Persuasive effects of cuteness-coated political propaganda in China : an experimental design

Ever-developing media and innovative propaganda strategies continually change the ways that political authorities exercise their manipulation of the public, which always causes great concern among scholars in the field of political communication. To respond to the lively debate on the roles new modes of communication can play in the processes of politics in modern society based on the experience of China and also to help scholars adapt to the changing context of China today, we chose one representative trend in the latest political propaganda of the Communist Party of China (CPC) on social media--"cuteness-coated propaganda"--of which we study the impacts on political support among Chinese youth and the mechanisms involved. After conceptualizing and theorizing the cuteness-coated propaganda of the CPC, we design and conduct two studies. In Study One, we firstly recruit 199 participants offline for a pair of between-subjects 2 (selling cuteness or not) × 2 (soft content or hard content) factorial design experiments. In Experiment 1, the cuteness is presented in the form of video, and in Experiment 2, it is presented in the form of pictures. In Study Two, we recruit 386 participants online to join in the online survey-embedded experiments, in which the cuteness is presented in the form of text in Experiment 3 and the form of pictures in Experiment 4. We find that in our research context when the CPC propagandizes with soft-oriented content using the selling-cuteness strategy in video form on Weibo, it improves the specific political support of Chinese youth by increasing their positive emotions or closing the psychological distance between themselves and the propagandist. This finding suggests that the "Double-Soft Model" of political propaganda (utilizing a soft propaganda strategy to publicize soft content) proposed in our thesis can be a very persuasive way of influencing young people's specific political support. However, when the selling-cuteness with soft content is presented in picture form or textual form, it is unable to influence the specific support because it cannot evoke significantly increased positive emotions or psychological closeness. Meanwhile, neither general political support nor national pride is influenced by the selling-cuteness strategy no matter in which form it is presented, which is consistent with the findings of previous scholars. Our research represents a pioneering study of cuteness-coated political propaganda on social media, both theoretically and empirically.

Budget allocation and expenditure patterns of government with specific reference to government communication and information system (GCIS) for the period 1998-2001

Government Communication and Information System (GCIS) was formed in May 1998, to co-ordinate and provide leadership in communicating the message of government across all government functional disciplines. Initially its activities were implemented with resources of the disbanded South African Communication Services (SACS). Key findings * The GCIS's allocated budget was not linked to its own strategic priorities and operational plans. * The inherited staff of SACS had limited qualification to execute its key activities. * Budget motivations submitted for the subsequent years, were still using SACS's activities as a focal point and not the GCIS's priorities. * There were poor systems of managing and monitoring on a month to month basis the activities of the GCIS. Key recommendations * A newly created entity should have a strategic and an operational plan that will inform its zero based budgeting process. * Management involvement in the budgeting process and monitoring is critical. * The budgeting process should be preceded by an approved strategic plan and an operational plan. / Public Administration / (M.A (Public Administration))

A legislação dispõe de artigos que determinam política de cotas para vários elos da cadeia produtiva do audiovisual. A lei também destina verbas provenientes da cobrança do CONDECINE ao FSA (Fundo Setorial do Audiovisual), que é responsável por fomentar e financiar o mercado audiovisual brasileiro. Esta pesquisa tem como objetivo principal observar os efeitos econômicos da lei 12.485/11 no mercado audiovisual nacional em diferentes elos de sua cadeia produtiva. Para isso, a pesquisa começa com um resgate histórico sobre a economia política nacional, sobre seus aspectos legais, políticos e econômicos; sintetiza os primeiros decretos para regular a radiodifusão do governo de Vargas, os decretos de Jânio Quadros, o desenvolvimento da pioneira Lei do Cabo e o desenvolvimento e implementação da Lei 12.485/11. O estudo também faz menção ao período que vai do fim do Império até a década de 1930, quando o modelo agrário e escravagista vai sendo substituído pelas atividades fabris e comerciais. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: This project presents the current economic participation of the Brazilian audiovisual sector and investigates the modes of production, forms of distribution, circulation and consumption of audiovisual products in various media and broadcasting platforms. The research shows the history of industry problems such as economic underdevelopment, the concentration of capital in some productive poles in a few regions of the country, the lack of regulation of activities, job insecurity in the area and the lack of economic planning of the State for the strategic development of audiovisual production. Also carry on about Brazilian economic crises of 1962, 1974 and 1981 to explain the current economic crisis which also affects the Brazilian symbolic economy. The second part of the project evaluates the economic effects and professionals of Law 12,845, law the "pay TV" in the fundraising market for audiovisual projects and analyzes the data provided by the market, to make economic projections for the sector due to the current national economic scenario. The project also assesses whether the Law 12,845 could actually achieve its goals of promoting new local and regional content developers, or are just going relocation of professional structures of the major producers.
