A Study of the Relationship on the Bureau of Investigation Officials¡¦ Quality of Work Life, Work Pressure, and Job Satisfaction

The subject of this research is the investigation officials from eight different regions. With convenience sampling, data are collected through questionnaire survey. Individual variable is set as independent variable, and the quality of work life, work pressure and job satisfaction are set as dependent variables. Differences and correlation are explored within each variable. Next, the quality of work life is set as mediator variable to investigate the mediator effect and the paths of relations on the dependent variables of work pressure and job satisfaction. The total number of 231 copies of effective questionnaires is collected. The return rate is 68.69%. Data are analyzed with descriptive statistics analysis, reliability analysis, factor analysis, t-test, One-way ANOVA, Pearson¡¦s product-moment correlation and canonical correlation analysis. The research reaches several significant conclusions: 1. The officials hold positive opinions toward their working quality. Result also shows that factors of marital status, age, years of working, and job position may cause obvious differences. 2. The officials¡¦ general work pressure reveals the fact of acceptable pressure. The region of service, job position and job duty are the factors that cause different levels of work pressure. 3. The officials¡¦ job satisfaction shows that officials are generally pleased with their works. Differences can be found in marital status, age, years of working and education level. 4. The officials¡¦ quality of work life and work pressure are partially related. 5. The officials¡¦ quality of work life and job satisfaction are partially related. 6. The officials¡¦ work pressure and job satisfaction have partial correlation. 7. The officials¡¦ quality of work life has partial effect on work pressure and job satisfaction. With practical investigation and relevant literature review, this research also advances suggestions for the Bureau of Investigation and its supervising department, officials, and other researchers as the reference for future implementation of management.

Study of internal control, internal review, internal auditing for government bureau, accountants.

In response to the rapid economic transitions in Taiwan and abroad, government bureaus shall establish, promote, and execute internal control, besides the reform and review of laws, regulations, and systems. Although the internal control and internal audit procedures, as well as the allocation budgets, in government bureaus have followed related standards, auditing departments are still reporting major financial scandals and financial flaws, and informing suggestions and improvements. Therefore, this study aimed to discuss the roles of accountants from the perspectives of internal control, internal review, and internal auditing. The research methods included questionnaire survey and literature review. Self-developed scale on ¡§The role of governmental accountants from the perspectives of internal control, internal review, and internal auditing¡¨. The samples included accountants and non-accountants of government bureaus in Taiwan and Kinmen areas. And the types of bureaus included ministries of the central government, Taipei City Government, Kaohsiung City Government, and bureaus of local counties and cities. The results are as below: 1. Both accountants and non-accountants are highly identified with the systems of internal control, internal review, and internal auditing, difficulty in executions, and outcomes of fault-proof. Except for significant difference in some parts of internal auditing, all others have no significant difference. 2. Accountants with different backgrounds and seniority in internal control and internal review have significant differences in identification; there is high identification with difficulty in executions and outcomes of fault-proof in internal auditing, except for parts of significant difference. The suggestions are as follow: 1) present the questionnaire in a more practical way to allow the subjects answering questions based on their experience; 2) probe into the integrated topic of the role of internal auditing and external auditing to enhance the administrative performance; 3) carry out comparison analysis for accountants of different bureaus; 4) interpret the background variables of the subjects, including work environment, bureau rank, and suitable systems to make the results more practical. The Comparison of the Conflicts of Role-playing, Job pressure and the Trend of Quitting job- the Object of Survey: Officials of the Department of Finance, Taiwan Middle Area, the Bureau of National Tax

