A organização, que surgiu na efervescência da Revolução Cubana, na década de 1960, após 44 anos, ainda se mantém como projeto de luta armada. Nessa exploração, discutem-se elementos históricos da tradição de guerra colombiana e as formas de resistência armada dos setores subalternos, que constituem parte do acumulado simbólico e da memória da nova proposta de luta. A análise também se aprofunda no processo de construção identitária, no sentido de ser elenos, importante chave explicativa da unidade, coesão e persistência histórica do grupo. Entre os principais contextos significativos que configuram sua identidade estão: os laços de familiaridade, que os une no plano afetivo, a reconstrução da memória, que reforça seus ideais, e a moralidade religiosa, que fortalece seu compromisso e lhes dá uma valoração comum do mundo. Embora o ELN se defina como uma organização atéia, seguidora dos princípios científicos do marxismoleninismo, a morte em combate do sacerdote Camilo Torres ativou um dos princípios germinais da tradição cristã no interior do grupo: o sacrifício de Jesus pela humanidade, mensagem lida e traduzida à linguagem da luta social que se converteu em premissa de luta, sintetizada na insígnia de fundação NUPALOM (Nem um passo atrás, libertação ou morte), e na extensão do sentido de ser salvador (em vida) e mártir (na morte), como elemento estruturante e significante do ser e do agir desses militantes. This thesis is a search for the significance of the long and persistent existence of revolucionary Colombian guerrilla group: El Ejército de Liberación Nacional (ELN) that was borned at the time of the pinnacle of the Cuban Revolution along the sixties, and, that after 44 years of life still maintains itself as an armed struggle projet. In order to inquiry into what constitutes an important part of the symbolic memory of this group - memory that, by the way, is activated by this new struggle proposal - the analysis studies in depth historical elements of the colombian war tradition and also studies different ways of popular armed resistance. The analysis also goes inside the identity process that builds the components of this group in the way of thinking themselves as being elenos and what, in turn, demonstrated to be an important explanation key about the unity, cohesion and historical survival of this organization. Among the principal significant contexts that shape its identity is worth mentioning: familiarity relations, what join them together as a matter of affection, its memory reconstruction, what reinforces its ideals and its religious morality that, on the one hand strenghthens its commitment and in the other, gives them common values. In spite of the group selfdefinition as "atheistic" and followers of the marxism-lenilism scientifical principles, the death of priest Camilo Torres in fight (1966) actived a germinal Christian principle - Jesus's sacrifice for humanity # message that after bein translated to social struggle language became its struggle premise, synthesized in its foundation instruction NUPALON (no step back: liberation or death) and in the extending of the meaning of savior (during life) to martyr (during death), as a significant and structuring elements of being, acting and performing of these militants.

Foram avaliados os acontecimentos políticos, militares e sociais ocorridos na fronteira sul colombiana, em decorrência de um acirramento dos ânimos entre o governo e a guerrilha, que teve como estopim o assalto realizado pelas Forças Armadas colombianas à Casa Verde. Em decorrência desses acontecimentos, procurou-se detectar em documentos brasileiros e no dispositivo militar do Brasil na sua fronteira norte, em que medida o conflito no país vizinho, a idéia contida no Plano Colômbia de internacionalizá-lo e o crescente processo de militarização desenvolvido a partir do governo de Pastraña influenciaram e/ou alteraram o programa de militarização da fronteira norte brasileira (em especial a região cabeça do cachorro), processo este, que já se desenvolvia desde 1984 quando surgiu o primeiro planejamento reestruturador da força, o Sistema de Planejamento do Exército – SIPLEX, e que também constou da Política de Defesa Nacional (1996), que foi apresentada pelo presidente Fernando Henrique Cardoso, que tinha como principal objetivo a defesa estratégica da região amazônica. Com o objetivo de contemplar e explicar a busca da adequação da doutrina militar a realidade brasileira e a procura pela tão desejada autonomia por parte do Exército, foi elaborado o histórico de modernização e desenvolviemnto enfrentados pelo Exército brasileiro, tendo como ponto de partida a virada para o século XX e as constantes brigar para que fosse possível implantar seriamente um plano de modernização da força terrestre. Esse desenvolvimento sempre esteve atrelado a uma grande dependência... / This dissertation deals with the evolution of the Colombian internal conflict during the drafting process and the consequences of Plan Colombia and the side effects generated by the Brazilian military reorganization on the borderline between the two countries. We evaluated the political, military and social developments in the southern Colombian border, due to a worsening of mood between the government and the guerrillas, who had sparked the assault as done by the Colombian Armed Forces to Casa Verde. Due to these events, we tried to detect in Brazilian documents and the military of Brazil in its northern border, to what extent the conflict in the neighboring country, the idea contained in Plan Colombia internationalize it and the growing process developed from influenced the Pastrana government and / or amended the program of militarization of the northern border of Brazil (especially the head region of the dog), a process that has unfolded since 1984 when they announced the first force planning Restructuring the System of Planning Army - SIPLEX, which also included the National Defense Policy (1996), which was presented by President Fernando Henrique Cardoso, who had as main objective the strategic defense of the Amazon region. In order to contemplate and explain the pursuit of military doctrine to fit the Brazilian reality and the search for autonomy as desired by the Army, was prepared and the history of modernization development faced by the Brazilian Army, and as a starting point for the twentieth century and the constant fight to make it possible to implement a serious plan for modernization of ground forces.
