Documentation and preliminary analysis of property values surrounding Austin's commuter rail stations

Commuter rail infrastructure often adds value to neighboring properties. The best methods to measure changes in values require baseline data from a year prior to system implementation. The current planning of a commuter rail in Austin, TX presents the need to document property values for future studies. The report records 2005 property values from Travis and Williamson Central Appraisal Districts, using GIS to group the data by various distances away from the proposed train stations. In addition, a large set of secondary improvement data and census demographic information about each site has been accumulated. Future researchers will be able to conduct matched-pair and multivariable regression models with the data, and rely on the station descriptions for a solid understanding of the sites and their relationships. / text

The author establishes firm criteria for creating successful TOD. These criteria are then used to evaluate both TOD and neighborhood plans for case study sites in the Austin, TX metropolitan area. The paper completes this evaluation by pointing out synergies, discrepancies and offering recommendations for improvement, based on the case studies. / text

The unexpected in unlikely spaces: an experience along the Rock Island corridor

Master of Landscape Architecture / Department of Landscape Architecture/Regional and Community Planning / Blake Belanger / Metropolitan Kansas City is a growing area, and the communities are considering new transportation options including a fixed guideway system. The addition of a fixed guideway system is often seen as controversial to people of the communities it affects, and many will not be in favor of it. Rail lines are great option for transportation because they are designed for the efficiency of getting people from place to place. However, they typically do not offer much of a visual experience to commuters. Making the transportation corridor more than just a transportation corridor through interactive, art installations will open people up to the idea of a fixed guideway system, provide trail users with destinations, and provide commuters with something interesting to look at creating a vibrant, visual experience. The RIC will become a place of destinations, recreation, vibrancy, sustainable features, and visual stimulants through the connection of the rail line, MetroGreen trails, installations, and the RIC communities. Locating literature related to the commuter rail, visual design, experience, aesthetics, and sustainability helped to determine how these elements fit into this project. Conducting precedent studies helped set guidelines for the design of installations. A process of using certain specifications in ArcGIS determined general suitability for installations resulting in twenty-eight identified sites. The development of a basic design framework through a set of matrices involving installation attributes and site conditions helped to determine site suitability for specific types of installations, which allowed me to develop a design specific to the site conditions taking the number of suitable sites down to twenty-one. Each site has a set of parameters specific to each installation. Some sites are fully designed and developed, while others are to be commissioned out to artists for design and development. This set of proposals presents a vision of the RIC as a place of destinations, recreation, vibrancy, sustainable features, and visual stimulants through the connection of the rail line, MetroGreen trails, installations, and the RIC communities. The transformation of the corridor through art installations enhances people’s experience of the corridor, promotes both the rail line and the MetroGreen trails, connects people to the corridor, and encourages sustainability.

Using real time traveler demand data to optimize commuter rail feeder systems

Commuter rail systems, operating on unused or under-used railroad rights-of-way, are being introduced into many urban transportation systems. Since locations of available rail rights-of-way were typically chosen long ago to serve the needs of rail freight customers, these locations are not optimal for commuter rail users. The majority of commuter rail users do not live or work within walking distance of potential commuter rail stations, so provision of quick, convenient access to and from stations is a critical part of overall commuter decisions to use commuter rail. Minimizing access time to rail stations and final destinations is crucial if commuter rail is to be a viable option for commuters. Well-designed feeder routes or circulator systems are regarded as potential solutions to provide train station to ultimate destination access. Transit planning for main line or feeder routes relies upon static demand estimates describing a typical day. Daily and peak-hour demands change in response to the state of the transport system, as influenced by weather, incidents, holiday schedules and many other factors. Recent marketing successes of “smart phones” might provide an innovative means of obtaining real time data that could be used to identify optimal paths and stop locations for commuter rail circulator systems. Such advanced technology could allow commuter rail users to provide real-time final destination information that would enable real time optimization of feeder routes. This dissertation focuses on real time optimization of the Commuter Rail Circulator Route Network Design Problem (CRCNDP). The route configuration of the circulator system – where to stop and the route among the stops – is determined on a real-time basis by employing adaptive Tabu Search to timely solve an MIP problem with an objective to minimize total cost incurred to both transit users and transit operators. Numerical experiments are executed to find the threshold for the minimum fraction of travelers that would need to report their destinations via smart phone to guarantee the practical value of optimization based on real-time collected demand against a base case defined as the average performance of all possible routes. The adaptive Tabu Search Algorithm is also applied to three real-size networks abstracted from the Martin Luther King (MLK) station of the new MetroRail system in Austin, Texas. / text

