Entretanto, a exist?ncia de um modelo n?o garante a pr?tica, de fato, que a co-gest?o aconte?a, ou que ela impe?a a exaust?o dos recursos comuns caracterizando a trag?dia preconizada por Hardin. Neste trabalho realizamos uma an?lise da gest?o da RESEX Acau-Goiana localizada nos munic?pios de Aca? (PB) e Goiana (PE), oito anos ap?s a sua cria??o legal. Utilizamos como instrumento interpretativo os princ?pios facilitadores da gest?o de recursos comuns (PGRC) identificados por Elinor Ostrom e o question?rio de valores humanos proposto por Schwartz. A escala de valores foi aplicada com 240 indiv?duos, sendo metade benefici?rio e a outra metade n?o-benefici?rio, somente os 120 pescadores das 4 comunidades da RESEX foram submetidos ao question?rio dos PGRC. As entrevistas foram realizadas no per?odo de Maio a Setembro de 2014. Testamos tr?s hip?teses: 1) quanto maior a depend?ncia de produtos da RESEX maior ser? o conhecimento sobre os PGRC; 2) a inser??o dos indiv?duos em uma ?rea de uso comum (RESEX) aumenta os valores coletivistas; 3) valores mais coletivistas aumentam o conhecimento dos PGRC. Para tanto, definimos ?ndices de depend?ncia s?cio-econ?mica de produtos da RESEX, de conhecimento dos PGRC e de valores individuais. An?lises estat?sticas de compara??o de m?dias e correla??o foram empregadas. Os nossos resultados mostraram que o conhecimento acerca de seis dos sete itens analisados nos princ?pios b?sicos (PGRC) ainda ? baixo, apresentando valores em torno de 0,2 numa escala de zero a um (0 a 1). A extens?o territorial (6.678 hectares) e o elevado n?mero de usu?rios (1440 fam?lias) pode estar exercendo um efeito prejudicial no desenvolvimento da gest?o compartilhada. Ao contr?rio do previsto, benefici?rios que mais dependiam da RESEX n?o apresentaram maior conhecimento dos PGRC, mas os benefici?rios que passavam mais tempo na RESEX que tiveram maiores ?ndices. Isto indica que ? o contato direto com o ambiente, n?o a depend?ncia do mesmo que aumenta o conhecimento dos PGRC. De acordo com nossa hip?tese, indiv?duos com valores coletivistas apresentaram maior conhecimento dos PGRC e menor horas de trabalho dentro da RESEX, indicando maior tend?ncia dos indiv?duos refrearem seu uso do recurso comum. Valores individualistas correlacionaram com menor conhecimento de um PGRC. Entre os benefici?rios, indiv?duos com maiores valores individualistas tinham renda mensal mais elevada, enquanto que entre os n?o benefici?rios n?o houve essa correla??o, demonstrando as vantagens econ?micas do individualismo (free-riding) em situa??es de uso n?o-privativo dos recursos. Nossos dados enfatizam a import?ncia de orientar os principais atores no desenvolvimento de uma gest?o co-participativa na dire??o dos princ?pios b?sicos, e que desenvolver valores coletivistas entre os usu?rios de um bem comum pode aumentar o conhecimento destes princ?pios. / In recent years we have observed, in Brazil, the expansion of democratic spaces, providing the use of participatory management strategies in common-pool areas. However, the existence of a co-management model does not guarantee its practice, neither that it will prevent the depletion of common features characterizing the tragedy proposed by Hardin. In this work we analysed the management of Aca?-Goiana RESEX which is located in the cities of Aca? (PB) and Goiana (PE), eight years after its legal creation. We evaluated how much the users of RESEX possess information (even if non formalized) regarding the common use of area and whether they exhibit collectivist values. We used as an interpretative tool the facilitators principles of common resource management (PGRC) identified by Elinor Ostrom and the questionnaire of human values proposed by Schwartz. The human values questionnaire was applied to 240 individuals, half beneficiary and the other half non-beneficiary, only the beneficiaries were submitted to the questionnaire of PGRC. Interviews were conducted in the period of May to September 2014. We tested three hypotheses: 1) The degree of dependence from RESEX resources will play an important role on indirect knowledge of the PGRC; 2) the inclusion of individuals in a communal area (RESEX) increases collectivists values; 3) higher collectivist value rates increases knowledge of PGRC. To this end, we defined levels of socio-economic dependence of RESEX resources, knowledge of PGRC and individual values. GLM statistic analysis of mean comparison and correlation were employed. Our results showed that the knowledge on six of the seven items analyzed in the basic principles (PGRC) is still low. The extended land area and the high