Las Cajas Rurales de Ahorro y Crédito en el Perú, conocidas como las CRAC, son
instituciones pertenecientes al grupo de empresas de operaciones múltiples no bancarias,
están reguladas por la Superintendencia de Banca, Seguros y AFP y autorizadas a otorgar
créditos y captar depósitos del público e iniciaron operaciones el año 1993. Las CRAC están
atravesando una situación bastante difícil, con problemas en su modelo de negocios, han
perdido identificación y ya no son exclusivamente rurales, además, sus indicadores de
gestión presentan problemas y tienen poca participación de mercado en el sistema financiero
nacional.
La elaboración del presente Plan Estratégico consistió en analizar y evaluar qué
estrategias son relevantes para sacar a las CRAC de su complicada situación. Dicho
documento para las CRAC ha sido proyectado al año 2025. La visión es “ser en el 2025, el
sistema referente en contribuir al emprendimiento de negocios y mejora de la calidad de
vida de clientes del sistema no bancario peruano”. Para lograr la visión se han formulado
cuatro objetivos a largo plazo, así como siete estrategias, de las cuales se han retenido cinco.
Asimismo, para lograr los objetivos a largo plazo se han definido ocho objetivos de
corto plazo. Es importante mencionar que el plan estratégico formulado plantea una
modificación de la estructura actual orgánica, a través de la creación de nuevas áreas que
permitirán desarrollar las estrategias establecidas con la finalidad de lograr los objetivos
planteados y una entidad que coordine los esfuerzos de las CRAC. La implementación del
presente plan estratégico para las CRAC permitirá que se recuperen y sean rentables y
responsables socialmente. Finalmente, se desea fortalecer y desarrollar el sector de las
microfinanzas y colaborar con el crecimiento de la economía peruana, por lo que se
recomienda la implementación del presente documento en el más breve plazo / The Rural Savings and Loan Associations in Peru, known as Cajas Rurales de
Ahorro y Crédito (CRACs), are institutions belonging to the group of multi transactions
nonbank financial institutions. The CRACs are supervised by the Superintendencia de
Banca, Seguros y AFP (SBS), Peruvian Banking Regulatory Agency, and authorized to
grant credits and attract deposits from clients. The CRACs began their operations in 1993
and are currently facing very difficult economic times due to problems in their business
model to the extent that they have lost their positioning into the market and are no longer
exclusively rural institutions and their management indicators are showing performance
problems and they have little market share into the national financial system.
The aim of developing this Strategic Plan is to analyze and evaluate the relevant
strategies in order to the CRACs overcome their difficult economic times. This CRAC
Strategic Plan has been designed and projected for year 2025. The vision is "CRAC to be in
2025 a referent system that may contribute to business entrepreneurship and improve the
quality life of Peruvian clients being within the context of nonbank financial system".
In order to achieve the long-term objectives, eight short-term goals have been
defined. It is important to mention that the proposed Strategic Plan suggests the current
organizational structure should be changed by creating new areas that may develop the
proposed strategies in order to achieve the outlined objectives and an entity to coordinate the
efforts of the CRAC. The implementation of this strategic plan for the CRACs will allow
they get through difficult economic situation and make them more profitable and socially
responsible institutions. Finally, in order to strengthen and develop the microfinance sector
and contribute to further growth and development of the Peruvian economy, it is strongly
recommended this document to be implemented as soon as possible

La economía Peruana está progresando desde hace más de siete años de manera
continuada como consecuencia del comienzo de una apertura macroeconómica, acceso y
alcance a nuevos mercados y la puesta en marcha de inversiones en sectores estratégicos.
