Informacijos apie ES valdymas ir sklaida Lietuvoje / Administration and dissemination of the EU information in Lithuania

Darbo objektas - atsakingų už informacijos apie ES valdymą ir sklaidą Lietuvoje institucijų veikla ir bendradarbiavimas. Darbo tikslas – ištirti informacijos apie ES valdymo ir sklaidos Lietuvoje pagrindinius bruožus bei atskleisti institucijų, koordinuojančių informaciją apie ES Lietuvoje vaidmenį. Darbo uždaviniai: identifikuoti informacijos ir žinių vadybos viešajame sektoriuje teorinius aspektus; aptarti ES komunikacijos politikos ypatumus; išnagrinėti Lietuvos Respublikoje skleidžiamos informacijos apie ES šaltinius, institucijas; ištirti informaciją apie ES skleidžiančių institucijų veiklos ypatumus ir darbo efektyvumą. Darbo metodai - dvejopo pobūdžio kokybinių tyrimų metodai: pusiau struktūruoto giluminio interviu metodu atlikti 8 giluminiai interviu; el. paštu atlikti interviu, kai atsakymai buvo pateikiami raštu, atlikti 6 interviu. Taip pat mokslinės literatūros bei teisės aktų analizė. Tyrimo rezultatai: Lietuvoje yra sukonstruotas instituciškai stiprus ES komunikacijos politikos įgyvendinimo modelis, pagrįstas organizacijų bei institucijų valdančių ir skleidžiančių informaciją apie ES tinklu. Egzistuoja trilypis institucinis pasiskirstymas: ES lygmens atstovai, nacionalinės vyriausybės institucijos bei įvairūs info tinklai ir centrai; Regioniniu lygmeniu informacija apie ES yra skleidžiama per itin konstruktyviai parengtą institucinę sistemą Lietuvoje. [toliau žr. visą tekstą] / Object of the thesis – institutions responsible for the administration and dissemination of the EU information in Lithuania, their activities of cooperation. Aim of the thesis - to explore the main features of the administration and dissemination of the EU information in Lithuania and to identify the role of the institutions, coordinating information on the EU in Lithuania. Main tasks: to identify the theoretical aspects of information and knowledge management in public sector; to discuss the EU's communication policy features; to consider in the Republic of Lithuania disseminating information on the sources, authorities, investigate the spread of information on the EU institutions' activities and features of the performance. Methods of the research - the dual nature of qualitative research methods: a semi-structured in-depth interview method, were made 8 in-depth interviews; e-mail interview, the answers were given in writing by 6 interviews. As well as the scientific literature and legislative analysis. The results of the research: Lithuania has built a strong institutional EU communication policy model based on organizations and institutions operating and spreading information throughout the constructive network. Para tanto, é realizada uma ampla revisão e análise dos modelos de esfera pública liberal e republicana e deliberativa salientando os nexos entre elas, bem como as formas como essas diferentes tradições do pensamento político concebem o processo de formação da opinião pública e delimitam os espaços e funções da participação popular na vida política democrática. De forma mais específica, a pesquisa usa o recurso analítico da síntese teórica para revisar o conceito de esfera pública de modo a oferecer uma resposta ao problema teórico de como conciliar as demandas comunicativas da democracia deliberativa com a percepção de que a mediação dos fluxos da comunicação política é feita de forma cada vez mais central na esfera pública constituída pelas mídias. A tese divide-se em duas partes complementares. Uma primeira, na qual, a partir de uma revisão da literatura dos modelos de democracia liberal, republicano e deliberativo e de seus subsequentes modelos de esfera pública, são discutidas as condições estruturais da formação democrática da opinião pública e da vontade política e, assim, das condições de legitimação democrática dos atos administrativos e legislativos do sistema político. E uma segunda, dedicada à reconstrução do modelo de esfera pública midiática a partir da noção de redes de esferas públicas múltiplas e parciais, dos princípios de acessibilidade e participação efetiva dos cidadãos na esfera pública e da diferenciação entre comunicação normativa e comunicação estratégica. Por fim, conclui-se que somente um sistema midiático organizado segundo a premissa da pluralidade de tipos de mídia, baseada na coexistência entre sistemas de mídia comercial, de serviço público, comunitário ou alternativo nos diferentes setores de mídia, pode constituir a base para o desenvolvimento de uma esfera pública midiática autolimitada e abrangente o suficiente para atender às fortes demandas comunicativas de regimes democráticos e, mais particularmente, da democracia deliberativa. The present dissertation proposes to reconstruct the mediatic model of public sphere by incorporating the strong communicative normative connotations found in deliberative democracy. As such, a comprehensive review and analysis was carried out of liberal, republican and deliberative public sphere models, stressing the interconnections between them and the ways these different traditions of political thought conceive processes that shape public opinion and define the spaces and functions of popular participation in democratic political life. More specifically, the research uses analytic techniques of theoretical synthesis to revise the concept of public sphere in order to provide a theoretical answer to the problem of how to reconcile the demands of communicative deliberative democracy with the perception that the mediation of communication policy is made ever more central to the public sphere constituted by the media. The thesis is divided into two complementary parts. The first, grounded on a literature review of models of liberal, republican and deliberative democracy and their subsequent models of public sphere, it discusses the structural conditions for the democratic formation of public opinion and political will, and thus the conditions for the democratic legitimacy of administrative and legislative acts of the political system. The second part seeks to delineate a more precise description of the abstract mediatic public sphere derived from the concepts of networks of multiple and partial public spheres, the principles of open access and effective participation of citizens in public life and the distinction between normative and strategic communication as established by Habermas. In conclusion, is argued that media systems organized on the basis of plural media types, characterized by the coexistence of commercial media systems, public service media, community and alternative media in different sectors, is the basis for developing a mediatic public sphere, self limiting and sufficiently comprehensive to meet the heavy communicative demands of democratic regimes and, more particularly, of deliberative democracy.

