Proposta de uma sistemática para aplicação em projetos voltados à redução do custo de produtos

O presente trabalho teve como objetivo desenvolver e implementar uma sistemática para aplicação em projetos voltados à redução do custo de produtos, orientada para o atendimento de metas de custo e prazo. A proposta incluiu uma abordagem baseada na temática da Análise de Valor, complementada por uma pesquisa de campo qualitativa. Essa pesquisa de campo permitiu visualizar como esse nível de projeto é executado na indústria, agregando ao trabalho, a experiência de técnicos e gestores na solução do problema identificado. Como objeto final se obteve uma sistemática desenvolvida por meio de três fluxos de melhoria, divididos em seis etapas. Seu conceito permitiu gerar melhorias sobre pontos de maior possibilidade de retorno econômico, direcionando, ao mesmo tempo, a implementação rápida e sequenciada de alterações. A sistemática foi aplicada em uma empresa do ramo metalmecânico para verificação. O resultado obtido direcionou, o projeto testado, para o atendimento da meta de redução de custos, dentro do prazo estabelecido, comprovando assim a eficácia da sistemática proposta. / The present work aimed to develop and implement a systematics for use in projects related to products costs reduction, geared to meet the goals of cost and time. The proposal included an approach based on the Value Analysis thematic, complemented by a qualitative field research. This field research allowed to visualize how this level of project is executed in the industry, adding the experience of staff and managers in solving the problem identified. As final object, was obtained a systematic developed by three flows of improvement, divided into six stages. This concept allowed making improvements on points of higher possibilities of economic return, directing, on the same time, a quick and sequenced implementation of improvements. Systematics was applied in a company of metal-mechanic field, for verification. The result obtained with the application directed, the tested project, to meet the goal of reducing costs within the target time, supporting the efficacy of the methodology proposed.

A transposição de mercadorias pelas fronteiras está diretamente relacionada aos processos aduaneiros. Medidas de facilitação comercial objetivam tornar o controle da Aduana mais simplificado e efetivo, tornando a cadeia de suprimentos mais fluida e segura. Iniciativas como a utilização de laudos de imagens dos escâneres de raio-X, os programas de facilitação comercial, como o Despacho Aduaneiro Expresso (Linha Azul), e metas de desempenho para servidores aduaneiros podem ser citadas como medidas de facilitação comercial. O objetivo desta pesquisa é analisar o impacto dessas medidas de facilitação comercial na Aduana brasileira, em relação aos diversos tempos que impactam o fluxo de importação. Não existem estudos nas literaturas científica e profissional que analisem quantitativamente os impactos dessas medidas de facilitação comercial no Brasil. Caracterizada pelo método de pesquisa explicativa de natureza experimental, por meio da ferramenta de simulação de eventos discretos, foi desenvolvido um Projeto de Experimentos Fatorial 2^k Completo. O objeto do estudo experimental foi aplicado no fluxo de importação aérea no Aeroporto Internacional de Viracopos, Campinas. Os dados utilizados são originários dos sistemas TECAPLUS e MANTRA e de entrevistas com experts. Durante o desenvolvimento da pesquisa, diversos especialistas da área de comércio exterior estiveram envolvidos, desde a formulação do problema à validação do modelo computacional. Os resultados obtidos nas rodadas de simulação indicam uma melhoria progressiva do sistema simulado em todos os indicadores de desempenho entre o status quo e o cenário de melhor performance. A análise de contrastes dos fatores indica que: o aumento de empresas habilitadas em programas de facilitação comercial (Linha Azul) diminui o tempo médio geral de desembaraço aduaneiro; a utilização de laudos de imagens dos escâneres de raio-X melhora o desempenho de todos os indicadores relacionados à previsibilidade e ao tempo de desembaraço das empresas habilitadas no Despacho Aduaneiro Expresso; e, metas de desempenho para auditores-fiscais da Receita Federal contribui para o aumento da previsibilidade do sistema. Os resultados obtidos indicam melhorias que podem contribuir para ganhos de competitividade para o Brasil / Abstract: Customs is an international supply chain link with the role of controlling goods entries and exits of the country. The cross border of goods is strictly related to customs process. Trade facilitation measures aim to turn Customs control more simplified and effective, turning the supply chain more fluid and secure. Initiatives as the use of X-ray screening images report, the trade facilitation programs, as Express Customs Clearance (Blue Line), and performance goals to customs workers can be indicated as trade facilitation measures. The purpose of this research is to analyse the trade facilitation measures impacts on Brazilian Customs in relation to different times which impact the import flow. There are not studies in professional and scientific literature that make a quantitative analysis about these trade facilitation measures on Brazil. Featured by explanatory research method of experimental nature, by discrete-event simulation, was performed a 2^k Complete Factorial Experimental Design. The study object was applied on air import flow in International Airport of Viracopos, Campinas. The data are from TECAPLUS and MANTRA systems and from interviews with experts. During the development of this research, plenty trade international experts were involved, since problem formulation until computational model verification. The reached results in simulation runs show a progressive improvement in simulated system in all performance indicators between status quo and the best performance scenario. The factors contrasts analysis shows: raising enterprises in trade facilitation programs (Blue Line) decreases general average time of customs clearance; using X-ray screening images report improves all performance indicators related to predictability and to customs clearance time of enterprises qualified in Express Customs Clearance; and, performance goals to Federal Revenue auditors contribute to increase system predictability. Cada colaborador é individualmente responsável pelo conhecimento gerado e disseminado entre os demais colaboradores e nesse sentido cabe às organizações estarem preparadas para lidar com o mais valioso recurso da gestão atualmente: o conhecimento. A informação é um dos recursos cuja gestão e aproveitamento contribuem diretamente no sucesso desejado pela organização que o detém. A proposta desse trabalho é: mostrar diferentes ferramentas de gestão do conhecimento e como cada uma está relacionada a cada fase do processo da Espiral do Conhecimento Inicialmente é apresentada uma revisão bibliográfica incluindo os temas conhecimento, gestão do conhecimento, competitividade e ferramentas de estruturação do conhecimento. Com essa base, é proposto um modelo de estruturação do conhecimento direcionado à competitividade. A aplicação do modelo inclui Metodologia de Foco visando correlacionar as estratégias organizacionais aos subatributos da Gestão do Conhecimento, as ferramentas atualmente utilizadas pelas organizações e o papel das organizações e seus gestores na criação de ambiente favoráveis a geração e disseminação do conhecimento. Por fim foi enviado um questionário a gestores de multinacionais e pesquisadores do tema Gestão do Conhecimento visando verificar a proposta deste trabalho com as práticas reais das organizações bem como com a visão dos pesquisadores / Abstract: The growing demand for shorter lead times and prices and higher quality and higher speed of innovation is what sets the current highly competitive scenario for organizations. To reacted to this market and meets this demand, organizations need to be agile, must have a qualified staff and use this feature as productively and efficiently as possible. Each employee is individually responsible for the knowledge generated and disseminated among the other employees and in that sense it is for the organizations are equipped to deal with the most valuable resource of the currently management: knowledge. Information is a resource whose management and exploitation contribute directly to the success desired by the organization that holds it. The purpose of this work is to show different management tools of knowledge management and how each of these tools is related to each phase of the Knowledge Spiral process. Initially this research presents a literature review including the themes about knowledge, knowledge management, competitiveness and knowledge structuring tools. With this base, a model of structured knowledge driven to competitiveness is proposed. The application of the model includes Focus Methodology aiming to correlate organizational strategies to sub attributes of knowledge management, the tools currently used by the organizations and the role of organizations and their managers in creating favorable environment for the generation and dissemination of knowledge.