Perú fue designado como el país por séptimo año sucesivo, que brinda el mejor entorno de
negocios para las microfinanzas y restantes servicios financieros en el planeta. Es así que en
esta tesis se elabora el Planeamiento Estratégico de la Caja Municipal de Ahorros y Créditos
Cusco en un horizonte de 12 años (hacia el 2030), el cual está compuesto por la propuesta de
la visión, misión, valores, y código de ética de la CMAC Cusco, los nueve componentes
propuestos por D’Alessio (2013), y el análisis del ambiente microfinanciero del Perú y de la
región del Cusco, de donde se consiguieron oportunidades y amenazas que influencian a las
Cajas Municipales, el desarrollo de dichos análisis permitió plantear cuatro estrategias: (a)
penetración de mercado del norte del Perú en donde no tiene marco de acción actualmente,
(b) desarrollo de mercado al determinar nuevos productos de inclusión financiera en las zonas
donde si tiene marco de acción, (c) mejoras de indicadores ROA y ROE y ROS (retorno
sobre las ventas), y (d) dedicar un porcentajes de las utilidades en I&D que actualmente no
tiene. Estas tácticas lograran alcanzar la visión de las CMAC, a través de sus seis objetivos a
largo plazo: (a): Aumentar el margen neto de 15% al 2017 a 20% al 2030, (b) Mejorar la
rotación de activos de 1.27% al 2017 a 4% al 2030, (c) Aumentar el ROE de 15% al 2017 a
20% al 2030, (d) Aumentar el crecimiento de ventas de 18.11% al 2017 a 25% al 2030, (e)
Incrementar el número de oficinas de 96 en 12 regiones al 2017 a 150 oficinas en 24
regiones al 2030, y (f) Destinar un porcentaje de las utilidades en I&D en CMAC Cusco al
2017 no había inversión, al 2030 el 2% de las utilidades netas. / The Peruvian economy has been progressing continuously for more than seven years
as a result of the beginning of a macroeconomic opening, access and reach to new markets
and the start-up of investments in strategic sectors. Peru was designated as the country for the
seventh consecutive year, which provides the best business environment for microfinance and
other financial services on the planet. Thus, in this thesis the Strategic Planning of the Caja

El éxito del sector microfinanciero peruano es reconocido en el mundo como el mejor
entorno para la inclusión financiera, sumado a esto, en las últimas décadas, en la denominada
etapa de prioridad del marketing, el enfoque empresarial se centra en procurar la satisfacción
de los clientes a través de la calidad de servicio como uno de sus principales factores de
diferenciación. Teniendo en cuenta lo expuesto, y que, en general, a nivel local existe escasa
información académica relativa a la medición de la calidad de servicios en el sector
microfinanciero, se torna importante conocer y analizar la calidad de los servicios de créditos.
El método elegido para este propósito, fue la aplicación del modelo SERVQUAL. Es
así, que a partir de su adaptación al sector microfinanciero y su validación expuesta en
presente documento, se procedió a la aplicación de 382 cuestionarios a clientes de créditos
distribuidos de manera proporcional en las 13 agencias de la Caja Municipal de Ahorro y
Crédito Cusco ubicadas en la ciudad de Cusco.
Los resultados logrados a través de análisis estadísticos permitieron concluir la
existencia de un impacto significativo de cada una de las dimensiones contenidas en el
modelo, en el resultado de la Calidad de Servicio. Adicionalmente, se identificaron las
brechas de calidad en el servicio de todas las agencias estudiadas llegando a la conclusión
que, en general, las expectativas de servicio de los clientes de créditos no son satisfechas por
la empresa, dando lugar a una puntuación SERVQUAL negativa, especialmente en las
dimensiones referidas a la capacidad de respuesta y confiabilidad.
A partir de las conclusiones presentadas en el presente estudio se hicieron
recomendaciones destinadas a mejorar la calidad de servicio en la empresa, como la
agilización de procesos en el otorgamiento de créditos adoptando políticas lean, la
estandarización de la información en todos los canales de atención, de manera que el cliente
reciba información completa y oportuna, entre otras. / The success of the Peruvian microfinance sector is recognized in the world as the best
environment for financial inclusion, added to this, in the last decades, in the so-called priority
stage of marketing, the business focus is focused on ensuring customer satisfaction through
the quality of service as one of its main differentiating factors. Taking into account the
foregoing, and that, in general, there is scarce academic information at the local level
regarding the measurement of the quality of services in the microfinance sector, it becomes
important to know and analyze the quality of credit services.
The method chosen for this purpose was the application of the SERVQUAL model.
Thus, from its adaptation to the microfinance sector and its validation exposed in this
document, we proceeded to the application of 382 questionnaires to credit clients distributed
proportionally in the 13 agencies of the Municipal Savings and Credit Caja Cusco located in
the city of Cusco.
The results achieved through statistical analysis allowed concluding the existence of a
significant impact of each of the dimensions contained in the model, in the result of Quality
of Service. Additionally, quality gaps in the service of all the agencies studied were
identified, reaching the conclusion that, in general, the service expectations of the credit
clients are not met by the company, giving rise to a negative SERVQUAL score, especially in
the dimensions referred to the capacity of response and reliability.
Based on the conclusions presented in the present study, recommendations were made
to improve the quality of service in the company, such as the streamlining of processes in the
granting of credits by adopting lean policies, the standardization of information in all care
channels, so that the client receives complete and timely information, among others.

