Enhancing network scalability by introducing mechanisms, architectures and protocols

In this thesis, three key issues that restrict networks from scaling up so as to be able to cope with the rapid increase in traffic are investigated and series of approaches are proposed and tested for overcoming them. Firstly, scalability limitations owing to the use of a broadcast mechanism in one collision domain are discussed. To address this matter, servers under software-defined network architectures for eliminating discovery messages (SSED) are designed in this thesis and a backbone of floodless packets in an SDN LAN network is introduced. SSED has an innovative mechanism for defining the relationship between the servers and SDN architecture. Experimental results, after constructing and applying an authentic testbed, verify that SSED has the ability to improve upon the scalability of the traditional mechanism in terms of the number of switches and hosts. This is achieved by removing broadcast packets from the data and control planes as well as offering a better response time. Secondly, the scalability restrictions from using routers and the default gateway mechanism are explained. In this thesis, multiple distributed subnets using SDN architecture and servers to eliminate router devices and the default gateway mechanism (MSSERD) are introduced, designed and implemented as the general backbone for scalable multiple LAN-based networks. MSSERD's proposed components handle address resolution protocol (ARP) discovery packets and general IP packets across different subnets. Moreover, a general view of the network is provided through a multi-subnets discovery protocol (MDP). A 23 computers testbed is built and the results verify that MSSERD scales up the number of subnets more than traditional approaches, enhances the efficiency significantly, especially with high load, improves performance 2.3 times over legacy mechanisms and substantially reduces complexity. Finally, most of the available distributed-based architectures for different domains are reviewed and the aggregation discovery mechanism analysed to establish their impact on network scalability. Subsequently, a general distributed-centralised architecture with open-level control plane (OLC) architecture and a dynamic discovery hierarchical protocol (DHP) is introduced to provide better scalability in an SDN network. OLC can scale up the network with high performance even during high traffic.

The centralized management that exist currently hampers a ready solution for small problems that accrue becoming major structural problems that directly and indirectly impact in the student‟s pedagogical development. The community participation in school defense is old, although it‟s very limited. Currently School Units don‟t have financial management autonomy and the little money that they receive is passed to the APM- School parents and teachers association who is a non-profit legal entity, unlinked to the school and not embodies the School Unit. The APM is an instrument used by the legislature to fulfill that prescribes the LDB, Brazilian Federal law for education guidelines and bases about democratic management at public schools. The problem is that APM, instead of making the social control of the School Unit, manage their resources and thereby lost his exemption to supervise the administrative acts, since it is also a practitioner of these same acts. Although cited in many works, the issue of school units "autonomy", to be obtained as a result of actions outlined during the planning moments can be considered as a strong absence. Our research looks for alternatives ways for schools financial resources management that improve results in terms of expertise, general culture, social training and at the same time enable to Public Manager and team, responsible for school direction, a fast, efficient and accurate tool for action / As escolas públicas de brasileiras vivenciam uma fase crítica de deterioração das suas instalações físicas e de seus equipamentos pedagógicos. A centralização administrativa atualmente existente dificulta a pronta solução de pequenos problemas que, ao acumularem-se, transformam-se em grandes problemas estruturais que influem direta e indiretamente no aproveitamento pedagógico dos alunos. A defesa da participação da comunidade na escola, ainda que muito limitada, é antiga. Atualmente as Unidades Escolares não possuem autonomia na gestão financeira e o pouco recurso que recebem é repassado para a APM - Associação de Pais e Mestres que é uma entidade jurídica sem fins lucrativos, desvinculada da escola e não personifica a Unidade Escolar. A APM é o instrumento utilizado pelo legislador para cumprir o que prescreve a LDB-Lei de Diretrizes e Bases da Educação no tocante à gestão democrática do ensino público. O problema é que a APM, invés de fazer o controle social da Unidade Escolar, passou a gerir os seus recursos e com isso perdeu a isenção de fiscalizar os atos administrativos, uma vez que também é praticante destes mesmos atos. Apesar de citada em muitos trabalhos, a questão da autonomia das unidades escolares, a ser obtida como resultante das ações delineadas durante os momentos de planejamento pode ser considerada como uma significativa ausência. A nossa pesquisa procura alternativas na forma de gestão dos recursos financeiros das escolas que melhorem o resultado em termos de conhecimentos específicos, cultura geral, formação social e ao mesmo tempo possibilite ao Gestor Público e sua Equipe, responsáveis pela direção da Escola, uma ferramenta administrativa de ação rápida, eficiente e precisa

