In general lines, it aims to know the daily routine and the sociability forms in these rural settles, formed by migrant families. One of the chosen ways to understand the proposal was the observation and the analysis of the day-by-day of settled people. This choice allowed comprehending the relationship systems which sustain this space, or which articulate different forms of living together in it. During the work, it was possible to notice that the settled people are linked to multiple social universes, as the house, the neighborhood, the circulation of people in the bus, relatives, Bras?lia, work relations, church, mediators group, State, and others. This way, it is possible to state that these settles are in a continuing relation to other spaces. It is, because of the fact that most of settled people are not from the region and have arrived there with previously built social relations, even in other social universes, the settles, these relations still exist. In a general way, the settled people, specially those who live and produce in the settles, reproduce in this space relations with the earth and the work very similar to the ones established by Woortmann (1997), when studying sites in inlands. However, the lack of experience with the cerrado (open pasture with patches of stunted vegetation), the lack of technical knowledge and the lack of infrastructure and of technical assistance attendance are pointed by many people as the main reasons for low results in the using of credits and for the lack of an effective production. And, finally, it is possible to reflect if the settles are a relative final point, once the experiences live in the settles can be subsides people need to migrate, that it, it is necessary to accept that people can go away from the settles and that they may not be a final point for some families. Besides, the settled person who has sold his/her site and has used the credit for another thing may have seen, in this act, a possibility of a step to another social-economic degree in the social structure. / Esta tese se baseia numa pesquisa realizada na regi?o do entorno do DF no munic?pio de Padre Bernardo-GO, na regi?o de P? de Serra, entre os anos de 2004 a 2006, em quatro assentamentos rurais. Em linhas gerais, visa conhecer o cotidiano e as formas de sociabilidade nesses assentamentos rurais formados por fam?lias migrantes. Um dos caminhos escolhidos para entender o que foi proposto foi a observa??o e a an?lise do dia-dia nos assentamentos. Essa escolha permitiu compreender o sistema de rela??es que sustentam esse espa?o, ou que nele se articulam as diversas formas de conviv?ncia. Durante o trabalho foi poss?vel perceber que os assentados est?o ligados a m?ltiplos universos sociais, como a casa, vizinhan?a, a circula??o das pessoas no ?nibus, parentes, Bras?lia, as rela??es de trabalho, igreja, grupo de mediadores, Estado, entre outros. Assim sendo, ? poss?vel afirmar que esses assentamentos est?o em cont?nua rela??o com outros espa?os. Isso porque, pelo fato da maioria dos assentados n?o serem da regi?o e terem chegado ali com rela??es sociais pr?-constitu?das mesmo estando em outros universos sociais - os assentamentos -, essas rela??es ainda existem. De uma forma geral, os assentados, sobretudo aqueles que vivem e produzem nos assentamentos, reproduzem nesse espa?o rela??es com a terra e trabalho bem pr?xima daquelas estabelecidas por Woortmann (1997), ao estudar os s?tios no sert?o. No entanto, a falta de experi?ncia com as terras do cerrado, o desconhecimento t?cnico e a falta de infraestrutura e de acompanhamento da assist?ncia t?cnica s?o apontados pelos assentados como os principais motivos dos baixos resultados na utiliza??o dos cr?ditos e da aus?ncia de produ??o efetiva. E, por fim, ? poss?vel refletir que os assentamentos seja um ponto final relativo, uma vez que as experi?ncias vivenciadas nos assentamentos podem servir de subs?dios necess?rios para que as pessoas tornem a migrar, ou seja, ? preciso aceitar que as pessoas podem sair do assentamento e que ali talvez n?o seja um ponto final para algumas fam?lias. Al?m disso, aquele assentado que vendeu a sua ch?cara ou utilizou os cr?ditos para outra finalidade pode ter visto neste ato a possibilidade de um salto para outro degrau socioecon?mico na estrutura social.

