Arestas da realidade : uma narrativa possível sobre o Movimento Estudantil da UFRGS (1964-1985)

A investigação visa analisar o modo como alguns estudantes da Universidade Federal do Rio Grande do Sul (UFRGS) representaram os dilemas sócio-políticos que assolaram a Universidade e o país nos anos em que o Brasil foi governado por uma aliança militar (1964-1985). Utiliza-se os pressupostos teóricos da História Cultural, além das reflexões da História da Educação para analisar as trajetórias de vida de sujeitos que participaram de um processo histórico, o qual, ainda hoje se faz presente nas memórias e discursos dos indivíduos que o viveram. O trabalho enfoca nas gerações de estudantes que participaram do Movimento Estudantil (ME) da UFRGS. Iniciasse analisando os relatos de memória dos jovens que lutavam na clandestinidade contra o estado autoritário em seus anos de chumbo. Estes personagens precisavam se adaptar ao cerco repressivo que vinha se fechando para os grupos de oposição. Muitos foram presos e torturados, além de se verem obrigados a fugir do país para sobreviver. Por fim, o texto se concentra nos anos da dita transição pactuada, anunciada pelo general Ernesto Geisel como sendo um período da abertura “lenta, gradual e segura”, do regime ditatorial rumo ao governo democrático. Tendo em vista o objetivo anunciado, o corpus documental foi formado por depoimentos orais elaborados junto aos personagens que atuaram nesta Universidade. Cumpre destacar que, durante o processo de abertura política, ocorrido entre as décadas de 1970 e 1980, verificou-se uma transformação no modo como o ME se organizava. Para aqueles que ingressaram neste movimento nessa época, a crítica às práticas da geração anterior, que havia optado por um combate à ditadura através da luta armada, fez com que emergissem novas estratégias de contestação. A vista disso, os discentes investiram nos movimentos de massa e na defesa do retorno às liberdades democráticas, na qual fosse garantido o direito a voto em todas as instâncias de governo. Procurava-se transformar a sociedade brasileira através do voto eleitoral, apostando nos partidos de esquerda que deixaram de ser ilegais e em novas siglas, como o PT. Ademais, essa geração incluiu outras pautas de discussão, diferentemente daquelas apresentadas pelo ME dos anos de 1960. Em suma, estes sujeitos buscaram politizar o cotidiano, abordando questões como o feminismo, a ecologia e o consumo de drogas. Sendo assim, o ME se mostra um movimento que soube se transformar através do tempo e dos processos históricos, desempenhando um adversário à altura na arena política da ditadura civil-militar brasileira. / The research aims to analyze how some students of the Universidade Federal do Rio Grande do Sul (UFRGS) represented the socio-political dilemmas that devastated the University and the country in the years when Brazil was governed by a military alliance (1964-1985). It used the theoretical presuppositions of Cultural History, as well as the reflections of the History of Education to analyze the life trajectories of the subjects who participated in a historical process, which is still present today in the memories and discourses of the individuals who lived it. The work focuses on the generations of students who participated in the Student Movement (SM) of UFRGS. The work begin analyzing the memory stories of the young who fought clandestinely against the authoritarian state in their lead years. These characters needed to adapt their acts against the repressive siege that was closing to their opposition groups. Many were arrested and tortured, and forced to flee the country to survive. Finally, the text focuses on the years of the political transition, announced by General Ernesto Geisel as a period of the "slow, gradual and safe" opening of the dictatorial regime towards democratic government. In the view of the announced objective, the documentary corpus was formed by oral statements elaborated with the characters who acted in this University. It should be noted that during the process of political openness, which occurred between the 1970s and 1980s, there was a transformation in the way the SM was organized. For those who entered this movement at this time, criticism of the practices of the previous generation, which had opted for a struggle against the dictatorship through armed struggle, led to the emergence of new strategies of contestation. In view of this, the students invested in mass movements and in the defense of the return to democratic freedoms, in which the right to vote was guaranteed in all instances of government. It was tried to transform the brazilian society through the electoral vote, betting on left parties that stopped being illegal and in new acronyms, like the PT. In addition, this generation included other discussion guidelines, unlike those presented by the SM of the 1960s. In short, these subjects sought to politicize everyday life, addressing issues such as feminism, ecology and drug liberation. Thus, the SM shows itself to be a movement that has been able to transform itself through time and a historical process, playing an adversary in the political arena of the brazilian civil-military dictatorship.

