Creative Control : How to Manage Innovation and New Product Development

The topic of this research is to explore to what extent innovation and new product development (NPD) are managed with formal and informal control mechanisms respectively and in combination in five international food industry companies. The topic deals with finding an understanding of controlling innovation processes which require freedom to some extent but at the same time are to be managed in order to keep track of the resources. Cases’ selection was designed to bring variation and catch the complexity of the phenomenon by studying one prime case and validating the results with four minor case companies’ results. The findings of the study indicate that first of all formal and informal control mechanisms coexist and interact and secondly that a more informal and personalized take is beneficial in R&D settings.

Revising control and aligning interests : A case study of a headquarters shifting control exertion on a foreign subsidiary

In this study, a process in which a headquarters was changing its way and extent of control exertion on a foreign subsidiary was investigated from an agency theoretical perspective. Two particular characteristics of principal-agent relationships were particularly scrutinized; information asymmetry and aligning interests. These issues were investigated in-depth through interviews, direct observations and document analysis, in order to examine whether they were identified by the headquarters as major problems and accordingly triggered the change initiative. The agency theoretical perspective was subsequently related to theories on organizational interest alignment, in order to examine whether the agency theoretical prescriptions on appropriate control mechanisms seemed appropriate with respect to individuals’ motivation to align their interests’ with organizational goals. The findings suggested that hedonic intrinsic motivation, which is achieved through enjoyable, self-decided and competence-enhancing work tasks, played a more important role than extrinsic rewards, which is contrary to agency theory which emphasizes extrinsic incentives.

Urban development plans in the Turkish planning system envision that a time would come and the spatial development of any city would be completed in the specific planning period. The allegation of the planning system is to control every detail during urban development. However, the static nature of development plans within the regulatory context cannot provide strategies to manage the dynamic nature of the socio-political context. This contradictory situation involves tensions in planning control mechanisms and creates cleavages within the spatial context. &amp / #8216 / Changes in the spatial context&amp / #8217 / are the indicators of such cleavages. They are conceived to be significant since they might enhance or erode the distinctiveness of a place. To the extent that possibility of change is disregarded in static nature of urban development plans, plan modifications become the primary tools for emergence of the &amp / #8216 / changes in spatial context&amp / #8217 / . They usually emerge through individual actions and individuals begin to produce their own pattern of urbanism in the urban built environment. Management and control of &amp / #8216 / changes in the spatial context&amp / #8217 / is at the very center of the study. It is about shaping the physical form of development rights. The study aims to evaluate the qualitative and quantitative influence of plan modifications on the spatial context through a study within the whole contexts of planning control mechanisms. Hence, the study also concentrates on the operation of planning control mechanisms in the Turkish planning system. The plan modifications are evaluated throughout a detailed analysis held within boundaries of Municipality of Greater Mersin.

Els governs de coalició poden, per una banda, dividir-se les tasques i funcionar de forma compartimentalitzada, on cada soci decideixi sol les polítiques sota les seves jurisdiccions ministerials. Per contra, també poden optar pel compromís entre els partits i decidir col•lectivament en cada àrea sectorial, amb independència del repartiment de carteres. En el seu primer paper, aquesta tesis ofereix un marc teòric per entendre aquesta variació, amb la intenció d’identificar les condicions sota les quals és més probable un tipus de governança coalicional o altra. El segon paper testa empíricament les implicacions d’aquests arguments sobre la manera com els membres d’una coalició es vigilen mútuament mitjançant l’ús de mecanismes de control. Finalment, en el tercer paper s’ofereix un exercici empíric on s’analitza fins a quin punt els votants jutgen de manera diferent cada un dels socis de govern en funció del tipus de coalició a què s’enfronten. / At an extreme, coalition partners can divide tasks and individually decide policy in their ministerial jurisdictions in a compartmentalized way. At the other extreme, parties sharing office can compromise and collectively set policy in each dimension regardless of portfolio allocation. In its first paper, this dissertation provides a theoretical account of this variation, trying to unravel the conditions under which one type of governance is more likely than the other. The second paper tests empirically the implications of these arguments on the way coalition partners keep tabs on each other through the establishment of control mechanisms. Finally, an empirical exercise is offered in the third paper to study the extent to which voters assess each coalition partner differently depending on the type of coalition they face. Variation in the types of coalition governance, we conclude, is an important factor to take into account in political science research in the field.

