Network Models In Evacuation Planning

This dissertation addresses the development and analysis of optimization models for evacuation planning. Specifically we consider the cases of large-scale regional evacuation using household vehicles and hospital evacuation. Since it is difficult to estimate the exact number of people evacuating, we first consider the case where the population size is uncertain. We review the methods studied in the literature, mainly the strategy of using a deterministic counterpart, i.e., a single deterministic parameter to represent the uncertain population, and we show that these methods are not very effective in generating a good traffic management strategy. We provide alternatives, where we describe some networks where an optimal policy exist independent of the demand realization and we propose some simple heuristics for more complex ones. Next we consider the traffic management tools that can be generated from an evacuation plan. We start by introducing the cell transmission model with flow reduction. This model captures the flow reduction after the onset of congestion. We then discuss the management tools that can be extracted from this model. We also propose some simplification to the model formulation to enhance its tractability. A heuristic for generating a solution is also proposed, and its solution quality is analyzed. Finally, we discuss the hospital evacuation problem where we develop an integer programming model that integrates the building evacuation with the transportation of patients. The impact of building evacuation capabilities on the transportation plan is investigated through the case of a large regional hospital case study. We also propose a decomposition scheme to improve the tractability of the integer program. / Ph. D.

Modélisation numérique des aérosols à l'échelle locale

A l'échelle locale et dans les zones habitées, une part importante de la pollution particulaire est imputable au trafic automobile. Plus précisément, il contribue fortement à l'augmentation des concentrations en nombre. Principalement deux sources de particules sont reliées au trafic. L'émission primaire de particules de suies et la formation de nanoparticules secondaires par nucléation. Les émissions et les mécanismes menant à la formation de cette distribution bimodale sont encore mal connus de nos jours. Dans cette thèse, on propose de tenter de répondre à cette problématique par la modélisation numérique. Le modèle modal d'aérosols MAM est utilisé, couplé à deux codes 3D : un CFD (Mercure Saturne) et un CTM (Polair3D). La méthode consiste à effectuer des tests de sensibilité, à l'échelle d'un bord de route mais aussi dans les premiers mètres du panache d'échappement, afin d'identifier les rôles respectifs des divers processus ainsi que les paramètres sensibles de la modélisation.

Modélisation et commande d'un système de trafic multimodal

Le trafic routier englobe plusieurs facteurs, entre autres la géométrie des infrastructures routières, le comportement des conducteurs, la diversité des flux de véhicules, etc... Les situations auxquelles sont confrontés les exploitants des réseaux routiers dépendent du type de réseau dont ils ont la charge. Cette complexité du trafic en a fait un domaine de recherche d'un intérêt croissant et ce depuis les premières études qui ont donné naissance au modèle LWR au milieu des années cinquante. Afin de modéliser le trafic sur un réseau routier, deux approches, complémentaires l'une de l'autre sont nécessaires. La première est la modélisation de l'écoulement qui permet de décrire l'évolution des flux de trafic sur un tronçon de route et l'affectation qui décrit la façon dont les usagers choisissent leurs itinéraires sur un réseau. L'objet de ces travaux de thèse est d'apporter une contribution à cette amélioration de la modélisation des flux de trafic, en se concentrant dans un premier lieu sur la modélisation d'un trafic autoroutier constitué de deux classes de véhicules: des véhicules particuliers et des bus. L'étude numérique du modèle se fait en adaptant le modèle de transmission cellulaire de Daganzo. Un estimateur des densités et un autre des vitesses de ce trafic mixte sur un tronçon de route ont été présentés. Des résultats de stabilité dans les différents régimes de ce trafic ont été établis. Dans un second temps concernant la modélisation d'un trafic urbain multimodal constitué de trois classes de véhicules: aux deux classes précédemment citées, est intégrée une nouvelle classe de bus à haut niveau de service BHNS ou BRT, classe qui tend à se propager au milieu urbain et suburbain et qui est perçue comme solution à de nombreux problèmes liés au trafic par les exploitants de la route. Nous proposons deux modèles de la progression du BRT sur le réseau, puis nous développons une stratégie de régulation de ce système de transport urbain trimodal. L'objectif de la régulation est double, veiller à la fluidité du trafic en général et le respect de positions références pour le mode BRT. L'architecture s'appuie sur la commande des systèmes en boucle fermée et utilise la commande prédictive généralisée. Nous avons aussi proposé un modèle hybride de trafic routier basé sur le couplage d'un modèle macroscopique générique de second ordre et d'un modèle microscopique en coordonnées Lagrangiennes. Pour la validation de la bonne transmission de l'information à travers le schéma de couplage, nous avons étudié la propagation et la remontée d'une congestion.