This Thesis aims to understand the process of the universality of the rural social security system, started with the creation of the special, non-contributive regime, as a social-historic product of the social rights implementation in the rural world. To accomplish this, process were analyzed, as well as the tightness and disputes surrounding the constitution of the social rights in the rural area, mainly related to the contributors. It were examined registries of the happenings in the documentation sources, having in mind that it would not be possible to understand the rights provided on the legislation without the exam of the social struggle for its inscription and effectiveness. Those are made especially between the social agents, institutionalized or not, and the State. To make this research there were defined two methodological procedures, as follow: I) revision of the bibliography available about the thematic, with the aim to determine ways or theoretical approaches that will base the elucidation and dialogs, as well as to set the structure of the field of the theoretical dialog of the Thesis; II) the exam of the historic registries that could express the discussion occurred from 1950 and 1980, identifying the main agents and establishing the relationships between them, related to disputes, continuation and changes in the propositions, as well as the kind of social security drawn along this process. The study is structured in five chapters. The approach is based in the assumption that the social security must be understood as a part of the broad process of building rights in rural areas, that encompasses political disputes between work unions and employer s organizations, that modifies the results of the social security design and its organizational dynamic. The rights are discussed on the first chapter as results of long, tenses and continuous disputes for conceptions and ways of implementation, what implies in selections of agents and demands. On the second chapter are analyzed the dynamics of social protection not regulated by the Rural Worker s Statute. The aim is to understand the scenery and experiences over which are based the demands for social rights in rural areas. It s also an aim of the second chapter the observation of the requisition of implementation for what is covered on the Sugar cane Statute and the process of institution of the Rural Social Service. On the third chapter it is analyzed the flow of law projects that will be the embryo of the legislation promulgate under the title of Rural Worker s Statute. And also, it s discussed the role of the FUNRURAL between 1963 and 1971, what means, during the time that encompasses its creation and regulation. The fourth chapter is related to the discussion of the regulation and implementation of the social security, through the complementary law that creates the PRORURAL. At the end, the fifth chapter discusses the implementation of the special security regimen from the constitutional definition in 1988. The work is finished with considerations about the social process of the constitution of the rural social security and the meaning of its innovative design. / A tem?tica da previd?ncia social rural tem sido amplamente discutida nos dias atuais, especialmente em raz?o do protagonismo econ?mico do(a)s aposentado(a)s e pensionistas no campo que, por meio da institui??o do regime de segurados especiais, colocou em evid?ncia os agricultore(a)s em regime de economia familiar, pescadore(a)s e garimpeiro(a)s artesanais de forma surpreendente a partir dos anos 1990. A presente tese objetiva compreender o processo caracterizado como universaliza??o da previd?ncia rural, ocorrido com a cria??o do regime especial n?o contributivo, como produto s?cio-hist?rico da institui??o dos direitos sociais no mundo rural. Para isso, buscou-se analisar processos, tens?es e disputas em torno da constitui??o dos direitos sociais no campo, em especial os previdenci?rios. Procurou-se examinar os registros de acontecimentos nas fontes documentais, entendendo que n?o se pode compreender os direitos prescritos na legisla??o sem examinar a luta social por sua inscri??o e efetividade. Estas se fazem, sobretudo, na rela??o entre agentes sociais, institucionalizados ou n?o, e o Estado. Para a realiza??o da pesquisa foram definidos dois procedimentos metodol?gicos, a saber: i) revis?o da literatura existente sobre a tem?tica, com o objetivo de delinear caminhos ou aportes te?ricos que sirvam de base para elucida??es e di?logos, bem como de estruturar o campo de di?logo te?rico da tese; ii) exame de registros hist?ricos que pudessem expressar a discuss?o realizada entre os anos 1950 e 1980, procurando identificar os principais agentes e estabelecer rela??es entre eles, em termos de disputas, continuidades e mudan?as nas proposi??es, bem como o tipo de previd?ncia que foi sendo desenhada e consolidada ao longo desse processo. O estudo est? estruturado em cinco cap?tulos. A abordagem tem por esteio a assertiva de que a previd?ncia social rural deve ser entendida como parte de um amplo processo de constru??o social dos direitos no campo, que envolve disputas pol?ticas entre as organiza??es de trabalhadores rurais e de representa??o patronal, com implica??es para a arquitetura da previd?ncia e a sua din?mica de operacionaliza??o. Al?m disso, discutese o funcionamento