Este trabalho apresenta um estudo dos mecanismos de policiamento de tráfego ATM (Asynchronous Transfer Mode) mais conhecidos e uma analise das condições de seu gerenciamento utilizando o protocolo SNMP (Simple Network Management Protocol). Para este fim foram considerados os objetos gerenciados integrantes de MIBs (Management Information Base) propostas por vários grupos de trabalho com o objetivo de averiguar a viabilidade de gerenciar o processo de policiamento de trafego mediante manipulação de tais objetos. Realizando este gerenciamento pode-se acompanhar o estado da rede e utilizar estas informações no planejamento da capacidade da rede, pois muitas vezes, o congestionamento não ocorre apenas por excesso de trafego e sim pelo mau dimensionamento dos componentes da rede de computadores. Foram estudados diversos mecanismos de controle de trafego e congestionamento. Estes mecanismos pertencem basicamente a dois procedimentos sugeridos pelo Fórum ATM: controle dos mecanismos de use/rede e controle de realimentação de fluxo. Os algoritmos estudados no processo de controle dos mecanismos de use/rede foram: balde furado, balde furado virtual, balde furado com memória, janelas saltitantes, janelas deslizantes, contadores de pico, escalonamento virtual, balde furado de estado continuo. No processo de controle de realimentação do fluxo existem dois mecanismos básicos: o credit-based e o rate-based. Como o segundo mecanismo foi melhor aceito internacionalmente, surgiram vários algoritmos que seguiam seus princípios. Entre eles pode-se citar: controle de fluxo baseado na taxa, controle de taxa explicita, VS/VD (Virtual Source Virtual Destination), PRCA (Proportional Rate Control Algorithm), EPRCA (Enhanced Proporcional Rate Control Algorithm), ERICA (Explicit Rate Indication for Congestion Avoidance) e CAPC (Congestion Avoidance using Proportional Control). Este trabalho estuda os dois mecanismos básicos assim como os algoritmos que seguem a filosofia rate-based. As MIBs inspecionadas para este trabalho foram: MIB da RFC 1695 [AHM 94], MIB dos objetos suplementares [LY 96], MIB da especificação UNI 3.1 do Fórum ATM[CHA 96], MIB da interface M4 do Fórum ATM [ATM 96] MIB da empresa Bay Networks [BAY 96] e MIBs da empresa Cisco [WAN 96] [CHA 96a], [GRO 96], [GRO 96a], [RBH 96] e [BAK 96]. For this reason the managed objects were considerated pertaining to MIBs (Management Information Base) proposed by many working groups. Realizing this management, it can follow the network state and to utilize these informations in the planning of network capacity, because many times, the congestion only not happen for traffic excess but it occurs by worse dimension of the computer networks components. It was studied many traffic and congestion control mechanisms. These mechanisms belong to two procedures proposed by the ATM Forum: usage/network parameter control and feedback control mechanism. The algorithms studied for the usage/network parameter control were: leaky bucket, virtual leaky bucket, buffered leaky bucket, jumping window, moving window, peak counters and generic cell rate algorithm. The feedback control has two variations: credit-based and rate-based. The second mechanism was better accepted internationally, and many algorithms followed its principles. The algorithms were: rate based flow control, explicit rate control, VS/VD (Virtual Source / Virtual Destination), PRCA (Proportional Rate Control Algorithm), EPRCA (Enhanced Proporcional Rate Control Algorithm), ERICA (Explicit Rate Indication for Congestion Avoidance) e CAPC (Congestion Avoidance using Proportional Control). This work studies the two basic mechanism and the rate-based algorithms. The inspected MIBs for this work were: RFC I695's MIB [AHM 94], definitions of supplemental managed objects for ATM management [LY 96], ATM Forum ATM UNI 3.1 Specification's MIB [CHA 96], ATM Forum M4 interface's MIB [ATM 96] , Bay Networks enterprise's MIB [BAY 96] and Cisco enterprise's MIB [WAN 96] [CHA 96a], [GRO 96], [GRO 96a], [RBH 96] e [BAK 96]. Construction de ressources linguistiques arabes à l’aide du formalisme de grammaires de propriétés en intégrant des mécanismes de contrôle / Building arabic linguistic resources using the property grammar formalism by integrating control mechanisms