A análise evidencia a implantação da televisão digital no Brasil e contempla as políticas públicas que regulamentam o funcionamento da televisão digital da televisão pública e da televisão educativa. A dissertação foca nos processos políticos que envolvem a criação e a implantação dos canais de multiprogramação da emissora: o Univesp TV e o MultiCultura. Ambos estão em funcionamento por meio de autorização especial e operam atualmente em caráter científico e experimental. Como resultado, identifica-se a existência de jogos de poder e de interesses políticos e financeiros no processo de implantação, além da fragilidade legal envolvendo a multiprogramação. A análise baseia-se na visão da Economia Política da Comunicação utilizando a pesquisa qualitativa como metodologia de trabalho / The present dissertation analyses the political deployment of multiprogramming by TV Cultura, broadcaster under the resposability of the Padre Anchieta Foundation. The analysis highlights the deployment of digital TV in Brazil, and contemplates the public policies that regulate the operation of digital television, of public television and of educational television. The dissertation focuses on the political processes that involve the creation and the implementation of the multiprogramming channels by the broadcaster: Univesp TV and MultiCultura. Both are running by means of a special authorization and currently operate in a scientific and experimental way. As a result, it identifies the existence of games of power and of political and financial interest in the process of implementation, besides the legal fragility involving multiprogramming. Even though limited to the Union, it is possible to assert, from the events connected to RV Cultura and from the current legislation, that the technology can be practiced in a scientific and experimental way by any concessionary that has the authorization of the Ministry of Communications and of Anatel - the National Telecommunications Agency. Furthermore, it indicates the relevance of the technology as means of contemplating the constitucional principles of democratization of communication. The dissertation is an exploratory, bibliographic and documentary study on this significant time of transition and experimentation that is occurring in the Brazilian television. The strategies and the social actors engaged with this policy are analyzed. Being the United Kingdom the country in which audio description has been better performed in digital television, a British study case is presented. Also is shown the compartive analysis between the formulations of audio description's policies of both countries contributing to basing the indications of strategies which might be incorporate in Brazil. Therefore, the study demonstrate the audio description's policy on Brazilian digital television as one of the important agents in social, cultural and scholar inclusion, mainly, of visually impaired people.