Esta pesquisa trata dos discursos da imprensa paulista acerca do futebol praticado por mulheres durante o período da ditadura civil-militar em que este era proibido no Brasil (1965-1983). Faz-se esta análise em cinco periódicos O Estado de S. Paulo, Folha de S. Paulo, Placar, A Gazeta Esportiva e A Gazeta Esportiva Ilustrada para apontar de que maneiras o futebol feminino era retratado ou silenciado - na imprensa, assim como identificar as diversas práticas de futebóis e pontuar os fatores que motivaram os marcos que separam os capítulos desta dissertação: a proibição (1965), a revogação (1979) e a regulamentação do esporte (1983). / This research analyzes the discourses of São Paulos press about the football played by women when it was banned during the civil-military dictatorship in Brazil (1965-1983). This examination is done in three journals and two magazines - O Estado de S. Paulo, Folha de S. Paulo, Placar, A Gazeta Esportiva and A Gazeta Esportiva Ilustrada - pointing to the ways in which women\'s football was seemed - or silenced - in this press, and identify the various practices of footballs and scoring the factors that motivated the landmarks that separate the chapters of this dissertation: the prohibition (1965), the repeal (1979) and the establishment of the rules for this sport (1983).

São memórias de militares e civis que, em sua maioria, atuaram na defesa do movimento de 31 de março de 1964 e na sustentação do regime dos cinco generais presidentes. Cabe dizer que essas narrativas estão inseridas em disputas de longa data, travadas no campo da memória entre os que estiveram em luta contra o regime e os que defenderam este, inclusive denominando seu momento inicial de Revolução, ao invés de Golpe, e Governos Revolucionários, ao contrário de Anos de Chumbo. / The dissertation entitled On the other side of the hill: the story of the Army on the civil-military dictatorship sought to examine a collection of statements produced and published by the Army Library, the Bibliex, in 2003 and 2004, about the coup detat and the civil-military dictatorship in Brazil. These are memories of soldiers and civilians that, in their majority, acted in the defense of the movement of March 31st, 1964, and in the support of the regime of the five general presidents. The scope of this paper is to examine how the narrative on the civil-military dictatorship from the testimony of these individuals operated, as well as the strategies used by the military in mounting this collection. It must be said that these narratives are embedded in long-standing disputes, fought in the field of memory among those who were fighting against the regime and those that supported it, even naming his starting point of Revolution, instead of Coup detat and Revolutionary Government instead of The Years of Lead.

Propõe-se explorar a forma como o período expressou-se, no que remete ao Rio Grande do Sul, em cidades do interior onde percebemos uma grande particularidade: a organização das rotas de exílio. Delimitaremos o presente trabalho às atividades de oposição à ditadura civil militar nas cidades de interior e de fronteira, considerando as principais atividades de oposição e, também, a repressão, os apoios ao golpe, dentre diversas particularidades. Focar-se-á, mais especificamente, na organização das rotas de exílio, atividade peculiar que envolveu diversos grupos em solidariedade para garantir a vida de militantes procurados e, também, para a organização da militância no exílio. A principal fonte será a memória, tanto dos organizadores das atividades, quanto dos transladados para fora do país. Deter-se-á o período compreendido entre o ano do golpe até o início dos anos de 1970, em que os grupos de resistência foram duramente combatidos e se encontravam bastante desarticulados. / The present paper attempts to bring new elements to civil-military dictatorship research focusing at a topic which production is yet scarse. It is proposed to explore the way, concerning the Rio Grande do Sul state, which the period was expressed in the countryside cities and we can point it out a certain particularity: the organization of the exile's routes. Therefore, we'll limit the present paper to the opposing activities against the civil-military dictatorship at the contryside and boundary cities accounting opposing activities, repression, the coup support, among many other particularities. However, it will focus on the establishment of the exile's routes, singular activity which envolved many groups in symphaty to ensure the life of the wanted militants and, also, to the militancy arrengement at the exile. The main source will be the memory from both - activities organizers and exileds. It will concentrate on the period counting from the year of the takeover until the early 1970s in which resistance groups were starkly fought and could be found very disarticulated.

Experiência de luta na emancipação feminina: mulheres na ALN / Fighting experience in women\'s emancipation: women in the ALN (National Liberation Action)