do FUNRURAL entre 1963 e 1971, isto ?, no per?odo que compreende a sua cria??o e a regulamenta??o. O quarto cap?tulo destina-se ? discuss?o sobre a regulamenta??o e implementa??o da previd?ncia, atrav?s da Lei Complementar que cria o PRORURAL. Our theoretical reference was based on the contributions that the Freireana popular education brought for the construction of methodologies of intervention based on the empowerment of the groups, creation and strengthening of the social capital. Considering the rural world, its particularities and the deep changes observed in its daily routine, particularly in the context of the settlements from the agrarian reform, we tried to understand the strategies reproduced or created by the settlers to insert themselves in a more sustainable way in the relationship with the State, markets, and the civil society. The research was carried out through half-structured interviews, focal groups, and participant observation conducted during a two years interval. We concluded that groups that built a more interactive action with the technical-economic initiatives of entourage and those of participative educational character tended to build social stronger relations of solidarity, reciprocity, and confidence, which resulting in a significant expansion of the conditions for generating social capital. The expansion of such abilities and the development of the individual capacities promoted and increased the bargaining power, contraposition and claim of these groups aiming a more harmonious economic, social, cultural, and environmental development. / Este trabalho visa estudar os efeitos que a abordagem Reflect-Action , difundida pelo C?rculo Internacional Reflect-A??o (CIRAC), trouxeram para o empoderamento, cria??o e fortalecimento do capital social em duas comunidades rurais, fruto da reforma agr?ria, no munic?pio de Tracunha?m em Pernambuco. Nosso referencial te?rico se fundamentou nas contribui??es que a educa??o popular freireana trouxeram para a constru??o de metodologias de interven??o com base no empoderamento dos grupos, cria??o e fortalecimento do capital social. Considerando o mundo rural, suas particularidades e as profundas altera??es que se observam no seu cotidiano, particularmente no contexto dos assentamentos de reforma agr?ria, procurou-se compreender as estrat?gias reproduzidas ou criadas pelos assentados para se inserirem de maneira mais sustent?vel nas rela??es com o Estado, com os mercados e com a sociedade civil. A pesquisa foi realizada com base em entrevistas semi-estruturadas, grupos focais e observa??o participante, realizadas durante o intervalo de dois anos. Pudemos concluir que grupos que constroem uma a??o mais interativa entre as iniciativas de acompanhamento t?cnico-econ?mico e as de car?ter educacional participativo tenderam a construir rela??es sociais de solidariedade, reciprocidade e confian?a mais fortes, o que acarretou em expans?o das condi??es de gera??o de capital social de forma significativa. A expans?o destas habilidades e o desenvolvimento das capacidades dos sujeitos foram capazes de promover e aumentar o poder de barganha, contraposi??o e reivindica??o destes grupos, com vistas ao desenvolvimento econ?mico, social, cultural e ambiental local de forma mais harmoniosa.

In relation to specific theme, this survey was carried out under socialization methodologies of agricultural technical teaching professor at the time of educational politics start on the 90 s, concerning about the management model restoring and technological institution working as well as professor professionalization conception. However, data from field research forced to an analysis motion giving rise to professional establishment, when around 1910 to 1940, and republican public announcement for the professionalization of an education able to interfere over poor young people, useful citizens professional teaching have emerged on society. Verifying global significatives of official system as competence ideas and education, an approachment was limited on, in spite of notifying over local contexts and resistances no consensus or ordinary readings on the global significatives were reported. Through field research and bibliographic references institutional space-time existence pointed by permanences and ambiguities have been demonstrated when at currents days these signs from past ages and structural duality under school/university sphere pressurize sociocultural methods towards actions and emancipated character perception from hegemonic agrarian commands. Theorical discussion was based on political and cultural spaces understanding that on society both groups and people have been shaped in relation to knowledgements, values, behaviors and profiles for playing a role on every professional occupation or another professional area. In order