The focus of this diploma thesis is a development of a proposal for the modification of the reporting mandatory and voluntary occurrances on the national basis. In the first part of this thesis is describtion database system ECCAIRS and also describtion of the legislation which relates to the reporting of occurrances, specifically Regulation (EU) No 376/2014 of the European Parliament and of the Council. Second part of this diploma thesis is about the description of the proposed solutions to improve reporting system of occurrances. Second part also includes creation of the form for reporting occurrances.

The thesis examines the regulation of pastoral care in the sector of civil aviation by the laws of the Roman Catholic Church (Latin Church). The general part first describes the theological reasons for special pastoral care, as well as the inception and development of its institutional organisation. The core of the general part of the thesis consists of identifying and interpreting the relevant legal standards of the Roman Catholic Church's (Latin Church's) general canon law. Attention is devoted in particular to the possibilities of organisational arrangement, the issue of airport chapels, their canonical status and use, individuals providing pastoral care, the specific issues of communicatio in sacris and the possibility of regulation by particular law. The special part of the thesis describes how pastoral care in civil aviation is organised in selected European Union member states and how it may be modified by particular law. Text in English / This research project, within the context of security risk management in general and aviation security in particular, aimed to explore the impact of the application of international and local air cargo security regulations on South Africa, with specific reference to the regulations of the International Civil Aviation Organisation (ICAO), as well as the European Union (EU) and the United States of America (USA). In South Africa, since the early 2000s, the South African Civil Aviation Authority (SACAA) has been the lead agency for dealing with and managing the needs for air cargo security. This oversight by SACAA culminated in 2009 with the promulgation of the SACAA Regulation commonly known as Part 108. Accordingly the primary research focus was on the impact Part 108 has had on the air cargo industry in South Africa. In addition, it compared the South African regulations with those of the USA and EU regulations; explored the compliance of the various roleplayers; sought to understand the enforcement of the regulations; and examined the effectiveness of the available security and screening methods. This report is a technical verification and validation of ADS-B (Automatic Dependent Surveillance – Broadcast) over VDL Mode 4 (Very High Frequency Data Link Mode 4) for the use in the surveillance element of an A-SMGCS (Advanced Surface Movement Guidance and Control System). The main objective of this report is to examine if ADS-B/VDL Mode 4 fulfils the technical requirements for an implementation at Arlanda airport, Stockholm Sweden. The report also includes a FMECA (Failure Mode, Effects and Criticality Analysis), a theoretical background and methods for monitoring. The process of making this report can be divided into three phases: 1. Preliminary Study. In this phase the requirements were examined and structured. 2. Verification. In this phase the system performance has been verified both theoretically and by several tests at Arlanda Airport. Simulation results have also been used. 3. Validation and documentation. The tests and verifications that were performed in phase 2 were validated in the third phase of the project. The final project document was also written in this phase. The main conclusion from this analysis is that ADS-B/VDL Mode 4 is well suited for surveillance. ADS-B/VDL Mode 4 has the possibility to fulfil all considered requirements, apart from detecting all obstacles. But if all the requirements are going to be fulfilled depends both on the implementation and the operational environment. The results from this verification and validation should be used as the technical subset in a future safety case, both in Sweden and internationally.

Design Optimization and Analysis of Long-Range Hydrogen-Fuelled Hypersonic Cruise Vehicles