La Caja Municipal de Ahorro y Crédito Cusco (Caja Cusco S.A.), es una empresa micro financiera, que fue creada bajo el decreto Ley N° 23039 el 14 de mayo de 1980, donde luego de 33 años de operaciones a nivel de colocaciones de créditos y captaciones de ahorros, ha alcanzado tener presencia en 13 regiones el Perú.
El sector micro financiero, se caracteriza por ser un sector altamente competitivo, donde las principales empresas micro financieras se han posicionado a través de una mayor participación en créditos directos; es así como, Caja Cusco, para el cierre de octubre del año 2020, ha logrado posicionarse como la cuarta mejor entidad micro financiera del sistema de Cajas Municipales, con una participación promedio en los últimos tres años del 13.17% y un saldo de créditos de 3,964,372 miles de soles, manteniendo de este modo una utilidad anualizada que esta sobre el promedio de las empresas del sistema micro financiero de Cajas Municipales.
En este sentido, es que el Business Consulting Group, realizó el análisis de la empresa y del desempeño dentro del sistema de Caja Municipales a nivel financiero, operativo y estratégico, por lo que se identificó como problema principal el porcentaje de participación de Caja Cusco, que ha ubicado a la empresa, como la cuarta entidad microfinanciera en los últimos tres años.
Dentro de la propuesta de solución se ha planteado implementar una estrategia que permita posicionar a Caja Cusco como la tercera mejor entidad micro financiero dentro de los próximos tres años. El presente trabajo de investigación consiste en un planeamiento estratégico aplicativo
para la Caja Municipal de Ahorro y Crédito Huancayo, a la que en adelante se denomina
CMAC Huancayo. Para ello se plantea como visión: “Para el 2025, la CMAC Huancayo será
la institución líder en el sector microfinanciero de Cajas del Perú en términos de participación
de mercado, rentabilidad financiera, calidad de cartera y excelente nivel de desempeño
social”. En base a esta visión, además de los análisis externo e interno, se formulan cinco
objetivos para desarrollar en un largo plazo: (a) OLP1. En el año 2025, la participación en el
sistema de colocaciones de Cajas Municipales de la CMAC Huancayo, será de 23 %; (b)
OLP2. En el año 2025, la participación en el sistema de captaciones de Cajas Municipales de
la CMAC Huancayo, será de 23 %; (c) OLP3. En el año 2025 la CMAC Huancayo mantendrá
su ROE de 18%.; (d) OLP4. En el año 2025 la CMAC Huancayo disminuirá su índice de
morosidad de cartera crediticia en 3.1%, (e) OLP 5. En el año 2025 la CMAC Huancayo
logrará una calificación de “excelente”, es decir 4 estrellas, en el nivel de desempeño social
según la evaluación anual de MicroRate. Para el cumplimiento de estos objetivos se proponen
aplicar seis estrategias; (a) absorción de una CMAC con presencia en el oriente y norte del
país, (b) creación de una app móvil para operaciones de agencia, (c) creación nacional de un
producto de crédito prendario, (d) campaña publicitaria de marca en zonas semirurales y
rurales, (e) implementación de mayor cantidad de agentes y cajeros automáticos, (f) campaña
de performance en redes sociales y buscadores. En virtud a las líneas esbozadas, se plantean
31 objetivos para desarrollar en un corto plazo, de los cuales, se usan los 19 más importantes
para la conformación del tablero de control balanceado a efectos de cubrir temas de
evaluación y control, en este se involucran aspectos tales como: Aprendizaje, Procesos
Internos, Clientes y Financiera. Finalmente se evalúa la competitividad y futuro
organizacional de la Caja Municipal de Ahorro y Crédito Huancayo. / The present work consists of a strategic planning, implemented for the Municipal
Savings and Credit Association Huancayo; hereafter referred to as CMAC Huancayo. For that
purpose, it is posed as a vision: “For 2025, the CMAC Huancayo is planned to be a leader

numbers and cash machines, (f) performance campaigns in social networks and browsers. In
accordance with the outlined work; 31 objectives are posed to be developed in a short term
period, from which, the 19 most important are used for the formation of the balanced control
board, in order to cover the control of evaluation issues, in which aspects such as: Learning,
Internal processes, Clients and Finance company are involved. Lastly, the Competitiveness
and organizational future of the Municipal Savings and Credit Association Huancayo, is

La Caja Municipal de Ahorro y Crédito de Trujillo, conocida como Caja Trujillo, es una microfinanciera peruana que inició sus operaciones en el año 1984 teniendo como fin el otorgar servicios financieros a una porción de la población desatendida por la banca tradicional, y de esa forma fomentar la inclusión financiera para los pequeños y microempresarios del país. La finalidad de esta consultoría fue el de identificar el problema clave que padece Caja Trujillo, no permitiéndole cumplir sus objetivos estratégicos, y a la vez analizar sus causas principales. Se desarrollaron diferentes metodologías y herramientas que ayudaron a identificar el problema clave, considerando como tal: “La baja participación de la cartera de créditos del tipo microempresa”. Asimismo, se participó en diversas reuniones con personal clave de la institución, pudiendo identificar las principales causas al problema, siendo la causa raíz: “La falta de estrategias de marketing y ventas con enfoque a la microempresa”.