number of users may be exerting a detrimental effect on the development of a co-management. Contrary to expected, it was not the dependency who influenced knowledge on the PGRC, but the time spent in contact with the RESEX. This indicates that direct contact with the environment, not the dependence of it, that raises awareness about PGRC. According to our hypothesis, individuals with collectivist values showed greater knowledge of PGRC and reduced hours of work within the RESEX, indicating a greater tendency of individuals refrain their use of the common resource. Individualistic values correlated with less knowledge of a PGRC. Among the beneficiaries, individuals with higher individualistic values had higher monthly income, while among non-beneficiaries there was no such correlation, demonstrating the economic advantages of individualism (free-riding) in situations of non-private use of resources. Our data emphasize the importance of guiding the main actors in the development of a co-participatory management in the direction of the basic principles, and to develop collectivist values among users of a common good can raise awareness of these principles.

The path chosen to record was from testimonials and contributions of those who meant their done. Redeeming this story from social representations of the majority of their builders was an instigating, delicate and rewarding task, emphasizing the living memory, rebuilt in a line of time which could not be found in simple documentary collections. Mainly, by knowing that service routine was intense and had as characteristic the singular mobility itself from a creation process and therefore not always its dynamic allowed adequate records. At the same time, from this occurred the field and bibliographic research which allowed the detailed information from the prior milestones and motivated to the practice here reported. The rereading of concepts in an interface with the reports of the interviewees enabled the verification that the model of mental health advocated by psychiatric reform was understood. Once noticed the presence of the beliefs and values of people in motivating energy for the progress of reform, it has gone to fetch theoretical subsidies of administrative order to understand how they saw this building and that uniqueness has been printed. The theoretical way and praxis have tracked here has allowed to analyze how occurred such a process of production and subjectivity and collectives that when organize enabled themselves for analysis and intervention, including in crisis situations. Therefore, it was revealed that ethical and multi-disciplinarity, the humanitarian sense, the coresponsibility, co-production and horizontal management were the key factors for spread from a changing protagonist. One can thus conclude that co-management from that collective has been multi-disciplinary weaving a cross / Esta disserta??o tem como objeto a pr?xis de co-gest?o do servi?o de sa?de CAPS II OESTE de Natal/RN, onde trabalhadores de sa?de, usu?rios e familiares conseguiram materializar diretrizes e princ?pios da reforma psiqui?trica brasileira em possibilidades reais e concretas de constru??o de subjetividades, ao passo que se transformavam as rela??es sociais num cotidiano. O caminho escolhido para registro foi a partir dos depoimentos e contribui??es daqueles que significaram seu feito. Resgatar esta hist?ria a partir das representa??es sociais da maioria dos seus construtores foi uma tarefa instigante, delicada e recompensadora, enfatizando a mem?ria viva, reconstru?da numa linha do tempo que n?o poderia ser encontrada em simples acervos documentais. Principalmente, por saber que a rotina daquele servi?o era intensa e teve como caracter?stica a mobilidade singular pr?pria de um processo em cria??o e por isso nem sempre sua din?mica permitia adequados registros. Em vista disto ocorreu, concomitantemente, a pesquisa de campo e a bibliogr?fica que permitiu o levantamento detalhado dos marcos que antecederam e motivaram a pr?tica aqui retratada. A releitura de conceitos numa interface com os depoimentos dos entrevistados possibilitou a verifica??o de que o modelo de sa?de mental preconizado pela reforma psiqui?trica fora compreendida. Uma vez percebido a presen?a das cren?as e valores das pessoas na energia motivadora para o avan?o da reforma, passou-se a buscar subs?dios te?ricos de ordem administrativa para compreender de que forma se deu tal constru??o e com que singularidade foi impressa. O caminho te?rico e pr?xis aqui percorrida permitiram analisar como se deu tal processo de produ??o de subjetividades