with senior ABS managers, these managers categorically rejected the
notion that the Bureau conducted a propaganda campaign and pointed
to the fact that all procedures were cleared through both the Federal
Parliament and the Privacy Commissioner.
The hypothesis explored by this thesis is that despite this lack of
conscious direction, propaganda processes are evident in the way the
ABS conducted the communication campaign for the 1991 Census. The
perspective of the thesis is closely aligned to that of Altheide and Johnson
who locate propaganda as the bridge between 'organisational image
and reality' (1980, p. 4). Altheide and Johnson regard propaganda as an
insidious phenomena based on impression-management through the
'rigorous pursuit of scientifically valid procedures and standards' (1980, p.
229). The end result of this impression-management is that certain 'facts'
are presented to the exclusion of all others. This thesis argues that
impression-management strategies are evident in the way the ABS
conducted the communication campaign for the 1991 Census. The
processes of impression-management are subtle and do not reside in
such sources as internal files. The process operates through the
internalised ethos and corporate values inculcated in the minds of senior
staff within the Bureau and is best conceptualised as a mindset, reflected
in outcomes. I have used the term mindset to cover the process of
converting abstract values into specific guides for action�fora discussion
of this process see Hall (1977, pp. 69 - 83).
This mindset is well-illustrated by the issue of compulsion�the obligation
to complete a census form. At one level the ABS procedures are
impeccable: cleared through the federal parliament and the Privacy
Commissioner�and it is this form of discourse that is documented in
internal files. The procedures do not, however, enable respondents to
make an informed decision about whether the census is compulsory and
about the ramifications for non-compliance. The mindset operating here is
based on the value of the census to the ABS�the census is good for the
ABS�it generates revenue and legitimises the role of the organisation.
The thesis presents data which establishes that there is a significant gap
between the organisational image of the census (in the corporate mind of
the ABS) and that perceived by householders. The mindset of the ABS
is clearly evident in the procedures adopted on this issue.
The main finding of this thesis is that many of the processes underlying
the development of the 1991 Census communication campaign were
subtle environmental influences. These reflected the internal dynamics of
the ABS, and its ability as an institution to control the communication
environment through addressing the needs of other major organisations,
such as the media, and the release of selective information to specific
target audiences. In this context, institutional dynamics, more than
decisions by individual managers, influenced the conduct of the campaign.
The process of propaganda, therefore, is implicit in the 1991 Census
rather than explicit�a distinction, in terms of process, drawn by Pearlin
and Rosenberg (1954) in their examination of propaganda techniques in
institutional advertising.
It should also be acknowledged that whilst the author did have privileged
access to information, there is no information contained in this thesis that
would not be publicly available. The majority of primary sources are
reports published by the ABS or papers delivered by Bureau staff at a
range of fora. Permission was sought from the ABS for assistance in
obtaining access to information and this was readily granted.

With the rise of environmental protection consciousness, the hope to defend individual rights and protect living surrounding is more highly emphasized. Because of the lack of pertinent access, people go out protesting their rights which has caused disorder and chaos in our society. It has had negative impacts on no matter environmental protection, economic development, governmental authority, and image of ¡§serving.¡¨
It is the most important principle of the environmental protection bureau to base on citizens¡¦ opinions towards environment while handing down a policy. The performance evaluation at present stage, therefore, is actually a chief reference for ongoing policy making and efficiency improving.
The presently used method of efficiency evaluation has long been questioned and challenged; for example, the prudence and objectiveness of evaluation, fairness and justice of the contrived evaluating mode, economy of the evaluating process, lack of constructive advises to inefficient evaluated departments, and so on. In that case, the study manages to adopt a more objective method, Data Environment Analysis, and to evaluate and discuss the performance and main causes of efficiency differences aiming at the environmental protection bureaus in every county.
With the purpose of making the outcome more objective, the study makes use of in-depth interview, Pearson Correlation, and input-output combination analysis to determine the evaluating criteria. Other than setting up the standard, the researcher furthermore conducts an empirical study by integrating DEA and regression analysis. Through the utilization of regression analysis can let on whether exogenous variables have obvious effects on the efficiency score.
Lastly, this research managed to calculate the overall efficiency score gained from the DEA application from 1999 to 2001. The aim is also to find out the satisfaction with how the Environmental Protection Administration Executive Yuan has dealed with grievance statements for the past three years. The purpose is to discover the relationship between the overall efficiency score and the satisfaction degree. Via the study, findings of more relevant issues are expected and also the researcher hopes to provide the decision-making authority reference to make improvements for future measures.