La consultoría realizada, se enfoca en proponer un plan de solución ante el problema identificado, donde se detalla la alternativa más idónea, siendo ésta la de “Rediseñar y ejecutar el Plan Comercial para el segmento microempresa”, para el cual se contempla una inversión de S/733,500 anual por los dos primeros años, teniendo una tasa de retorno de inversión de 5.984% y un VAN de S/566,028; dado los bajos costos de los canales digitales y de marketing a implementar. Con ello se espera lograr el aumento de la participación de la cartera de créditos microempresa y permitir a Caja Trujillo focalizarse en su modelo de negocio, generar mayor inclusión financiera desarrollando un mercado poco atendido, y por ende obtener mayor rentabilidad. / The Caja Municipal de Ahorro y Crédito de Trujillo, known as Caja Trujillo, is a Peruvian microfinance company that began operations in 1984 with the purpose of providing financial services to an underserved portion of the population by traditional banking, and promote financial inclusion for small and micro entrepreneurs in the country. The purpose of this consultancy was to identify the key problem that Caja Trujillo suffers from, not allowing to fulfill its strategic objectives, and at the same time analyze its main causes. Different methodologies and tools were developed that helped to identify the key problem, which is "The low participation of the micro-enterprise loan portfolio", in addition to various meetings with employees of the institution, being able to identify the main causes of the problem, the root cause being: "The lack of marketing and sales strategies with a focus on micro-enterprises." The consultancy carried out focuses on proposing a solution plan for the identified problem, where the most suitable alternative solution is the "Redesign and execute the Commercial Plan for the micro-enterprise segment", contemplating an annual investment of S/733,500.00 for the first two years and having an investment return rate of 6.268% and a net present value of S/566,090.00; due the low costs of the digital channels and marketing strategies to be implemented. With this, it is expected to increase the participation of the micro-enterprise loan portfolio, allow Caja Trujillo to focus on its core business, and generate financial inclusion by developing an underserved market and generate greater profitability.

La Caja Municipal de Ahorro y Crédito de Arequipa (presentada como Caja Arequipa
en adelante) es líder en el sistema microfinanciero del Perú, tiene presencia en casi el total de
regiones del país y colocaciones a diciembre 2018 por 4,699 millones de soles, entre otros
logros en sus más de 30 años en el sector; situación que le exige una permanente revisión de
sus estrategias y procesos. Por ello el presente trabajo propone un plan estratégico, con un
horizonte a cinco años, con el fin de consolidar este liderazgo. En esta propuesta inicialmente
se ha determinado una nueva visión y misión, también se ha propuesto ajustar los valores,
manteniendo el código de ética que fue fortalecido por el Comité de Buen Gobierno
Corporativo que tiene la organización.
Como siguiente acción se realizó el análisis externo concluyendo que el mayor acceso
a la tecnología y la alta concentración de microempresas están entre las principales
oportunidades, su aprovechamiento debe permitir el fortalecimiento de los productos para la
pequeña y microempresa, principales herramientas de éxito económico e inclusión social. En
el análisis interno se determinó que la Caja Arequipa se encuentra en una posición
ligeramente fuerte gracias al personal directivo con conocimiento del sector, la relación que
mantienen con los clientes y al crecimiento de los últimos años en participación de mercado;
debiendo mejorar todavía en sus procesos, las condiciones para otorgar créditos, entre otros
aspectos. Con estos dos análisis se determinaron nueve estrategias que permitirán alcanzar la
visión en base al cumplimiento de cinco objetivos a largo plazo para el año 2023: obtener
15% de participación de mercado en las microfinanzas, liderar en la experiencia de servicio al
cliente en el sector microfinanciero, mantener un índice de morosidad por debajo del
promedio del sistema, alcanzar un 70% del portafolio del segmento MYPE y obtener un ROE
de 25%. Por último, se han establecido doce objetivos de corto plazo, los recursos que se
necesitan y los indicadores de control para medir periódicamente los resultados. / The Caja Municipal de Ahorro y Crédito Arequipa (presented as Caja Arequipa
onwards) is the leader in the microfinance system of Peru, has presence in almost all the
country´s regions and has reached, at December 2018, 4,699 million soles in placements,
among other achievements in more than 30 years in the sector, this situation requires a
permanent review of their strategies and processes. That is the reason for this document to
propose a strategic plan, in a five years horizon, in order to consolidate this leadership. This
proposal has determined a new vision and mission, also stablished to adjust the values, while
maintaining the code of ethics that was strengthened by the Corporate Governance
Committee of the organization.
