Scarcity, government, population: The problem of food in colonial Kenya, c. 1900-1952

Food security in Africa is a foremost development challenge. Dominant approaches to addressing food security concentrate on availability and increasing production. This 'productionist' focus arguably limits the capacity of government policies to address contemporary food problems. It does so by obscuring both the specific food insecurity dynamics linked to the continent's ongoing urban transitions, as well as the potential for more systemic food strategies. Yet existing research provides an inadequate historical understanding of how a production and supply-oriented bias has emerged and become established in the African context. This undermines the capacity of scholars and policymakers to critique and reform food security thought and practice. The thesis addresses this gap in knowledge by critically and historically examining the emergence of food scarcity as a specific problem of government in a particular African context: colonial Kenya. Understanding how colonial officials and other actors conceived of and responded to food scarcities in Kenya is the primary question addressed. The specific roles and duties of the state in relation to this problem are also investigated. The thesis employs a Foucauldian-inspired approach to the historical analysis of government and problematizations. Primary data were gathered from archives in the United Kingdom. The argument is that food scarcity, as a problem of government, shifted from an uncertain and localized rural issue to a risk encompassing the balance between market supply and demand at a territorial scale. The role of the state shifted from a last-resort provider of relief to a regulator of maize production and demand, with a focus on ensuring adequate supply for territorial self-sufficiency. Accordingly, anti-scarcity techniques became increasingly economic and calculative in nature, and longer term in focus. This mode of conceiving and addressing food scarcity existed in Kenya by the end of the Second World War, and was stabilized in the immediate post-war period. Elements of this system are recognizable in contemporary food security policies in Kenya and elsewhere in Africa. The thesis contributes to historical knowledge of African food insecurity and colonial government. It moves beyond previous work by focusing on Kenya, and by examining food scarcity as a distinct problem of colonial government. It enhances knowledge of the conditions under which contemporary modes of food governance have come into existence.

Position of Putonghua in contemporary Hong Kong

Hong Kong's language policy has come under close scrutiny since the creation of the region as a colony of Great Britain in 1843. Throughout Hong Kong's time as a colony of Great Britain, and post-1997 as a Special Administrative Region of the People's Republic of China, language use and the policy that aims to dictate this use has told us a great deal about Hong Kong's hierarchy of socioeconomic power and the languages used by those in 'high' and 'low' positions on this hierarchy. Previous research into language policy in Hong Kong makes note of the ways in which the colonial and postcolonial governments have enacted policies aimed at directing the people of Hong Kong towards specific patterns of language use. Since the transfer of sovereignty in 1997, the role of Putonghua in contemporary Hong Kong has been an issue of debate, both within the public domain and within the Hong Kong Legislative Council. As the official language of the People's Republic of China, the role of Putonghua in contemporary Hong Kong requires closer analysis. Current policy places Putonghua within a linguistic trichotomy alongside English and Cantonese - the 'three languages' of Hong Kong. The ways in which Putonghua is treated in the Legislative Council, in the education system, and in the daily lives of Hong Kong's citizens requires further exploration. In order to explore the nature of the role of Putonghua in contemporary Hong Kong society, this thesis makes use of two complementary methodologies that explore the use of Putonghua in different domains. The first of these methodologies is rooted in the tradition of Critical Discourse Analysis (CDA). The second of these methodologies is based on corpus linguistic methods, through the creation of and subsequent analysis of a corpus of job advertisements, and an analysis of the position of Putonghua in these job adverts - its necessity or lack thereof. This thesis comprises four papers in total, three research papers and one review article, that collaboratively shed light on the status of Putonghua in contemporary Hong Kong.

Esta tese versa sobre a prática de escrita de cartas na época moderna, sobretudo no século XVIII, incluindo-se a carta como objeto de estudo, ao se considerar seu sentido, produção, marca de sociabilidade, aspecto materiais, espaço de trocas de sensibilidades e dispositivo da prática de governar. Para isso, analisamos alguns manuais modernos de escrita de carta e de secretário, especialmente, o de Francisco José Freire, O secretario portuguez (1745). Ao se estudar a prática epistolar, criou-se o conceito de sensação de fala e sensação de escuta, para pensar a carta enquanto portadora da voz do remetente, despertando no destinatário a audição, ativada pela conexão entre os sentidos questão que também considerou a circularidade da carta entre os espaços de sociabilidade e manifestação do sensível. Assim, depois de pensar a carta em categorias teóricas, estudamos a correspondência de D. Luís de Almeida, o 2º marquês do Lavradio. Cartas produzidas por este português no período no qual deixou Lisboa para servir ao rei como governador da Bahia e depois como vice-rei do Brasil, permanecendo na América de 1768 a 1779. As instituições que abrigam a correspondência que formou o principal corpus da tese são: em Portugal, Biblioteca Nacional, Arquivo Histórico Ultramarino e Academia de Ciência de Lisboa; no Brasil, Arquivo Nacional e Biblioteca Nacional. O corpus foi estudado pormenorizadamente reunindo informações quantitativas e qualitativas, considerando a materialidade da carta e sua trajetória de composição e preservação. Por fim, o terceiro momento do estudo analisou o conteúdo das cartas, para pensar o governo colonial regido através delas, refletindo sobre os diferentes papéis sociais ocupados por D. Luís de Almeida, a atuação do vice-rei e suas problemáticas de governo; e as estratégias utilizadas para impedir a má reputação social diante da perda do território. A mission and five commissions: a study of some aspects of the educational work of the American Zulu Mission, 1835-1910