Entre esses instrumentos temos o Cadastro Territorial Multifinalitário (CTM), que apesar de não ser uma ideia nova, tendo sua gênese datada de milênios atrás, sendo os modelos atuais muito próximos daqueles produzidos na Europa já no século XIX, o Brasil só contou com uma “legislação” específica voltada para o CTM a partir do final da primeira década do século XXI, sob uma portaria do Ministério das Cidades que trouxe recomendações genéricas acerca da estrutura e metodologia de implantação de um modelo de cadastro. Enquanto que no contexto local, em Belém do Pará, a produção de cadastros remonta da década de 1970, tendo como o mais atual aquele produzido em 2000, chamado de Cadastro Técnico Multifinalitário. Desta forma, o presente trabalho tem como objetivo analisar, com certa comparação, os modelos de cadastros do Ministério das Cidades, proposto na sua portaria nº 511/09, e da prefeitura de Belém - chamado de Cadastro Técnico Multifinalitário, com foco na questão da multifinalidade, esta considerada a partir da possibilidade do uso do CTM em todas as esferas do planejamento e gestão urbanos, principalmente àquelas não diretamente ligadas às esferas fiscal e tributária, já que estas últimas constituem historicamente a preocupação inicial do cadastro, configurando, assim, sua finalidade primeira. O trabalho foi produzido a partir do uso de técnica de consulta bibliográfica em obras de autores que discutem principalmente os conceitos de espaço, território, espaço urbano, ordenamento territorial, planejamento e gestão urbanos com coleta e análise de dados secundários, realizada através de pesquisa documental em textos oficiais do Ministério das Cidades, que envolvem o seu modelo de CTM, tais como a portaria 511/09, e relatórios de execução e planilhas do cadastro de Belém, fornecidas pelo seu órgão gestor, culminando com técnica de entrevista semiestruturada com técnicos dos órgãos competentes à sua produção e gestão, como a CODEM e a SEFIN. / The context of complexity, inequality and injustice of the capitalist urban space dates back to the need for a planning and management of this space considering these variables as intrinsic to this model of society, however without accepting them or defend them, having as the ultimate goal the urban development understood as promotion of life quality, social justice and autonomy for all those who produce, reproduce and live the urban space. This planner and manager practice should be perceived as an applied social research, interdisciplinary, covering an effective pipular participation, as well as use their various instruments to assess objectives satisfactorily. Among those instruments is the Cadastro Territorial Multifinalitário (CTM) - Territorial Multipurpose Cadastre, which although not a new idea, having its genesis dated millennia ago, and the current models being very close to those produced in Europe in the nineteenth century, Brazil count only with one "legislation" specifically geared to the CTM dated from the end of the first decade of this century, under an ordinance of the Ministrerio das Cidades - Ministry of Cities, which brought general recommendations about the structure and methodology of implementation of a model of cadastre. While in the local context, in Belém, Pará State Capital City, the production of records dating from the 1970s, and as the current one produced in 2000 as the Cadastro Técnico Multifinalitário.- Tecnical Multipurpose Cadastre. Thus, the present research aims to analyze, with some comparison, the model cadastre models of the Ministry of Cities, proposed in in its decree No. 511/09 - Cadastro Territorial Multifinalitário (CTM) - and the City of Belém Prefecture - called the Cadastro Técnico Multifinalitário, focusing on the issue of the multipurpose considered from the possibility of using the CTM in all spheres of urban planning and management, especially those not directly linked to tax and fiscal spheres, since these are historically the initial concerns of the cadastral record, configuring thus its purpose priority. The work was produced through the use of bibliographic search technique over authors who mainly discuss the concepts of space, territory, urban space, spatial planning, urban planning and management, with collect and analysis of secondary data, conducted through documentary research in official texts of the Ministerio das Cidades about the CTM model for it, its ordinance 511/09 which brought the guidelines of cadastre model, as well as execution reports of the Cadastro Técnico Multifinalitário de Belém and spreadsheets with information about the cadastre, provided by the managing agency of the CTM de Betém. Culminating with semi-structured interviews technique with experts from competent organs to the production and management of the CTM de Belém, as CODEM and SEFIN.

The topic of this thesis is divided in two main parts. The first is about the “tool/workpiece pair” method and the second is related to wear monitoring. The entire project will be about drilling and tapping operations done in SNECMA Vernon. In fact, the part is very expensive so they have to be closely controlled to avoid a maximum scrap pieces. Two software will be used to control it. Firstly, the “tool/workpiece pair” will be done through AMC3 (software developed at the ENSAM). And secondly the wear monitoring will be ensured by the software CTM Visu (developed by ARTIS). My task will be to learn how to use those software and then to implement them in the company.

