Jobs-housing balance : the right ratio for the right place

CAMPO (Capital Area Metropolitan Planning Organization) is undergoing a revision of the regional transportation plan for Central Texas. The key goal of the plan is achieving sustainable development through integrating a multimodal transportation system with dense mixed land use. The CAMPO Plan has incorporated the growth management tool of jobs-housing balance to guide future land use development. To improve jobs-housing proximity and encourage compact growth, the concept of an activity center connected by high capacity transit corridors was employed in the plan, targeting the accommodation of 31 percent of the population and 38 percent of employment in Central Texas by 2035 (CAMPO 2035 Plan 2010). At the time when CAMPO was attempting to define appropriate ratios of jobs-housing balance for the activity centers, critical questions arose: what is a good ratio? Further, how should jobs-housing balance be quantified for guiding land use development? And to what extent could jobs-housing ratio be effectively used as an intervention instrument? This report attempts to provide theoretical and empirical evidence of jobs-housing balance and examine the applicability of jobs-housing balance ratio for different planning purpose in local context. Based on a rich literature review, the report removed the "deceptive simple concept" (Cervero 1991, p. 10) of jobs-housing balance on the surface and gathered insights on jobs-housing balance from existing exemplary studies. Absent a single consensus of a good jobs-housing balance ratio, the goal of this report is to present the possible ways of measuring and defining jobs-housing balance in complex urban development. This report analyzed existing jobs-housing balance of the Austin Region, presenting the truth of commute distance and jobs-housing balance ratio. Local municipalities might consider more factors in terms of the application of jobs-housing balance ratio in local context. / text

A Human Capital Index for the Inland Empire

The thesis attempts to find the determinants of unemployment rates for a geographical area, the Inland Empire. San Bernardino and Riverside County, located east of Los Angeles, are home to over 4 million people. After reviewing the literature on the determinants of unemployment and the relevance of human capital theories, I develop a human capital index and apply it to the 36 cities in Inland Empire. While some of the control variables are found to be important determinants of unemployment, the human capital index appears to dominate as an explanatory factor. The study concludes with a policy implications.

What individual characteristics influence commuting distance and mode transportation? : A quantitative case study of Malmö, Southern Sweden

How mobile people are affects the accessibility which can lead to several benefits like better match in the labour market and economical gain in the labour market. How mobile people are and their accessibility are effected by several factors. The purpose with this study is to see what individual characteristics that influences the choice of mode of transport when commuting and the travelled distance. This was done with a quantitative method that analyzed the Travel Survey of Southern Sweden. The result was carried out from descriptive result and regressions that was analysed. Findings from the result shows that gender, income and origin of birth are the individual characteristic that affects the choice of mode and travelled distance the most. The result can indicate that the commuting is also effected by structures as well as the economical incitement. The most used mode for transport and the probability to go by car increases with the economical gain does as well.

Commuter Shopping : A study in understanding commuting in the context of shopping

Background For ages people have commuted to work, or to other activities, located outside their home municipality. Statements found indicate that the basic decision for commuting are based on utility maximisation and no matter what the character of the benefit is; it should be higher than what can be found closer to the home location. This thesis aims to investigate if people are also commuting with the purpose of obtaining benefits from shopping. The shopping location will in this thesis be defined as a shopping mall. In order for shopping malls to attract customers and create awareness of which benefits they offer they must engage in branding. The authors of this thesis have chosen to investigate the terms; shopping, commuting and branding separately in order to find a definition for the term commuter shopping and to create understanding for what makes people engage in commuter shopping. Purpose The purpose of this thesis is to understand how the term commuter can be translated into the context of shopping. Moreover, the goal is also to identify the reasons for why people are willing to commute to a shopping destination not closest to their home location. The authors will also provide a definition for the term commuter shopping. Method In order to fulfil the purpose of this thesis, an abductive research approach was used. This includes a mixed method research, which allows both qualitative and quantitative data to be represented. The quantitative data in this research consist of a survey conducted at a shopping mall in Jönköping called A6 Center and used a sample of 402 customers as respondents. The qualitative part of the research includes an interview with A6 Center’s Centre Manager Kristoffer Krantz. The main source of information, however, is the collection of secondary data within the fields of commuting, shopping malls and branding which are combined in order to provide a definition of commuter shopping.   Conclusion The study contributes with understanding in the fields of research to the extent that means one can translate the term commuting into the context of shopping. Moreover, the thesis managed to identify the reasons for why people engage in commuter shopping and which attributes they value at a shopping location. As a result the thesis propose a definition: “Commuter shopping is when one or more people go to a shopping location, not closest to their home location, in order to obtain benefits satisfied by attributes offered.”
