Keithley / This report examines what planners can do to increase healthy lifestyles within their communities by presenting development recommendations. In the beginning of the twentieth century the discipline of city planning was dedicated to stopping the spread of infectious diseases through improved sanitation and housing. Over the years planning separated from its origins in public health. Mobility and increased technology began to drive community development and planning, and our society created environments that devalue healthy lifestyles. A wide array of activities contribute to healthy lifestyles. Five characteristics have been shown to be the most promising in promoting health. They are regular physical activity, maintaining a healthy weight, moderate alcohol consumption, not smoking, and a prudent diet. To achieve its purpose this report will explore the prevalence of adhering to healthy lifestyle characteristics and recount a brief history of community development that has contributed to decreased healthy lifestyle adherence. Through the review of past destructive practices and current initiatives to create healthy communities, a guide to community development for healthy lifestyles is laid out. This guide will allow communities to determine their location in the process of becoming a health conscious community and give them recommendations about what they can do to promote health.

The proximity to nature and the importance of this A case study in Nordmalings municipality Sofia Lundqvist, Department of Geography, Umeå university, Sweden ABSTRACT In this case study, the purpose was to clarify how the prioritization of population's proximity to the natural landscape is realized in community planning. This has been done through a literature study, observations at selected affected places and personal communication. The case study takes place in Nordmalings municipality, which is a small municipality in northern Sweden located along the Bothnian Gulf. In this coastal and rural municipality there are plenty of opportunities for nature experiences. The study also highlights the interaction between municipal and regional level in terms of accessibility to protected nature.The study results are that nature is important for individuals' well-being, in forms of access to recreational and outdoor areas that increases physical activity, the possibility of fresh air and daylight. In many cases, nature is an important source for body and mind to find peace and quiet. Sustainable development of nature and population's proximity to it is therefore also an important aspect of community planning. Recreation and outdoor activities in nature increase the chances of reducing the risk of physical and mental illness. This is beneficial both to the individual and the society. Nordmaling municipality is an area with many large areas of undisturbed land and plans to increase accessibility to nature. This is to increase the population's well-being but also increase the frequency of visits by tourists.

This thesis focuses on the application of scientific information and planning support system (PSS) technologies to community planning and decision-making processes. Years of scientific research and recent technologicaladvances have produced a wealth of information and increased accessibility to this information. Technological advances have also enhanced the types of analysis that can be done to support planning and decision-making processes. However, having the capability to access this wealth of information and perform advanced analyses does not necessarily mean it results in incorporation of the data and analysis into. the planning or decision-making process. The main objective of this research is to devise a methodology to evaluate the role and impact of PSS technologies and scientific information on community level planning and decision-making processes. The methodology consists of six areas of focus: (l) issue of concern; (2) characteristics of the planning and decision-making process; (3) relevance of science to the issue; (4) capabilities ofthe PSS system; (5) roles and capabilities of the planners and decision-makers; and (6) impact of the science. The methodology is applied to Walden, Tennessee as the town goes through the process of creating a conservation-oriented zoning ordinance.

Community vulnerability and capacity in post-disaster recovery: the cases of Mano and Mikura neighbourhoods in the wake of the 1995 Kobe earthquake

This is a study of how two small neighbourhoods, Mano and Mikura, recovered from the 1995 Kobe (Japan) earthquake, with a particular focus on the relationship between community vulnerability and capacity. Few studies have examined these interactions, even though vulnerability reduction is recognized to be a vital component of community recovery. Drawing from literature on disaster recovery, community development, vulnerability analysis, community capacity building and the Kobe earthquake, a community vulnerability and capacity model is elaborated from Blaikie et al.’s Pressure and Release Model (1994) to analyze the interactions. The Mano and Mikura cases are analyzed by applying this model and relating outcomes to the community’s improved safety and quality of community lives. Based on the experience of Mano, appropriate long-term community development practices as well as community capacity building efforts in the past can contribute to the reduction of overall community vulnerability in the post-disaster period, while it is recovering. On the other hand, the Mikura case suggests that even though the community experiences high physical and social vulnerability in the pre-disaster period, if the community is able to foster certain conditions, including active CBOs, adequate availability and accessibility to resources, and a collaborative working relationship with governments, the community can make progress on recovery. Although both Mano and Mikura communities achieved vulnerability reduction as well as capacity building, the long-term sustainability of the two communities remains uncertain, as issues and challenges, such as residual and newly emerging physical vulnerability, negative or slow population growth and aging, remained to create vulnerability to future disasters. The case studies reveal the interactions of community vulnerability and capacity to be highly complex and contingent on many contextual considerations.

Handläggningstiden vid bygglov : En studie kring kravet i PBL 9:27 / Handling time at permits : A study of the demand in the PBL 9:27