By surpassing the functionalist/technicist approach that is traditionally linked to this field of expertise, the analysis focused on UFG s communication actions to verify the extent of internal communication. Part of the university community defined as the internal public is made up mainly of alumni, faculty and administrative staff members, all directly involved with the dynamics of the institution. The object of study was approached in two strategic movements. In the first, the aim was to understand communication actions structured at Ascom based on contemporary thinkers, such as Dominique Wolton and Jürgen Habermas. My concern was to establish a context of uses and functions, of elements and relations, in addition to establishing a proper history of communications at UFG, all of which would enable me to define communication and its meanings. The second movement was dedicated to exploring, through empirical research and qualitative methods, notions brought up by university community members regarding institutional communication, communication policy, perspectives for communication at UFG and for Ascom s most important communications media: Jornal UFG and Portal UFG. From such media I extracted what I considered to be relevant towards understanding what they represent within the context of internal communication at UFG. To find out more about this reality and to obtain information from those that deal with and feel communication at UFG, I carried out interviews with the following three groups: 1. members of UFG s higher administration (rector and deans) and leaders of organizations representing alumni (Diretório Central dos Estudantes DCE), administrative staff members (Sindicato dos Trabalhadores Técnico-Administrativos em Educação Sint-IfesGO) and faculty members (Sindicato dos Docentes da Universidade Federal de Goiás Adufg Sindical); 2. heads of communication channels (Ascom, Rádio Universitária, TV UFG and Ombudsman Department); 3. other members of the university community. Far from attempting to encompass the entire range of elements and meanings that rule a world as wide as communication, with its huge apparatus of media and processes, this investigation was guided by the concern to project some of its angles and perspectives on an organization as complex as a university. My aim was to reflect upon what already exists, bearing in mind that communication is an in fieri process that requires constant feeding, rethinking and recreating, as well as a policy of its own that stands on an institution s basic principles, especially public interest. / Este trabalho é uma reflexão acerca do lugar da comunicação na Universidade Federal (UFG), tendo como objeto de análise a Assessoria de Comunicação (Ascom). Transcendendo a abordagem funcionalista/tecnicista que marca os estudos nessa área, o foco da análise foram as ações de comunicação da instituição, especialmente no que concerne ao seu alcance na comunicação interna. Para representar o público interno da UFG, foram escolhidos estudantes, servidores docentes e técnico-administrativos, mais diretamente envolvidos com a dinâmica da instituição. O objeto foi tratado em dois movimentos estratégicos. No primeiro, buscou-se compreender as ações de comunicação estruturadas pela Ascom, à luz das ideias de pensadores contemporâneos, como Dominique Wolton e Jürgen Harbermas, entre outros. Manteve-se a preocupação de desenvolver um contexto de usos e funções, de elementos e relações, bem como da história da comunicação na UFG, que permitisse conceber a comunicação e suas significações. O segundo movimento foi dedicado a explorar, por meio da pesquisa empírica, qualitativa, o pensamento de membros da comunidade universitária acerca do que seja comunicação, comunicação estratégica e política de comunicação, bem como sua opinião sobre as perspectivas da comunicação na UFG e os mais expressivos veículos de comunicação produzidos pela Ascom o Jornal UFG e o Portal UFG. Desses veículos, extraiu-se o que foi considerado pertinente ao entendimento do que eles representam no contexto da comunicação interna da UFG. A fim de conhecer mais essa realidade e obter subsídios com quem vive e sente a comunicação na instituição, foram realizadas 43 entrevistas, subdivididas em três grupos: 1. membros da administração superior da universidade (reitor e pró-reitores) e lideranças das entidades representativas do segmento dos discentes (Diretório Central dos Estudantes DCE), dos servidores técnico-administrativos (Sindicato dos Trabalhadores Técnico-Administrativos em Educação Sint-IfesGO) e dos servidores docentes (Sindicato dos Docentes da Universidade Federal de Goiás Adufg Sindical); 2. dirigentes dos órgãos de comunicação (Ascom, Rádio Universitária, TV UFG e Ouvidoria) e 3. outros membros da comunidade universitária. Sem a ambição de captar todo o feixe de elementos e significações que regem o universo amplo da comunicação, com seu enorme aparato de meios e processos, esse esforço investigativo foi norteado pela preocupação de projetar alguns de seus ângulos e facetas em uma organização tão complexa como a universidade pública. Sustentou-o o intuito de compreender o que existe, com a percepção de que a comunicação é um processo in fieri, que precisa incessantemente ser alimentado, repensado e recriado, requerendo uma política própria, consonante com os princípios básicos da instituição, assentados no interesse público.