to represent not as much balanced reality about determinations and permanences relationships under the same stress to and for teaching professionalization dispute has been corroborate. In this meaning, the main goal of the survey was to understand agricultural technical teaching professor identities from social professional process institutionalized by political and academic socialization aspect. Above all, it was considered this sphere as a conflict place, specially crossed by outter and inner as well as subjective and objective spheres to professional groups. According to Pierre Bourdieu, Berger and Luckmam, Anthony Giddens, Gimeno Sacrist?n, Claude Dubar, Eliot Freidson on ANFOPE and ANPED speechs, data and information approachment / interpretation were based on. As maintained by Eli Lima, An?sio Teixeira, S?rgio Miceli and Renato Ortiz ideas nation and culture studies, institutional scheme played by actors / agents was demonstrated. In relation to political, economical and cultural practices of contemporary societies, theories by Roberto Jose Moreira were reported. The methodology of this survey has been based on human and social sciences qualitative research where proceedings and mechanisms from ethnographic nature have noticed professor occupation as a social performance on ruptures methods with ancient patterns, therefore a professional-social group represented by tensions caused between permanencies and ambiguities over a relational reality in accordance to dynamics of new institutionalization practices. / A problem?tica central dessa tese ? o estudo sobre a constru??o social do magist?rio, cuja an?lise compreende as identidades docentes como processo multidimensional e relacional produzido nas sucessivas socializa??es. Quanto ? tem?tica espec?fica, no tocante ? pesquisa geradora dessa tese refere-se aos processos de socializa??o do professor do ensino t?cnico agr?cola, no marco temporal da pol?tica educacional iniciada na d?cada de 1990, cuja t?nica ? a reestrutura??o do modelo de gest?o e funcionamento da institui??o tecnol?gica e a concep??o de profissionaliza??o docente. Contudo os dados da pesquisa de campo for?aram um deslocamento da an?lise para a origem da constitui??o profissional, quando por volta dos anos de 1910 at? 1940 incidem na sociedade os proclames p?blicos republicanos para a profissionaliza??o de um magist?rio capaz de uma interven??o qualificada na educa??o profissional dos jovens desvalidos para serem cidad?os ?teis . Congruente ao saberfazer docente e aos processos identit?rios profissionais, demonstra-se por meio do trabalho de pesquisa de campo, documentos e da literatura, a exist?ncia de espa?os/tempos institucionais marcados pelas perman?ncias e ambig?idades, contudo na atualidade, essas marcas do passado e da dualidade estrutural sob a esfera escolar/universit?ria tencionam os processos socioculturais e acad?micos para a??es e percep??es de car?ter mais emancipado dos dom?nios agr?rios hegem?nicos. Demonstra-se o enredamento institucional promovido entre os atores/agentes que organizam os estudos das id?ias, na??o e cultura, nesse caso destaque-se Eli Lima, An?sio Teixeira, S?rgio Miceli, Renato Ortiz. ?s teorias das sociedades contempor?neas no tocante as pr?ticas pol?ticas, econ?micas e culturais que configuram e conferem significados ao campo brasileiro, busca-se em Roberto Moreira. It analyses their logics of social organisation and linkage with the political and institutional system, identifying as well the role they play in their social reproduction strategies. Through an ethnographic approach, the yavenean social structure is interpreted as a whole of different networks of mutual acquaintance and recognition kinship, social organisations, political parties, neighbourhood and religious communities- partially overlapped. Each group structures itself in base of certain elements of mutual acknowledgement, ethical principles and reciprocal relationships that rule their members behaviour. However, far from being rigid entities, these networks of mutual recognition are re-defined as a product of their members alliances and antagonisms. In the last two decades new modalities of organisation social, peasant and indigenous organisations- have emerged, favoured by the actions of the Government and NGOs representatives. Within a context of the villagers standard of living precarisation, those new social organisations dynamised the peasants s linkage between each other and with the national society as well, gaining a prominent role as resources-mobilising channels. The social mediators through the provision of material resources and world-views- contributed with the promotion of certain groups - neighbourhood community, social organisation- corporate logics of relations with external agents and the (re)emergence of identities traditionally