The importance of franchising in Brazil as a supplier of products and services and its social significance by creating jobs and collecting taxes makes the franchising chains administration a very important issue, justifying all the efforts seeking for improvement in this area. The characteristics of this organizational model bring specific challenges to managers, mainly the integration of the chain components: franchisers, franchisees and chain customer. This dissertation has the following main objectives: to show why the use of heterogeneous and non-integrated systems by franchising chains can increase the management problems of these kind of organizations; to define an architecture of a unique, centralized and integrated system to franchising chains; and to propose its adoption by managers of franchising chains to mitigate or even eliminate several identified administration problems. The results of a research about the administration system adopted by educational franchising chains in Brazil are presented to evidence its integration stage. Finally, a case study shows the perception of the benefits followed by the adoption of a unique, centralized and integrated management system by an educational franchising chain. The research results show that a great number of educational franchising chains in Brazil still adopt heterogeneous and non-integrated systems on the chain units. This kind of solution makes the exchange of data, information and knowledge difficult, reducing the collaboration between the chain members and confusing the chain administration. This study proposes a systems architecture that ensures the integration between the chain elements, becoming an important management tool to educational franchising chains, facilitating the agility and increasing the competitive capacity for these organizations. This is the perception of the executive managers of the franchising chain case study that adopted a unique, centralized and integrated system and had an improved administration capacity / O modelo de organização empresarial em rede, particularmente redes de franquias, vem crescendo a taxas bastante superiores à média da economia. A importância do setor de franquias no Brasil como fornecedor de produtos e serviços e o seu peso social como gerador de empregos e na arrecadação de impostos tornam a administração das redes de franquias um elemento relevante dentro do cenário econômico nacional, justificando as iniciativas de aprimoramento da gestão de redes de franquias. As características deste modelo organizacional impõem desafios específicos aos administradores, principalmente quanto ao grau de integração entre os elementos da rede, quais sejam franqueadores, franqueados e clientes finais. Esta dissertação tem como principais objetivos: mostrar porque a utilização de sistemas não integrados e heterogêneos tradicionalmente utilizados pelas redes de franquias pode potencializar as dificuldades de administração destas organizações; definir a arquitetura de um sistema único, centralizado e integrado para a gestão de redes de franquias; e propor a sua adoção por redes de franquias para mitigar ou até mesmo eliminar diversos dos problemas de gestão identificados. À guisa de ilustração, são discriminados os resultados de uma pesquisa sobre os sistemas de gestão utilizados por redes de franquias do segmento educacional no Brasil, com o fito de evidenciar seu estágio de integração e centralização. Por fim, um estudo de caso de uma rede de franquias educacional que já adota um sistema único, centralizado e integrado de gestão, mostra a percepção dos benefícios encontrados na adoção deste tipo inovador de solução. Os resultados da pesquisa mostram que a grande maioria das redes de franquias do segmento educacional adota, em suas unidades, sistemas de gestão heterogêneos e isolados entre si e em relação ao sistema do franqueador. Este tipo de solução dificulta a troca de dados, informações e conhecimento, diminuindo a possibilidade de colaboração entre os integrantes da rede e dificultando a administração da organização. A arquitetura de sistemas proposta neste estudo permite a integração dos elementos de uma rede, podendo constituir-se em uma importante ferramenta na gestão de redes de franquias, apoiando a agilidade e a competitividade destas organizações. Esta é a percepção dos executivos da rede de franquias do estudo de caso, que teve sua administração facilitada e aperfeiçoada a partir da adoção de um sistema único, centralizado e integrado de gestão