e de coletivos que ao se organizarem capacitaram-se para an?lise e interven??o, inclusive em situa??es de crise. Revelou-se, portanto, que a ?tica e multidisciplinaridade, o sentido humanit?rio, a co-responsabiliza??o, a co-produ??o e a horizontalidade gerencial foram os fatores fundamentais para dissemina??o de um protagonismo transformador. Pesquisa do Estado da Bahia - FAPEB / Research on the practices of SUS management in Primary Care in the city of Alagoinhas-BA, whose aims were understand the sense and/or the meaning on the care management in Primary Heath Care, considering the participation of managers, health workers and users in Primary Care in the city of Alagoinhas ?BA; analyze the practice of the SUS management in Primary Care and discuss the competence and attribution of the municipal government (managers, health workers and householders), policies and 'new' models of health in Primary Care. Qualitative research, with family health units as investigation field. The participant subjects in the study were divided into four groups: Group I, managers; Group II, health workers; Group III, users; Group IV, key informants, in total 26 participants. We used systematic observation, semi-structured interviews and document analysis as data collection techniques. The method of data analysis was an approximation with Hermeneutics-dialectical, from which were drawn three categories of analysis: categorical-Practice of management in Primary Health Care: sense and meaning; category 2-A orchestra-'ideal' of rationality, hegemonic order and productive and category 3-social Control: in search of democracy. According to the survey results, the SUS management practices in Primary Care of Alagoinhas-BA municipality occur disjointed among user subjects, health workers and managers, characterized by the centralization of decision-making power of managers to the detriment of the interests of users and workers, reflecting the fragility of the citizenship exercise. Thus, social control, permanent education and health planning as a tool for sharing of power among subjects has only been theorized, reproducing one centralized management, since the senses and meanings for the management sometimes approach, sometimes depart from the practices of the involved participants. In the subject understanding, the management practices should be established in the user-centered model of health to provide the best service to users. However, these manager practices are still rooted in the hegemonic model, focused in normative planning. Regarding to the workers, there is a double understanding: the planning owns features of normative focus and a small part in the situational-local strategic focus. However, the workers practices have been developed in care model of Programmatic Actions, welcome and user participation in the work process. The social participation occurs in the county through the Municipal Health Council and community neighborhood Association. De acordo com os resultados da pesquisa, as pr?ticas de gest?o do SUS na Aten??o B?sica do munic?pio de Alagoinhas-BA ocorrem desarticuladas entre os sujeitos usu?rios, trabalhadores de sa?de e gestores, caracterizada pela centraliza??o do poder de decis?o dos gestores em detrimento dos interesses dos usu?rios e trabalhadores, traduzindo a fragilidade do exerc?cio da cidadania. Desse modo, o controle social, a educa??o permanente e o planejamento em sa?de como instrumentos de partilhamento do poder entre sujeitos tem sido apenas teorizado, reproduzindo uma gest?o centralizada, j? que os sentidos e significados para gest?o ora aproximam, ora se afastam das pr?ticas dos sujeitos envolvidos. Na compreens?o dos sujeitos, as pr?ticas de gest?o devem ser baseadas no modelo de sa?de usu?rio-centrado para proporcionar o melhor atendimento aos usu?rios. No entanto, as pr?ticas dos gestores ainda continuam arraigadas no modelo hegem?nico, focado no planejamento normativo. Quanto aos trabalhadores h? um entendimento duplo: o planejamento possui caracter?sticas do enfoque normativo e uma pequena parte no enfoque estrat?gico situacional local. Contudo, as pr?ticas dos trabalhadores tem sido desenvolvidas no modelo de aten??o das A??es Program?ticas, acolhimento e participa??o dos usu?rios no processo de trabalho. A participa??o social ocorre no munic?pio atrav?s do Conselho Municipal de Sa?de e Associa??o comunit?ria de bairro. Diante de tal realidade, as pr?ticas de gest?o em sa?de no munic?pio de Alagoinhas encontram-se presas ao modelo de uma gest?o Taylorista, apesar de come?ar a ouvir o eco da co-gest?o nas Unidades de sa?de da fam?lia.