stigmatised, particularly the ethnic one. Those social, economical and institutional transformations are contributing towards the redefinition of the traditional ways of relationship and negotiation the peasants have with the political representatives: a fact that is giving a particular dynamism to the yave?a sociability. / Este estudo indaga sobre a pr?xis pol?tica dos camponeses da comarca de Yavi, na Argentina. Analisa suas l?gicas de organiza??o social e de articula??o com o sistema pol?tico-institucional e identifica o papel que cumprem em suas estrategias de reprodu??o social. A partir de uma abordagem etnogr?fica, interpreta-se a estrutura social yave?a como um conjunto de redes de afilia??o parentesco, organiza??es sociais, partidos pol?ticos, comunidades de vizinhan?a e religiosas parcialmente sobrepostas. Cada grupo de perten?a estrutura-se em base a determinados elementos de reconhecimento m?tuo, princ?pios ?ticos e rela??es rec?procas que regram o comportamento de seus membros. Mas, longe de serem entidades r?gidas, essas redes de afilia??o s?o redefinidas conforme as alian?as e os antagonismos de seus membros. Nas duas ?ltimas d?cadas, t?m emergido novas modalidades organizativas organiza??es comunit?rias, camponesas e indigenistas favorecidas pelas a??es dos representantes do Estado e das ONGs. It tries to understand also the importance of this access. The network arrangements, for the experience and how these processes contribute to change power relationships locally, both for the farmers as for the organizations involved in this experience. After this study of case was carried out, after the interviews, with technicians and farmers, it was seen that the experience had contributed for the construction of three main routes: Land, market and public administration and that these routes are essential for the very development of the experience. The land, as the central mediator element of the social relations in the place is priority access for the survival of the farmers and for the construction of the ecological proposal. Joining an autonomous experiment of the farmers of Araponga for the access to land - named by them land conquest with the agroecological proposal, a resignification of the land and of the resources offered by it is seen, and also that the access that becomes more than the possession. With this initiative, changes have been observed in the relationships of power, mainly in the aspect of production, but also related to market relations and politics demanding more specific actions in these areas from those involved in the experiment. Thus, new initiatives to conquer better access to the market, as the creation, in the city, of the market of the Family Farmers of Araponga Association or the strategy for organic coffee commercialization have been started. On the regard of the access to local public government, the agents involved in the experiment create actions to influence the project and the creation of public policies, both in the city and in other areas of the public government. From these relations, changes in the power relationships come, both for the farmers (mainly in the production area) as for the other agents involved in the experiment. However, this improvement brings new conflicts that need the development of the farmers capacity to be tackled and more intervention by the mediators. In all this process, the links built by this agroecological network and the micro nets that point the local social relationships play an important role giving support and agility to the development of the strategies adopted in the experiment. One of the strong points of this experiment is related to the link among different practices and strategies that foster distribution and management of resources, the organization process and the initiative as a whole. / Este trabalho centra-se na an?lise da experi?ncia agroecol?gica de Araponga, munic?pio da zona da Mata de Minas Gerais e, a partir do resgate de sua trajet?ria, procura entender em que medida esta experi?ncia influencia a constru??o de acessos dos agricultores a diferentes recursos, materiais e n?o materiais. Procura tamb?m entender a import?ncia destes acessos, dos arranjos em rede para a experi?ncia e como tais processos contribuem para mudar rela??es de poder no ?mbito local, tanto para os agricultores como para as organiza??es envolvidas nesta experi?ncia. Da realiza??o deste estudo de caso, das entrevistas com t?cnicos e agricultores, constatou-se que a experi?ncia tem contribu?do para a constru??o de tr?s acessos principais: terra, mercado e poder p?blico e que tais acessos s?o essenciais para o pr?prio desenvolvimento da experi?ncia. A terra, como elemento mediador central das rela??es sociais no local ? acesso priorit?rio para a sobreviv?ncia dos agricultores e para a implementa??o da