Aviation industry is continuously growing especially for very long distance flights due to the globalisation of local economies around the world and the explosive economic growth in Asia. Reducing the time of intercontinental flights from 16-20 hours to 4 hours or less would therefore make the, already booming, ultra-long distance aviation sector even more attractive. To accomplish this drastic travel time reduction for civil transport, hypersonic cruise aircraft are considered as a potential cost-effective solution. Such vehicles should also be fuelled by liquid hydrogen, which is identified as the only viable propellant to achieve antipodal hypersonic flight with low environmental impact. Despite considerable research on hypersonic aircraft and hydrogen fuel, several major challenges should still be addressed before such airliner becomes reality. The current thesis is therefore motivated by the potential benefit of hydrogen-fuelled hypersonic cruise vehicles associated with their limited state-of-the-art.Hypersonic cruise aircraft require innovative structural configurations and thermal management solutions due to the extremely harsh flight environment, while the uncommon physical properties of liquid hydrogen, combined with high and long-term heat fluxes, introduce complex design and technological storage issues. Achieving hypersonic cruise vehicles is also complicated by the multidisciplinary nature of their design. In the scope of the present research, appropriate methodologies are developed to assess, design and optimize the thermo-structural model and the cryogenic fuel tanks of long-range hydrogen-fuelled hypersonic civil aircraft. Two notional vehicles, cruising at Mach 5 and Mach 8, are then investigated with the implemented methodologies. The design analysis of light yet highly insulated liquid hydrogen tanks for hypersonic cruise vehicles indicates an optimal gravimetric efficiency of 70-75% depending on insulation system, tank wall material, tank diameter, and flight profile. A combination of foam and load-bearing aerogel blanket leads to the lightest cryogenic tank for both the Mach 5 and the Mach 8 aircraft. If the aerogel blanket cannot be strengthened sufficiently so that it can bear the full load, then a combination of foam and fibrous insulation materials gives the best solution for both vehicles. The aero-thermal and structural design analysis of the Mach 5 cruiser shows that the lightest hot-structure is a titanium alloy construction made of honeycomb sandwich panels. This concept leads to a wing-body weight of 143.9 t, of which 36% accounts for the wing, 32% for the fuselage, and 32% for the cryogenic tanks. As expected, hypersonic thermal loads lead to important weight penalties (of more than 35%). The design of the insulated cold structure, however, demonstrates that the long-term high-speed flight of the airliner requires a substantial thermal protection system, such that the best configuration (obtained by load-bearing aerogel blanket) leads to a titanium cold design of only 4% lighter than the hot structure. Using aluminium 7075 rather than titanium offers a further weight saving of about 2%, resulting in a 135.4 t wing-body weight (with a contribution of 23%, 25%, 18% and 34% from the TPS, the wing, the fuselage, and the cryogenic tanks respectively). Given the design hypotheses, the difference in weight is not significant enough to make a decisive choice between hot and cold concepts. This requires the current methodologies to be further elaborated by relaxing the simplifications. Investigation of the thermal protection must be extended from one single point to different regions of the vehicle, and the TPS thickness and weight should be considered in the structural sizing of the cold design. L’aéronautique civile commerciale poursuit l’objectif du déplacement de biens ou de personnes, par les airs, en maintenant un niveau optimal de sécurité. Depuis plus de trente ans, en dépit de cadres normatifs de plus en plus stricts et d’automatismes de plus en plus performants, le rapport entre performance visée et risque encouru ne progresse plus.Le facteur humain constitue un levier d’action majeur pour franchir ce plancher de verre. Dans le cadre contraint de l’aéronautique, la conception d’outils visant à assister la cognition des pilotes est ainsi une direction d’avenir. L’anticipation a été identifiée comme un processus central dans la gestion des ressources cognitives. Dans une démarche de cognitique, nous avons ainsi entrepris la conception d’un outil d’aide à l’anticipation en impliquant des pilotes à chaque étape des développements.D’une analyse de l’activité sur la base d’enregistrements en cockpit et d’entretiens, nous avons construit un modèle de l’activité réelle des pilotes lors de la descente et l’approche sur l’aéroport de Rio de Janeiro. L’étude bibliographique mit en lumière des points critiques relevant de l’anticipation et nécessitant une expérimentation préliminaire. Les résultats expérimentaux conciliés à nos hypothèses de compréhension de l’anticipation achevèrent le cahier des charges du cœur fonctionnel de notre outil d’aide à l’anticipation. Un algorithme de planification dynamique exploitant notre modèle de l’activité fut conçu et implémenté au sein d’ASAP (Anticipation Support for Aeronautical Planning) le démonstrateur de concept industriel de Thales Avionics. 36 pilotes civils commerciaux participèrent enfin à son évaluation en simulateur. / Civil aviation pursues the objective of moving people or goods through the air with an optimal level of safety. For more than thirty years, despite a stricter and stricter regulatory framework and highly reliable automation, the ratio between performance and acceptable risk is not improving anymore.Human factors are a major action lever to break this glass floor. In the constrained context of aviation, designing tools aiming at assisting pilots’ cognition is thus a promising direction. Anticipation has been identified central in the process of cognitive resources management. In a human factors engineering approach, we undertook the design of an anticipation support tool involving pilots at each step of the development.From an activity analysis performed on the basis of in-cockpit recordings and interviews we constructed a model of the actual pilots’ activity during the descent and approach phases on Rio de Janeiro airport. The state of the art highlighted the key elements related to anticipation which could take benefit of a preliminary experiment. Experimental results brought together with our hypotheses about how anticipation works completed the requirements of the functional core of our anticipation support tool. A dynamic planning algorithm was then designed and implemented within ASAP (Anticipation Support for Aeronautical Planning), Thales Avionics’ proof of concept. 36 commercial pilots took part to its evaluation in a simulated environment.