High Speed / Commuter Rail Suitability Analysis For Central And Southern Arizona

Current transportation methods within the Central Arizona region revolve primarily around automobiles. In order for the region to become more economically resilient and environmentally sustainable, alternative transportation methods must be considered. One such alternative that has shown great promise in other regions of the United States is rail transport. Rail transport, including commuter rail or high speed rail, has proven to not only be an effective alternative to automobile transport, but also as a more environmentally sustainable transportation option. The I-11 Super Corridor study, a part of the University of Arizona’s Sustainable City Project 2014, applied next generation urban planning design ideas to the planned Interstate 11 corridor, a major transportation artery that will connect Mexico and Canada. This study inspired this project’s focus on the concept of identifying suitable routes for new transportation infrastructure within the central and southern Arizona regions. Through the incorporation of commuter or high speed rail within central and southern Arizona, a more resilient regional economy and environment can be created. The previous I-11 Super Corridor study presented the incorporation of different regional factors, including population density and economic statistics, to determine suitable routes for future transportation corridors. This project integrates the utilization of specific local and regional data and advanced GIS analysis to determine suitable routes for new rail transport corridors within Maricopa, Pinal and Pima Counties.

ENTREPRENEURIAL PLANNING AND URBAN ECONOMIC DEVELOPMENT: THE CASE OF ESTABLISHING COMMUTER RAIL IN ORLANDO, FLORIDA

Rooted in the theories of urban entrepreneurialism, this dissertation employs a political economy framework as a means of analyzing urban governance and economic development in the contemporary US city. This case study of Orlando adds to our understanding of how entrepreneurial narratives are being applied to transportation infrastructure projects in pursuit of local economic development. The empirical case study explores the relationship between planning narratives, urban governance and economic development in the establishment of the SunRail commuter rail system in central Florida. I present the political history of economic development and the role of local boosters in shaping the sociospatial distribution of urban infrastructure and public investment in Central Florida. Utilizing a qualitative research methodology, the case study is based on a series of extended interviews with transportation planners, urban policymakers and community leaders in the Orlando area. The empirical data was complemented with official documents and archival records concerning the planning of transit-oriented developments along the SunRail system. This research presents the current efforts of Central Florida boosters to apply governance approaches to reshape the urban form and to direct the ensuing flows of capital investment through the restructuring of the region’s transportation infrastructure and employing planning narratives that draw heavily on creating amenity growth strategies. Local boosters expect that by providing dense development corridors through the region, including transit-oriented development centers, the city will have met the pre-conditions for attracting private capital investment. Specifically, local leaders are seeking to attract investment by the type of firms that will provide high-wage jobs to the region to balance the glut of low-wage service sectors jobs found in the region’s theme park industry. In the case of Central Florida, early private investment in SunRail adjacent property has come from local firms that tend to have a high level of local fixity and existing investments in the Orlando market.

Retail Change and Light Rail: an Exploration of Business Location Changes Accompanying Commuter Rail Development in Denton County, Texas

Within the past few decades, commuter rail routes in several major metropolitan areas have been implemented to provide an alternative to automobile transportation. Urban planners in these cities are looking to commuter rail to mitigate congestion and pollution. However, research on the impacts of commuter rail development on the surrounding retail landscape is still needed. In metropolitan Dallas-Fort Worth, the Denton County Transportation Authority recently opened its new A-Train light rail service linking suburban Denton and downtown Dallas. This thesis examines urban changes that occurred in the years before and after the A-Train line's 2011 opening, with a focus on restaurant and retail development in the vicinity of the A-Train stations in Denton County. This analysis evaluates changes in retail density and type, the population surrounding stations, and municipal initiatives that shape the retail landscape of station vicinities. This was done by gathering field data, retailer listings, population data, and conducting interviews with local businesses and city planners. The findings suggest that A-train stations have had a differential impact on the surrounding landscape, depending on the existing retail landscape, the types of retailers present, and the current state of municipal infrastructure that promotes accessibility. Overall, results suggest that urban planners play a vital role in harnessing the potential of commuter rail to promote nearby retail growth.