Abstract Finance is the mother of a country. Public finance has a great influence on the whole country. Governmental finances are mainly from taxes. The Department of Finance, Taiwan Middle Area, the Bureau of National Tax was founded in September, 1992. Its controls area covers 6 counties and cities- Miao-li, Taichung county, Nan-tou, Chang-hua, Yun-lin, and Taichung city. Besides headquarters, there are 6 counties/cities branches and 13 tax bureaus. A total of 1,159 officials work here as tax collector. Because of too much work, officials are under great pressure. Their pressure includes: conflicts between taxing/ serving (role-playing) and conflicts of an official¡¦s job expectation/ family expectation/ personal career plan. Because of the above reasons, the rate of quitting job becomes higher each year. Therefore, this research was made on officials of the Department of Finance, Taiwan Middle Area, the Bureau of National Tax. Besides researching, we also compare the influence and the relationship with conflicts of role-playing/ job pressure/ quitting job. And from those data, we want to know that whether the conflict of role-playing is influenced by job pressure and quitting job or not. Concern with this survey, we sent 200 questionnaires and received 162 ones back. After analyzing by the statistical correlation, variance, regression, and level regression, we got the following results: 1. Conflicts of role-playing, job pressure and the trend of quitting job seem to correlate. Job pressure and the trend of quitting job have a close correlation. 2. About the conflict of role-playing (5 aspects): concern with the conflicts of job expectation/ family expectation and the conflict of personal expectation, women are higher than men. 3. About job pressure (3 aspects): Age and tiredness have no remarkable difference. About low self-esteem, tiredness, and depression, women are higher than men. 4. The trend of quitting job: women are higher than men. The position of non-supervisors is higher than the position of supervisors. 5. The conflicts of job expectation/ personal expectation and the conflicts of personal expectation vs. low self-esteem have positive influence. The conflicts of job expectation/ family expectation and the conflicts of personal expectation vs. tiredness have positive influence. The conflicts of job expectation/ family expectation, the conflicts of job expectation/ personal expectation, and the conflict of personal expectation vs. depression have positive influence. By contrast, the conflicts of family expectation/ personal expectation vs. depression have negative influence. 6. The conflicts of job expectation/ family expectation, the conflicts of job expectation/ personal expectation, and the conflict of personal expectation vs. the trend of quitting job have positive influence. 7. Tiredness, and depression of job pressure vs. the trend of quitting job have positive influence. 8. Because of tiredness, the conflicts of job expectation/ family expectation, the conflicts of job expectation/ personal expectation, and the conflict of personal expectation vs. the trend of quitting job have influence.

'Negro subversion' : the investigation of black unrest and radicalism by agencies of the United States government, 1917-1920

The United States entered World War I in April, 1917, amid a German spy scare. There were persistent allegations that Blacks were opposed to the war, in spite of their declarations to the contrary. "ProGermanism among the negroes" was investigated by the Justice Department's Bureau of Investigation and the Military Intelligence Branch (MIB) of the War Department's General Staff. Efforts were made to discover disloyal motives behind orgnnisatione such as the NAACP and the National Equal Rights League; in the contents of publications such as the Crisis, the Messenger and the Chicago Defender; and in the activities of Black spokesmen such as W E B Du Bois, and Monroe Trotter, Kelly Miller, A Philip Randolph, Chandler Owen, and Hubert Harrison. No firm evidence was found to support claims that Blacks were disloyal, but investigation of what MIB called "Negro Subversion" became a regular part of domestic intelligence gathering during the war. Reports filed about Blacks were often inaccurate and the resulting misinformation was self-perpetuating. Black draft evasion, which was common, but not always deliberate, and rumours about harsh conditions and high casualty rates endured by Black troops were the subject of numerous reports by the Bureau and MIB, enhancing the misleading impression that there was a well-co-ordinated enemy plan to foment racial discord. The behaviour of Black soldiers was monitored by MIB. Particular attention was given to camp race riots and to the political views of Black YMCA staff. Joel E Spingarn, the white chairman of the NAACP, served as a military intelligence officer for 21 months in 1918. He attempted to persuade the General Staff to sponsor federal anti-lynching legislation and began to set up a subsection within MIB to identify those instances of racial discrimination which most damaged Black morale. Spingarn was ousted from MIB after his proposal that Du Bois be brought into military intelligence aroused bitter Black criticism. Had he remained in Washington, the subsequent attitude of federal government toward intervention in the field of race relations might have been different. In the final months of the war, MIB was re-organised and re-named the Military Intelligence Division (MID). Efforts of Blacks to travel to Paris to raise the question of race during the peace conference were in most cases foiled by the State Department's refusal on spurious grounds to grant them passports. At the same time, the return from France of Black troops with greater political and racial awareness than before the war was anticipated with some concern by military intelligence officers. The menace of the German agent was swiftly replaced in the American mind by the spectre of Bolshevism. In 1919 radical Black protest and organisation began to be attributed to the influence of the new alien threat. Randolph, Owen and Marcus Garvey were among those leaders watched by the federal investigative agencies in attempts to discover evidence of Bolshevik influence among Blacks. Race riots in Washington, UDC, and Chicago in July served to convince many officials, notably J Edgar Hoover, head of the Bureau's Radical Division, that some link must exist between Black protest, racial violence and Bolshevism. MID work on "Negro Subversion" was being scaled down, but the Radical Division maintained its interest in this area in the light of further riots. The climax of the Red Scare was accompanied by statements from the Justice Department that Blacks were part of the radical tide which threatened to sweep America. Blacks did not, in fact, adopt radical politics in significant numbers. However, in the minds of those who ran the investigative agencies of federal government, Blacks were now firmly established as a potentially disloyal and revolutionary element in American society - ever susceptible to, and the likely target of, the advances of subversive propagandists.