全民健保下藥品供應鏈e化之研究

全民健保的實施改變了傳統的藥品通路,使得藥品市場逐漸集中於醫院,而醫療院所為因應總額支付的政策,降低營運成本,因而有逐漸結盟經營的趨勢。為滿足市場導向的藥品供應鏈需求,本研究探討自全民健保1995年實施後,藥品通路的變革對藥品供應鏈所造成的影響,並藉由個案探討以及理論分析,探討藥品供應鏈e化之趨勢,以歸納出一個藥品供應鏈e化可行模式,供政府機關、醫療院所、藥商及物流商在藥品供應鏈之流程中作為參考。 本研究認為藥品供應鏈應從分散管理改為集中管理,並藉由具有公信力的中央健保局,配合資訊科技協助藥品供應鏈e化,以讓藥品資訊可以有效的流通被利用。透過以以中央健保局為中心的藥品供應鏈模式,可以讓各個產業專業分工的成效更明顯,其具有下列益處: 一、以量制價統一配銷 二、降低醫療院所藥品存貨 三、簡化健保給付流程 四、藥品資訊有效利用 五、幫助醫藥分類落實   此外,本研究亦針對此模式下之藥品供應鏈提出初步實施規劃如下: 一、從公立體系醫院興辦 二、選擇量大且較常使用的健保給付藥品 三、彈性的配送頻率 四、資訊流與金流的整合 五、由中央健保局協助資訊商建立藥品供應鏈e化平台 透過本研究所提出之藥品供應鏈之e化模式及流程,本研究期望能加速藥品供應鏈集中管理之機制形成,以幫助醫藥產業降低藥品流通的成本並落實醫藥分業。 / This paper examines the condition of Taiwanese National Health Insurance (NHI) and brings up the idea of the centralizd management. Since Taiwan put the NHI into practice, Drug Price Black-Hole of the NHI has estimated about 20 billion every year under the fee-for-service payment system (FFS) and pricing drug with brand. Therefore, we collect the papers and some cases to discuss the situation of the Drug Supply Chain in Taiwan. We would like to understand how to descrease the drug cost in purchasing and distributing by this paper. This paper makes use of Value Chain, Diamond Theory, New Value Curve to analyze the Drug Supply Chain in Taiwan and proposes the model and process to direct the industry how to developing the Drug Supply Chain by certralized management. The Drug Supply Chain of certralized management can provide some benefit as following: 1. Purchase jointly to reach economies of scale 2. Simplify the reporting process 3. Effectively use the information of the drugs 4. Utilize the distributed process by jointly delivery 5. Help the separation profession of pharmacy from medicine to implement Besides, this paper proposes the initial plan about the Drug Supply Chain of certralized management as following: 1.Begin with governmental hospitals. 2. Select large amount of the drugs of NHI. 3. Provide flexible frequency of distribution. 4. Intergrate the information flow and cash flow. 5. Bureau of National Health Insurance (BNHI) supports the Internet Servie provider (ISP) to build the platform of the Drug Supply Chain. Our main goal is to adapt this kind of model to help NHI overcome financial crisis by jointly purchasing and distributing, simplifying the process of reporting and help the separation profession of pharmacy from medicine.