proposta agroecol?gica. Da jun??o de uma experi?ncia aut?noma dos agricultores de Araponga para acesso ? terra denominada por eles de conquista de terras com a proposta agroecol?gica, observa-se uma resignifica??o da terra e dos recursos que ela oferece, bem como do pr?prio acesso que passa a ser mais do que a posse. A partir desta iniciativa, observam-se mudan?as nas rela??es de poder, sobretudo no espa?o da produ??o, mas tamb?m no ?mbito das rela??es de mercado e da pol?tica, demandando tamb?m daqueles que est?o envolvidos na experi?ncia a??es mais espec?ficas nestas ?reas. Assim, surgem iniciativas para conquistar melhor acesso ao mercado, tais como a cria??o, no munic?pio, do mercado da Associa??o dos Agricultores Familiares de Araponga ou estrat?gia para comercializa??o de caf? org?nico. Em rela??o ao acesso ao poder p?blico local, os atores envolvidos na experi?ncia desenvolvem a??es com vistas a influenciar a elabora??o e a implementa??o de pol?ticas p?blicas, tanto no munic?pio como em outras inst?ncias do poder p?blico. De tais articula??es surgem mudan?as nas rela??es de poder, tanto para agricultores (sobretudo no espa?o da produ??o) quanto para os demais atores envolvidos na experi?ncia. No entanto, estes ganhos desencadeiam novos conflitos que, para serem enfrentados, demandam o desenvolvimento de mais capacidades dos agricultores e maior interven??o dos mediadores. In this way, qualification goes beyond the technical aspects and denotes an intense process of dispute and negotiations, generating productivity, political and territorial reorganizations, as it brings to the origin the efforts of coordination of activities and qualification that were performed by the industry. Hence, the thesis shows a reading of the appearance of the GIs and the valorization of the origin like a building process of the coffee market from the case study of the GI in the Mineiro Cerrado. The GIs have been used differently in different countries and sectors; including, paradoxically, typically commoditized sectors, like the one of the coffee. Thus, the GIs can have different meanings (economical, political and symbolic), according to the local differences, the type of product or market and even of the form how they are organized. By emphasizing the value of its origin, the Mineiro Cerrado region could overcome an unfavourable situation, in which the coffee produced in the region was sold as one of lower quality. With an increased activity to gather efforts of local farmers and organizations, the region became to be recognized as coffee producer with top qualities, something that awarded it the condition to be the second Brazilian GI. This change comes from a negotiation process and conventions around the specificities of quality, whose results are fruits of consensus and agreements about quality until reaching the official recognition. The existence of the GI in the Mineiro State is justified by the geographic and environmental specificities, that in the studied case, showed that it relies on a serie of factors, as its organization and articulation around the formation of the market by the producers, with the objective of consolidating its reputation among the intermediaries and the consumers. Although the preservation of the traditions have had an important role in the justification for the GIs formation, the research showed that the innovations brought by the market (regarding the product evaluation, organization etc) had fundamental importance for the recognition of their quality attributes. / A Indica??o Geogr?fica (IG) surge como mecanismo de prote??o aos agricultores e vem se transformando num processo de qualifica??o que agrega ao produto as caracter?sticas ambientais e sociais de sua origem. Nesse sentido, a qualifica??o vai al?m de aspectos t?cnicos e denota um processo intenso de articula??es e negocia??es, provocando reordena??o produtiva, pol?tica e territorial, uma vez que traz para a origem os esfor?os de coordena??o de atividades e de qualifica??o que eram desempenhados pela ind?stria. Dessa forma, a tese traz uma leitura do surgimento das IGs e a valoriza??o da origem como um processo de constru??o do mercado de caf?, a partir do estudo de caso da IG no Cerrado Mineiro. As IGs v?m sendo utilizadas de maneira distinta entre pa?ses e setores, inclusive, de forma paradoxal, por setores tipicamente commoditizados, como o caso do caf?. Assim, as IGs podem assumir diferentes significados (econ?micos, pol?ticos e simb?licos), em fun??o das caracter?sticas locais, do tipo de produto e de mercado e, ainda, da forma como s?o implementadas. Por meio da valoriza??o de sua origem, a regi?o do Cerrado Mineiro conseguiu superar uma situa??o desfavor?vel, na qual o caf? ali produzido era comercializado como de qualidade inferior. Com o incremento de uma intensa mobiliza??o de