Genom 2011 års plan- och bygglag (PBL) infördes krav på handläggningstiden för lov och förhandsbesked, vilket tidigare inte funnits i svensk lagstiftning. Enligt PBL 9:27 ska en ansökan om lov handläggas skyndsamt och sökanden ska meddelas beslut inom tio veckor från det att en komplett ansökan har kommit in till byggnadsnämnden. Syftet med kravet var att effektivisera handläggningsprocessen och minska skillnader i handläggningen mellan olika kommuner. I samband med införandet valde man att inte koppla någon sanktion till kravet med motivet att målet med en effektivare handläggningsprocess skulle uppfyllas ändå. Efter flera anmälningar till JO kan man konstatera att kommunerna i flera fall inte uppfyller kravet på en handläggningstid inom tio veckor. Eftersom det inte finns några sanktioner kopplade till kravet kan kommunerna utan risk ta den tid de anser sig behöva för handläggning. Därigenom motverkas även syftet med en enhetlig bygglovsprövning i Sverige. Syftet med studien är att undersöka hur långa handläggningstiderna är vid bygglov. Genom ett omfattande granskningsarbete av bygglovsärenden hos sju kommuner i Västra Götalands län skulle huvudfrågan om kommunerna handläggningstider uppfyller kravet i PBL 9:27 besvaras. Studien avgränsar sig till ärenden från 2014 med åtgärder gällande nybyggnation av byggnad. Materialet sammanställdes i en datamatris för respektive kommun. Utöver datamatrisen fick respektive kommun besvara ett frågeformulär angående arbetsbelastning. Syftet med formuläret var att koppla resultatet från granskningen till hur arbetssituationen såg ut för de anställda under år 2014. Av de 436 granskade ärendena var det 44 ärenden som inte uppfyllde kravet på en handläggningstid inom tio veckor, vilket motsvarar cirka 10 % av antalet granskade ärenden. Av de ärenden som inte uppfyllde kravet i PBL 9:27 var 32 fastigheter belägna inom detaljplan eller områdesbestämmelser och resterande tolv var belägna utanför detaljplanelagt område. Av de 32 ärendena vars fastigheter var belägna inom detaljplan eller områdesbestämmelse innebar 13 ärenden en liten avvikelse från gällande bestämmelser och resterande 19 överensstämde med detaljplanen eller områdesbestämmelserna. Utifrån resultatet är slutsatsen att kommunerna även fortsättningsvis behöver arbeta med sina handläggningstider. Under granskningen noterades även att det brister i kommunernas dokumentation kring viktiga datum och att kommunerna har olika syn på huruvida en ansökan ska anses vara komplett. Förslagsvis bör tydligare riktlinjer upprättas kring dokumentation och när en ansökan ska anses vara komplett. / With Swedish planning and building act (PBL) of 2011 a new demand was adopted for handling time before permits and advance rule, called PBL 9:27. Following PBL 9:27 an application for permits shall be processed promptly and the applicant shall be informed of the decision within ten weeks from the moment a complete application has been submitted to the local building committee. Previously this demand had not been included into Swedish law. The purpose of this demand was to speed up the handling time and to reduce differences in handling time between municipalities. When this demand was adopted a decision was made not to connect it with any form of sanction, should the demand not be met. The argument being that a more effective handling time would be met even without sanctions. Following several notifications to the legal ombudsman one may conclude that in several cases, municipalities do not meet the demand for a handling time within ten weeks. While there are no sanctions connected to the demand municipalities, may without any risk, take as much time they fell needed for the handling of each case. Thereby one of the key purposes of PBL 9:27, that is, reduced differences in handling time between municipalities is counteracted. The purpose of this study is to investigate whether handling time in building permit cases are in compliance with PBL 9:27. In order to answer this question building permit cases were examined thoroughly in seven municipalities in Västra Götaland County. The study has focused cases from 2014 and cases pertaining to construction of buildings. The collected information was compiled in one data matrix for each municipality. Beside of the information compiled in the data matrix each municipality answered a questionnaire focusing workload. The purpose of the questionnaire was to relate the results from the investigation of handling time to a possible explanation, that is, the workload of employees during 2014. Out of 436 examined cases 44 did not meet the demand of handling tie within ten weeks, or approximately 10 % of the cases. Of these 44 cases that did not meet PLB 9:27, 32 were real estates that were located within areas regulated by detailed municipal plans and twelve were located outside of planned areas. Out of the 32 real estates located within planned areas 13 accounted for a minor deviance from the detailed municipal plan while 19 were in compliance with the detailed plan and regulation areas. The results indicate that municipalities need to speed up their handling time for building permit cases regulated by PBL 9:27. An additional result of this study is that several municipalities have flaws in relation to documentation of significant dates. Also, municipalities tend to make different assessments of when an application is considered complete. This study suggests that clearer guidelines are adopted pertaining to documentation of cases and the demands for how to assess if an application is complete.

¡Súbete al Progreso! : narratives of progress and social mobility surrounding the Santo Domingo Metro

Transportation planning initiatives are assumed to further the development of growing cities across the globe. Latin American cities, especially, suffer from a deficit of infrastructure that presents greater challenges to the efficient movement of people and goods, which makes transportation one of the biggest hindrances to development in Latin America. Throughout the twentieth century, development projects in the Dominican Republic were carried out in the contexts of foreign military occupation and state repression, whereby processes of technical modernization arrived alongside state-led violence. Meanwhile, grandiose infrastructure projects were paired with narratives of national greatness. Decisions regarding land use and distribution of public services remained inattentive of the poorest residents, causing enormous inequalities in increasingly urbanized cities. President Leonel Fernández campaigned for his third term promising to break from old forms of corruption, and has symbolically delivered this promise of progress through the construction of a new subway system. The Santo Domingo Metro revolutionizes transportation options in key areas of a chaotic and congested road system, where many public transportation vehicles are old and dilapidated. Metro can save hours in commute times, provide safe, reliable transit at low cost, and promote sustainability. However, critics note that billions of dollars invested on Metro expansion preempt the funding of health and education. Construction processes displace neighborhoods, while many communities situated near the stations still face daily hardships associated with inadequate housing and lack of sanitation. My paper blends the perspectives of technical transportation planning and critical development theory to understand whether the Metro will serve these communities by improving their access to services, schools, and job sites, or simply drain scarce funds from these very areas. This paper also critically evaluates the way that the current administration‘s symbol of progress at times mirrors the top-down political culture of the past. The Metro thus elucidates larger theoretical and practical questions regarding the interactions of transportation planning and political culture, and their impacts on spatial hierarchies and growth within urban spaces. / text
