Thesis (MComm (Industrial Psychology))--University of Stellenbosch, 2008. / The introduction of a multidimensional approach towards peace missions in complex emergencies emphasises the importance of coordination between the military and the humanitarian components at all levels of interaction. Cooperation and coordination between the military and humanitarian components are critical in achieving a common goal to alleviate suffering and save lives. The challenge is how to develop, enhance and sustain an effective working relationship to overcome the conflicting views on coordination from the military and humanitarian perspectives. Humanitarians fear the loss of independence and neutrality when associated with the military. The military tend to undermine humanitarians role and functions in becoming directly involved in humanitarian action. During selection, the military needs to identify members who firstly conform to the generic psychological peacekeeping profile and who secondly, portray the skills, knowledge and abilities to perform the coordination function between the military and the humanitarian component. The challenge remains to select competent military members in the absence of a psychological profile for the coordination function. Through this research, the psychological profile for a Civil Military Coordination Officer is defined. In the theoretical discussion, the importance of coordination is emphasised through analyses of the challenges, roles, functions and behaviours associated with Civil Military Coordination Officers in multidimensional peace missions. The theoretical foundation and primary data from field research are integrated in a competency model for Civil Military Coordination Officers. The results of this research are presented as a model of provisional selection criteria for Civil Military Coordination Officers.

The methodological procedures were performed by bibliometric approach, focused on documentary research, with a descriptive and exploratory character. Based on professional literature, the data were analyzed and presented in order to facilitate the identification of the following: geographic and institutional distribution of localized journals; recurrent authors; institutional origin of the authors and their participation in research groups; themes addressed in the texts; and which aspects were addressed in the texts that are included in the thematic axis "educational policy". It is understood that the results of the search will enable contributions to the History of Education, because besides the historical review and mapping of knowledge that is being produced on an extremely relevant theme to the educational field, it allows the dialogue with the current educational conditions, such as wage squeeze, poor structure of teacher training courses, close link between education and the labor market, fundaments of school management, valuation of private initiatives, etc. / Esta pesquisa teve por objetivo geral possibilitar um mapeamento dos textos sobre educação no período da ditadura civil-militar, publicados na base de dados SCIELO, no período que abrange de 1985 a 2016, datas de publicação do primeiro e do último texto localizado. Os procedimentos metodológicos foram realizados mediante abordagem bibliométrica, centrada em pesquisa documental, com caráter descritivo e exploratório. Com apoio de bibliografia especializada, os dados obtidos foram analisados e apresentados com o objetivo de possibilitar a identificação dos seguintes aspectos: distribuição geográfica e institucional dos periódicos localizados; autores recorrentes; origem institucional dos autores e suas respectivas participações em grupos de pesquisa; temáticas abordadas nos textos; e quais aspectos foram abordados nos textos que compõe o eixo temático “política educacional”. Compreende-se que os resultados da pesquisa possibilitarão contribuições à História da Educação, pois além do resgate histórico e do mapeamento do conhecimento que vem sendo produzido a respeito de uma temática extremamente relevante ao campo educacional, permite a interlocução com as atuais condições educacionais, tais como: arrocho salarial, má estruturação de cursos de formação docente, estreita vinculação entre educação e mercado de trabalho, fundamentos da gestão escolar, valorização de iniciativas privadas, etc.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study aims to examine the relationship between the State and railroad workers of Santa Maria during the first period of the Civil-Military Dictatorship in Brazil between 1964 and 1968. Given this, we seek to establish the main line of work as the idea that in this period due to the violent repression that followed mainly against the most active class-leaders, the pragmatism that characterized the political praxis of the railways during the so-called populist state (1945 -1964) came to an end. Likewise, the role of representative organizations scattered in associations, unions, etc. lost his sense of being due to policy interventions suffered at the summit which led to a depoliticization of workers and take a role especially bureaucratic in relation to conflicts at work. Thus, the railways have been jettisoned not only their influence on the other professional categories in the city, as well as the various spheres of power which had representatives. The issue of torture against political prisoners in Santa Maria was another important issue that has examined and direct connection with the practice intervention and demobilization class carried out by the authoritarian regime that was imposed in the country from 1964. / O presente estudo visa examinar as relações entre o Estado e os trabalhadores ferroviários de Santa Maria durante o primeiro período da Ditadura Civil-Militar brasileira, entre 1964 e 1968. Diante disto, procuramos estabelecer como linha principal do trabalho a ideia de que neste período devido à violenta repressão que se seguiu principalmente contra os líderes classistas mais atuantes, o pragmatismo que caracterizou a práxis política dos ferroviários durante o período do assim chamado Estado populista (1945-1964) chegou ao fim. Da mesma forma, a atuação dos organismos representativos dispersos em associações, uniões, etc., perdeu seu sentido de ser devido às intervenções sofridas na cúpula diretiva o que levou a uma despolitização do meio classista e a assumirem uma feição notadamente burocrática em relação aos conflitos do trabalho. Sendo assim, os ferroviários foram alijados não apenas de sua influência sobre as demais categorias profissionais da cidade, como também das várias esferas de poder onde possuíam representantes. A questão da tortura contra os presos políticos em Santa Maria foi outra questão importante examinada e que possui ligação direta com a prática de intervenção e desmobilização classista levada a efeito pelo regime autoritário que se impôs no país a partir de 1964.