esfor?os de produtores e organiza??es locais, a regi?o passou a ser reconhecida como produtora de caf? com qualidades diferenciadas, o que lhe confere o reconhecimento da segunda IG no Brasil. Esta mudan?a resulta de um processo de negocia??o e conven??es em torno das especificidades da qualidade, cujos resultados v?m sendo fruto de consensos e acordos sobre a qualidade at? chegar ao reconhecimento oficial. A IG no Cerrado mineiro ? justificada pelas suas especificidades geogr?ficas e ambientais, as quais contribu?ram para a consolida??o de sua reputa??o no mercado e que, no caso estudado, demonstraram que ela foi constru?da por meio de uma s?rie de fatores inovadores, como t?cnicas de produ??o, diferencia??o pela qualidade, organiza??o e articula??o em torno da constru??o do mercado pelos produtores. Begin of 3 axles. The first, focuses the process undertaken for the ASA to institutionalize the program. After institutionalized, the second axle analyze the interactions between ASA and federal public actors, state and municipal, and its consequences for articulation and P1MC. Finally, are argued the contributions of the program for the involved organizations, the ASA and the public policies thinks. It is observed that the P1MC is born of the canalization of the subject of the human coexistence with the Semi-?rid of the world of the life for the public sphere, acquiring legitimacy, having access the sphere politics and the public agenda. This in a State Reform context. Its institutionalization occurs for the joint with a lot of actors, politicians and technician, in different governments. The interaction with public agents for its execution indicates a process of bureaucratic hardening and politics differences. But the execution provides benefits for the involved ones, with the profit of prestige, the construction of public spaces to argue the human coexistence with de Semi-?rid and the reinforcement of the articulation. It brings, however, risks of dependence of the public resources and reduction of the ASA s autonomy. / Esta tese analisa a rela??o entre sociedade civil e Estado na execu??o de pol?ticas p?blicas, com base no Programa Um Milh?o de Cisternas (P1MC) em Minas Gerais. Parte de 3 eixos. Um, enfoca o processo empreendido pela ASA para institucionalizar o programa. Uma vez institucionalizado, o segundo eixo analisa as intera??es entre a ASA e atores p?blicos federais, estaduais e municipais, e suas consequ?ncias para a Articula??o e P1MC. Por fim, s?o discutidas as contribui??es do programa para as organiza??es envolvidas, para a ASA e para pensar as pol?ticas p?blicas. Due to its acting focus to be immersed in the strong tensions of economic and social order, the Cooperifa woke up our interest through its innovative activities with community related to the new papers it gave to the poetry and bar as means to renew community life through fomenting culture.The investigation shows Cooperifa s growth evolution including their leaders initial propose, and the mechanisms that ruled their actions, such as mass media communication related to journalism, television and informatics, as well as the support of Itaú Cultural based on Rouanet Law. In the last part of the work is developed a study of the soirée under the look of Invented Traditions , which were extracted from Eric Hobsbawm s concepts. The study shows an analyze about the internal an external dynamic of the soirée, treating exclusively of its routine, habits and poetic-literary production, as well its social, politic and economic function in the middle of its social network, in the modern-day. / Este trabalho apresenta um estudo sobre o sarau da Cooperifa (Cooperativa Cultural da Periferia) como uma nova tradição cultural surgida no início do século XXI, na zona sul da cidade de São Paulo. Devido a seu foco de atuação estar imerso nas fortes tensões de ordem econômica e social, a Cooperifa despertou nosso interesse através de suas atividades inovadoras com a comunidade em torno dos novos papéis que atribuiu à utilização da poesia e ao bar, como meios de revigorar a vida comunitária, através do fomento à cultura. A investigação mostra a evolução do crescimento da Cooperifa, incluindo os propósitos iniciais dos seus líderes e os mecanismos que condicionaram as suas ações, tais como a mídia jornalística, televisiva e informatizada, assim como, o apoio da parceria com o Itaú Cultural, por meio da Lei Rouanet. Na parte final do trabalho é desenvolvido um estudo do sarau sob o olhar das tradições inventadas , que foram extraídas dos conceitos de Eric Hobsbawm. O estudo mostra uma análise da dinâmica interna e externa do sarau, tratando respectivamente de suas rotinas, hábitos e produção poético-literária, assim como do seu papel social, político e econômico em meio à rede social a que pertence, na contemporaneidade.