La construction de ressources linguistiques arabes riches en informations syntaxiques constitue un enjeu important pour le développement de nouveaux outils de traitement automatique. Cette thèse propose une approche pour la création d’un treebank de l’arabe intégrant des informations d’un type nouveau reposant sur le formalisme des Grammaires de Propriétés. Une propriété syntaxique caractérise une relation pouvant exister entre deux unités d’une certaine structure syntaxique. Cette grammaire est induite automatiquement à partir du treebank arabe ATB, ce qui constitue un enrichissement de cette ressource tout en conservant ses qualités. Cet enrichissement a été également appliqué aux résultats d’analyse d’un analyseur état de l’art du domaine, le Stanford Parser, offrant la possibilité d’une évaluation s’appuyant sur un ensemble de mesures obtenues à partir de cette ressource. Les étiquettes des unités de cette grammaire sont structurées selon une hiérarchie de types permettant la variation de leur degré de granularité, et par conséquent du degré de précision des informations. Nous avons pu ainsi construire, à l’aide de cette grammaire, d’autres ressources linguistiques arabes. En effet, sur la base de cette nouvelle ressource, nous avons développé un analyseur syntaxique probabiliste à base de propriétés syntaxiques, le premier appliqué pour l'arabe. Une grammaire de propriétés lexicalisée probabiliste fait partie de son modèle d’apprentissage pour pouvoir affecter positivement le résultat d’analyse et caractériser ses structures syntaxiques avec les propriétés de ce modèle. Nous avons enfin évalué les résultats obtenus en les comparant à celles du Stanford Parser. / The building of syntactically informative Arabic linguistic resources is a major issue for the development of new machine processing tools. We propose in this thesis to create an Arabic treebank that integrates a new type of information, which is based on the Property Grammar formalism. A syntactic property is a relation between two units of a given syntactic structure. This grammar is automatically induced from the Arabic treebank ATB. We enriched this resource with the property representations of this grammar, while retaining its qualities. We also applied this enrichment to the parsing results of a state-of-the-art analyzer, the Stanford Parser. This provides the possibility of an evaluation using a measure set, which is calculated on this resource. We structured the tags of the units in this grammar according to a type hierarchy. This permit to vary the granularity level of these units, and consequently the accuracy level of the information. We have thus been able to construct, using this grammar, other Arabic linguistic resources. Secondly, based on this new resource, we developed a probabilistic syntactic parser based on syntactic properties. This is the first analyzer of this type that we have applied to Arabic. In the learning model, we integrated a probabilistic lexicalized property grammar that may positively affect the parsing result and describe its syntactic structures with its properties. Finally, we evaluated the parsing results of this approach by comparing them to those of the Stanford Parser.

The Rule of (Constitutional) Law? Examining the Changing Balance Between Political and Legal Constitutionalism in Post-1997 United Kingdom

The last two decades have witnessed a period of constitutional change without precedent in the United Kingdom’s contemporary history, and prominent constitutionalists have suggested that these transformations signified primarily a legalisation of the British constitutional settlement. The present research hence offers a review of the most salient and impactful instances of constitutional change since 1997 with the aim of assessing in what ways the UK could be transitioning from a more political to a more legal constitutional framework. It highlights a greater reliance on legal devices to regulate constitutional processes and more frequent resort to judicial mechanisms of constitutional control. Indeed, the virtual entrenchment of various classes of norms (ECHR rights, common law constitutional rights and principles, Thoburn-‘constitutional statutes’) suggests the formation in British public law of a ‘bloc de constitutionnalité’ that could serve as basis for increasingly genuine forms of constitutional review. Concurrently, British courts are performing more of the functions of constitutional courts and appear willing to assume the role of constitutional guardian ascribed to the judiciary in a legal-constitutional model. Overall, the political constitution and its core principle of parliamentary sovereignty seem to be under challenge, particularly in judicial and jurisprudential debates grounded in the influential theory of common law constitutionalism. We therefore argue that the British constitution can no longer be described as exclusively ‘political’ and that there is at least some evidence of a trend towards legal constitutionalism in the UK.