A pesquisa teve como objetivo recuperar as redes de solidariedade formadas por mulheres que mantiveram ou não vínculos orgânicos com a ALN (Ação Libertadora Nacional) e que prestaram os mais diversos tipos de colaboração a essa organização, participando não apenas dos levantamentos para ações armadas ou diretamente de sua execução, mas desempenhando também um papel primordial na retaguarda do movimento armado. A colaboração dessas mulheres foi parte também das transformações que se processaram na sociedade da época com relação à participação da mulher no espaço público. Na militância política, elas também introduziram mudanças na divisão de papéis entre os sexos e ressignificaram sua participação no interior dos grupos nos quais se incorporaram. Sua atividade foi fundamental para garantir a vida de pessoas, bem como permitir a continuação das atividades da organização no Brasil, em especial nos momentos mais repressivos da ditadura. Muito além de pequenos gestos, como se supõe, essas mulheres formaram uma força discreta, que deu aos militantes clandestinos a estabilidade necessária para continuarem na luta. / The research aimed to restore the solidarity networks formed by women who maintained or no organic links with the ALN (National Liberation Action), which provided the most diverse types of contributions to that organization, participating not only from surveys or directly to armed actions his execution, but also playing a pivotal role in the rear of the armed movement. The collaboration of these women was also part of the changes which were processed in the society of that time with respect to women\'s participation in public space. In political activism, they also introduced changes in the division of roles between the sexes, and resignify their participation within the groups of which it is incorporated. Its activity was essential to safeguard the lives of people as well as to enable continuation of the organization\'s activities in Brazil, especially in the most repressive dictatorship. Much more than a minor adjustment, as is supposed, these women formed a slight force, which gave the clandestine militants stability to continue the fight.

The methodological procedures were performed by bibliometric approach, focused on documentary research, with a descriptive and exploratory character. Based on professional literature, the data were analyzed and presented in order to facilitate the identification of the following: geographic and institutional distribution of localized journals; recurrent authors; institutional origin of the authors and their participation in research groups; themes addressed in the texts; and which aspects were addressed in the texts that are included in the thematic axis "educational policy". It is understood that the results of the search will enable contributions to the History of Education, because besides the historical review and mapping of knowledge that is being produced on an extremely relevant theme to the educational field, it allows the dialogue with the current educational conditions, such as wage squeeze, poor structure of teacher training courses, close link between education and the labor market, fundaments of school management, valuation of private initiatives, etc. / Esta pesquisa teve por objetivo geral possibilitar um mapeamento dos textos sobre educação no período da ditadura civil-militar, publicados na base de dados SCIELO, no período que abrange de 1985 a 2016, datas de publicação do primeiro e do último texto localizado. Os procedimentos metodológicos foram realizados mediante abordagem bibliométrica, centrada em pesquisa documental, com caráter descritivo e exploratório. Com apoio de bibliografia especializada, os dados obtidos foram analisados e apresentados com o objetivo de possibilitar a identificação dos seguintes aspectos: distribuição geográfica e institucional dos periódicos localizados; autores recorrentes; origem institucional dos autores e suas respectivas participações em grupos de pesquisa; temáticas abordadas nos textos; e quais aspectos foram abordados nos textos que compõe o eixo temático “política educacional”. Compreende-se que os resultados da pesquisa possibilitarão contribuições à História da Educação, pois além do resgate histórico e do mapeamento do conhecimento que vem sendo produzido a respeito de uma temática extremamente relevante ao campo educacional, permite a interlocução com as atuais condições educacionais, tais como: arrocho salarial, má estruturação de cursos de formação docente, estreita vinculação entre educação e mercado de trabalho, fundamentos da gestão escolar, valorização de iniciativas privadas, etc.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study aims to examine the relationship between the State and railroad workers of Santa Maria during the first period of the Civil-Military Dictatorship in Brazil between 1964 and 1968. Given this, we seek to establish the main line of work as the idea that in this period due to the violent repression that followed mainly against the most active class-leaders, the pragmatism that characterized the political praxis of the railways during the so-called populist state (1945 -1964) came to an end. Likewise, the role of representative organizations scattered in associations, unions, etc. lost his sense of being due to policy interventions suffered at the summit which led to a depoliticization of workers and take a role especially bureaucratic in relation to conflicts at work. Thus, the railways have been jettisoned not only their influence on the other professional categories in the city, as well as the various spheres of power which had representatives. The issue of torture against political prisoners in Santa Maria was another important issue that has examined and direct connection with the practice intervention and demobilization class carried out by the authoritarian regime that was imposed in the country from 1964. / O presente estudo visa examinar as relações entre o Estado e os trabalhadores ferroviários de Santa Maria durante o primeiro período da Ditadura Civil-Militar brasileira, entre 1964 e 1968. Diante disto, procuramos estabelecer como linha principal do trabalho a ideia de que neste período devido à violenta repressão que se seguiu principalmente contra os líderes classistas mais atuantes, o pragmatismo que caracterizou a práxis política dos ferroviários durante o período do assim chamado Estado populista (1945-1964) chegou ao fim. Da mesma forma, a atuação dos organismos representativos dispersos em associações, uniões, etc., perdeu seu sentido de ser devido às intervenções sofridas na cúpula diretiva o que levou a uma despolitização do meio classista e a assumirem uma feição notadamente burocrática em relação aos conflitos do trabalho. Sendo assim, os ferroviários foram alijados não apenas de sua influência sobre as demais categorias profissionais da cidade, como também das várias esferas de poder onde possuíam representantes. A questão da tortura contra os presos políticos em Santa Maria foi outra questão importante examinada e que possui ligação direta com a prática de intervenção e desmobilização classista levada a efeito pelo regime autoritário que se impôs no país a partir de 1964.