A pesquisa teve como objetivo analisar como se dá o relacionamento institucional entre a Superintendência de Pessoal (SPS) – Órgão Central da Secretaria de Estado de Educação (SEE/MG) e as 47 Superintendências Regionais de Ensino (SREs) localizadas na capital mineira e em 44 municípios do interior do Estado de Minas Gerais, assim como propor medidas para a reorganização dos procedimentos administrativos da SPS-Assessoria visando a dotar este e as SREs de instrumentos capazes de conferir a organização das rotinas dos procedimentos de trabalho, nas atividades por eles desempenhadas. No trabalho, foi descrito o caso de gestão referente à repartição pública analisada, ou seja, a SPS-Assessoria, relacionando a sua realidade e o seu “modo de fazer” com as proposições de documentos oficiais no que tange à delegação de competências dos órgãos/setores da SEE/MG, bem como foi avaliado em que medida as atividades desenvolvidas na SPS-Assessoria influenciam as atividades desempenhadas pelas SREs no que tange à gestão de pessoal. Destaca-se no trabalho a proposta de um Plano de Intervenção que compreende a produção de orientações para o gerenciamento do setor pesquisado em que são propostas ações que facilitem a organização do setor e a capacitação de seus membros e dos setores de seus relacionamentos, quais sejam as SREs. Todas as ações foram apresentadas tendo como foco a atuação do gestor, em particular a dos seus colaboradores como protagonistas do processo, visando a agregar qualidade nas atividades por eles desempenhadas. / This paper entitled "Proposal for Reorganization of the Administrative Procedures at Human Resources Superintendence of the Department of Education of Brazilian state of Minas Gerais” was developed for the Professional Master Program in Management and Assessment of Public Education of Federal University of Juiz de Fora (UFJF), Brazil. The research aimed to analyze how works the institutional relationship between the Human Resources Superintendence (SPS) - central organ of the Brazilian State Department of Education (SEE/MG) - with the forty seven Regional Offices of Education (SREs), located in the capital and 44 municipalities in the Brazilian state of Minas Gerais, as well as to propose actions to reorganize the administrative procedures of SPS-Consultancy endowing these SREs with instruments to organize the routine of the work procedures, in activities performed by them. At work, it was described the management case related to the public department analyzed, i.e., the SPS-Consultancy by relating their reality and methodology with the propositions of official documents regarding the delegation of powers of the bodies/sectors of SEE/MG, as well as it was assessed in which extent the activities in the SPS-Advisory have influence on the activities performed by SREs in regard to personnel management. Work stands out in the proposal of an Intervention Plan that includes the production of guidelines for managing of the analyzed department where actions are proposed to favor both the organization of the sector and the training of its members and its related sectors, namely the SREs. All actions were presented focusing on the role of the manager, particularly of its collaborators as protagonists of the process, in order to add quality in the activities performed by them.

Conselho Nacional de Desenvolvimento Científico e Tecnológico / The management of computer networks is an area that demands competence, creativeness, imagination, action, observation, autonomy and a lot of work. Even today it is still an area with a lack of tools and professionals qualified to the management of the most diverse administrative domains. In this context, this work describes the project and development of an integrated, dynamic and automated system that is able to simplify and reduce the time required by for many daily tasks of network administrators. The proposed system can also be used as a way of integrationg existing management tools, making use of their resources and functionalities. The results validate and show the appliance of the system. A prototype of the system was developed, that could already be applied to automate many administrative tasks of computer networks. / Gerenciamento de redes de computadores é uma área que exige competência, criatividade, imaginação, ação, observação, autonomia e muito trabalho. Apesar de anos de investimentos realizados nessa área, ainda continua sendo uma área com carência de ferramentas e profissionais qualificados para o gerenciamento dos mais diversos domínios administrativos. Neste contexto, este trabalho descreve o projeto e desenvolvimento de um sistema integrado, dinâmico e automatizado capaz de simplificar e agilizar várias tarefas do dia-a-dia de administradores de redes.O sistema se propõe também a ser uma forma de integração entre ferramentas de gerenciamento existentes, tanto estendendo seus recursos quanto suas funcionalidades. Os resultados demonstram a validade e aplicabilidade do sistema. Foi desenvolvido um protótipo do sistema, que já pôde ser aplicado em redes de computadores para a automatização de várias tarefas administrativas.

The purpose of this dissertation was to identify factors that contribute to the sustainability of rural water supply facilities (WSFs). Twenty-four interviews were conducted: 16 from rural communities and 8 from water supply agencies. Key findings are that in order to achieve sustainability of WSFs, there is need to ensure that (1) there is an effective community organisation; (2) communities have the ability to operate and maintain WSFs; (3) communities are able to raise adequate user fees for purchasing spare parts; and (4) that there is a strong backup support at the district level to carry out major repairs. Major threats to the sustainability of WSFs include high poverty levels in communities, weak institutional framework and inability of communities to handle major breakdowns. / Social Work / M.A. (Social Work)