Support is the new service : gendered political obligation, the military, and collective subject formation in international relations : an examination of support the troops discourse and civil-military relations in the US and UK from 2001-2010

Military operations in Afghanistan and Iraq highlighted a key characteristic of contemporary Western civil- military relations. Today, a small group of volunteers fights a distant conflict while popular familiarity with military service and war declines. There is a disconnect between this way of war and enduring cultural understandings of the appropriate normative relationship between gender (particularly masculinity), military service, and citizenship. This study examines "support the troops" (StT) discourses in the United States and United Kingdom during the "global war on terror" (2001-2010) as a representation of this on-going transformation in gendered/ing civil-military relations. Methodologically, the study employs structured discourse analysis to map an original data set of previously unexamined documents produced by UK and US state and military officials, pro-military non-governmental organizations, peace and anti-war movements, and media. It is the first systematic social scientific study of the "support the troops" phenomenon. The patterns inductively generated within the mapping are interpreted using a poststructural (re)conceptualisation of the military as a discursive structural effect, as well a formal institution and social relation. The study argues that StT is a means of addressing the gendered civilian anxiety that accompanies non-service in wartime. It finds that StT is a political contestation over the appropriate normative structure of gendered civil-military relations. Through the articulation of three ideal-typical, intertwined logics of gendered political obligation, StT discourse reconstitutes military support, rather than military service, as the sine qua non of contemporary normative citizenship. Via a series of gendered associations and contrasts with "the troops", support is further produced as a means of military participation. Correspondingly, ostensibly separate "civil" society is (re)masculinised. Together, the underlying logics of gendered political obligation work to discursively instantiate and (re)produce an idealised vision of the political community, extending and legitimating the transnational liberal social order.

Publicados em um contexto de redemocratização, posterior à promulgação da Lei de Anistia (1979) e à revogação do AI-5, os relatos memorialísticos de autocrítica da luta armada tiveram influência direta na construção da memória social que atribuía aos grupos de guerrilha os ideais de resistência e democracia. Por isso, o foco deste trabalho consiste em pesquisar acerca dos motivos que levaram os ex-guerrilheiros da luta armada a vincularem suas obras a estes ideais e a silenciar sobre a proposta inicial dos grupos de guerrilha: a instauração de uma ofensiva revolucionária que levasse o Brasil ao regime socialista por meio da ditadura do proletariado. / This study aims to analyze the process of building the social memory of the armed left in the context of the Brazilian civil-military dictatorship. Published in a context of redemocratization, following the promulgation of the Amnesty Law (1979) and the revocation of AI-5, the memorialistic accounts of selfcriticism of the armed struggle had a direct influence on the social memory that gave guerrilla groups the ideals of resistance and democracy. Therefore, the focus of this work is to investigate the reasons why the former guerrillas of the armed struggle linked their works to these ideals and to silence about the initial proposal of the guerrilla groups: the establishment of a revolutionary offensive that took the Brazil to the socialist regime through the dictatorship of the proletariat.

Como tal ele carrega as credenciais de quem o gerou, nutriu e pôs em vigência. Ao longo de sua existência o Mobral perseguiu o ideal de “erradicar o analfabetismo no país” à medida que, com suas práticas, buscava conferir graus crescentes de legitimidade a um regime de exceção. Este trabalho pretende pôr em discussão interesses, alcances, fragilidades e a herança histórica deixada pelo Mobral para os anais da educação brasileira. Para isso analisei-o tanto em seus aspectos materiais quanto humanos dentro da estrutura do governo, a partir de cartas escritas por alunos e alfabetizadores, jornais didáticos e outros periódicos de circulação geral, cartilhas de alfabetização e entrevistas com personagens que compuseram este cenário. Com base nessas fontes pude criar, como faz um artesão com seus retalhos, um mosaico da história da educação popular no Brasil entre as décadas de 1970 e 1980. Os resultados encontrados pela pesquisa apontam para uma ressignificação do Mobral enquanto projeto pedagógico e ideológico ao longo do tempo: de sinônimo de alfabetização e desenvolvimento humano a sigla passou a termo pejorativo, sendo associada à ignorância e ao analfabetismo. A mudança no tom e no sentido carrega ainda como consequência o questionamento moral e político do governo militar e seus feitos no campo educacional. / The Brazilian Literacy Movement - Mobral - is a Brazilian military government product (1964-1985) in its entire scope. As such it carries the credentials of those who created, nourished and put it into effect. Throughout its existence the Mobral pursued the ideal of "eradicating illiteracy in the country" as with its practices, sought to give increasing degrees of legitimacy to a regime of exception. This work aims to discuss the interests, achievements, weaknesses and the historical legacy of Mobral to the annals of the Brazilian education. For this I analyzed it both in its material and human aspects within the government structure, from letters written by students and teachers, educational journals and other general circulation newspapers, literacy primers and interviews with characters that made up this scenario. From these sources I was able to compose, as a craftsman does with his patchwork, a mosaic of the history of popular education in Brazil from the 1970s to the 1980s. The results of the survey point to a redefinition of Mobral as a pedagogical and ideological project over time: From synonymous with literacy and human development the acronym came to be remembered in a derogatory manner, being associated with ignorance and illiteracy. The change in tone and sense of the meaning of Mobral for history still carries as a consequence the moral and political questioning of the military government and its achievements in the educational field.
