Abstractions to Support Dynamic Adaptation of Communication Frameworks for User-Centric Communication

The convergence of data, audio and video on IP networks is changing the way individuals, groups and organizations communicate. This diversity of communication media presents opportunities for creating synergistic collaborative communications. This form of collaborative communication is however not without its challenges. The increasing number of communication service providers coupled with a combinatorial mix of offered services, varying Quality-of-Service and oscillating pricing of services increases the complexity for the user to manage and maintain `always best' priced or performance services. Consumers have to manually manage and adapt their communication in line with differences in services across devices, networks and media while ensuring that the usage remain consistent with their intended goals. This dissertation proposes a novel user-centric approach to address this problem. The proposed approach aims to reduce the aforementioned complexity to the user by (1) providing high-level abstractions and a policy based methodology for automated selection of the communication services guided by high-level user policies and (2) providing services through the seamless integration of multiple communication service providers and providing an extensible framework to support the integration of multiple communication service providers. The approach was implemented in the Communication Virtual Machine (CVM), a model-driven technology for realizing communication applications. The CVM includes the Network Communication Broker, the layer responsible for providing a network-independent API to the upper layers of CVM. The initial prototype for the NCB supported only a single communication framework which limited the number, quality and types of services available. Experimental evaluation of the approach show the additional overhead of the approach is minimal compared to the individual communication services frameworks. Additionally the automated approach proposed out performed the individual communication services frameworks for cross framework switching.

Afrikaans in democratic South Africa :a survey of scholary contributions and tendentious reporting regarding the status of Afrikaans and the other official languages of South Africa

Litt in Communication Science University of Zululand, 2002 / In this study I looked at the issue of the Afrikaans language, which is most often approached from a position of strong vested interest, either in support or against it. This study was intended as an intellectual response to an intensely debated issue. It is a survey of scholarly and tendentious reporting regarding the status of Afrikaans and the other official languages of South Africa. As we move into the 21st century the .Afrikaans language has once more moved into a position of status, not for ideological purposes but for practical communication. Previously it was associated with the struggle for survival, and with an image of kitchen patios. As it takes its rightful place in our multilingual country, one in which the playing fields are levelled for all indigenous languages, major processes in society will determine its future and to what extent Afrikaans would function as an African language. For this to happen the language has to create a survival niche for itself, on behalf of the other nine indigenous languages. As one of the official languages it needs to create a space beyond hegemony and social legislation. By ensuring that it is always 'ahead and to the side' (rather than "on the side') of English and the other nine languages, the Afrikaans language will experience a growth phase continuing to interrogate its own traditions where people are empowered to use the language of their choice. The Afrikaans language must not be continually punished for its perceived complicity in apartheid politics but should be protected and advanced with an overarching structure of multilingualism. The downgrading of Afrikaans has not affected the language adversely; on the contrary it has triggered stronger support from influential persons and the rest of the population. It has found a new identity and status alongside the other ten official languages. Each of these languages should be encouraged to flourish with political will and patience. Afrikaans has a significant role to play in the 'African Renaissance' and remain an important language of all South Africans. Its role as a South African language can be redefined in terms of the constitution. In the words of President Thabo Mbeki, "when the sun rises, it must show a rebirth of South Africa, driven by the enormous talents of all our people, and made possible by the knowledge and realisation that we share a common destiny. / National Research Foundation (NRF)

Magistriniame darbe keliama hipotezė: Lietuvos komunikacijos politika (strategija) yra sudaryta ir veikia tikslingai, atsižvelgiant į nagrinėjamos temos teorines prielaidas, tačiau ji veikia ne efektyviai, kas galėjo būti nulemta to, jog kuriant ir vykdant ilgalaikę strategiją neatsižvelgta į užsienio lietuvių pastabas ir pasiūlymus, kas galėtų padaryti šį bendradariavimą efektyvesniu. Atsižvelgiant į iškeltą hipotezę nustatomas šio darbo objektas – Lietuvos valstybės komunikacijos politikos su užsienio lietuviais problematika. Darbo tikslas yra atskleisti kokios problemos kuria barjerus siekiant efektyvių rezultatų. Ir kaip tas problemas siūlo spręsti užsienio lietuvių oficialieji atstovai – pasaulio lietuvių bendruomenių atstovai. Siekiant šių tikslų šiame darbe keliami tokie uždaviniai: * išsiaiškinti pagrindines Lietuvos migracijos priežastis, kurias paaiškina tarptautinės migracijos teorijos; * išnagrinėti Lietuvos komunikacijos politiką, kaip tarptautinės komunikacijos politikos pagrindu paremtą veiksmų koordinavimą; * apklausus pasaulio lietuvių bendruomenių narius, kaip užsienio lietuvių oficialiuosius atstovus, išsiaiškinti kokios jų nuomone problemos kuria barjerus siekiant efektyvesnės Lietuvos komunikacijos politikos su užsienio lietuviais ir kokius problemų sprendimo būdus jie siūlo. [toliau žr. visą tekstą] / At the beginning of the research work the hypothesize was: the communication policy (strategy) of Lithuania is made and running targeted according to all the theoretical assumptions of this topic, but it is not enough effective what could be determined by the fact that foreign Lithuanian’s comments and opinions were not listened on the development and execution of long-term strategy, which could make this communication more effective. According to the hypothesis the object of the work was set as – the problems of Lithuanian communication policy with foreign Lithuanians. The aim is to reveal the problems which are the barriers for effective results. And to see how official representatives of foreign Lithuanians are suggesting to solve the problems. Ziel ist die Erarbeitung eines Mediaplans, welcher die Relevanz des Erlebnismarketings beachtet und das Eventmarketing - als notwendige Voraussetzung zur Umsetzung des Erlebnismarketingkonzeptes - beinhaltet. Im theoretischen Teil werden aus dem Kommunikationsplanungsprozess – den Schwerpunkt hierbei bildet die interinstrumentellen Allokation, die Intermediaselektion und die Intramediaselektion - die geeigneten Werbeträger und Werbemittel ausgewählt und im Mediaplan für 2010 budgetiert. Für eine erfolgreiche Umsetzung des Werbeplans unter dem Aspekt der Erlebnisorientierung, werden im weiteren Verlauf die strategischen und operativen Anforderungen an die Entwicklung von Events aufgezeigt. Diese neuen Erkenntnisse werden abschließend an einem Beispielevent dargestellt und im Mediaplan abschließend implementiert.