Questions concerning children's rights and children's place in society have been on the agenda for some decades now. Parallell to this movement questions about children's place in the bible, in the church and in systematic theology have entered the academical conversation. This paper attempts to find a method to investigate whether systematic theology as we know it, has the tools to address these new questions. Axel Honneth's theory on recognition will be important, since the three levels of recognitions he describes are designed to point out the difference between rights and solidarity, between formal recognition and the recognition that sprouts from genuine intrest in shared experience.  The thougths from Honneth are combined with John Wall's argumentation on seeing the child as a full humna being, as a subject. Risto Saarinen's discussion on asymmetrical relations, adds an important perspective. From these three theories, a method is formulated for putting the child in focus on the theological agenda. The gain is not only the recognition of a neglected group, measured to one third of humankind. The new viewpiont shreds its light upon questions important to all of us. The method is a systematic theological tool both useful for pointing out inconsistencies and to suggest solutions to the very same problems.  In the final discussion I show how this could be done by adressing the children's place in the postmodern family project, described by Katarina Westerlund, and children as liturgical leaders with the help of Karin Rubensson's thesis.

A Doença Pulmonar Obstrutiva Crônica (DPOC) é caracterizada pela limitação persistente de trocas gasosas, usualmente progressiva e associada a uma resposta inflamatória crônica exacerbada das vias aéreas a partículas e gases nocivos. Apesar de prevenível e tratável, não se logrou até o presente uma terapêutica eficaz, que resulte na cura da doença. Neste cenário, a terapia celular apresenta-se como uma alternativa terapêutica potencialmente promissora em DPOC, bem como em outras doenças pulmonares degenerativas e de caráter inflamatório. Porém, vários aspectos da terapia celular carecem de um melhor entendimento. Um dos principais desafios ao sucesso da terapia celular são as baixas taxas de sobrevivência das células transplantadas. O Inibidor do Ativador de Plasminogênio 1 (Plasminogen Activator Inhibitor 1 - PAI-1) pode representar um potencial mediador da sobrevivência de células estromais mesenquimais (CTM) pós-transplante, pois tem sido proposto que anticorpos neutralizadores do PAI-1 auxiliam no aumento da sobrevivência de CTM no tecido-alvo da terapia celular. Desta forma, a diminuição dos níveis de PAI-1 possui um potencial terapêutico interessante, ao modular os principais processos envolvidos na criação de um ambiente pouco propício ao \"homing\" celular durante o processo de injúria. A diminuição dos níveis de PAI-1 é promovida, pela sinvastatina, fármaco da família das estatinas. Desta forma, objetivou-se com este trabalho analisar os efeitos da sinvastatina sobre a expressão do PAI-1, bem como sua influência na sobrevivência das células infundidas para terapia celular de enfisema pulmonar em modelo murino. Camundongos da linhagem FVB foram submetidos à instilação intranasal de elastase para indução de enfisema pulmonar e, posteriormente, tratados com CTM do tecido adiposo e sinvastatina. Os resultados mostraram que, quanto aos aspectos morfológicos e funcionais, considerando-se a análise conjunta de ambos os pulmões, não houve diferença estatisticamente significativa entre os grupos submetidos à instilação intranasal de elastase e submetidos à terapia celular com CTM tratados ou não com sinvastatina. Quando porém os pulmões foram analisados individualmente constatou-se que não houve diferença estatisticamente significativa entre os grupos controle e os resultados referentes ao lado direito do pulmão dos animais tratados com elastase e que receberam sinvastatina e infusão de CTM. Diferenças anatômicas entre os lados direito e esquerdo do pulmão, levaram a uma maior deposição de células no lado direito, como evidenciado pelos resultados obtidos nos ensaios de bioluminescência. Pode-se, portanto, inferir que a recuperação morfológica no lado direito do pulmão de animais com DPOC/enfisema poderia ser decorrente de um efeito regenerativo parácrino das CTM associadas à sinvastatina. / Chronic Obstructive Pulmonary Disease - COPD is characterized by the persistent limitation of gas exchange, is usually progressive, and associated to a chronic augmented inflammatory response of the airways to particles and noxious gases. Despite preventable e treatable, an effective, curative therapeutic approach is yet to be achieved. In this context, cell therapy presents itself as a promising therapeutic approach for COPD and other pulmonary inflammatory and degenerative diseases. However, many aspects of cell therapy with stem cells remain unclear. One of the major challenges to the success of cell therapy are the low survival rates of transplanted cells. The Plasminogen Activator Inhibitor 1 (PAI-1) is a potential mediator of the survival of mesenchymal stromal cells (MSC) after transplantation, since PAI-1 neutralizing antibodies have been shown to increase the survival rate of MSC in the target tissue of cell therapy. Thus, the decreased levels of PAI-1 has an interesting therapeutic potential to modulate key processes involved in creating an inhospitable environment, during the process of injury, to the homing of transplanted cells. Decreased levels of PAI-1 are promoted by simvastatin, a drug of the statins family. Thus, the goal of this work was to evaluate the effect of simvastatin in vivo on the expression of PAI-1, as well as its influence on the survival rate of infused cells in mice model of cell therapy for pulmonary COPD/emphysema. FVB mice were submitted pulmonary emphysema induction by means of intranasal instillation of elastase and than treated with adipose-derived mesenchymal stem cells and simvastatin. The results regarding morphological and functional aspects, when considering the analisys of both lungs, presented no statistically significant difference among the groups submitted to intranasal instillation of elastase and cell therapy with MSC, treated or not with simvastatin. However, when the lungs where analyzed individually, it was found that there was no statistically significant difference between the control group and the results regarding the right lung of animals treated with elastase and that received simvastatin and MSC infusion. Anatomical differences between the right and left sides of the lung lead to a higher deposition of cells in the right side, as observed in the bioluminescence assays. Thus, it is possible to infer that the morphological recovery in the right side of the lung of animals with DPOC/emphysema could be due to a regenerative paracrine effect of mesenchymal stem cells associated with simvastatin.

