Development for the Enterprise Crisis Management and Module in Early Warning

The aim of this paper is to present the outcomes of the cargo theft, for example the cost of goods replacement, the crisis of fracturing material and the reputation of the enterprise. The hotspots where occur the heist of cargo theft are truck yards, hubs for commercial fright carriers and port cities. This study is based on the in-depth interview and the questionnaire and through the establishment of the standard operation procedures to analyze the operating situation of the container and understand the content and characteristic of the management. We can also figure out external and internal factor to control efficiently the vehicle dispatching and other potential crisis. By instituting the crisis prevention and alarm system and combining a complete organization to control the crisis in the shortest time and reduce the loss of goods, advance the operating rate, and most important, to lower the cargo theft opportunity. Risk management is an important issue of the corporate governance. To recover the reputation and build up the mutual confidence, we have to start developing strict standard operating procedures. Through case study of crisis management which happened in an enterprise, in order to reduce the chances of crisis, we have to understand when the crisis happened? How to deal with the crisis? How to avoid the crisis?

Mapping the Flow of Theft Endangered Goods in EU

Every country in world has opportunities for different type of productions and this leads compensation. According to this, International Trade has become very important in all countries worldwide for ages; it helps the developing of the country and contributes more convenient area for the citizens. It is because nations have to live with trading. In this manner, many agreements are signed to get efficient merchandising because international trade contains many risks like intervention, political, non-acceptance, credit, war and also uncontrollable events. European Union can be considered as an agreement since its fundamental principal is free movement of people and goods.Increasing of movement of these goods around the European Union is seen as “easy pickings” by crime groups and nowadays society is facing with this criminal behavior. That motivation causes many problems for supply chain and logistics. Transportation systems are being tried to adjust as more secured while opportunity to thefts attacks to goods are rising.The complexity of this problem is tried to be solved by good reporting of incidents, pointing out the hot spots or the hot products which are related to EU. It is obvious that there is lack of good reporting or coordinating.According to this thesis a lot of work can be done in order to get brief look for the theft endangered goods which are on road and dangerous zones for theft attacks at EU. This thesis will map out specific countries, cities and positions that are particularly exposed to theft attacks. (For example, Schiphol Airport is chosen as the hottest spot and its hottest products are electronic and music devices while many reports and statistical works are being observed.)

Essays on mechanism design, safety, and crime

This dissertation uses theoretical and empirical tools to answer applied questions of design with an emphasis on issues relating to safety and crime. The first essay incorporates safety in implementation theory and studies when and how safe mechanisms can be designed to obtain socially desirable outcomes. I provide general conditions under which a social choice rule can be implemented using safe mechanisms. The second essay is an empirical study of how criminals respond to changing profitability of crime, a question that informs the policy debate on the most effective crime fighting methods. I find that the price elasticity of theft is about 1 in the short term and increases to about 1.2 over a seven-month horizon, suggesting that policies that directly affect crime profitability, such as policies that shut down black markets or those that reduce demand for illegal goods, can be relatively effective. The third essay shows that any standard implementation problem can be formulated as a question about the existence of a graph that solves a graph coloring problem, establishing a connection between implementation theory and graph theory. More generally, an implementation problem can be viewed as a constraint satisfaction problem, and I propose an algorithm to design simple mechanisms to solve arbitrary implementation problems. / text

A considerable amount of research has been done regarding the hijacking of passenger vehicles. Little however, has been written on the hijacking of trucks with freight. The purpose of the research was to describe the nature, occurrence and extent of the hijacking of trucks with freight, the persons involved (this includes the victims and the offenders) and the impact these crimes have on the crime scene in South Africa. The research also aimed to develop a criminological model for prevention, based on the modus operandi of the offenders. Based on the theories explaining violent and economic crimes (e.g. anomie, differential association and sub-culture), an attempt was also made to explain the hijacking of trucks with freight. / Criminology / M.A.

Avaliação das práticas adotadas na preservação de cargas ante a ameaça de roubo no modal rodoviário: o caso Martins

The present project has the Fleets Management as the concentration area and it is inserted in the line of Market research and Supply Chain specifically, in the moment of physical distribution of goods. It has as purpose the evaluation of the adopted practices for the preservation of loads, in the case of the cargo theft, in the modal road. So that, a research is made in the existent literature in order to obtain a better understanding concerning the physical administration of fleets, identifying the characteristics of the cargo theft in Brazil and, still, verifying the protection actions which are recommended, by the specialists, for the treatment of that threat in the road transport. Then, based on a case study done in the wholesaler distributor Martins Comércio & Serviços de Distribuição S.A, settled in the city of Uberlândia-MG, the statistical data of the risks management section is analyzed. The data is compared with the information taken from the literature and the similarities are verified. Then, semi-structured interviews with managers of the study area are applied to identify the real processes and tools used for the treatment of the risk and the obtained results with such practices. Based on this material, the conclusion is that, even though the cargo theft is an adverse threat to the internal controls of the company, the risks management can reduce the number of occurrences and diverted values, and is also an efficient contribution to improve the results operated by the logistics. / O presente trabalho tem a Gestão de Frotas como área de concentração e encontra-se inserido na linha de pesquisa Mercado e Cadeia de Abastecimento especificamente, no momento da distribuição física de mercadorias. Tem como propósito a avaliação das práticas adotadas para a preservação de cargas, ante a ameaça de roubo, no modal rodoviário. Para tanto, é feita uma pesquisa na literatura existente com a finalidade de se obter um melhor entendimento acerca da gestão de frotas na distribuição física, identificando as características do roubo de cargas no Brasil e, ainda, verificando as ações de proteção que são recomendadas, por especialistas, para o tratamento dessa ameaça no transporte rodoviário. Depois, por meio de um estudo de caso realizado no atacadista distribuidor Martins Comércio e Serviços de Distribuição S.A, da cidade de Uberlândia-MG, analisam-se os dados estatísticos do setor de Gestão de Riscos, confrontando-os com os colhidos na literatura e verificando as similaridades. Ainda, por meio da aplicação de entrevistas semi-estruturadas nos gestores da área em estudo, identificam-se os processos e as ferramentas efetivamente utilizadas para o tratamento do risco e quais os resultados que foram obtidos com tais práticas. Chegou-se à conclusão de que, mesmo sendo o roubo de cargas uma ameaça adversa aos controles internos da empresa, é possível, mediante a prática do gerenciamento de riscos, alcançar uma redução no número de ocorrências e de valores subtraídos e, de tal forma, contribuir para a melhoria dos resultados obtidos pela logística. / Mestre em Administração