Controlling the party or controlling the media? : how intra-party dynamics moderated, and reinforced, particularism in Croatia, 2000-2014

This thesis explores the shape, the dynamics, and the main reasons for media capture and collusion in Croatia since the second transition in 2000. Using principal-agent theory to refer to the basic relation-ship between politicians, media and citizens, I intend to explain why politicians make use of particularism - behaviour aiming at the limitation of horizontal accountability - to force the media into cooperation with politicians (media capture) or to engage in an illicit, mutually agreed deal (collusion). Located in the literatures on democratization, party research and media studies, I aim to connect these fields in arguing that intra-party dynamics such as party leaders' rootedness, contestation and the institutionalization of rules play an important role in incentivizing executive politicians to capture or collude with media outlets. The empirical outcome of the study showing drastic failures of horizontal accountability contradicts dominant narratives of Croatia's high level of democratic consolidation between 2000 and 2014 and therefore challenges the suitability of indicators primarily designed to capture the institutionalization of institutions rather than the institutionalization of particularism. Croatia is a particularly appropriate case to study in this context since none of the traditional incentives such as Europeanization, inter-party competition, a strong civil society or economic modernization can fully explain shifts in the way politicians limit or reinforce horizontal accountability of the media. In order to address this puzzle I adopt a two-pronged research strategy based on both qualitative and quantitative elements in order to reliably and validly measure the shape and development of media capture and collusion.

Still, the science-producing centers of Brazil do have no visibility compatible with the interest of contemporary society and only a small part of the Brazilian population has access to the science produced in the country. This study aims to evidence the importance of scientific dissemination in the organizational context for the democratization of scientific knowledge and as an important resource for legitimizing research units in relation to the lay public and the media. The investigation was developed through a bibliographical research and empirical study through a single case study of the Laboratório Nacional de Astrofísica (LNA) research unit. The data were obtained from the consultation of archives and analysis of documents, in-depth interviews conducted with managers and researchers of the LNA, questionnaires to journalists and direct and participant observation of the disclosure actions carried out by the institution. The data were analyzed in agreement with the theories about concepts and practices of scientific dissemination, identity, image and organizational reputation and communication policy that constituted the initial and final chapters of this study. It is concluded, among other aspects, that scientific dissemination is carried out in the institution studied, but that its role is not seen as a priority, since the target audience is not considered strategic. The actions of scientific dissemination carried out by the research unit are conducted without the guidance of a dissemination plan and therefore present problems that compromise the institutional visibility. / O início do século XXI é marcado pela propagação de ações ligadas à divulgação da ciência. Ainda assim, os centros produtores de ciência do Brasil não têm visibilidade compatível com o interesse da sociedade contemporânea e apenas uma pequena parcela da população brasileira tem acesso à ciência produzida no país. Este estudo tem como objetivo evidenciar a importância da divulgação científica no contexto organizacional para a democratização do conhecimento científico e como relevante recurso de legitimação das unidades de pesquisa frente ao público leigo e à mídia. A investigação foi desenvolvida por meio de pesquisa bibliográfica e estudo empírico através de um estudo de caso único da unidade de pesquisa Laboratório Nacional de Astrofísica (LNA). Os dados foram obtidos a partir da consulta de arquivos e análise de documentos, entrevistas em profundidade realizadas com gestores e pesquisadores do LNA, questionários a jornalistas e observação direta e participante das ações de divulgação realizadas pela instituição. Os dados foram analisados em consonância com as teorias sobre conceitos e práticas de divulgação científica, identidade, imagem e reputação organizacional e política de comunicação que constituíram os capítulos inicial e final deste estudo. Conclui-se, entre outros aspectos, que a divulgação científica é realizada na instituição estudada, mas que seu papel não é visto como prioritário, pois o público a quem visa alcançar não é tido como estratégico. As ações de divulgação científica realizadas pela unidade de pesquisa são desempenhadas sem a orientação de um plano de divulgação e por isso apresentam problemas que comprometem a visibilidade institucional.