EU-kommissionens nya kommunikationspolitik ur ett deliberativt demokratiperspektiv

After the appointment of a new European Commission in 2004, “communication” was made a top priority on the agenda. The Commission presented a new communication policy, which would establish a dialogue with the citizens, thereby bringing more democracy to the union and bridging the gap to the citizens. Three documents containing the policy were published, namely an internal action plan for the Commission, Plan D which establishes the framework for national debates and a whitepaper on EU communication policy. These documents were met by mistrust and criticism from many different actors such as journalists and experts. The aim of this master thesis is to examine this new communication policy from a deliberative democratic perspective. The thesis asks whether the new policy has a potential of contributing to deliberative democracy, by investigating the documents from a discursive point of view. Deliberative democracy focuses mainly on public discussions and the generation of a general will by public conversation where every one has a right to participate on equal terms. This thesis uses a discursive interpretation, as stated by the philosopher Jürgen Habermas, where the public sphere and political rights which constitutes the public area plays an important role. The theoretical perspective is used in the thesis to understand and assess the policy. To be able to draw conclusions, the new communication policy is searched for discursive ideas and the occurrence is analyzed by a both qualitative and quantitative text analysis. The analysis shows that the policy includes a lot of actions that goes well along with a discursive perspective, as defined in the thesis, although some important considerations are missing. The new communication policy as presented by the European Commission has therefore a good potential of contributing to deliberative democracy in the Union. The policy is also discussed in relation to the criticism that has been presented regarding the theory of deliberative democracy. The thesis shows that the communication policy includes actions which decrease the importance of this criticism, allowing for the policy to possibly contribute to European democracy and decreasing the democratic deficit.

Ziel ist die Erarbeitung eines Mediaplans, welcher die Relevanz des Erlebnismarketings beachtet und das Eventmarketing - als notwendige Voraussetzung zur Umsetzung des Erlebnismarketingkonzeptes - beinhaltet. Im theoretischen Teil werden aus dem Kommunikationsplanungsprozess – den Schwerpunkt hierbei bildet die interinstrumentellen Allokation, die Intermediaselektion und die Intramediaselektion - die geeigneten Werbeträger und Werbemittel ausgewählt und im Mediaplan für 2010 budgetiert. Für eine erfolgreiche Umsetzung des Werbeplans unter dem Aspekt der Erlebnisorientierung, werden im weiteren Verlauf die strategischen und operativen Anforderungen an die Entwicklung von Events aufgezeigt. Diese neuen Erkenntnisse werden abschließend an einem Beispielevent dargestellt und im Mediaplan abschließend implementiert.

Для совершения будущей оценки эффективности предложенных мероприятий запланированы показатели достижения цели и задач коммуникационной политики компании «Газпром Добыча Надым» по повышению привлекательности города на 3 года. / The scientific novelty of the research lies in the formulation of methodological provisions for improving the attractiveness of the territory, which can be applied by the city-forming enterprise in the development of communication policy. The practical significance of the study lies in the possibility of using the developed concept of communication policy and the proposed measures to increase the attractiveness of the territory. In order to make a future assessment of the effectiveness of the proposed measures, indicators of achieving the goals and objectives of the communication policy of Gazprom Dobycha Nadym to increase the attractiveness of the city for 3 years are planned.