This thesis examines the work of the American Zulu Mission in Natal from 1835 to 1910. Of the institutions controlled by this mission, the most famous was that known in the 20th Century as Adams College, named after one of the founders of the Natal work, Dr Newton Adams. Although other research work has been done on this institution and this mission in general, this thesis attempts to examine the work in the light of the mission's own view of its educational purpose and the expectations of the Colonial Government of what could be expected of missionary education. To meet this purpose particular stress was laid first on the actual development of the mission's educational institutions, especially when reports and letters assessed the aims of the developments and the ways in which these aims were being met. Secondly, the aims of missionary education were explained through five capital Colonial Government Commissions, which looked, in a number of different ways, at the current position and future of the Zulu peoples of Natal. These Commissions reported in 1846, 1852-1853, 1881-1882, 1892 and 1902. Two major findings emerge from the investigation. The first was lack of clarity, not only on the part of what the mission was trying to do, but also on what the Colonial Government expected it to do. To this absence of clarity must be added the continuous shortage of finance, the reluctance of the Zulu themselves to accept the combination of education (which they wanted) and conversion (of which they were often suspicious). In these circumstances, their slow progress of the 75 years from 1835 to 1910 becomes understandable. Had these years been the total extent of the mission' s contribution to Natal, there would be little justification for any extended investigation, or any reason behind the high prestige which the mission enjoyed. It is shown, however, that from 1902 onwards a new, more incisive and directional policy, especially on the question of education, came from the mission. This emerged particularly under the leadership of Le Roy, Principal from 1903 to 1925. The last part of this thesis assesses this new direction. The detailed investigation comes to an end at 1910 when with the creation of Union, an entirely new organisation and dispensation came into being. In the last years of Le Roy's principalship the promise of the period of 1902 to 1920 came to fruition and in the final chapter a brief summary of these developments are given

Religious education in Zimbabwe secondary schools : the quest for a multi-faith approach

This study explores the problem of a bibliocentric Religious Education curriculum in Zimbabwe amid the quest for a multi-faith curriculum. It traces the history of Religious Education, how it was started and crafted by the so-called missionary propagandists in order to suit their dogmatic interests. Two main aspects of the christianization of the Religious Education curriculum are highlighted, namely cultural alienation and indoctrination. Two post-independence teaching approaches, the life experience approach and the multi-faith approach are discussed in a comprehensive manner as possible solutions to the problem of Religious Education in Zimbabwe. An empirical analysis and evaluation of the views of various stakeholders about post-independence developments in Religious Education is also presented. Labouring under the law : gender and the legal administration of Indian immigrants under indenture in colonial Natal, 1860-1907.

This study is a gendered historical analysis of the legal administration of Indian Immigrants in British Colonial Natal in the late nineteenth and early twentieth centuries. By focusing primarily on the attempts of the Natal Government to intervene in the personal law of especially indentured and ex-indentured Indians, this thesis presents an analysis of the role that gender played in the conceptualization and promulgation of the indentured labour scheme in Natal, and in the subsequent regulation of the lives of Indian immigrants in the Colony. It traces the developments in the administration of Indian women, especially, from the beginning of the indenture system in colonial Natal until the passage of the Indian Marriages Bill of 1907 and attempts to contextualize arguments around these themes within broader colonial discourses and debates, as well as to examine the particularity of such administrative attempts in the Natal context. This study observes the changing nature of 'custom' amongst Indian immigrants and the often simultaneous and contradictory attempts of the Natal colonial administration to at first support, and later, to intervene in what constituted the realm of the customary. Through an analysis of legal administration at different levels of government, this analysis considers the interactions of gender and utilitarian legal discourse under colonialism and, in particular, the complex role of Indian personal law and the ordinary civil laws of the Colony of Natal in both restricting and facilitating the mobility of Indian women brought to Natal under the auspices of the indentured labour system. / Thesis (M.Soc.Sc.)-University of KwaZulu-Natal, 2005.