Publicados em um contexto de redemocratização, posterior à promulgação da Lei de Anistia (1979) e à revogação do AI-5, os relatos memorialísticos de autocrítica da luta armada tiveram influência direta na construção da memória social que atribuía aos grupos de guerrilha os ideais de resistência e democracia. Por isso, o foco deste trabalho consiste em pesquisar acerca dos motivos que levaram os ex-guerrilheiros da luta armada a vincularem suas obras a estes ideais e a silenciar sobre a proposta inicial dos grupos de guerrilha: a instauração de uma ofensiva revolucionária que levasse o Brasil ao regime socialista por meio da ditadura do proletariado. / This study aims to analyze the process of building the social memory of the armed left in the context of the Brazilian civil-military dictatorship. Thus, starting from the analytical process of two specific times, that is, from the analysis of the guerrilla (1964-1973) and its narratives (1974-1988), we seek to understand the possible incompatibilities in the discourse of exmilitants, Through memorialistic accounts, contributed to the construction of the social memory of the armed left. For this, three memorialistic sources were used - O que é isso, companheiro? (1979) written by Fernando Gabeira; Os Carbonários: memórias de uma guerrilha perdida (1980), of Alfredo Syrkis; A fuga (1984), of Reinaldo Guarany - Linha Política e Orientação para a Prática (1969), of MR-8; A vanguarda armada e as massas na primeira fase da revolução (1969), of VPR; O papel da ação revolucionária na organização (1969), of ALN. Published in a context of redemocratization, following the promulgation of the Amnesty Law (1979) and the revocation of AI-5, the memorialistic accounts of selfcriticism of the armed struggle had a direct influence on the social memory that gave guerrilla groups the ideals of resistance and democracy. Therefore, the focus of this work is to investigate the reasons why the former guerrillas of the armed struggle linked their works to these ideals and to silence about the initial proposal of the guerrilla groups: the establishment of a revolutionary offensive that took the Brazil to the socialist regime through the dictatorship of the proletariat.

Como tal ele carrega as credenciais de quem o gerou, nutriu e pôs em vigência. Ao longo de sua existência o Mobral perseguiu o ideal de “erradicar o analfabetismo no país” à medida que, com suas práticas, buscava conferir graus crescentes de legitimidade a um regime de exceção. Este trabalho pretende pôr em discussão interesses, alcances, fragilidades e a herança histórica deixada pelo Mobral para os anais da educação brasileira. Para isso analisei-o tanto em seus aspectos materiais quanto humanos dentro da estrutura do governo, a partir de cartas escritas por alunos e alfabetizadores, jornais didáticos e outros periódicos de circulação geral, cartilhas de alfabetização e entrevistas com personagens que compuseram este cenário. Com base nessas fontes pude criar, como faz um artesão com seus retalhos, um mosaico da história da educação popular no Brasil entre as décadas de 1970 e 1980. Os resultados encontrados pela pesquisa apontam para uma ressignificação do Mobral enquanto projeto pedagógico e ideológico ao longo do tempo: de sinônimo de alfabetização e desenvolvimento humano a sigla passou a termo pejorativo, sendo associada à ignorância e ao analfabetismo. A mudança no tom e no sentido carrega ainda como consequência o questionamento moral e político do governo militar e seus feitos no campo educacional. / The Brazilian Literacy Movement - Mobral - is a Brazilian military government product (1964-1985) in its entire scope. As such it carries the credentials of those who created, nourished and put it into effect. Throughout its existence the Mobral pursued the ideal of "eradicating illiteracy in the country" as with its practices, sought to give increasing degrees of legitimacy to a regime of exception. This work aims to discuss the interests, achievements, weaknesses and the historical legacy of Mobral to the annals of the Brazilian education. For this I analyzed it both in its material and human aspects within the government structure, from letters written by students and teachers, educational journals and other general circulation newspapers, literacy primers and interviews with characters that made up this scenario. From these sources I was able to compose, as a craftsman does with his patchwork, a mosaic of the history of popular education in Brazil from the 1970s to the 1980s. The results of the survey point to a redefinition of Mobral as a pedagogical and ideological project over time: From synonymous with literacy and human development the acronym came to be remembered in a derogatory manner, being associated with ignorance and illiteracy. The change in tone and sense of the meaning of Mobral for history still carries as a consequence the moral and political questioning of the military government and its achievements in the educational field.