Then, the external analysis concluded that the greater access to technology and the
high concentration of microenterprises are among the main opportunities, its use should allow
the strengthening of products for small and micro enterprises, main tools of economic success
and social inclusion. In the internal analysis, Caja Arequipa is in a slightly stronger position
due to the management staff with know-how of the financial sector, the relationship with
clients and the growth in market share; however must still improve in their processes,
conditions to grant credits, and other aspects. With these two analyzes, nine strategies were
determined to fulfill the vision based on five long-term objectives for the year 2023: obtain a
15% market share in microfinance, lead in the experience of customer service in the
microfinance sector, maintain an arrearage rate below the system average, reach 70% of the
portfolio of the MYPE segment and obtain a ROE of 25%. Finally, it was established twelve
short-term objectives, their resources and key indicators to periodically measure the results.

La presente tesis propone un plan estratégico de la Caja Rural de Ahorro y Crédito
Sipán (CRAC Sipán) en un horizonte de tiempo de seis años. Este proceso se ha iniciado
con la propuesta de la visión, misión, valores, y código de ética de la CRAC Sipán,
considerando los nueve componentes propuestos por D’Alessio (2013).
Luego, se ha realizado el análisis del entorno microfinanciero del país y
enfocándose en los departamentos de San Martin, La Libertad, Lambayeque y Cajamarca,
de donde se obtuvieron seis oportunidades y siete amenazas. Del análisis de la CRAC
Sipán y de la competencia se obtuvieron diez factores clave de éxito. Asimismo, del
análisis interno de la CRAC Sipán se obtuvieron siete fortalezas y nueve debilidades. El
desarrollo de estos tres análisis nos ha permitido conocer y comprender los mecanismos
del entorno de la CRAC Sipán y plantear estrategias: (a) desarrollo de productos, (b)
desarrollo de mercado, (c) penetración en el mercado, (d) gerencia de procesos ,(e) calidad
total, y (f) alianza estratégica; estrategias que permitirán cumplir la visión de la CRAC
Sipán, a través de cuatro objetivos a largo plazo: (a) obtener una utilidad neta de
S/.1’000 000 al año 2021, (b) incrementar las colocaciones de crédito en S/68'298,000 al
año 2021, (c) financiar al año 2021 el 80% de las colocaciones con recursos tales como
captaciones de los ahorristas y el 20% con alternativas de financiamiento, tales como:
bonos, líneas de financiamiento, excedentes de encaje, y (d) lograr una efectiva gestión de
cartera partiendo de un resultado de 6.17% del 2014 a 4% en el año 2021. Así también, se
han establecido objetivos de corto plazo, los cuales permitirán realizar la revisión,
evaluación, y control de los resultados / This thesis proposes a strategic plan to the “Caja Rural de Ahorro y Crédito Sipán
(CRAC)” on a time horizon of six years. The strategic plan has been initiated with the
proposal of the vision, mission, values and code of ethics of Sipán CRAC considering the
nine components proposed by D'Alessio (2013).
After the analysis has been made of the microfinance environment in the country
and the departments of San Martin, Libertad, Lambayeque and Cajamarca were obtained
six opportunities and seven threats.
Of the analysis of the CRAC Sipán and competition were obtained ten key success
factors. Also, of the internal analysis of the CRAC were obtained seven strengths and nine
weaknesses. The development of these three tests has allowed us to know and understand
the mechanisms of the environment of the CRAC Sipán and propose strategies: (a)
development of products, (b) development of market, (c) market penetration, (d)
management of processes, (e) total quality, and (f) strategic alliance; strategies that will
allow accomplish the vision of the CRAC Sipán, through four long-term objectives: (a)
obtain a net profit of S /1'000,000 by the year 2021, (b) increase of credit placements in
S/68 ' 298, 000 by the year 2021, (c) finance 80% of loans by the year 2021 with resources
such as catchments of savers and 20% with financing, such as alternatives: bonds,
financing lines, surpluses in lace, and (d) achieving an effective portfolio management