Global Internet governance and the public interest in communication

Élaborée à partir d’une étude de cas extensive focalisant sur les perspectives multiples et concurrentes ayant émergé lors des négociations sur la gouvernance de l’Internet, thématique ayant dominé l’agenda politique du Sommet mondial sur la société de l’information (SMSI), cette thèse examine les manières avec lesquelles les débats mondiaux sur la gouvernance de l’Internet influencent la notion d’intérêt public en communication. Établie sur la base d’une observation participante extensive, d’entrevues semi-structurées et de l’analyse d’une documentation formelle et informelle associée au SMSI, cette thèse fait état de l’émergence des enjeux associés à la gouvernance de l’Internet au SMSI et présente une analyse approfondie des négociations ayant porté sur cet enjeu. Le cadre théorique développé par Lawrence Lessig au travers duquel « le code est la loi » est appliqué afin d’expliquer comment les différents acteurs ont débattu et ultimement atteint un consensus sur les frontières venant séparer les enjeux normatifs de politique publique et les questions techniques de régulation et de gestion du réseau. Cette thèse discute également de l’évolution des débats autour de la gouvernance mondiale de l’Internet ayant pris place à la suite de la conclusion du SMSI. Sur la base de cette étude de cas, un ensemble de conclusions sont formulées sur les acteurs et les caractéristiques institutionnelles ayant influencé les négociations sur la gouvernance de l’internet. Il est également suggéré que le SMSI a redéfini une discussion étroite sur la gestion d’un ensemble de fonctions techniques de l’Internet en un domaine de politique publique plus large de gouvernance mondiale de l’Internet. Il est également défendu que la notion d’intérêt public dans la gouvernance mondiale de l’Internet est conceptualisée autour des processus de participation et d’intégration des différentes parties prenantes au processus politique. Les implications directes et indirectes qui découlent de ce constat pour comprendre plus largement la notion d’intérêt public dans le domaine de la communication sont également présentées et discutées. En conclusion, cette thèse s’interroge sur les implications programmatiques des éléments ayant été précédemment soulevées pour la recherche médiatique et communicationnelle. / Centred on an extensive case study of the multiple and competing perspectives that emerged over the course of the controversial internet governance negotiations that dominated the United Nation’s World Summit on the Information Society (WSIS), this thesis examines how the global debate on internet governance influences the public interest in communication. On the basis of extensive participant observation, targeted semi-structured interviews and analyses of a range of formal and informal documents associated with the WSIS, this thesis reviews the emergence of the issue of internet governance at the WSIS and provides an in-depth accounting of the negotiations that followed. Lawrence Lessig’s theory of “code is law” is applied in explaining how various actors debated and ultimately reached conclusions about the boundaries between normative public policy issues and questions of technical regulation and management. The evolution of the debate over global internet governance since the conclusion of the WSIS is also discussed. On the basis of this case study, a series of conclusions are drawn about the actors and institutional characteristics that influenced the WSIS negotiations on internet governance. It is suggested that the WSIS redefined a narrow debate over the management of a series of internet technical functions as a more broad public policy field of global internet governance. It is argued that the public interest in global internet governance however is process-focused and preoccupied with the political welfare of various stakeholders. The direct and indirect implications for understanding the larger public interest in communication are considered. In conclusion, this thesis reflects on the programmatic implications for the media and communication studies research agenda.

Dans un monde globalisé où compétitivité et concurrence façonnent en partie la scène politique etéconomique internationale, la construction d’une image voire d’une identité via la communication extérieuredevient un outil de puissance. Ces implications se retrouvent de la même manière dans les relations entre unÉtat, la France, et les opinions publiques nationales et étrangères.Cette thèse de doctorat complète le questionnement de la place de la France dans le monde.L’étude de la production de la communication extérieure par l’État, personnifiant la Nation, prend formedans un contexte géopolitique mouvant, caractérisé par une évolution technologique et médiatiquedifficilement prévisible. Elle propose une synthèse de la communication extérieure marquée par les structuresde la Ve République et par la politique étrangère menée par le Ministère des Affaires étrangères et impulséepar le chef de l’État. Les freins psychologiques, le refus de la communication comme outil de visibilité et depouvoir ainsi que les problématiques intérieures pèsent sur l’élaboration de politiques pensées et crédibles.Cette recherche interroge également la légitimité de l’échelle de la communication extérieure de la Francelorsque l’attractivité économique se dispute au niveau régional et que la compétition politique se livre à unniveau supra – national.Ce travail fait état de l’existant afin de proposer la correction de travers nationaux qui compliquent lespolitiques de communication supposées porter la voix de la France dans le monde. / In a globalized world partly shaped by competition between nations, building a strong identity andimage is becoming an increasing tool of power.Producing such a good image and appearance is similarly important when it comes to relationshipsbetween states as to relationships between France and its own public opinion or foreign publicopinion. That’s where foreign communication and public diplomacy counts.This PhD thesis aims at providing another point of view and an answer to the French questioningabout France’s place in the world nowadays.Mainly managed by the French foreign office, foreign communication policies represent the will ofthe government and express its directions more than a French identity.The characteristics of the French tradition of diplomacy and international relations are marked by thespecificity of the Vth Republic. The governments’ foreign policies between 2003 and 2009 follow thenew strategy of France as a member of the international community building and preserving peace.Ambitions for France as an independent and important nation have to find a foundation in its actionsas well as a translation in the medias.The skills and means devoted to the foreign communicationpolicies appear to miss some points.We looked at the current situation to reveal the lacks and strengths of the process. Our work alsointend to suggest ways of imagining, building and managing operational policies and campaignsthroughout the world this next years.Psychological pressures from domestical tradition of rejecting communication refrains the population in itsself-representation and so far the country from entering the cognitive war this new century brought in.