Cette thèse décrit les applications du traitement automatique des langues (TAL) à la gestion des risques industriels. Elle se concentre sur le domaine de l'aviation civile, où le retour d'expérience (REX) génère de grandes quantités de données, sous la forme de rapports d'accidents et d'incidents. Nous commençons par faire un panorama des différentes types de données générées dans ce secteur d'activité. Nous analysons les documents, comment ils sont produits, collectés, stockés et organisés ainsi que leurs utilisations. Nous montrons que le paradigme actuel de stockage et d’organisation est mal adapté à l’utilisation réelle de ces documents et identifions des domaines problématiques ou les technologies du langage constituent une partie de la solution. Répondant précisément aux besoins d'experts en sécurité, deux solutions initiales sont implémentées : la catégorisation automatique de documents afin d'aider le codage des rapports dans des taxonomies préexistantes et un outil pour l'exploration de collections de rapports, basé sur la similarité textuelle. En nous basant sur des observations de l'usage de ces outils et sur les retours de leurs utilisateurs, nous proposons différentes méthodes d'analyse des textes issus du REX et discutons des manières dont le TAL peut être appliqué dans le cadre de la gestion de la sécurité dans un secteur à haut risque. En déployant et évaluant certaines solutions, nous montrons que même des aspects subtils liés à la variation et à la multidimensionnalité du langage peuvent être traités en pratique afin de gérer la surabondance de données REX textuelles de manière ascendante / This thesis describes the applications of natural language processing (NLP) to industrial risk management. We focus on the domain of civil aviation, where incident reporting and accident investigations produce vast amounts of information, mostly in the form of textual accounts of abnormal events, and where efficient access to the information contained in the reports is required. We start by drawing a panorama of the different types of data produced in this particular domain. We analyse the documents themselves, how they are stored and organised as well as how they are used within the community. We show that the current storage and organisation paradigms are not well adapted to the data analysis requirements, and we identify the problematic areas, for which NLP technologies are part of the solution. Specifically addressing the needs of aviation safety professionals, two initial solutions are implemented: automatic classification for assisting in the coding of reports within existing taxonomies and a system based on textual similarity for exploring collections of reports. Based on the observation of real-world tool usage and on user feedback, we propose different methods and approaches for processing incident and accident reports and comprehensively discuss how NLP can be applied within the safety information processing framework of a high-risk sector. By deploying and evaluating certain approaches, we show how elusive aspects related to the variability and multidimensionality of language can be addressed in a practical manner and we propose bottom-up methods for managing the overabundance of textual feedback data / Тoзи реферат описва приложението на автоматичната обработка на естествен език (ОЕЕ) в контекста на управлението на риска в гражданското въздухоплаване. В тази област докладването на инциденти и разследването на произшествия генерират голямо количество информация, главно под формата на текстови описания на необичайни събития. На първо време описваме раличните типове (текстови) данни, които секторът произвежда. Анализираме самите документи, методите за съхраняването им, как са организирани, както и техните употреби от екперти по сигурността. Показваме, че съвремените парадигми за съхраняване и организация не са добре приспособени към реалната употреба на този тип данни и установяваме проблемните зони, в които ОЕЕ е част от решението. Две приложения, отговарящи прецизно на нуждите на експерти по авиационна сигурност, са имплементирани: автоматична класификация на доклади за инциденти и система за проучване на на колекции, основаваща се върху текстовото сходство. Въз основа на наблюдения на реалната употреба на приложенията, предлагаме няколко метода за обработка на доклади за инциденти и произшествия и обсъждаме в дълбочина как ОЕЕ може да бъде проложено на различни нива в информационнo-обработващите структури на един високорисков сектор. Оценявайки методите показваме, че трудностите свързани с многоизмерността и изменимостта на човешкия език могат да бъдат ефективно адресирани и предлагаме надеждни възходящи методи за справяне със свръхизобилието на доклади за инциденти в текстови формат

The thesis contains theoretical notes of influencing factors, a list of aircraft and their characteristics, including mutual comparison in graphs. The next part focuses on the airport itself, where it tries to identify the factors that affect its operation, including historical events. The next part focuses on the selection of airports in Central Europe, determining the appropriate performance characteristics, which are then compared and evaluated.