Temperaturen är en essentiell abiotisk faktor som styr fortplantning, tillväxt och överlevnad. Att mäta kritiskt temperaturmaximum (KTM) är en metod som är framtaget för att användas för att få en förståelse huruvida organismer tål värmeökningar. Under processen sker en gradvis uppvärmning under ett snabbt förlopp, och vid uppnådd KTM utsätts organismen för en extrem stress. Vid flertalet utförda inventeringar i Sverige har uteblivna föryngringar av sötvattensmusslor upptäckts. Syftet är därav att vi i detta experiment ska se om det råder skillnader i värmekänslighet hos befruktade musslor kontra obefruktade musslor. Hypoteserna är (1) befruktad dammussla når KTM tidigare än obefruktad dammussla och (2) befruktad dammusslas fot är utan rörelsekontroll vid en lägre temperatur än hos de obefruktade.  Allmän dammussla (Anodonta anatina) användes till experimentet, då den är helt utesluten ur den internationella rödlistan och vanligt förekommande i svenska sötvatten. Musslorna, vilka plockades i Alsterälven, acklimatiserades i fyra dygn i 10 °C. Under experimentet värmdes vattnet kontinuerligt med 0,3 °C/min, tills KTM hade uppnåtts. Resultatet för hypotes (1) visar att befruktade dammusslor hade ett signifikant högre KTM än obefruktade (t-test, p=0,039), vilket är tvärtemot min hypotes. Resultat för hypotes (2) visar ingen skillnad mellan grupperna (t-test, p=0,54). Varför befruktade musslor uppnådde ett högre KTM skulle kunna bero på att glochidierna stört filtreringen, så pass att gälfunktionen stärkts, vilket lett till att de klarar att hålla igång filtreringen och sin egen metabolism vid högre temperaturer. Mer studier behövs för att få en ökad förståelse över musslors känslighet av temperaturförändringar. / Global warming is expected to increase the earth's average temperature in the future, which means that precipitation patterns will change as a result of droughts and floods. This will pose an increased threat to many freshwater mussels, which are already one of the most endangered groups in the world. Temperature is an essential abiotic factor that controls reproduction, growth and survival. Critical temperature maximum (CTM) is a method that has been developed to be used to gain an understanding of whether organisms can tolerate heat increases. During the process, a gradual heating takes place during a rapid process, and when CTM is reached, the organism is exposed to extreme stress. In the majority of inventories carried out in Sweden, missing rejuvenations of freshwater mussels have been discovered. The purpose is that in this experiment we will see if there are differences in heat sensitivity of fertilized mussels versus unfertilized mussels. The hypotheses are that (1) fertilized mussels reaches their CTM earlier than unfertilized mussels and (2) fertilized mussels relax their foot completely at a lower temperature than the unfertilized mussels. The result for hypothesis (1) shows that fertilized mussels had a significantly higher CTM than unfertilized (t-test, p = 0.039), which is contrary to my hypothesis. Results for hypothesis (2) show no difference between the groups (t-test, p = 0.54). The common duck mussel (Anodonta anatina) was used for the experiment, as it is not in the international red list and is commonly found in Swedish freshwaters. The mussels, which are from the Alsterälven River, were acclimatized for four days in 10 °C river water before the experiment. During the experiment, the water was continuously heated at 0.3 °C/min, until the CTM was reached. Why fertilized mussels achieved a higher CTM could be due to the fact that the glochidians disrupted the filtration, so much so that the gill function was strengthened, which led to them being able to keep the filtration going and their own metabolism at higher temperatures. More studies are needed to gain an increased understanding of mussels' sensitivity to temperature changes.
